    PROFESSIONAL EXPERIENCE

    2002-Present Professor. University of Kansas School of Social Welfare. Teach graduate level social policy and gerontological social work courses, and do state policy research and consultation in the areas of long term care reimbursement and services for older adults and people with disabilities. Involved in policy reform initiatives at state and federal levels. Led graduate study abroad course in comparative social and health care in Sweden and Finland.

    1996-Present Director. Center for Research on Aging and Disability Options (formerly, the Office of Aging and Long Term Care). Principal investigator for ongoing aging, disability, and health research funded through state and foundation awards. Funding typically totals between $500,000 and $900,000 annually. Supervise full-time staff, Ph.D., MSW, and BSW research assistants. For details see CRADO website: www.crado.ku.edu

    1995-2002 Associate Professor. University of Kansas School of Social Welfare. Teach graduate level social policy and gerontological social work courses, and do state policy research and consultation in the areas of long term care reimbursement and services for older adults and people with disabilities.

    1989-1995 Assistant Professor. University of Kansas School of Social Welfare.

    1984-1989 Research/Policy Development Specialist. Minnesota Department of Human Services. Initially, did research and policy analysis to develop long term care policy, worked on development of nursing home case mix system. Final position was research coordinator for the Long Term Care Management Division. I was responsible for management of research and evaluation activities which affect long term care program expenditures in excess of $700 million. Major projects included:

    • development of an assessment tool to link client long term care resource use to reimbursement;

    • evaluation of quality of care, access, and fiscal impact of state's Medicaid home care waiver for elderly;

    • utilization study of elderly waiver; • development of a Medicaid reimbursement system for ICFs/MR based on client

    resource use; • development of a new day training and habilitation reimbursement system based on

    staff ratios; • quality assurance in services for the developmentally disabled.

    Wrote legislation; chaired committees of legislators, providers, and consumers; testified and presented major reports to the legislature on long term care/health care policy issues.

    1980-1983 Assistant Professor. College of St. Catherine and St. Thomas Social Work Department. Taught Group Work, Social Policy and Field Seminar. Supervised Junior and Senior Internship Program for Weekend College. Helped develop and market innovative Weekend College program. Planned and developed workshops and grants. Worked with inter-disciplinary teams and committees.

    1979-1980 Resource Specialist. Minnesota Resource Center. Surveyed service providers in rural Minnesota and then developed video and written instructional materials that combined current research with practice imperatives. These materials included a unit on rural elders.

    1978-1979 Consultant. Worked with nursing home to develop instrument for patient social functioning assessment.

    Instructor. Taught social work courses at Bethel College, St. Paul, Minnesota.

    1975-1977 Instructor. Held a full-time faculty position in the Department of Sociology, Anthropology, and Social Work at Kansas State University. Courses designed and taught include: a basic skills course, an integrative seminar, and field seminar. Served as Field Coordinator for the entire program. Developed social work services with community agencies, implemented contracts, coordinated evaluations, and offered seminars for field instructors. Planned and presented a variety of continuing education workshops, seminars, and courses through KSU and at professional conferences. Helped to develop the program and write accreditation material which resulted in our social work program receiving five years accreditation by the Council on Social Work Education. Developed various grant project proposals at KSU.

    LONG TERM CARE POLICY DEVELOPMENT

    Initiatives to promote long term care reform include:

    • 2014-2016 Serving on AARP National Policy Council and making recommendations that influence health and long term supports and services at the national level.

    • 2014 -2016 Working with Kansas Department for Aging and Disability Services staff to develop a new process for determining Medicaid eligibility for home and community based services statewide

    • 2013 Collaborated with Administration for Community Living policy staff at federal level to develop Medicare "Pre-Dual" Demonstration Project

    • 2013 Invited Participant AARP Public Policy Institute Innovation Roundtable, Washington, D.C. • 2012 Appointed to county level task force to re-envision policies and programs for older adults in

    the community and set an agenda for policy and program innovation including creation of an intergenerational residential community.

    Doctoral and Masters Committees Chaired and/or Member 20 - 25 I was instrumental in seven former students receiving prestigious Hartford awards and significant financial support for their research. I mentored faculty and students who became Hartford Faculty Scholars, Dissertation Fellows, and Pre-dissertation fellows. I have successfully secured grant funding for many graduate students (estimate 20-25) that has made it possible for them to pursue graduate education.
