IF it is not in the budget and approved by

council, it is illegal. Period.

So says the DA in response to the illegal

electricity tariff structure and the implemen-

tation thereof by the Matjhabeng Municipal-

ity on the July municipal accounts.

The advertisement by the Matjhabeng

Municipality in the Vista of 28 August is

nothing more than a blatant attempt (at the

expense of the ratepayers) to mislead

residents on the legality of the electricity

tariffs and to try and justify the illegal

application thereof, says Andr Styger, DA

councillor and member of the Matjhabeng

Finance Committee.

All residents of Matjhabeng must

immediately, before 12 September, declare a

dispute with council according to Article 102

of the Constitution of South Africa on the

grounds that the tariff being charged is not

the tariff approved in the budget, says Dr

Jan Marais of the DA.

During the March meeting (which the

advert refers to), the draft budget was

approved. A recommendation was made that

due to the Eskom tariff structure, a step-up

tariff must be implemented in future.

The understanding was that the effect

and feasibility of the possible future use of

such a step-up tariff would be investigated

and submitted to council, says Styger.

The DA opposed the budget. The DA

proved that if the unwarranted wastage of

council funds and resources were brought

under control no increase of any tariffs

would be necessary. As a matter of fact, a

decrease in tariffs would have been possi-

ble, says Styger.

During the meeting the ANC outvoted the

DA. Only a normal step-up tariff for water

was approved.

As far as electricity is concerned only an

across the board electricity tariff increase of

7,39% based on our existing tariff structure

was approved. No electrical step-up tariff

was discussed, proposed or approved, says

Styger.

The implementation of any other

increase or structure is therefore illegal

irrespective of whether the National Energy

Regulator of South Africas (Nersa) guide-

lines make provision for it or not, and

irrespective of whether it was advertised or

not. The City Council of Matjhabeng is the

only structure that can set tariffs (within

Nersas guidelines and with its approval).

This function cannot be delegated to any

political office bearer or official, according

to Section 59 of the Municipal Systems Act.

Should the municipality continue with

this structure they are opening themselves

up to a class action by residents against

council. Ironically, it will be the ratepayers

money that will be used by council to

oppose the very same ratepayers who are

being extorted, says Styger.

And now, ironically, the DA must defend

the same budget it opposed in order to stop

the illegal tariffs being used. Styger says

this raises a serious question. Why is the

ruling party quiet and not defending the

tariffs it approved? The only reasonable

answer is that Matjhabeng is probably going

to become the first major municipality

whose electricity supply will be cut by

Eskom, and this will most likely cause the

municipality to be placed under administra-

tion, says Styger.

On 31 July the Free State High Court

granted an order which allows Eskom to cut

the electricity supply to Matjhabeng should

it fail to pay the R420 million arrears plus

interest, as per an agreement discussed in a

closed council sitting on Tuesday.

It is therefore understandable that

instead of requesting council to approve

further increases and then having to engage

the ratepayers in a public participation

process, it was easier try to manipulate and

sidetrack the council decision. They are

squeezing the last life blood from the

proverbial goose that lays the golden eggs.

article) would have been better used if the

municipality explained to residents:

)How the step-up tariff will not exceed the

approved 7,39% increase.

)Why Eskom was only paid for four months

during the past year and how the almost

R300 million that was billed to residents and

never paid over to Eskom was used.

)Why R960 000 was illegally spent on the

Free State premiers inauguration and not

used to avoid the imminent suspension of

electricity supply from Eskom.

)What decision was taken during the

almost clandestine closed council meeting of

Tuesday, 26 August, the contents of the

payment agreement reached with Eskom and

what measures (other than using illegal

tariffs) council are going to put in place to

fulfil its obligations towards Eskom.

The ANC-led council must have the

political willpower to address the 56% of

residents who are not paying their municipal

accounts and use income derived from

electricity billing to actually pay Eskom.

They must stop the proverbial practice of

robbing Peter to pay Paul, says Andr

Styger, DA councillor.

School Challenge was tough and with a

final score of 71% the Science team of St

Andrew did not think they stood a chance

to be crowned as the national winners.

Teams from all nine provinces competed

in the competition.

When the Science teacher, Adele Smit,

picked the team, she wanted learners who

have good general knowledge and can think

on their feet.

Only gr. 8 to gr. 11 learners could partici-

pate in the challenge.

The national competition, which took

place on 27 Augustus, was done on Face-

book, the internet and WhatsApp.

Fifty questions had to be answered in 90

minutes. The contestants were not allowed

to go back and change answers.

It was amazing that we de-throned the

Waterkloof High School. The team from

Pretoria won the competition four consecu-

tive years, says Smit.

The only disappointment is that the

winning team will not fly to Cape Town

this year as was done in previous years.

The team members will also not get medals

or certificates.

A St Andrews team won the Free State

competition two years ago.

In 2013 the school did not enter the

competition.

School is the national winner of the HIP2B

ProNutro iThink School Challenge.

The team represented the Free State and

competed against the top teams from all

nine provinces last week.

The team of the Waterkloof High School

in Pretoria was second, while the Worcester

Gymnasium team from the Western Cape

took third place.

In Welkom 20 teams from eight schools

participated. The two St Andrews teams

came first and second, while a team of the

Hennenman High School came third.

The iThink Schools Challenge formed

part of National Science Week. The final

was done digitally on provincial level.

Every team consisted of six members and

only learners between gr. 8 and gr. 11 could

participate.

The theme of the challenge was Todays

Science. Tomorrows World.

tember flea market in

Welkom promises to be a

fantastic fun-filled food and

aviation affair.

The Matjhabeng Flea

Market committee has de-

cided to organise an inter-

national food fair for the

flea market on 13 Septem-

ber.

At the helm of this

project is well-known Ital-

ian Ivan Belotti. He has or-

ganised a large variety of

stalls to cater for every-

ones needs.

According to Raff Moret-

ti, the chairman, the food

fair could become a regular

feature at the flea market

depending on the success of

the September market.

Not only will there be a

food fair but Brian Em-

menis, veteran interna-

tional air show commenta-

tor, has been called in to or-

ganise a massive aviation awareness day.

Westline Aviation from Bloemfontein will

be having a large static exhibition and will al-

so be bringing a helicopter to the flea market.

The Goldfields Gliding Club will be exhibit-

ing several gliders and will be on hand to in-

troduce the exciting world of gliding to the

public.

Chris de Jager of Skydive Central in

Bloemfontein has been approached to exhibit

and if all goes well will perform a parachute

jump during the flea market, says Emmenis.

The local flying club has been

informed, and they have been in-

vited to hopefully do some fly-

pasts during the course of the

market, he says.

Jean SnymanofHazquipwill be

exhibiting their large range of the

latest fire engines and the related

rescue equipment that is used

during aviation-related accidents

or disasters.

Karel Zaayman of the Aviation

Shop, who is a regular exhibitor

at air shows around the country,

will have a stall where the public

can purchase anything frommod-

el aeroplanes to aviation-related

badges, DVDs and books.

Emmenis is still trying to

source a gyrocopter and a micro

light for the static display.

The flea market is currently a

major source of income for the as-

sociation and it is vital that it at-

tracts many visitors monthly.

The flea market, which takes

place in Welkoms North Park, is

one of the oldest and longest run-

ning of its kind in South Africa.

Entry to the flea market is free

of charge and the committee is

hoping to see large crowds attend this fantas-

tic fun-filled day.

defend him-/herself,

of approximately 61%.

I also understand that

Eskom has applied for a

SupremeCourt ruling on

Matjhabengs non-com-

pliance of the agreement

reached last year (May

2013) regarding pay-

ments on the unpaid and

disputed arrears.

I expect there is again

a real danger that Eskom

will cut the power supply

to Matjhabeng in the ve-

ry near future.

Who is paying?


CABLE and street light theft in Allanridge has become

a major problem. Several streets are engulfed in

darkness.

Past. Gordon Williams, chairperson of Sector Crime,

says empty houses also cause concern.

We have written letters to the owners, but they do

not respond.

Several residents volunteered to join the safety

committee. Since then there has been a drop in house

breakings. Members of the police also patrol the street

on weekends.

The next meeting will be held at the town hall on 10

September, starting at 16:00. Residents from Extension 2

and Extension 3 are invited to attend the meeting to

establish a street committee.

my mond oopmaak, skiet hulle my.

Die tuinier en skoonmaker is ook

oorrompel. Du Plooy s die mans het

heeltyd geld, geld geskreeu, sy sakke

deurgesoek en sy identiteitsdokument,

selfoon en R1 200, wat hy vroer getrek het

om kruideniersware te koop, gevat. Hulle

wou die sleutel van die kluis h, maar hy

het dit nie gehad nie.

Toe die skriba Yolanda van Wyk (42) hom

bel om te s sy gaan laat wees, is hy beveel

om vir haar te s sy moet dadelik kerk toe

kom. Sy het gehoor my stem klink snaaks

en het gedink ek het n ligte beroerte

gehad.

Toe sy by die kerk aankom, is sy ook

vasgebind. Sy het die sleutel van die kluis

vir die rowers gegee.

Daarna is hulle in n badkamer toege-

maak. Toe alles stil word, het die tuinier

daarin geslaag om die deur oop te skop.

Ds. Frikkie van Heerden, die predikant,

het daar aangekom en die polisie ontbied.

Van Heerden het Du Plooy hospitaal toe

gebring en gerel dat hy en die skriba

berading kry.

Ds. Ryno van As van Allanridge, wat met

Du Plooy gaan simpatiseer het, s verlede

week is die dakplate van die NG kerk in

die dorp opgelig. Die inbrekers kon egter

nie die kluis oopkry nie.

A YOUNG woman from Oppenheimer

Park was brutally raped and killed

early Monday morning.

The police were called to the scene

near G Hostel in Thabong where they

found a naked woman lying in a pool

of blood.

The woman was taken to the

Bongani Hospital, but she died the

same day due to multiple stab

wounds. She was also raped and a

case of murder and rape was opened.

The docket has been assigned to

Const. Samuel Monyaki of the

Thabong SAPS Detective Unit.

The woman was identified as

24-year-old Lesego Mothibenyane and

the police have asked the community

to assist them in solving this brutal

murder. Monyaki may be visited at

his office at the Thabong SAPS or

RECENTLY Goldsec 100 hosted the well-

known clinical psychologist Magdalena

Steenkamp. She addressed 120 women at

TreScalini andhad themspellbound formo-

re than an hour. The invitation read: How to

Avoid 50 Shades of Purple and did not dis-

appoint. Magdalena has been in private

practice in Bloemfontein for the past 22

years, she gives group therapy sessions at

the Bloemcare Clinic as well as the Optima

Clinic in Bloemfontein and hosted a talk

show on Ofm for two years. Her address

was both informative and highly comical.
