MEETING WITH THE VISITING CHINESE DELEGATION FROM THE MOTORCYCLE ACCESSORIES

ASSOCIATION OF CHONGQING

A high powered 16 member trade delegation representing the Motorcycle Accessories Association of Chongqing also consisting of the representation from the Chongqing Foreign Economic and Trade Commission E-Commerce Department and Chongqing Jiangjin Business Bureau under the Leadership of Mr. Kang Li during their stay in Karachi called on the Office Bearers and members of the All Pakistan Motorcycle Spare Parts Importers & Dealers Association (APMSPIDA) to discuss matters of mutual interest. The interactive session which was followed by the lunch was held on April 7, 2016 at the Pearl Continental Hotel Karachi.

MINUTES OF THE MEETING

The meeting started off with the recitation of the verses from the Holy Quran by Mr. Khurram, Member

of APMSPIDA.

Mr. Muhammad FarhanHanif, Chairman APMSPIDA while welcoming the visiting Chinese delegation in

his opening remarks briefed the delegation about the APMSPIDA that it’s the sole representative forum

of Motorcycle Spare Parts Importers and Dealers based all over Pakistan consisting of 220 members with

affiliation with Karachi Chamber of Commerce & Industry (KCCI) and the Federation of Pakistan

Chambers of Commerce & Industry (FPCCI).

He added that Islamic Republic of Pakistan and Peoples Republic of China cherish strong and long

economic and strategic relations which are deeper than the oceans and higher than the mountains and

China has always continued to extend full on support to Pakistan in the times of need. The biggest

example of this can be envisaged from the huge Chinese investment of $46 billion in the China-Pakistan

economic corridor.

While talking about the Motorcycle sectors in both the countries, he added that Pakistani importers

discovered the Chinese export market in 1984 and developed relations with the Chongqing city which is

presumed to be the biggest manufacturing, assembling and exporting of the motorcycle spare parts city

in 2000s. Before the said unearthing the Pakistani importers mostly use to import from Japan, Thailand

and many other eastern countries. However, with the exploration of the Chinese market by the

Pakistani Importers, the same certainly helped the local industry to boom.

He emphasized that Pakistan lately has started to manufacture 85% of the spare parts locally, whereas,

previously the trend was way too less, thus, the Chinese Investors should consider in engaging in Joint

Ventures with their Pakistani Counterparts. He added that in next couple of years the maximum of

manufacturing would be done in Pakistan, therefore, it’s the need of the hour, so this proposal may be

considered expeditiously/favourably and the time near when Pakistan will be exporting with the help of

China.

He said that APMSPIDA consists of investors having vast experience and knowledge of the Industry. He

said that the Karachi being the economic hub of Pakistan has strong investors who on credit basis run

the motorcycle markets established in others parts of the city. As China requires investment in its

country, then it is advisable to create links between such interested parties.

He also added that in this context if needed then APMSPIDA can play a mediatory role by bridging gap

between Pakistan and Chinese Companies and accordingly, to fizzle out the fear of the law and order

situation about Pakistan existing in the minds of the foreigners, then we can also arrange the meetings

with the Government Machinery, the law enforcement agencies and at other relevant forums.

Government of Pakistan is also inclined in slashing the duty tariff for the import of the semi-finished

items; therefore, China can certainly consider this as an option too, he added.

He also emphasized on the need of frequent exchange of Trade Delegations between the two countries

which would enable the businessmen to get to know each other in a more befitting manner.

While expressing his and members of APMSPIDA’s concerns over the presumed implementation of the ‘Electronic Data Exchange System (EDES)’ between Pakistan and China, he added that there are endless repercussions entailing it, thus, the visiting Chinese Delegation should certainly take up this issue with its Government to address the concerns. He added that with the implementation of the EDES there is a likelihood that the Chongqing market could ultimately get erased from the Pakistani market for its prices

being on the higher end/side. Therefore, if no cogent measures are taken in time, then there maybe a chance that China may lose the Pakistani market in the days to come as the Customs of both the countries will be sharing the invoice (which is considered to be a secret document) with each other, thereby, establishing the actual purchase price and will be imposing the duty of the same.

While concluding his remarks, the Chairman proposed than in order to materialize all the proposals that

he had made during his speech it is important that an MoU be inked between APMSPIDA and MAAC so

that the goals envisaged of our relations could be achieved. He, once again thanked the visiting

delegation and expressed them luck and fruitful meetings during their stay in Pakistan.

KANG LI, VICE CHAIRMAN & SECRETARY MAAC

While reciprocating, the Head of the visiting delegation thanked the Office Bearers and members of the

APMSPIDA for welcoming the delegation and extending all the support during their stay in Karachi. He

cherished the relationship that MAAC has enjoyed with APMSPIDA in past and believed that the

relations would further strengthen up if the efforts are made in the right direction.

While introducing MAAC, the head stated that it consists of exporters, manufacturers and assemblers

and represents the biggest city of China when it comes to motorcycle industry.

He agreed to the idea that in order to further strengthen up the bi-lateral trade in this sector, exchange

of frequent delegations is a must and for that both the associations should put in extra effort in

arranging the same.

On the issue of ‘EDES’ he added that the delegation is aware that the Chinese Custom is planning to

bring in new rules and regulations, however, until the same are introduced, it would too early to make a

comment on it. While concluding his statement, he agreed the proposal for inking an MoU between

MAAC & APMSPIDA.

After the conclusion of the speeches by the Heads, the visiting delegation and the host members

introduced themselves to each other and the B2B session initiated.

After the conclusion of the interactive session followed by the B2B session, the participant had lunch at the Chandni Restaurant, PC Karachi which was also graced by DIG Sindh Police Karachi.

MAAC and the Members of APMSPIDA called on Commissioner Karachi

Press Release

The Motorcycle Accessories Association of Chongqing (MAAC) along with the

members of All Pakistan Motorcycle Spare Parts Importers and Dealers Association

(APMSPIDA) called on the Commissioner Karachi to discuss matters of mutual interest.

Commissioner Karachi while praising the government said that because of its

comprehensive policies investors have been investing in different sectors in the country.

The Commissioner Karachi said that the “Foreign investment will help in resolving issue of unemployment by providing jobs to local youth in the province of Sindh.”

He said that the Law & Order situation in Pakistan has bettered to the great extent with the success achieved via Operation Zarb-e-Azab and government is fully determined in attracting foreign investment and provide full security and all available facilities to the investors.

The Chinese delegation told the Commissioner that they want to invest in the Motorcycle sector in Pakistan and are interested in Joint Ventures with Pakistani Counterpart.
