ABOUT US
A Proposed National Vision: How I wish to see Pakistan in Ten Years from Today?
Pakistan has seen so many death and violence and witnessed numerous lives ruined, that perhaps the time is ripe to look honestly into our own identity as the cause of this tragedy. Since the 1980s we have played a role in encouraging violence and death not only within our borders but also outside it. This must end or we will become a dysfunctional nation and society (some say that we already are).
In order to change ourselves we need to create a new national vision. I am venturing to suggest the following as our national vision and I would welcome others to contribute in this venture. You are welcome to join in this task of national re-construction:
"Pakistan in the next ten year becomes a progressive and a cosmopolitan state that believes and practices principles of peace, love and brotherhood in its internal and external policies. It will be a society where diversity is respected and where differences of opinion are expressed within a democratic framework functioning under the rule of law and where equity is a governing principle."

Regional Institute of Policy Research and Training (RIPORT) is a registered, non-profit organization formed in 2005 with its headquarters at 10-C, Sifwat Ghayur Road, University
Town, Peshawar, Khyber Pakhtunkhwa. The Institute is presently operating in Khyber Pakhtunkhwa and the Federally Administered Tribal Areas (FATA). It collaborates with other
institutions both within the country and abroad. RIPORT undertakes research related to public policy, security, finance, economic, governance and human right matters in the region.

Introduction
The Regional Institute of Policy Research and Training
(RIPORT) has unique expertise, technical skills and
community outreach in the target region built upon a
number of years of work with local communities. RIPORT
has specialized in governance, policy and research issues of
Khyber Pakhtunkhwa and Federally Administered Tribal
Areas (FATA); many of the tasks completed include
statistical work and surveys.
RIPORT’s head office is located at 10-C, Sifwat
Ghayur Road, University Town, Peshawar. It is a
registered, non-profit organization founded in 2005.
The Institute is presently operating in Khyber
Pakhtunkhwa and the Federally Administered Tribal
Areas.
In pursuit of the main objective RIPORT aims to focus on the following areas.
To render advice and recommendations to the governments based on objectively
conducted policy research and analysis
To work for peace and welfare of the people by increasing understanding and
bridging opposing thoughts.
To research and advocate appropriate conflict resolution mechanisms.
To impart training to build and enhance skills & capacities of public functionaries
and non-governmental institutions in the area of conflict reduction, finance,
development management and governance.
To create knowledge linkages with centers of learning and excellence in the region.
To advocate conflict reduction & peace, practicing of democratic norms, extension
of provision of human rights through seminars, workshops and the media.

VisionTo create alternate policies and practices based on peace and harmony, which lead to improvement in human rights and tension reduction in the region.
ObjectiveTo serve the region and emerge as a center of excellence for generating alternate policy recommendations while enhancing the capacity of government and civil society leading to economic and social improvement in the community at large.

Background and Expertise
RIPORT undertakes research in areas related to security, social protection, finance,
economy, conflict reduction, governance and human rights. RIPORT works in close
collaboration with its partner organization, M/S Khalid Aziz and Partners (K&P)
Consultancy Services that has a very good track record of research and survey work with
different organizations.
RIPORT has 9 years of experience in conducting baseline research, evaluation studies and
situation and context analysis. RIPORT has partnered many national/international
organizations like; the United Nations High Commissioner for Refugees (UNHCR), United
Nations Children Funds (UNICEF), United States Agency for International Development
(USAID), The Asia Foundation (TAF ), German Technical Cooperation (GiZ) among
others. RIPORT has the capacity and experience to implement projects dealing with
Alternate Dispute Resolution, legal aid, access to justice, institutions and law.
RIPORT is managed by a 12 member’s apex board that directs the institute. Mr. Khalid
Aziz is the Chairman and the designated Chief Executive Officer of the Institute. He is a
retired civil servant having more than 33 years of experience in the governance of FATA,
KP and the Federal Government. He has remained Additional Chief Secretary and the Chief
Secretary of Khyber Pakhtunkhwa Province; he was also Pakistan’s first Director General of
Ehtesab (Accountability) Bureau, when it was established in 1998. He holds an M. Phil
degree in Development Studies from Cambridge University as well as an MA in Political
Science from Peshawar University.
His association in 2010 as the peer reviewer of the Post Conflict Need Assessment (PCNA)
report gives him a unique perspective into the drivers of conflict in the region and will be
invaluable in guiding the present Rule of Law exercise. Since then Khalid Aziz has added
to his previous experience by contributing to reforms in the Police department of KP, under
a DFID project and assisting Coffey International in the “Aetibar” project as Institutional
Assessment Advisor.
His other relevant work that will be useful to the current task is as former member of the
FCR Reform Committee that the government of Pakistan constituted in 2005. Lately, in
June 2014, his experience of regional conflict was further enhanced with his association as
the ‘Senior Conflict Specialist’, for reviewing the methodology and data collected by the US

AID through MSI for creating the Stability Index.
In passing it may be noted that Khalid Aziz has first-hand experience of the tribal areas
having remained Political Agent in Orakzai, Khyber and North Waziristan agencies. He also
was the senior supervisory officer over political agents as the Commissioner of D.I Khan
looking after both the Waziristans and the allied FRs. Latter on he was Commissioner
Peshawar supervising political officers in Khyber, FR Peshawar, Mohmand and Bajaur
agency. He followed this as Commissioner Kohat where he handled Orakzai and Kurram
Agency and FR Kohat in a supervisory role.
Khalid Aziz’s expertise has been repeatedly sought by research and administrative as well as
military institutions in Pakistan and abroad. He has remained as tribal areas analyst for The
News, Daily Express-Tribune and The Dawn newspapers. Some of his writings are available
at www.khalidaziz.com and may be seen. In 2013 Khalid Aziz worked as external analyst
for the Danish Institute for International Relations where he conducted research relating to
Transition in Afghanistan Post 2014 (bit.ly/1gwS4L5). He is also the Convener of a multi-
disciplinary group of Pakistanis participating in a regional project managed by the Friedrich-
Ebert Stiftung, a German civil society organization, for peace building in Post 2014
Afghanistan.

RIPORT’s Various Units
The organization has the following units that are working to manage the organization and project

activities.
Program Unit This unit is headed by the Program Coordinator; his tasks are to ensure the effective and flexible
coordination within all departments, supervising and monitoring progress, departmental capacity
building, keeping liaison with government departments, donor agencies and other organizations.
The section is also responsible for quality correspondence including letters, minutes, program
summaries, case stories, annual reviews, program completion review reports and donor
coordination.
Monitoring and Evaluation UnitThis unit is headed by a Coordinator M&E; his tasks include tracking progress and disseminating
information about project activities to the management as well as partners. This section develops
project specific measurable indicators and ensures project implementation as per given time line.
The M&E unit ensures that progress is not deviating from agreed deliverables and goals.
The unit also conducts baseline surveys to establish indicators to measure progress and evaluate
impact of the project. The unit also provides training/tools on monitoring, evaluation and
reporting of project activities by communities.
Social Mobilization UnitRIPORT’s Social Mobilization team ensures that RIPORT projects are based on maximum
community participation. RIPORT strongly believes in community involvement for effective
implementation and sustainability of projects. The Coordinator Social Mobilization works in
tandem with Coordinator M&E to ensure effective role of community in the project.
Finance UnitThis unit is managed by the Coordinator Audit and Finance who is under the direct supervision
of Chairman RIPORT. The finance controller deals with all financial matters regarding projects.
We practice utmost transparency in financial transactions. Our internal practice is to have at least
three signatories for any payment or purchase. All receipts and payments are electronically
documented and stored in our internal database. The Coordinator Audit and Finance serves as
member of RIPORT’s Procurement Committee, whereas the Admin Officer serves as secretary
of Procurement Committee.5
Gender and Human Resource Management UnitThis unit is headed by a Gender and HR coordinator responsible for staffing of the organization,
training, promotion, demotion, downsizing and rightsizing of the organization. The HR Officer
serve as secretary of RIPORT’s Hiring Committee and also ensures gender issues inclusion in
activities.

Titled: Support to livelihood EnhancementSupport to Livelihood Enhancement (SLE) was funded by UNHCR under RAHA component implemented by RIPORT in three Union Councils (UCs) of district Peshawar, comprising UC Larama, UC Kankola and UC Hassan Ghari with a total budget of PKR.24 million. The project was to provide skill trainings of plumbing, carpentry, auto electrician and mobile repairing to male and tailoring component to female masses of Afghan and Pakistani communities. Starter toolkits at the end of the project were also provided to the beneficiaries residing in the aforementioned UCs.
