CIDC – Activities: 4th Task Force Meeting of “National Database” (CIDC - Construction Industry Database)

The 4th Task Force meeting of “National Database” (CIDC - Construction Industry Database) was held on 5th May 2016 at Lecture Room No. 2, IIC Annexe Building, India International Centre, 40, Max Mueller Marg, New Delhi – 110 003. With participation from a host of PSUs’, Government departments and vendors/service providers from across the Nation, the discussions revolved primarily on increasing the broad based use the ‘National Database’.

To increase awareness about emerging trends for construction materials and practices, two technical presentations from enlisted vendors were included in the agenda. The presentation by Tata BlueScope Steel Ltd focused on disseminating knowledge about the myriad use of their steel with an open invitation to visit any of their projects highlighting the various structures created using their products.

Epoxyshield, the flagship product from the house of “Hariom Ingots & Power Pvt Ltd” was well appreciated by the audience. The wide application of Epoxyshield reinforcement in building concrete structures, was emphasized to cut down on overall cost of the project while increasing the life of the structures. Value based purchases, to streamline the existing databases, lower entry restrictions for new entrants to pick the right vendor for your project deliveries, were some of the aspects on which deliberations were held.

Speaking on the occasion, the Chief Guest for the evening Shri Divakar Garg, Director General, CPWD praised the efforts of CIDC for building this database and encouraged the vendors to use this platform for raising awareness about their products & successes. Project Owners in the construction industry spend large amounts of resources in the process of finding appropriate vendors of products and services. Since each Project Owner spends the money separately from others, there is a duplication of efforts and wastage of precious time and money.

CIDC – Activities: Enlistments in databases presently are of various vintage and hence lot of time is spent in getting vendors verified and also there is duplication of efforts and wastage of time and money for locating the right vendors.

CIDC has worked on one seamless database where pre-qualified vendors are enlisted. This makes the database largely useful and ready to use and can be adopted by organizations for their use.

With this Vendor Registration Process, CIDC is establishing a central data–base for suppliers of all types of Products and Services from India and abroad to avoid multiple efforts for the same work by various stakeholders’ and create a National Database of vendors and suppliers.

While delving into the importance of a National Database, Shri Ajay Kumar, Executive Director, Oil and Natural Gas Corporation Limited (ONGC) emphasized on the need of a credible list of suppliers and service providers who can provide services at good quality and reasonable prices. He expressed his happiness that the present database has been scaled up and the process of due diligence makes the end product uniform and lends it credence.

Dr. Swarup while elaborating on the future plans for the database suggested the following agenda:

1. Phase 4 listings to be completed by August 2016

2. Task Force meetings to be held every quarter and in difference cities if possible.

3. To encourage greater interaction amongst the stakeholders, following actions to be initiated:

a) Encourage PSUs to write to their vendors to facilitate authentication by CIDC

b) Encourage registered Vendors to host some of the procurement agencies, who could visit them and apprise themselves about their products etc.

c) Encourage PSUs’ to visit the registered vendors to apprise themselves about the efficacy of their work.

This is a unique platform in the sense that it not only serves as a potent platform for exchange of ideas and information for new products and technologies, but also provides a one to one interaction between the demand and supply sides to evolve robust databases leading to more effective procurement practices. The advantage of this database is that this is ready to use as the vendors have already been pre-qualified through a process of due- diligence undertaken by CIDC team. We only need to align this to our resident business process and leverage on the same to bring down the procurement cycle to a reasonable time frame.
