Status as of CY 2005In July 2005, the Business Assistance desk (BADS) has been established in the municipal, provincial and regional offices of DILG-7. Towards the effective implementation of the Department’s
directive, DILG-7 has worked out a strategy utilizing its Department's existing Gabay sa Mamayan Aksyon Centers (GMAC) to serve as conduit for business assistance in the Central Visayas region. It also entered into a partnership with the DTI-7, thru a Memorandum of Understanding (MOU), in the promotion of business and investments in the region; renaming BAD into Business Help Desks (BHD). The MOU further consolidates the business and investment-related programs of DILG and DTI, i.e. DILG's Anti-Red Tape Project (ARTP) One-Cluster, One Vision (OCOV) and the Bayanihan Centers Project (BCP); the DTI's One Town, One Product (OTO{-Philippines), Barangay Micro-Business Enterprise (BMBE) and small and medium Enterprise (SME); To the effect, a joint Memorandum Circular (JMC) has been issued to all DILG-7 and DTI-7 field offices.
Initial activities of the BHDs (regional and field offices)– Series of orientations on the BHD project
to the DILG field officers by the DTI– Orientation on ARTP program conducted
to 79 LGU's. All these have been advocated on the streamlining of civil application systems (CAS)
