Reactivating the Environmental
Taxing to achieve recycling targets
A large agreement has been achieved between ARC & the associations
of municipalities for increasing, in a progressive way, the landfill tax
up to near 50 €/t and the incineration tax up to near 25 €/T in 2020.
It was approved
by the Parliament
of Catalonia in
March 22nd 2017

Conclusions (1/2)
• Catalonia is a Mediterranean country with great industrial and tourist
activity. 25 years ago waste management was completely
uncontrolled. The waste was considered just waste. Waste caused
annoyance, citizen complaints and many environmental problems.
• Environment Ministry was created by Catalan Government in 1991.
The Law on Waste passed by the parliament in 1993, created the
Waste Agency of Catalonia and established the obligation of
separate collection of biowaste, which probably is one of the main
fractions of MSW.
• In 2003 the Catalan Parliament approved the Law on infrastructures
financing and the creation of environmental taxation for waste
(Landfill & Incineration Tax).
• Landfill & Incineration Tax, jointly with Tax Refund has proved to be a
good incentive to stimulate prevention and separate collection of
high quality biowaste.

Conclusions (2/2)
• Catalonia has achieved, on average, 40% of separate collection of
MSW, although there are municipalities and regions, especially when
implemented efficient systems (Door to Door and PAYT) which
reached separate collection rates between 60% and 85%.
• Catalonia has also worked hard on prevention, reuse and preparation
for reuse, achieving a 50% of reduction of single plastic bags in just
few years, also fighting against wastage of food or marine litter.
• But all this successful story has been possible thanks to the joint
work of governments, local entities, companies, universities,
research centers, NGOs.
• The waste management sector represents 7% OF CATALAN GDP,
with more than 1,500 COMPANIES created since 1993, giving JOB
FOR MORE THAN 20,000 PEOPLE, with important potential growth .
• 25 years later, Catalonia has become a reference for MSW
management in Europe. Management of MSW is 100% controlled,
and BEACHES, RIVERS AND FORESTS ARE CLEAN AND ALIVE.
