Yesterday one of the major hake and monk processors in Walvis Bay, Tunacor, has voca-lised their support for the fisheries minister’s value addition strategy in the horse mackerel industry. “The valuation of horse mackerel must follow in the steps of the hake in-dustry,” Antonio Marino, the managing director of Tunacor, said at the com-pany’s ‘Namibianisation’ celebration at the Tuna-cor factory. “There are more employ-ees at Tunacor than the entire horse mackerel industry alone,” Marino continued. “So it is quite clear what is employment creation and what is not.”Tunacor currently em-ploys just under 1 200 employees within their

The Chief Traffic Officer of the Walvis Bay Traf-fic Department, Mr Eben Platt, warned that there are consequences regard-ing these violations.“Residents who have a problem with children riding quad bikes in resi-dential areas can contact our emergency numbers. A traffic officer will assist you. If these children are caught, they face serious consequences. We will fine the child for not having a licence, as well as the parent for they are the ones allowing it. In many cases these quad bikes are not even road-worthy or licensed. Both the child and the parent will receive a fine for that violation as well. You can also call us if you know where these children live and we will pay their parents a visit. There are certain areas in the dunes where they may

ride their quad bikes. The quad bike must be loaded onto a trailer and trans-ported to those areas in the dunes,” Platt said.According to one of these upset residents this has been going on for approx-imately two months if not longer. “All I can say is I am fed up with these children ri-ding their quad bikes every Saturday and Sun-day all day long up and down the street. I do not even live in Un-ion Street, but in the street next to it thus I cannot even imagine how the people in Union Street must feel by now if the noise is a problem for me. I am fed up. It is the parents’ respon-sibility to put a stop to this. It is a disturbance of peace,” she complained.

It can live for 26 years, possibly more. Leopard seals are predators, feeding mainly on other seals, pen-guins, fish, and krill. Killer whales are the only known, albeit infrequent, natural predators of leopard seals. Along with all of the oth-er earless seals, it belongs

to the family Phocidae, and is the only species in the genus Hydrurga. The name hydrurga means “water worker” and lepto-nyx is the Greek for “small clawed”. The leopard seal is large and muscular, with a dark grey back and light grey on its stomach. Its throat is whitish with the black spots that give the seal its common name. Females are slightly larger than the males. The overall length of this seal is 2.4 to 3.5 metres and it weighs from 200 to 600 kilograms. They are about the same length as the northern wal-rus, but usually less than half the weight. Its front teeth are sharp like

those of other carnivores, but its molars lock toge-ther in a way that allows them to sieve krill from the water, in the manner of the crab eater seal. The leopard seal is a soli-tary creature and comes to-gether in small groups only when it is time to mate. Leopard seals are not very vocal, although they occa-sionally make some grunt-ing and growling noises. The leopard seal is bold, powerful and curious. In the water, there is a fine line between curiosity and predatory behaviour, and it may ‘play’ with pen-guins it does not intend to eat. There are also records of leopard seals attacking divers. Lianly Lieptke is 12 years old and cannot walk or talk. “The first doctor I took her to in Windhoek told me that my child lacks oxygen. I didn’t believe in that doctor, so when I got to Swakopmund, I took her to another doctor for a second opinion. He told me that one part of Lianly’s brain was damaged, causing her speaking and working muscles not to function properly”, said Ms Kuhl-mann. They supposedly informed her that Lianly will be able to walk again, if she goes for physic therapy. Lianly currently attends school at Chain, Rössing Founda-tion. According to Gladys she was working at a ser-vice station and had to quit, because there was no one

to take care of her daughter after school. A list of prescribed food she [Lianly] needs to eat and medication was pro-vided and according to Gladys there is no way she can afford it, since Lianly’s father passed away last year. Lianly can only walk with the help of her mother or younger sister, who is six years old. Gladys and her two daughters moved to Swakopmund two years ago. She said that her only source of income right now is Lianly’s monthly grant of N$250. “This is too little, because N$50 goes to bank char-ges and N$100 for Lianly’s monthly school fee. I then still have to buy the pre-scribed medicine, food and pay my rent,” the ill-fated

at a meeting with the Na-mibian Standards Institu-tion (NSI). “The model for hake cannot be copied and pasted into the horse mack-erel industry,” one repre-sentative said. Concerns of value addi-tions negatively affecting exports of horse macke-rel, traditionally a low-cost source of protein have been raised by industry mem-bers. “Horse mackerel exports are, by nature, vol-ume driven as it is the sta-ple protein food source for many African countries,” a stakeholder explained.

Believers Fellowship Church in Swakopmund became the latest good Samaritans to assist shack fire victims in the coastal town. A couple of weeks ago the residents of Swakopmund were shocked by a devastating fire, which burned sixteen backyard shacks to ashes, in the town's Mondesa suburb.

Seventy students who were attending computer courses at the Walvis Bay Multi-Purpose centre, graduated last week Saturday in a ceremony held at the centre.

This past Sunday, the families were visited by Believers Fellowship Church and clothes and bed sheets were donated to them. The church also brought food items such as, bags of Potatoes, Maize Meal, Macaroni, soup packets and many more, as well as school uniforms for

the school children whose names were on the list of the fire victims. “The church is part of the community”, said Pastor Nelson Olabanji of the Believers Fellowship Church, “we are willing to help the community in which ever way we can, in times of need. Attorneys’ fees set to increase in October Jade McClune

A well-placed source at the Law Society of Na-mibia (LSN) confirmed this week that legal fees are set to increase again at the end of September, but they would not specify by how much the legal tariffs are due to increase. It was only said that the adjustment would be in line with the rate of infla-tion.In 1990 it cost a mere N$100 per hour for con-sultations with an attor-ney, to settle affidavits and take instructions, or provide legal advice.Today an attorney can charge an eye-watering N$1 256 for a half-hour or less for such consul-tations, for appearing in court and for drafting or perusing documents.

That is N$2 512 per hour, as well as requiring a signficant cash deposit in advance.A telephone call from an attorney will cost N$126 for every five minutes or less, while a letter costs N$75 per page. In 1990 it cost only N$2.50 for a letter. Today an attorney may also charge N$201 for every page that he says he looked at, as well as N$419 for every half hour of travel. An officer at the Regis-trar of the High Court in Windhoek, Mr Bezuiden-hout said that the cost of applying for rescission of judgment in the High Court has also increased from N$200 to N$5 000.Bezuidenhout said that

the new tariff for such applications, where a judgment was granted on the basis of an unopposed application, had to be in-creased due to rising costs of legal services.Critics of the new tariff structure have pointed out that the legal tariffs make it extremely difficult and costly, if not downright impossible for poorer people to approach the courts, which in turn fa-cilitates the abuse of court procedures to the benefit of the wealthy.The precarious state of affairs within the lower courts was also highlight-ed this month during an incident before the Ma-gistrate’s Court in Swa-kopmund, where a de-fendant in a civil matter

was not called into the courtroom at the start of the hearing, with the re-sult that the plaintiff was able to secure a summary default judgment, without the defendant having an opportunity to bring their side before court. The defendant was left waiting in the corridor, while the default judg-ment was granted in fa-vour of the attorneys.Speaking off the record, a senior magistrate said afterwards that unlike criminal cases, where the accused is given every opportunity and legal aid to defend themselves, the courts cannot protect peo-ple in civil matters, even when there is evidence of unfairness: “Civil law is just not fair,” she said.

The project is a major component in the Na-mibia Ports Authori-ty’s (Namport) strate-gy of positioning the Port of Walvis Bay as a premier import and export destination for the sub-Saharan region and locals are hopeful that the new port, also known as the Southern Africa Development Community Gateway (SADC) Port, will boost the regional economy and create thousands of much-needed jobs. Namport revealed in July that the SADC Gateway Port could costup to N$30 billion to construct and construc-tion would start already in 2014. Namport CEO Mr Bisey Uirab said at the time that “The North Harbour project is becoming a reality,” noting that the Ports Authority’s other major project, the expansion of the container termi-nal on reclaimed land, is already “a done deal.”The first phase of the SADC Gateway Port in-

volves the construction of a liquid bulk terminal to the north of Kuiseb-mond. Phase One will cost an estimated N$1.6 billion and take around two years to complete. It is understood that central government will finance the construction of the tanker berth and bulk storage facility, as this will help secure the country’s strategic oil reserves.The new port will also accommodate a liquid bulk terminal for the storage of fuel, estimat-ed to cost around N$4 billion. There is already high-level commitment to begin construction of a liquid bulk terminal that will have the ca-pacity to accommodate a large oil tanker berth, Port Engineer Elzevir Gelderbloem explained. The first phase will in-clude the installation of petroleum pipelines and a 75-million litre oil storage depot. Mr Uirab said that with all the ongoing deve-lopments within the oil

The planned Dune 7 In-dustrial Park has been made available by the Municipality for use by heavy and noxious in-dustries.The planned North Port development will in-clude amongst other fa-cilities, the largest ship and rig repair yard on the west African coast, with the aim of provi-ding comprehensive services to the emerging oil and gas industry.

Namport also aims to construct the largest bulk storage terminal in southern Africa, with a handling-capacity to handle 100 million tonnes of per year. The planned container ter-minal will be able to handle around 2 million TEU’s per year.The north harbour will add an additional 1 330 hectares (13.3km²) to the existing port in-frastructure, with a 10 000 m quay wall and 30 large berths.During phase 1, work will start on a tanker jetty capable of accom-modating two 60 000 tonnes DWT Tankers at a time. Mr /Uirab pre-viously said the tanker jetty would be benefi-cial to the mining indus-try and will enhance the port’s capacity to sup-

ply fuel to local mining operations. A new ship-and rig-repair facility (Marine Repair and Supply Base) will also be a key component of the north harbour pro-ject.The Namibia Petroleum Corporation (Namcor) announced in mid-Ju-ly that the N$4 billion tender for the construc-tion of a bulk fuel stor-age facility that will be able to accommodate at least two 60 000 tonne tankers at a time, was awarded to a joint ven-ture company, including the Roads Contractor Company and China Harbour Construction Engineering Company. The latter was also con-tracted to build the new terminal on reclaimed land to the south of the existing harbour.

Emphasis was placed on the “value addition” and job creation of utilising horse mackerel to produce horse mackerel fish soup and smoked products.Having inspected the site, the minister was impressed to see the construction of Southern Africa's, as well as, Namibia's first green cold store project.After his visit at KFE, Esau and his delegation proceeded to visit Cadilu Fishing.

Namport commended the schools and awarded first place to Duneside High School with a N$20 000 prize, Lüderitz Junior School with a N$15 000 and Duinesig Combined School with N$10 000. Schools will be able to display the prestigious trophy's at their schools for years to come.Namport also held a school competition for aspiring graphic designers to help design a new logo and slogan for Namport's new division – port automation. Namport also awarded their own departments “floating trophies” to move one department to the other. Human resources, technical and security departments within Namport were rewarded floating trophies to display for the year.

The well-known Campbells brothers performed at Sarah se Gat at the Walvis Bay Waterfront on Saturday evening where they had the crowd hanging from their lips performing their latest album 'Fanta en Cola'.

The brothers Harry (39) and Tony (37) told the namib times that this was approximately their fifth time to visit Walvis Bay, but they have visited the coast on more occasions.“We love coming to Walvis Bay. Every time we return we can actually see how the town is growing and developing. The people were good to us. We will defi-nitely come again,” they said.In no time the place was packed with music fans who quickly filled up the tent on the deck of the Boardwalk buil-

ding. One of the fans said “this was the first time I have seen them per-forming live and I must say they sound just as good live as they do on their albums. I enjoyed the show tremen-dously. Their per-formance was really great,” he said.The musicians were born in Cape Town. Their father taught them to play various musical instruments and provided them with musical inspi-ration at a young age. During 1999 the bro-thers met Kosie van Niekerk, the owner of

Select Music. Kosie asked if they would record material for his record label and they agreed. In 2000 Kosie signed the Campbells as artists with Select music and released their debut album “You're My Mate,” during 2001. The Campbells appealed to both the English and Afrikaans markets and decided to write and produce a few Afri-kaans songs. Their second album “Rooi Rok Bokkie” was an instant hit. They quickly became a household name.Fifteen albums and six

dvd's later, they have es tab l i shed them-selves as South Afri-ca's favourite duo and have sold more than 700 000 cd's and dvd's. Songs like 'Bietjie Bietjie Lam', 'Vat My Vas', 'Burger Dance', 'Sewe Soene', 'Mam-ma Maria', Yvonne, 'Vlinders' and 'Rooi Rok Bokkie' will al-ways be remembered.In 2012 the Campbells celebrated their 12th professional year in the South African recor-ding industry and after seeing out their record

contract with Select Music they started up their own record label - Campbell Records and released the album 'Voet In Die Hoek'.Now firmly in control o f t h e i r m u s i c a l careers the brothers have released their 15th album 'Fanta & Cola'. The album is packed with hits and the songs: “Vlinders” and “Stoutgat” have al-ready reached number one on many radio stations around the country.

sleek Anischa Coet-zee in her turquoise evening gown walked on stage whilst the crowd went crazy with all the screaming. But the crown of Miss Junior Duneside went to the very charm-ing Shakira Shanjen-gange, who charmed the audience in her

beautiful soft pink princess dress. During the event a total of N$5 000 was raised, which was thenpresented to the Can-cer Association by Maclobo. The event serves as one of Maclobo’s pro-jects during her reign as Miss Duneside.

The Namibian economy is estimated to have recorded a respectable growth rate of 5.1 per cent during 2013, but the drop in savings has raised eyebrows among close observers of the economy.

Overall inflation for August 2014 slowed to 5.4 percent from 5.6 percent recorded a month earlier.

The annual inflation rate for August 2014 stood at 5.4 percent as compared to 5.6 percent recorded a month earlier. On a monthly basis, the inflation rate increased to 0.3 percent from 0.2 percent in the previous month.The annual decline in inflation was primarily on account of base effects, as well as price declines in a number of food category sub-items, and a decline in the cost of operation of personal transport equipment following fuel price decreases.On a monthly basis, the increase resulted from higher recorded prices in most groups comprising National Consumer Price Index. The all items index for August 2014 stood at 109.4 as compared to 103.8 in August 2013.The food and non-alcoholic beverages category of inflation is a key driver of inflation in Namibia due to the fact that it tends to be fairly volatile, usually above average inflation, and represents a large weight in the overall basket.As of August, the category's annual inflation stood at 8.6 percent, following a 0.3 percent increase on monthly basis. The increase in food prices were recorded in most of the sub-groups except those of oils and fats (2.5 percent), vegetables including potatoes and other tubers (1.3 percent) and fruits (0.8 percent).An additional driver of inflation is the category of Transport, which represents 14.28 percent of the overall basket, and as of August 2014, experienced 7.1 percent increase in prices when compared to the same period of 2013. This increase has been largely driven by increases in the public transportation services.Source: NSA

Notwithstanding a severe drought and sluggish global economic environment, the Namibian economy is estimated to have recorded a respectable growth rate of 5.1 per cent during 2013. This better than expected performance, was attributed to the secondary and tertiary industries that recorded growths of 7.6 per cent and 8.1 per cent, respectively. The secondary industries growth was mainly driven by a booming construction sector on the back of improved activity in the mining and public sectors whereas the tertiary sector growth can be attributed to a strong perfor-mance by the wholesale, motor and retail sector. In the primary sector, agriculture recorded a decline, which resulted in a contraction of the sector by 6.6 per cent. The agricultural sector declined by 27.5 per cent owing to one of the worst droughts in recent memory. However, both the fishing recovered to record 2.5 per cent while the mining sector recorded marginal growth of 0.6 per cent.

Gross National Disposable Income (GNDI) stood at N$140.6 billion in 2013 as compared to N$ 116.9 billion recorded in 2012. The increase in the GNDI can be ascribed to the increase in current transfers that is caused by SACU revenue recording N$ 14.5 billion in 2013. Real per Capita Gross National Income for 2013 recorded a growth of 9.5 per cent compared to 8.6 per cent registered in 2012. Gross Savings only recorded an increase of 5.7 per cent and stood at N$ 22.1 billion during the period under review. The savings recorded for 2013 was lower than the investment that stood at N$ 32.5 billion. The balance of external goods and services deficit widened from N$ 17.6 billion to N$ 22.8 billion. The increase in the deficit is owed to the import of goods and services that increased by 20.7 per cent in 2013 while exports of goods and services only increased by 17.4 per cent.

The army side start-ed at a slow pace with the students leading the first 5 points before experienced blocker, Sylvia Newaya, went to serve and bring the army side back in the game to take the set. Meanwhile, SKW struggled to beat a rejuvenated Unam team which came in the game with nothing to lose after a 3-0 defeat by NDF. The over experienced SKW team took the first set in a fashionable and easy way, while the second set saw Unam breaking the histo-ry of taking a set against SKW, when experienced coach, Kamwi Sezuni, showed his opponent how strong and determined his team is, by introducing Nomsa Gabela and Muku-ka (cookie) Chishimba. Both players came in with good blocks, which stopped the experienced attackers of SKW. Mukuka came in with fine spikes which en-couraged the SKW coach to introduce his exper-ienced player, Elina Viejo, who stopped the students from celebrating the first set they took from SKW. In the third and fourth set, SKW showed why they are champions as the log lea-ders showed no mercy and defeated the students who

lost steam to win the game 3-1. The SKW coach expressed his satisfaction with his team, but said it was not convincing as his ladies were over-confident in their match against Unam. He said they will go back and work on their mistakes. On the other hand, the students' coach was overwhelmed with the way his ladies played and hoped that they will still be confident and motivated to play in the next games. In the Men’s league, the games were played in Walvis Bay. In the first game of the day, Khomas Nampol Volleyball Coub (KNVC) played against the Navy. The first set was easily won by KNVC 25:11 and it seemed as if the run-ner-up in the log standing would have an easy walk over to win the game. However, the Navy put all their energy in winning the next set as KNVC strug-gled to find a way to block the spikes of the Navy lefthander, Sakeus Nashi-kuku. The Navy player who was on the “diagonal position” performed very well in the reception of the services from KNVC. They eventually won the set 25:17. This woke up the KNVC side, who then dou-bled their effort and used their best player, Rehabeam Hengari to win both sets.
