VADETS BOARD MEETINGOCTOBER 4, 2012 

 The Board meeting was called to order by Brent at 3:58.  The following members were in attendance:   Rick DeVivi – Ken Frederick – Linda Donaldson – Vanessa Wigand – Kempy Tillerson – Janet Ragland – Seann Gaynor – Dick Tyson – Robin Shepherd – Lynn Dillion – Darlene Wilson‐Thomas – Lisa McDaniels – Cindy Ferek – Carol Hardin – Rosalie Ashcraft   Minutes were read and a motion by Rick DeVivi was made to approve the minutes.  Ken Frederick seconded the motion and the minutes were approved by the Board.  Dick Tyson presented the financial report.  Two handouts were given to the Board.  Carol Harden motioned to accept the financial report.  Rick DeVivi seconded the motion and the financial reports were approved by the Board.  Old Business Brent with the help of Carol passed out jackets and t‐shirts to some of the Board members.  Brent explained why he wanted to purchase these items.  Brent discussed the VA Tech visit scheduled for Tuesday, October 30.  Vanessa commented on how fascinating this experience will be for the participants.  Brent explained visit expectations.    Janet Ragland gave an update on the new driver education curriculum.  Anyone interested in viewing the up‐dated modules can visit Dropbox.com.  The pass word is Theodore.  The Board discussed speakers for upcoming conferences.  It was suggested that we use the resources that we have in Virginia; focus on teachers.  Ken Frederick proposed that teachers who present at the conference must be a VADET’s member to receive reimbursement.  Reimbursement will include travel, room and substitute pay as needed.  Rick DeVivi seconded the motion.  Motioned passed.  Dick Tyson addressed the driving contest.  Rick DeVivi motioned that we continue the driving contest for another year and to revisit the continuance of the contest at the end of the contest on April 27, 2013.  Ken Frederick seconded the motion.  Motioned passed.  It was suggested that Dick address the participants at the conference to promote the contest.  Discussion on prizes and awards followed.  Motion passed to use cumulative scores of winners participating in all events.  The following prizes will be award to the participants with the four highest scores.  (Highest score $300, second highest $250, third highest 

$200 and fourth highest $150.)  Sean Gaynor seconded the motion.    A motion made by Robin Shepherd and seconded by Rosalie Ashcraft amended to read: An honorarium is paid to teachers in appreciation who bring students who participate in the driving contest.  Teachers must be a VADETS member and be willing to work as needed at the contest.  The purpose of the honorarium is to honor teachers who are willing to sacrifice their time and who are dedicated to supporting the contest.  Hopefully, this will get more people to participate in the driving contest.   New Business The Board discussed conference cost and expenditures.  Darlene Wilson‐Thomas suggested that the conference be moved to Richmond.  She has looked into the cost at the Holiday Inn and plans to investigate other hotels.  The conference date is scheduled for September 27 and 28, 2013.    Janet requested that the Board consider supporting Peer Programs.  Robin Shepherd motioned, seconded by Ken Frederick, to support and form a committee to investigate, form guidelines and monitor the programs.  Motioned passed.  Vanessa Wigand presented a request to purchase copyright to use materials in the ADTSEA curriculum to use in the revision of Virginia’s curriculum.  Discussion followed.  Ken Frederick motioned to provide the requested funding for the purchase of the curriculum.  Rick DeVivi seconded the motion.  The motion was passed to provide the needed funding of $9,700.  One vote opposed the funding and one abstained.  Brent proposed looking into having a new logo created for VADETS.  Members were asked to bring in suggestion to the next board meeting.    Lisa McDaniels motioned that we require that persons applying for the Teacher of the Year be a VADETS member. This will be added to the application.  Ken Frederick seconded the motion and the motion was passed.    Rick DeVivi will attend the Military/Civilian Conference on November 7 and 8.  Linda Langhorn presented a picture to be raffled at the conference.  All donations will be given back to VADETS.    The meeting was adjourned at 6:58 by Brent.

GENERAL INFORMATION SHEET VADETS SAFE DRIVING CONTEST

APRIL 27. 2013 The VADETS 28th Annual Safe Driving Contest will be conducted at John. B. Todd Stadium, 12465 Warwick Blvd., Newport News, VA 23606 on Saturday, April 27, 2013. Directions to this facility are included with this packet of information. SCHOOL DIVISION REPRESENTATION In order to treat all school divisions with fair representation, the VADETS Board of Directors established the following guide to use for the number of students eligible from all divisions. Your school representatives will be based on the number of high schools in your division plus one (example: 4 high school – plus 1 – 5 students). School divisions that have only one high school will be eligible to have two (2) students. Commercial schools will be eligible to have two (2) students. SUPERVISION We are requesting that all participants be accompanied by their driver education instructor. Students will NOT be allowed to participate in any phase of the contest without an adult school sponsor present. It is understood that all student participants will have received parental consent prior to the contest. Instructors must be a member of VADETS in order to participate. LICENSING REQUIREMENTS Students MUST HAVE a valid Virginia Driver's License (without any violations) or Learner’s Permit with them in order to participate in the contest. NO LICENSE...or...NO LEARNER’S = NO PARTICIPATION!!!!!!!!! ELIGIBILITY AND AGE REQUIREMENTS Students must currently be enrolled in a state-approved driver education program or have completed a driver education program since January 1, 2012 Students completing a driver education program prior to January 1, 2012

ARE NOT ELIGIBLE TO PARTICIPATE. Any student that participated in a previous VADETS State Contest IS NOT ELIGIBLE. RANGE TESTING - 600 POINTS This portion of the contest will be held on the multiple-car-range. The area of the range is large enough to accommodate a testing area plus a practice area. During testing, no one will be allowed in the vehicle except the student competing and a range instructor guide. The testing items will include straight-line tracking, off-set or lane changing, serpentine (forward and backward), diminishing roadway turn-around maneuver, and parallel parking. The range test will be timed, but the time factor will not be used in the overall scoring; time could be the determining factor if two students' scores from all areas were identical. The vehicles used in the contest will all the same size and will have the same equipment (i.e. compact Chevrolet Cavalier, 4 DR SDN, automatic transmission, power steering, etc.). ON-ROAD TESTING - 600 POINTS The on-road test will require approximately 30 minutes actual driving time in and around the City of Newport News. The student will be accompanied by a member of the law enforcement community and a driver education instructor; they will be evaluating the student's on-road performance, as well as pre-driving and post-driving tasks. No one will be allowed in the vehicle except the student being tested and the evaluators. KNOWLEDGE TESTING - 600 POINTS The knowledge test will be composed of 60 multiple choice questions. Test items have been developed using the new state approved DRIVER EDUCATION CURRICULUM and the current issue of the Department of Motor Vehicles'

"Virginia Driver's Manual". All items, including pencils, will be furnished for testing.

THINGS YOUR TEENS SHOULDKNOW…………………………………

Teen Driving Restrictions

Virginia's driving restrictions are not meant to penalize teen drivers, but to help them stay safe while they gain valuable driving experience. Studies have found that these restrictions work to reduce the number of car crashes among young drivers.

Curfew Restrictions

Virginia's curfew laws prohibit a driver under age 18 who holds a learner's permit or driver's license from driving midnight to 4 A.M. If you hold a driver's license you may drive during these hours:

• in case of an emergency; • when traveling to and from work or a

school-sponsored event; • when accompanied by a parent or

other adult acting in place of a parent;

• when responding to an emergency call as a volunteer firefighter or rescue squad personnel.

Passenger Restrictions

If you are under age 18, you may carry only one passenger under age 18 during the first year that you hold your driver's license. After you have held your license for one year, you may carry only three passengers under age 18 until you reach age 18. Learner's permit holders may not carry more than one passenger under age 18. Passenger restrictions do not apply to family members.

Violations of either the curfew or passenger restrictions can result in the suspension of your driver's license.

You will receive a notice that tells you when to appear in court for a licensing ceremony where you will receive your permanent driver's license. You must appear before the judge with your parent/legal guardian if you

are under the age of 18 at the time of the court ceremony.

If you are 19 years of age and older and you have never held a license issued by any state, U.S. territory or foreign country, you must hold a learner's permit for 30 days or more or show completion of a state-approved driver education program. You may take your driver education certificate to any DMV customer service center and take the road skills test.

If you fail the road skills test three times at a CSC, you must successfully complete the behind the wheel portion of an approved Virginia Driver Training School program and present the Driver Education Training Certificate with a completion date that is after the date of the third test failure to be eligible for re-examination at a customer service center. Re-examination requirements for home-schooled students can be found in Home-Schooled Re-Examination Requirements Information Sheet (HS 4).

Cellular Telephone/Wireless Telecommunications Device Restrictions

Virginia's cellular telephone law restricts a driver under age 18 who holds a learner's permit or driver's license from using any cellular telephone or any other wireless telecommunications device, regardless of whether such device is or is not hand-held. If you are under age 18, you can only use a cell phone or any other telecommunications device:

• for a driver emergency; • when the vehicle is lawfully parked

or stopped.
