Municipal Day – October 26, 2018
Half of Vermont’s Villages Lack Sewage Treatment Facilities• Limits opportunities for
redevelopment • Businesses have trouble
expanding• Housing needs aren’t met• Limits community gathering
opportunities• Potential public health and water
quality impacts
Interagency Village Wastewater Solutions Initiative ANR Strategic Plan
Statewide Comprehensive Economic Development Strategy (CEDS)
• Evaluated:• Why aren’t more villages arriving at solutions? • What makes it so hard?
• Improving programs and assistance
• Outreach and assistance statewide
• NBRC grant for pilot projects in Burke and Wolcott

Feasibility Study Preliminary Engineering Report (PER)
Pre-Engineering Tasks
Other Tasks -Depending on Proposal GOAL
Help for a local wastewater steering committeeWhat do you want?• Identify community vision for
future of village • Survey businesses & residents
on plans for futureWhat do you need?• Survey locations and status of
existing wells and septic systems
• Identify permitting and enforcement concerns including archeological
• Test wells to determine if there is contamination
What solutions are possible?• GIS analysis of soils and
environmental constraints• Preliminary soil tests• Investigate available
technologiesHow to Proceed?• Define a scope of services• Discuss with community and
key stakeholders• Select an engineering
consultant• Obtain funds for engineering
Hire an engineering firmDetermine existing conditions:• Review work to date• Conduct soil tests and other
site investigations (obtain archeological review)
• Conduct environmental review
Identify alternative wastewater solutions• Propose 3 or more
alternativesEvaluate alternatives• Identify pros and cons of
each alternative• Develop cost estimates• Identify finance strategies
and possible fee structures• Identify long term
management structures
Additional work may be necessary before proceeding to final designSecure land• Legal agreements with
landowners, land trusts and other entities
• Preliminary purchase and sale • Zoning and other land use
permitting issuesSecure funding• Coordinate with business and
housing projects that need wastewater
• Income surveys to qualify for USDA-RD funds
• Apply for public funds• Engage public in preparation
for bond vote• Set up a local loan programDecide on system management• Who will be responsible for long
term system management?• How will fees be structured and
collected?
Engineer completes a PER if project will involve public funds for constructionReport on work so far:• Existing conditions• Need for project• Alternatives consideredRecommend a wastewater (or drinking water) project:• Preliminary design• Project schedule• Permit requirements• Sustainability• Financing

Indirect Discharge Rules
1. Design Flows - 6,500 GPD and larger (about 25 homes)
2. Individual Connections - to an Indirect Discharge System Are Permitted Under Regional Office Program
3. System Design – higher level of requirements for design, installation, O&M and compliance monitoring
4. Permit – Permits are renewed every 5 years,
include annual operating fees
Indirect Discharge Permits
Examples of Existing Indirect Discharge Systems:
• Browns River Middle School (17,500 GPD)
• Red Fox Alpine Lodge (8,100 GPD)
• Town of Warren (20,000 – 30,000 GPD)
• Tall Timbers Mobile Home Park (7,736 GPD)
