1.0 INTRODUCTION Craven | Huston | Powers Architects and Landscape Architects was enlisted to create a comprehensive and visionary report, on the Parks & Trails within the Village of Harrison Hot Springs, under the guidance of the Beach, Facilities, Parks and Trails Committee. This report works towards the intent of the Village to create a Parks & Trails Master Plan which is a Policy of Council in Section 13 of the Official Community Plan (March 13, 2007).

2.0 VISION STATEMENT The vision statement from the Beach, Facilities, Parks and Trails Committee serves as the foundation for this report:

“Over the next two decades, through proactive planning and coordination, the Village of Harrison Hot Springs will upgrade and create an integrated system of trails and parks that respects the balance between the tourist and resort economy and our residential quality of life, yet maintains and protects our natural environment and habitat.”

3.0 THE OFFICIAL COMMUNITY PLAN AS IT RELATES TO PARKS & TRAILS 3.1 OBJECTIVES FOLLOWED BY DISCUSSION OCP Objectives: 13.2 13.2.1 Develop a system of parks, open space and trails that will meet the needs of residents

as well as visitors, to be guided by a Parks and Trails Master Plan. Discussion: The intent of this report is to address and fulfill 13.2.1. 13.2.2 Protect views of Harrison Lake to the extent possible through the View Preservation

Strategy (ref. Section 3.3 OCP)

Discussion: The contents of this report do not affect the views of Harrison Lake. Several of the parks and trails enable and support fantastic views inherent in their locations.

13.2.3 Establish a significant nature park in the East Sector that will serve as a legacy for future

generations.

Discussion: This report supports a low-impact trail network through the East Sector Park, and little to no intervention, at this time, of the East Sector lands other than: specific trails, the 4th well site, the maintenance yard and a dog park with play area.

13.2.4 Ensure subdivision parkland dedication as per the Local Government Act and other park

acquisition in a manner consistent with a Parks and Trails Master Plan.

Discussion: This report offers suggestion on how to deal with the Park at Driftwood and Cottonwood Avenues, Spring Park, and other subdivision parkland, not including the grounds on which Harrison Elementary sits.

OCP Policies: 13.3 13.3.1 Public lands used as parks and open space, both developed and undeveloped are

designated as Park on the Land Use Map (ref. Schedule 1-B OCP). Further designation of park land in the East Sector may occur following the area planning process outlined in Section 7 of the OCP, and Council will actively consider acquiring additional Crown land for park purposes.

Discussion: This is a policy of council and not addressed in this report. This would be appropriately addressed by the Beach, Facilities, Parks and Trails Committee and/or a Parks and Trails Master Plan.

13.3.2 Council intends to prepare a Parks and Trails Master Plan to provide long-term direction

for developing the overall parks and trail system for the use and enjoyment of residents and tourists. The Parks and Trails Master Plan will address and provide direction on many issues, including:

Determining the most appropriate locations size, and nature of future park land acquisitions.

Further development and directions on the Miami River Greenway Trail, including: o Assisting river restoration – consideration of environmental values, aesthetics

and so forth, as recommended in the Klohn Leonoff report; o Further acquisition and development of a linear strip along the entire length of

Miami River for development of a greenway linear park; o Ensuring that the proposed trail system is compatible with conservation of

riparian ecosystems and sensitive to the privacy concerns of adjacent private properties; and

o Inclusion of the Miami Slough area along Hot Springs Road and other sections of the river within the overall Miami River greenway system.

Preservation and enhancement of the network of trails throughout the community for the benefit of walkers and cyclists, including the implementation of a Hot Springs Road Improvement Plan (ref. Section 10 OCP)

Discussion: This report is not a Parks and Trails Master Plan. One of the objectives of this report is to provide a clear path towards the short-term creation of presentable and useable parks and trails. This report promotes completing the Miami River Greenway, and a ‘Sasquatch Trail’ along the Sasquatch Slough.

13.3.3 Council may request cash in lieu of land dedication during subdivision. New

development will contribute toward the acquisition of parkland in relation to the following priorities:

Expansion and development of the Miami River greenway linear park; Development of a neighbourhood park in south Harrison; Development of a linear pedestrian bicycle path along Hot Springs Road; Acquisition of park land in the vicinity of Miami River slough; and Other priorities specified in a proposed Parks and Trails Master Plan.

Discussion: This report does not address acquisition of new park land. This report suggests an area of the East Sector Lands which could be used for an off-leash dog area, and children’s play area, in the south part of Harrison. The report suggests the creation of a bike path connecting Harrison and Agassiz.

13.3.4 Council intends to work co-operatively with the District of Kent and the Fraser Valley

Regional District on a number of initiatives of mutual benefit, such as: Development of a bicycle path between Agassiz and Kent; and Location acquisition and development of a regional park in the area.

Discussion: This is a policy of council and this report encourages a bike path.

RENDALL PARK Rendall Park is located at the lakefront beyond the northeast corner of the intersection of The Esplanade and Spruce Street, stretching eastwards until Rockwell Drive.

SPRING PARK Spring Park is located between Lillooet and Echo Avenues, west of Bear Avenue.

Beachfront Walk

EAST SECTOR PARK The East Sector Park lands are located east of McCombs Drive between McPherson Road and approximately the southern edge of the lots along the south side of Chestnut Avenue. PARK AT DRIFTWOOD AND COTTONWOOD This park is located between Driftwood and Cottonwood Avenues. PEACE PARK The Peace Park is located at the southeast corner of Emerald Avenue and Hot Springs Road. RESERVOIR PARK OFF HOT SPRINGS ROAD This park is west of Hot Springs Road across from Balsam Avenue. FIRE HALL PARK The fire hall sits on this park land, which is east of Hot Springs Road to behind the northwest lots of Clover Place. SW LANDLOCKED PARK LAND This land is located west of three lots on the west side of Hot Springs Road, beginning approximately 2 lots south of where Ramona Place intersects Hot Springs Road. PARK AT ALDER AND HOT SPRINGS ROAD This is a small bit of land located at the southeast corner of the intersection of Alder Avenue and Hot Springs Road. 4.2 EXISTING TRAILS All the trails in Harrison were walked and located using a hand-held GPS in July of 2007. The task was to locate and identify (i.e. inventory) the trails in Harrison Hot Springs. Following is a list of all the trails, and a brief description. (Refer to Appendix A. Also refer to the Miami Slough Drainage Map, Appendix B.) BEACHFRONT / RENDALL PARK TRAIL The Village’s premiere ‘trail,’ is located from Rockwell Drive, through Rendall Park and along the dyke north of The Esplanade, to the hotel. HOT SPRINGS SOURCE TRAIL This trail is an extension of the beachfront trail, going from the area of the hotel out to the hot springs source over private land. The trail is in good condition, but street furniture and lighting could be added/upgraded. WHIPPOORWILL POINT TRAIL Extending beyond the Hot Springs source, this trail winds its way north past Sandy Cove to a point at the mouth of the Harrison River. On private land, this trail is in reasonable condition.

Greenway Trail from Walnut Ave. to Eagle St.

HOTEL TRAIL Referred to as the Nine Bridges Trail, this trail goes from where the Miami Slough enters the lake, along its south side, crossing back into the rear hotel parking lot. The trail is on private land, and is in good shape. MIAMI RIVER GREENWAY The Miami River Greenway Trail extends along the south side of the Miami River, from the intersection of the north end of McCombs Drive and the Miami Creek, to the east edge of the first lot on Miami River Drive at Hot Springs Road. The trail is overgrown in places and inaccessible in the region between Walnut Avenue and Miami River Drive. Two specific locations (refer to Appendix E) have been identified to provide new footbridge access points across the Miami at existing rights of way (Maple St. R.O.W. and Walnut Ave. R.O.W.) These bridges will provide much needed ambulatory routes between future parking locations south of the Miami and the waterfront areas. This is seen by the community as an integral part of a long term plan to address vehicle circulation and parking congestion issues north of the Miami River. LUCAS LANE TRAIL – WITHIN EAST SECTOR PARK The Lucas Lane trail heads east from the corner of McPherson and McCombs Avenues. This trail is overgrown and often very muddy at the east end. BRIDLE PATH TRAIL – WITHIN EAST SECTOR PARK AND PRIVATE LAND The Bridle Path trail extends from halfway down Lucas Trail, north through the East Sector Park lands. About ¾ of the way in, it turns into the Tall Grass trail and comes out at Cottonwood Avenue. This is perhaps the most accessible trail in the East Sector Park. This trail is suited to walkers, mountain bikers, and horses. BEAVER POND TRAIL – WITHIN EAST SECTOR PARK AND PRIVATE LAND The Beaver Pond Trail is at the east end of the Lucas Lane Trail, and parallels the Hotsprings Ditch before reaching the Quarry trail. At the Quarry Trail, it turns into the Side Hill Trail which is now defunct. SIDE HILL TRAIL – IS ON PRIVATE LAND The Side Hill trail is/was a trail which connected the Beaver Pond trail to Lillooet Avenue and Rockwell Drive. A portion of this lovely trail was lost due to a property conflict. OTTER SLIDE TRAIL - WITHIN EAST SECTOR PARK The Otter Slide Trail connects the Beaver pond Trail with the Bridle Path Trail where the Hotsprings Ditch meets the Miami Slough. QUARRY TRAIL – ON PRIVATE LAND The Quarry trail goes into private property from east of where the south branch of Naismith Avenue meets Eagle Street. TALL GRASS TRAIL – ON PRIVATE LAND The Tall Grass Trail parallels Miami Slough Tributary 4 from the east end of Cottonwood Avenue south to the Quarry trail. It is on private property.

Campbell Lake Trail Lookout

GO-KART TRAIL - WITHIN EAST SECTOR PARK AND PRIVATE LAND The Go-Kart trail begins across McCombs Avenue from Chestnut Avenue and is a loop. It is heavily overgrown. TRAIL FROM ALDER AVENUE TO ABOUT MYNG CRESCENT – WITHIN EAST SECTOR PARK This trail includes McCombs Avenue to make a loop. It is heavily overgrown. DOG LOOP ACROSS FROM HOLIDAY PARK – WITHIN EAST SECTOR PARK This trail is a loop, and was likely part of the landfill trail. It is heavily overgrown. LANDFILL TRAIL – WITHIN EAST SECTOR PARK This trail began from the Lucas Lane Trail just east of McCombs Avenue, and headed north into the East Sector Park to the former Landfill site. It is heavily overgrown and impassable. MIAMI SLOUGH TRAIL This trail parallels the Sasquatch Slough from the Reservoir Park off Hot Springs Road, and comes out across from the Village Office. CAMPBELL LAKE TRAIL This trail begins from the Reservoir Park off Hot Springs Road and progresses up Mount Agassiz to Campbell Lake. This trail is a highlight amongst the Harrison trail network. It is in reasonable shape, although inadequately marked. BEAR MOUNTAIN TRAIL This trail is in the District of Kent and not within the Village of Harrison Hot Springs. It is heavily overgrown and very infrequently traveled despite the rewards of passing through many ecosystems and culminating with a spectacular view.

Existing Plaza

5.0 PROPOSED PARKS AND TRAILS 5.1 PROPOSED PARKS In General, the parks require the following.

Put the necessary infrastructure in place including: o Use the volunteer base and community groups for all aspects of parks and trails

construction. Once ‘up and running,’ the Village and community groups to maintain.

o A parks and trails information kiosk complete with rudimentary outhouses in the East Sector Park lands across from Chestnut Avenue.

o 4 parking spaces in the area above. o Directional signage and information (i.e. wildlife, environment, historical) signage

throughout. o Designate the suggested use for each park. o Promote a volunteer hiking group. o Construct a skateboard park.

More specifically, each park is considered below. LAKEFRONT BEACH AREA The lakefront beach area is being revised as part of the Plaza and Beachfront redevelopment imperative facilitated by the Beach, Facilities, Parks and Trails Committee. Please refer to the committee for more detailed suggestion on how to address the lakefront area. However, in addition to the new plaza at the Esplanade and Hot Springs Road, redevelopment as related to parks to consider:

An event venue on the lagoon just west of the boat launch trailer parking.

A public float plane dock. A lagoon park.

o Relocate the play area, which is currently southeast of the washrooms, to the lagoon park.

Entry plazas at the Esplanade and each of Spruce, Chehalis, Maple and Alice streets. o Entry plazas to have a paving pattern, colour and design similar to each other

and to the lakefront promenade and Esplanade. The plazas to have directional signage to the trail network as the plazas serve as the terminus for the trails system.

A boardwalk along the dyke promenade. A main plaza quay. A boat launch quay. A walkway around the lagoon possibly using stamped asphalt, or some form of

decorative surface suitable for strollers and scooters. RENDALL PARK

About half-way along Rendall Park, build a small structure for informal gatherings.

Future Skate Park at Spring Park

SPRING PARK Re-pave the former lacrosse box and take down the

‘walls.’ Install basketball hoops. Allow this area to be used for basketball, roller-hockey and local-youth pick-up sports.

Investigate having an outdoor ice area in winter. Clean up the remainder of this park, re-line the tennis

courts. Investigate locating a skateboard park either here or at

the Fire Hall Park. MIAMI RIVER GREENWAY See under ‘Future trails’ section below. EAST SECTOR PARK

Allow parking and horse unloading with wildlife information signage at the relocated works yard at the southwest corner of the East Sector Park lands (corner of McCombs Drive and McPherson Road).

Integrate the works yard to welcome park visitors. Install washrooms, and have water available to the public. Educate works yard staff on the park and wildlife and instruct staff to be cordial and

helpful to park visitors. Add a ‘central’ information kiosk in the area across from Chestnut Avenue. This is land

for the Village’s water supply via a 4th well site (unused). This is a suitable location to provide entry to the trails.

Add 4 parking spaces and lighting to the area above. Install signage throughout the park lands, naming the trails and directing users.

PARK AT DRIFTWOOD AND COTTONWOOD (WOODS PARK) This park would serve well as a park for all residents of Harrison as it is quietly nestled within a family area of the Village.

Encourage a community garden. Establish a play area for young children. Designate an area where ‘locals’ may visit and meet, for example with a cluster of

benches. (Note: Some clean up of existing park and site improvements including the installation of

benches have been completed.)

PEACE PARK Maintain the park as is.

RESERVOIR PARK OFF HOT SPRINGS ROAD

Advertise parking here. Establish informational signage. Add signage directing visitors to nearest public washroom at Tourist Information Centre. Add public art exhibit, i.e. sculpture, wall mural on pump house. Add a crosswalk. Add a bench.

FIRE HALL PARK Investigate locating a skateboard park either here or at Spring Park. Integrate an informal seating/viewing area.

SW LANDLOCKED PARK LAND

Establish access to this park via creation of an easement. Clear the land, mount a bench on the rocks and if suitable, allow rock climbers to have

access. PARK AT ALDER AND HOT SPRINGS ROAD

Locate a bench here. There needs to be enough benches for resting if you consider walking from the Peace Park to the lakefront.

5.2 PROPOSED TRAILS Generally, the objective is to develop a system of inter-connected trails, pedestrian and bike paths. These trails should all be ‘loops,’ which can be begun and completed at any point. Conceptually, the trails all ‘originate’ from one of the entry plazas (at Spruce, Chehalis, Maple and Saint Alice Streets at Esplanade). The trails vary in degree of difficulty and permitted uses, and a comprehensive signage program and occasional facility are available where required for trail users.

Name the trails. Post signs with trail names. Mark the trails. Decommission (i.e. let nature take its course) certain trails and maintain a

comprehensive network of trails. Have a trail guide available on-line. Have printed copies available at the tourism building. Establish all ability levels of trails. Generally, creating trails within the Riparian zone will take more time, effort and

expenditure, than in a non-riparian area. For these reasons, for the most part, except for the Miami River Greenway between Walnut Avenue and the Fred Hardy bridge, the Riparian area has been avoided.

Create a cycling route from Harrison to Agassiz. Longer term is to connect the communities of Kent and Harrison via a path which has a large portion ‘disconnected’ from Highway #9. Research is required for an appropriate route. Check the possibility of wrapping around the Golf Course.

Add bike racks at the ‘entry’ plazas, at the area across McCombs from Chestnut Avenue, at the new maintenance area at McCombs and McPherson, and at the Fire Hall Park. (Refer to Appendix E.)

BEACHFRONT / RENDALL PARK TRAIL DESCRIPTION: scenic walk USERS: pedestrians, wheelchair accessible, dogs-on-leash, scooters As a general note, improvements such as, for example, designs of the Rendall Boardwalk, Floating Gardens, and aesthetic improvements to the Hot Spring Source trail are not within the scope of this project.

Construct a trail beginning from the Harrison Yacht Club, along the water’s edge, connecting to Rendall Park, continuous to the Hot Springs source.

Add a pedestrian crosswalk across Lillooet Avenue at its east end; this crosswalk to lead to a trail along the Harrison Hot Springs property connecting to Mount Street at Naismith Avenue.

HOT SPRINGS SOURCE TRAIL DESCRIPTION: scenic walk USERS: pedestrians, bicycles, dogs-on-leash, scooters This trail is on private land.

Encourage a replacement Hot Springs source building to be built. Encourage and support new lighting and street furniture to match that being used in the

Beach and Lakefront Redevelopment. WHIPPOORWILL POINT TRAIL DESCRIPTION: intermediate hike USERS: hikers, dogs This trail is on private land.

Advertise that this trail exists and offers views at the mouth of the Harrison River. HOTEL TRAIL OR NINE BRIDGES TRAIL DESCRIPTION: novice hike USERS: pedestrians, dogs-on-leash The trail is on private land, and is in good shape.

Definitively name the trail and advertise its existence. MIAMI RIVER GREENWAY DESCRIPTION: scenic walk over varied terrain USERS: pedestrians, dogs-on-leash

Add a bridge at Walnut Avenue to cross the Miami River.

Connect the trail between Walnut Avenue and Miami River Drive. This new portion of the trail could be narrower and less exposed to facilitate wildlife having a strip along the edge of the Miami River. The greenway to be continuous from Hot Springs Road to Eagle / McCombs.

Make an elevated walkway from the southeast corner of the new bridge on Hot Springs Road over the Miami River. The walkway should travel beyond the north edge of the first lot at the corner of Miami River Drive and Hot Springs Road in order to connect with the trail.

Create information boards along the greenway.

demanding hike beginning in the Village). BEAR MOUNTAIN TRAIL DESCRIPTION: advanced hike over varied uneven terrain USERS: hikers, downhill mountain bikers Although this trail is in the District of Kent, Harrison could advertise’ it on its trails map. The trail is physically demanding and the rewards of nature, wildlife and views are well worth the effort.

6.0 SUMMARY In general:

Establish a cost estimate for the work. Utilizing the volunteer resources would keep costs to a minimum.

The scope of this report is that of a report – not a master plan. Should the Committee be unable to promote their vision of the parks and trails as reflected in this report, the Committee may wish to pursue further planning services. There are consultants available who specialize in master planning of parks and trails. However, expect a significant cost for a master plan, which may or may not be an expansion of the contents of this report. And it is the opinion of this report that within the Village exist suitable expertise to address any and all aspects of the creation and implementation of a comprehensive system of parks and trails.

Establish a public policy towards environmentally sensitive areas, and identify these areas.

Establish a strategy for addressing areas affecting streams, lakes and riparian zones. For example, avoid any effort to ‘intervene’ in these zones, or ‘build’ at elevation above the zone, or pursue permits from proper authority.

Implement a public education/informational program on living by water, coexisting with wildlife and pesticide free gardening.

Promote Harrison Hikers, or the like local hiking group, and request their assistance. Request advice from local experts. Put the infrastructure in place: for example, the entry plazas, signage, the kiosk at

McCombs and Chestnut Avenue, a welcoming area as part of the new maintenance yard, the skateboard park, benches, and an information area at the reservoir park.

Maintain existing washrooms and add washrooms at the kiosk area; allow visitors to the parks and trails use of the washrooms at the maintenance yard and Tourism Office.

Name the trails. Make a bike path. Protect views. Identify the trails you wish to keep and close off the rest. Resolve property conflicts as soon as possible. Establish a design for the street furniture, lighting and signage and implement. Add a pedestrian bridge at Walnut Avenue. Encourage mountain bike trails on Bear Mountain. Use volunteers to:

o write text for information signs o build washrooms o build information signs o clear trails

This report provides a framework for the basis for a system of parks and trail. It is up to the Village of Harrison Hot Springs, the Beach, Facilities, Parks and Trails Committee, residents and users alike to implement the suggestions in this report. The Beach, Facilities, Parks and Trails Committee would be well advised to create a strategy from which to work. Find a way to utilize the great volunteer resource available in the community. There is little in this report which may not be realized by the residents and users of the Village. For example, a hikers group could clear and mark the trails, a sign-maker could design and instruct on how to build using local materials, and local experts could write the informative signs.

There is an appetite for habitat restoration and areas which reflect the ecological sensitivity of riparian zones. The Beach, Facilities, Parks and Trails Committee needs to identify those environmentally sensitive areas.
