VILLAGE OF BROOKLYN JOB DESCRIPTION

VILLAGE MANAGER

The Village Manager is appointed by and serves at the pleasure of the Village Council. Staff members reporting directly to the Village Manager: Office Clerk, Code Enforcement Officer, Building Inspector and Plan Reviewer, Electrical Inspector, Director of Public Works. The Village Manager shall be the chief administrative officer of the Village and shall be responsible to the Village Council for the efficient administration of all affairs of the Village and shall exercise management supervision over all departments and over all public property belonging to the Village. The manager receives assignments from the Village Council. The manager initiates assignments in accordance with the Village charter and the municipal code requirements. The manager creates assignments in accordance with the general needs and services of the Village or as suggested by various committees, commissions and civic groups. The manager reviews and edits reports and statements prepared for the attention of the Village Council and/or various committees and commissions. The manager reviews problems and renders guidance to Village employees. The Village Manager meets with Village Council Members and the President as needed to discuss problems, projects and programs being worked on or proposed by various members of the municipal staff. The manager provides information as requested and receives assignments. The manager meets with citizens and citizen groups to exchange information and review current or proposed programs and projects. The manager coordinates activities related to determining the needs of the Village, and establishes priorities on-going and proposed. It shall be the duty of the Village Manager:

On consultation with the Village Council personnel committee, to hire all employees of the departments under his/her control, and remove the same for cause, and to have general supervision and control over the same, subject to rules and regulations established by the Council as stated in the Village ordinance

To attend all meetings of the Council, unless excused by the Council To act as ex-officio member of all boards and commissions To keep Council advised on the needs of the Village To prepare and submit to the Council an annual budget and periodic recommendations

for budget amendments as may be required To prepare, or cause to be prepared, plans and specification for work which the Council

may order; and to provide such plans and specification for work which the Council may order; and to provide such plans and specification in sufficient number and in ample time to give full opportunity for all contractor who desire to bid thereon to do so

To see that the provisions of all franchises, leases, contracts, permits and privileges, granted by the Village, are fully observed, and to report to the Council any violations thereof

To have general supervision over all Village property and equipment and its use for the public or by Village employees

To coordinate and approve purchases of all departments of the Village

Prepare and administer the budget as provided for the Uniform Budgeting and Accounting Act, 1968 PA 2, as amended, and any Village ordinance that may be adopted

Make recommendations to the Council for the adoption of such measures as may be deemed necessary expedient for the improvement of betterment of the Village

Perform other duties required from time to time by the Village Council

Additional functions shall include, but not be limited to the following:

To appoint committees deemed desirable to advise and assist him/her, provided the number of such committees shall serve without compensation

To develop proposals for funding through Village funds, supplemental grants, and aid from other sources

To keep abreast of legislative and regulatory developments and polices, new administrative techniques, and current issues through continued education and professional growth

To attend conferences, workshops and seminars as appropriate Minimum knowledge, skills and abilities:

Knowledge of the statutes and best practices related to community and economic development, contract negotiations, public relations, contract management and records management

Ability to communicate with others and to assimilate and understand information, in a manner consistent with the essential job functions

Ability to elicit cooperation of others Ability to exercise good judgment and make sound decisions in a manner consistent with

the essential job functions Proven written and verbal communications skills including ability to make clear and

concise presentations, including skill in the use of technology, especially computer applications.

Ability to interact effectively with staff, public, elected and appointed officials. Proven management skills, including financial management.

Minimum education, training and/or work experience:

Possession of a Baccalaureate Degree in Public Administration, Business Administration or related field. Master of Public Administration or Master of Business Administration degree preferred. Equivalent experience may be substituted for all or part of formal education requirements at the discretion of the Village Council.

A minimum of two years top management experience in a small or medium-sized organization including responsibility for more than one functional department or division is preferred.

A proven record of successful budgetary and personnel management including some general management or chief executive responsibility in a labor intensive service-orientated organization is preferred.

Ability to communicate effectively both verbally and in writing, and to relate to a diversified and sophisticated Council/community.
