The meeting was opened with the Pledge of Allegiance. Roll call was taken. Answering present: Dave Barker, Matt Fights, Peggy Lee, Nancy Moore, Travis Moore, and Ernie Shaw. Attorney Don Behle, Clerk Ann Curry and Treasurer Theresa Moore were also present. Visitor present was Stan Anderson with AHW. Motion by Nancy Moore, second by Travis Moore to approve minutes of the April 2, 2018 meeting. Roll call vote. All yeas. No nay. Motion carried. Motion by Nancy Moore second by Dave Barker to authorize expenditures. Roll call vote. All yeas. No nay. Motion carried. Motion by Dave Barker second by Travis Moore to approve employee reimbursements. Roll call vote. All yeas. No nay. Motion carried. Motion by Nancy Moore, second by Travis Moore to approve the Treasurer’s report. Roll call vote. All yeas. No nay. Motion carried. POLICE The police car has been repaired and is running good. Complaints have been received about people running Stop signs on Bogardus St., speeding on Gillette St. and Chapel Rd.

ATTORNEY Don received a FOIA request for the salaries of the police officers. Don also received a request from the State of Illinois for an audit of our Motor Fuel Tax administration. For the next meeting Don will have the Prevailing Wage Ordinance. Don has been in contact with IMRF to see if there is anything else we need to do to help Mike Patridge with his case. SOLID WASTE Matt called about getting a third recycling bin and it was supposed to be delivered by the end of today and it hasn’t been delivered. Matt will call them again.

LOCAL EVENTS LIAISON/ECONOMIC DEVELOPMENT Peggy will check with CIEDC in Lincoln about having Meals-on-Wheels delivered in Elkhart again. There was a Village Wide Conversation Meeting held. The topics discussed were: 1) Need for a preschool and day care 2) Growing downtown businesses 3) Visitor Center

WATER/SEWER DEPARTMENT Matt reported that EJ Water wants us to sign a contract by the middle of May for the Water program. This would be a 40 year contract. There was a discussion about our other options. Motion by Nancy Moore, second by Travis Moore to not sign the contract with EJ Water program at this time. Roll call vote. All yeas. No nay. Motion carried. Tracy has been reading the water meters by himself and is doing a good job.

STREETS/ALLEYS Lyle hasn’t heard anything from Brett on redoing Latham St. Goodman’s delivered more gravel.

BUILDINGS/VILLAGE PROPERTIES/EQUIPMENT No report.

VILLAGE PARK The basketball hoop is finally up. Thank you to Mr. Lee and Mr. Lyons from Viper Mine for their help.

PUBLIC HEALTH AND SAFETY Ordinance violators will be getting letters.

FINANCE Dave presented the Letter of Engagement from the auditor. The cost will be $9,700.00. Motion by Dave Barker, second by Nancy Moore to approve the letter of Engagement with Phillips, Salmi & Associates for the 2018 audit. Roll call vote. All yeas. No nay. Motion carried. Dave went over the Budget for next year. Dave is still working on the purchase of a new computer for the police car. He will have the numbers at the next meeting.

OLD BUSINESS None

NEW BUSINESS We received 3 bids for the new mower. Richardson Repair Service $9,699.00; Four C L Investments $17,100.00; and AHW $16,299.00. AHW also has a lease option. Since there was a big difference in the bids, it was tabled until next meeting. Lyle will contact the bidders to get additional information. The dumpsters will be here possibly June 22-24, 2018

Currently we have 10 volunteers on our roster but due to some going back to college and others moving out of the district, there is a need to seek new potential volunteers. There are no prerequisites to joining other than to be in good medical health and at least 16 years old. Senior Citizen Community Luncheon

ECC Fellowship and Community Center

Anyone from the Elkhart community 50 years of age and over is invited to come and have a noon meal, visit and

play some brain teaser games. The meal is free and no reservations are necessary. The menu this month is ham,

cheesy potatoes, green beans, lettuce salad, dessert and drink. This is hosted by the ECC Senior Ministry Team

headed by Ann Anderson. Hope you can come!

Elkhart Historical Society

Late Breaking News…... The Elkhart Historical Society is pleased to bring author D.L. Dennis to the Elkhart Public Library, Wednesday May 30 at 7:00 pm, to present his book, “The Witwer Files”. The story takes place in a small Midwestern village in the early 1900’s that was terrorized by uncontrolled violence. Murders and suicides remained unsolved and unstopped as the responsible law enforcement either turned in their badges or disappeared. Come hear first-hand how the author’s grandfather arrived in the village and what circumstances occurred that changed the course of town’s future in this fascinating story inspired by actual events. Autographed copies of Dennis’s book, “The Witwer Files”, will be available along with his other books. Motivational speaking, and artwork round out the additional talents of this fascinating man, please call to reserve a seat at this fun evening- - 217 947 2238. bicentennial project celebrating President Abraham Lincoln and our local community. We are partnering with Lincoln

College and the Central Illinois Film Commission to update our film, “Surveyor to President: Abraham Lincoln in

Logan County,” and your financial donation is needed to make this project possible.

The film, originally produced in 2003, is being revised to include footage of the new Lincoln Heritage Museum,

highlights of the Lincoln/Oglesby connection, and additional information on President Lincoln’s support of the

university that was to be built and named for him.

The film will be featured at the August 31th dinner lecture in Elkhart as part of the bicentennial events planned for

our area, with video copies available to the public for purchase. To fund this venture, we have established a

sponsorship tier for various levels of participation by our supporters. All sponsors will be listed in the credits and

receive a DVD copy of the film (see online sponsorship form at http://elkharthistoricalsociety.org/

Elkhart United Methodist Church News

As we grow older, we become fewer and have less to “talk about”. So most or our “news” is celebrating birthdays and having concerns for those who are not feeling well and hopefully have not landed on the obit page. We still have our United Methodist Women’s group – small but mighty – all 8 of us – no wonder!! We have one youngster under the age of 80!! Earline will host us on May 21st with Janet Hickey giving the program.
