Genelle Hanken D8 Coos Bay Area Club Delegate Con Removing the Emma L. Conlon Service Awards from the bylaws is correct. Eliminating the award and it's funding all together, as this bylaw proposal currently reads, is not. As a member of the ZI Z Club and Golden Z Club Committee, it was never the recommendation of the Z and Golden Z Club Committee to eliminate these awards nor their funding. Our recommendation was to remove the awards from the bylaws ONLY. This bylaw is misleading in its current written form and is in need of revision.

Ligaya Miguel D17 Ilocos Norte Club Delegate Con Why should we remove it? Alice Kirchner D3 Harrisburg-Hershey Club Delegate Con YWPA, Klausman and AE schorlarships are included in the by-

laws. The Conlon Award should be similarly included. Jennifer Teske D9 Old Pueblo Club Delegate Con Zonta's future is dependent on attracting younger members. If

we seek to build a legacy and retain younger members, we must continue to support the Z and Golden Z clubs.

Cherry Temple D11 Myrtle Beach Club Delegate Con ZI has constantly emphasized the need for these clubs. If the problem is that very few clubs are participating, perhaps the problem is how the award is being publicized. ZI should look at how the clubs are notified of the awards. I hope the problem is not that the amount is a burden to ZI. I don't think less than $2,000 should have too detrimental effect on the overall budget. We should be doing more for our Z and Golden Z Clubs, not less.

Joanne Gallos D3 Annapolis Governor Con It is the sponsoring club and the district to encourage Z and Golden Z clubs to apply for the Emma L. Conlon awards and to work with them to promote service projects. They are the closest to the Z or Golden Z club.

Andrea Banks D9 Casa Grande Governor Con This award was established in 1961 in honor of Past International President Emma L. Conlon. By eliminating this award, does this mean the ZI board and Z /Golden Z Club committee has determined that it is no longer necessary to honor PIP Emma Conlon in this manner? Furthermore, what message does this send to our youth? While the award amount is insignificant, it shows ZI's support and encouragement of our youth membership. Perhaps we need to do a better job of promoting this award, and, it would be nice to see an increase in the amounts awarded.

Zonta Districts can engage in advocacy for government support for aid for women and girls. This would make our international advocacy more effective without incurring any cost.

As retention of membership is the proposed focus of 2020-2022, it would be counter-productive to have gained YP members only to lose them during these difficult years, when finances may be reduced whilst establishing themselves. This also applies when seeking new YP. Leading by example will encourage consideration of expenses at club, area and district levels. The vibrant addition and retention of younger people and the ideas and energy they bring to club is essential and necessary for the future survival of Zonta.

Abortion is an individual choice and individuals take a decision on abortions for various personal reasons. Zonta Advocacy says that: Districts, Areas and Clubs should pursue topics only if they are ones which do not 'divide' the membership. Complex ethical issues (e.g. abortion, euthanasia) are to be left to personal advocacy. Zonta International's Statement on Women's Sexual and Reproductive Health further clarifies Zonta's position in this regard. Changing this may have a very negative impact. Zonta International has clubs in 63 countries, including countries where abortion is illegal. We may lose members in those countries.

As proposed, the resolution language is unnecessarily divisive. To specify abortion in this statement indicates an intent to engage controversy that will divide or even estrange members. Zonta's mission, services and programs are not in conflict with this issue - it does not serve the organization well to create conflict within the membership. There is no political, legal or other gain to be made and this resolution is in conflict with women's rights as human rights.

Central Coast Zonta understands that this Resolution references the withdrawn ZI Women's Reproductive Health Policy and the more recent Statement on Women's Sexual and Reproductive Health. Nevertheless, we believe the Statement should be explicit in supporting the right for women to be able to access legal, safe and affordable abortion if that is their choice. Regarding ZI Board's rationale that Zonta cannot implement a policy that may conflict with a country's unique legislation regarding reproductive health, we believe proposal 11 is consistent with Zonta working within the legal system as it expresses support for "access to safe, legal abortion".

Zonta International women's health policy includes: Access to health care services, including those services related to family planning. According to WHO, the provision of safe, legal abortion is essential to fulfilling the global commitment to the Sustainable Development Goal of universal access to sexual and reproductive health. The fact that women in all countries do not have access to family planning does not stop Zonta to include family planning in the policy. Neither should access to safe legal abortions. This is not legal today in all countries but Zonta needs to take a stand to promote a needed change.
