155.4.0 CHAIRMAN’S OPENING REMARKSThe Chairman welcomed members to the 155th meeting of the Board, being the first sitting of the New Year. He introduced the Chairmen and Secretaries of the College Unions, who were invited for a brief presentation by a private organization

known as Ecoflex Housing. He then invited the Head of Ecoflex Housing Company for the presentation of its products to members of the Board.The Head of Ecoflex Housing Company thanked the Chairman of the Board for such a rare privilege. He informed members of the Board that the Company was engaged in building houses, recycle water, central sewage system, solar panels i.e. specialized made solar based on the customers needs and others. After the presentation, a sample of water treatment was displayed which led to various questions and answers session.The Chairman of the Board asked the Head of the Company to meet the Union leaders for further discussions to allow the meeting of the Board to continue.The Chairman thanked members for their active support towards the sustenance of academic excellence in teacher education. He prayed for the repose of the souls of late Dr. Idris Sheikh Muhammad, a Chief Lecturer in the Department of Islamic Studies, late Mr. Rejoice Chikwem a staff of Public Relations Unit. Also, he commiserated with Dr. (Mrs.) Ngozi Dike and Mustapha Abubakar on the death of their beloved mothers.He introduced the newly promoted Chief Lecturers and appointed Head of Departments for recognition as follows:A. Iyere - Theatre Arts The Chairman on behalf of the Board formally welcomed the new members of the Board (Chief Lecturers and appointed Heads of Departments). He congratulated them for being on board and implored them to be image makers of the College and to always give academic leadership. He advised the new members of the Board to acquaint themselves with the operations of the Board, College Conditions of Service, Schemes of Service and other Extant Rules /Circulars with a view to mentoring the young Lecturers.The Chairman further enjoined Deans, Heads of Departments and other members to perform their teaching duties diligently, most especially in the NCEpp programme. Also, Heads of Departments were advised to judiciously handle all materials in their departments with a view to passing the forthcoming second round of institutional self assessment exercise.

155. 7.0 MATTERS ARISING FROM THE MINUTESThe matters arising from the 155th meeting of the Board held on Wednesday, 31st January, 2018 were as follows:a) Page 7, Minutes 154.7.0(d) – Second Round of Institutional

Self Accreditation ExerciseThe Director, Quality Assurance Unit reported that Monday, 12th – Thursday, 15th February, 2018 had been fixed for the second round of institutional self assessment exercise.Also, circular and soft copies of the template were already sent to the departments for guidance and compliance.The Board noted the position.

b) Page 11, Minutes 154.7.0(i) – Establishment of A structure for Directorate for Educational Support Services (DESS) in the College.The Head of the Directorate for Educational Support Services (DESS) reported to the Board that she had liaised with the Officers in Ahmadu Bello University, Zaria, other Institutions, Federal Scholarship, Non-Governmental Organizations (NGOs) like Chigaba & Girls for Health, A. B. U Zaria for Chinese Government Policy on Educational Scholarship in view of the

bilateral agreement between Nigeria and Chinese Government and others.She observed that students of Ahmadu Bello University, Zaria and other institutions were mobilized to the international competition. Like Malala Yusuf and Bill Gate International Competition on energy and entrepreneurship. She stated that students of the College would be sensitized and mobilized in order to participate in the bilateral agreement between Nigeria and Chinese Government on educational scholarship against next year. She urged members to link the Directorate with high calibre of people who could assist in funding/sponsoring some programmes of the Directorate, as the Provost was ready to complement the gesture rendered by any member of staff.The Chairman appreciated the efforts made for the take-off of the Unit and advised the Head of DESS to also liaise with the College TETFUND Desk Officer and other members of staff that had benefitted from such ventures like Dr. Ibrahim Zubairu that once travelled to Canada and other countries.The Board noted and appreciated the development recorded.

C) Page 21, Minutes 154.8.6(iia)- Academic Board Standing Committee on Results Scrutiny.The representative of Chairman, Committee of Deans reported that members of the Standing Committee on results scrutiny were invited to witness the consideration of results at various school levels.The chairman observed that no single formal report from the Academic Board Standing Committee on results scrutiny was received on the conduct of the exams presented at the Schools level.The Board re-directed members of the Academic Board Standing Committee on Results Scrutiny to ensure that formal reports were represented to the Board on the conduct of the exams before Deans should be allowed to

make their presentation to enable the Board compare the reports of the Standing Committee by the Deans.

D) Page 29, Minutes 154.9.0 –Heads of Departments to set up a Committee in each department that would identify factors responsible for poor performance of students in the second semester examinations of 2016/2017 academic session.The Representative of Chairman, Committee of Deans informed members of the Board that Heads of Departments were directed to set up Committee and some Heads of Departments had sent their reports which would tabled before the Deans at the School Levels. The findings and recommendations would be forwarded to the Provost through the Deputy Provost.The Chairman reiterated the importance of matters arising C and D above which required urgent attention from the Deans, Heads of Departments and Chief Lecturers.The Chairman informed members of the Board that he was not happy with the delay of NCEpp final examinations results which caused the students undue hardship by losing some opportunities to be employed by the Kaduna State Government and also to be admitted into the degree programmes in affiliations with Ahmadu Bello University, Zaria and Usmanu Danfodiyo University, Sokoto.He lamented that lecturers participating in the teaching of NCEpp were not justifying the allowance being paid to them from the hard earned labour of the students’ parents/guardians.The representative of Chairman, Committee of Deans informed members of the Board that the Deans would tidy up all the reports on the factors responsible for poor performance of students during the second semester NCE (regular) examinations and would forward their findings

with recommendations to the Chairman after the meeting of the Academic Board.Another Dean opined that the delay in presenting the NCEpp second semester results was instrumental for non submission of T/P and Projects results which were caused by the students.The Chairman responded that T/P results were submitted to the Coordinator, T/P in good time. Also, project has a time frame for submission only lazy students that would be lagging behind and was caused by the supervisors for not mentoring the students adequately.He called on all Deans and Heads of Departments to always submit the results for students that completed their projects within the stipulated time.The Board directed the Deans of Schools to hasten the consideration of reports from the Heads of Departments on the factors responsible for poor performance. The findings should be deliberated at the School level and forwarded to the Provost for consideration and further directives.

155.8.0 CONSIDERATION OF SECOND SEMESTER NCE (PART-TIME) EXAMINATION RESULTS OF 2016/2017 ACADEMIC SESSION BY DEANS OF SCHOOLS The Rep. of Registrar invited Deans of Schools to present the summary of the Second Semester results of NCE (Part-Time) for the 2016/2017 academic session.Consequently, the Board considered the summary of the NCE (Part-Time) results in alphabetical order of the Schools as follows:

on the conduct of the results considered at the schools level on behalf of the Academic Board.The Chairman of the Board re-affirmed on the need to have a brief reports from members of the Board Standing Committee on Results Scrutiny before Deans be allowed to present the summaries of the considered results at the schools level. He then invited a member who gave an overview on the general performance on the results considered at the school of Secondary Education (Arts and Social Science) as follows:A) Observations

i- There was mass failure in the departments of Cultural and Creative Arts, Economics, and Theatre Arts

ii- Contact iv Students sat for carryover courses of NCE I & II.

155.8.4 School of LanguagesAcademic Board Standing Committee’s ReportThe Academic Board Standing Committee on Results Scrutiny reported the following observations during consideration of results at the School of Languages:i- The general performance of the students in the school of

languages was satisfactory.ii- It was observed that some students with Continuous

Assessment (C.A) were not allowed to sit for the second semester exams due to non-payment of registration fees.

iii- There was poor performance of students in the English Department.The Chairman stressed the need for the Board Standing Committee to always provide a detailed report of all the results considered at each school to enable the Board compare the reports with summaries of results of results presented by the Deans of Schools. Also, the Board decided that students with established C.A should be allowed to write their examinations and made to pay registration fees subsequently.The Chairman also urged the Coordinator, NCEpp and Heads of Yoruba, Igbo and French Departments to strategize ways of improving the students’ enrolments in order not to allow the departments to be closed.A member suggested that Primary Education programme should find ways towards reviewing the subject to be combined with other course combinations with a view to widening the horizon of the subject area that would enhance/improve the students’ enrolment.

The Deputy Provost informed members of the Board that the review of the Primary Education Minimum Standards would take place at Alvan Ikoku Federal College of Education, Owerri, Imo State. He requested the Chairman of the Board to sponsor intelligent and serious minded lecturers to attend the review on the Primary Education Minimum Standards, who would argue and impact positively on the review.Another member advised the lecturers that would participate in the forthcoming review of the Minimum Standards to ensure that all issues raised for the review were approved at that level to avoid changing the decisions reached which would hinder the expected results.The Chairman welcomed the ideas raised and informed members that the College would sponsor lecturers who had wealth of experience and could stand firm on all issues needed to be incorporated in the Revised Minimum Standards to avoid misplacement of priorities that might lead to phasing out some important subject combinations. ii- Some results from Integrated Science and P.H.E departments were referred to the Dean to sit with the affected Head of Departments/Exams Officers to effect corrections on the computation.

iii- There was different method of marking by some lecturers and the attention of the Dean of Science was drawn to effect the required corrections.The Chairman asked the Heads of Computer Science and P.H.E departments to explain the circumstances that led to high number of carry-overs presenting results for NCE IV.The Head of Department, P.H.E responded that the results presented were results for Shere Hills course and carry-over results. The HOD, Computer Science explained that NCEpp III students that had carryovers were asked to register for their carry-over courses in NCEpp IV second semester.The Chairman clarified that only teaching practice and project results that were considered at NCEpp IV. Therefore, all issues relating to seminar and Shere Hills courses should be conducted at NCE III, while the carry over students results should be presented as spill over results.He emphasized that NCEpp IV Students should be allowed to fully participate in the teaching practice and project writing.A member reminded the Board of the assignment given to the Deans and Coordinator, NCEpp to handle the review of the NCEpp which would carefully address all issues deliberated above interms of changing course codes by some departments which did not conform to the NCCE Minimum Standards.The Representative of Registrar urged members of the Committee on the review to spread courses to NCEpp IV first semester but the course codes should be maintained.The Dean, School of Science was then invited to present the summary of the results bearing in mind with the foregoing issues raised for amendment.

1.3 ADMISSION OF CANDIDATES WITH DEFICIENCIES

The Board may also wish to note that the Provost has given administrative approval to admit candidates with deficiencies in English, Mathematics and other departmental requirements. The approval was given to meet the timeframe given by JAMB to conclude the 2017/2018 NCE (Regular) admission with an approved quota of 4,770 and 10% attrition of the total quota. There was also the need to commence the 2017/2018 (which was scheduled to begin on 20th November, 2017) without delay.

Furthermore, there was an alarming sign that the College might not exhaust its admission quota as almost half of the screened candidates had deficiencies in English & Mathematics, other departmental requirements. There were also candidates with wrong JAMB combinations and candidates that changed institutions, but not captured in the JAMB portal.

1.4 NEED FOR INCREASE OF ADMISSION QUOTA

It was observed that based on the pressing need for admission into the College by the host Community, the TDP Programme and the Kaduna State Government efforts to upgrade the education Sector, there was need to increase the College admission quota. The Increase should be based on the available facilities needed to accommodate the proposed number required.

The proposed increase of the admission quota is as follows:i. NCE (Regular) from 4770 to 6000ii. Undergraduate Programmes:

a. Ahmadu Bello University Zaria. From 1100 to 2000 b. Usmanu Danfodiyo University, Sokoto from 500 to 700

155.11.0 PROPOSED COMBINED CONVOCATION CEREMONY FROM 2006-2018

The Chairman informed members on the directives of the Hon. Minister of Education to all heads of Federal Tertiary Institution to organize communication ceremony each year. He recalled that the last convocation held was in 2005. Therefore, the College was proposing February/March, 2019 to host the combined convocation ceremony from 2006 to 2018.The Board approved the appointment of members of the proposed combined convocation ceremony from 2006 to 2018 and to hold in February/March, 2019. 155.12.0 ANY OTHER BUSINESS (A. O. B)a) Consideration of a Memorandum for the Ratification of 2017

Contact NCE’CC Results.The Coordinator NCE’cc presented a memorandum for ratification of the administrative approval given to the 2017 Contact Session of NCE’cc results as summarized below:

The Coordinator, NCE’cc also informed members of the Board that students for the 2017 Contact Session were not matriculated. He requested the Board to consider the matriculation of the students of 2017 and 2018 Contact Sessions.The Board considered and ratified the administrative approval of 2017 Contact Session of NCE’CC results. The Board also approved that the students of 2017 and 2018 NCE’cc Contact Sessions be matriculated together at the appropriate time.

b) Consideration of a Memorandum on the Way Forward on the Running of NCE’cc in the College.The Coordinator, NCE’cc presented another memorandum on the above mentioned subject matter, as part of the restructuring exercise being carried out by the Coordinator.

It was observed that the dwindling admission and students enrolment in the Unit has been a great concern to the Unit, College and other stakeholders. Also, it was as a result of the gloomy situation of the Unit that informed convening a meeting of the stakeholders on 12th

December, 2017 with a view to brainstorming and finding solutions to the problems being faced by the Unit as summarized below:

The Coordinator, NCE’cc informed members of the Board that over the years, admission into the programme has been declining instead of increasing. He further stated that since inception to 2017, the Unit has been able to admit 3,703 students into various Contacts during the period under review. The Coordinator, NCE’cc then provided a summary on the students population according to Contacts, Science and Arts for the Board to examine the situation as follows:

i. CONTACT V – 38 142 = 180ii. CONTACT IV – 32 83 = 115iii. CONTACT III – 27 68 = 95iv. CONTACT II – 17 35 = 52v. CONTACT I – 10 30 = 40

c) Meeting of Stakeholders on the Way Forward At the meeting of stakeholders held on 12th December, 2017, the issue at stake was deliberated extensively in which observations were made and far – reaching recommendations were made as follows:d) Observations i. The Unit has been dormant in terms of admission.ii. There was lack of adequate sensitization to boost admission

over the years.iii. That the payment of honorarium to participating staff was

meager and not effected on time, following insufficient candidates/students

iv. The duration of five (5) years for the programme which made the students concerned to pay school fees for five (5) years, discouraged some of them from coming to NCE’CC.

v. The mounting of the NCE (Part – Time) Programme in the College overshadowed the NCE’cc Programme.

vi. That there was no defined time for the sales of application forms and the advertisement of the programme.

vii. That even within the College, many students were not aware of the existence of the NCE’cc Programme.

viii. That the economic situation in the country was also one of the reasons, leading to low patronage of the programme.

ix. That many candidates prefered to go through the National Open University of Nigeria (NOUN), where they could obtain degrees. There was the Kaduna Study Center.

x. That the political statement by some of our leaders and other stakeholders on NCE Certificates normally discouraged candidates from pursuing the NCE Programme.

xi. That the idea of allowing the NCE (Regular) students to undergo a third semester to remedy their carry – over courses would tamper with the NCE’cc minimum standards.

e) Recommendations It was a result of the above observations that the stakeholders at the same meeting offered the following recommendations for the consideration of the Academic Board:

i. The period of admission should be specified so that students shall complete their full lectures before examinations.

ii. The Academic Board should look into the possibility of reducing the contact sessions to four (4) years.

iii. That there should be adequate information about the programme beyond Kaduna state.

iv. That there was need to introduce a subsidy on registration fees. For instance, the first fifty (50) candidates that got admission in the programme should enjoy the privilege in order to attract others.

v. To earmark a percentage from the school fees to staff that will assist in mobilizing students for the programme in local governments.

vi. The Academic Board and the Unit should consider offering of direct admission to the candidates who could not get admission into NCE (Regular) and NCE (Part – Time) for NCE’cc admission.

vii. The College to consider running degree through LVT in affiliation with Usmanu Danfodiyo University, Sokoto.

viii. The NCE’cc Unit should contact the Institute of Education, Ahmadu Bello University, Zaria on how to improve on the NCE’cc Programme.

ix. There is need to re – brand and pre – package the programme, through setting up a Committee.

x. Members of staff and other stakeholders should be careful in making statements capable of condemning the NCE’cc programme.

xi. There was a need for rigorous sensitization of NCE’cc programme by College.

xii. That the NCE’cc students should be involved in the sensitization of the programme.

xiii. That there should also be sensitization through places of worship i.e mosques and churches.

In view of the foregoing, the Coordinator, NCE’CC then invited the Board to:i. Note the observations raised during the stakeholders meeting.ii. Consider and approve the recommendations.

The Board noted the observations raised during the stakeholders meeting and the recommendations made as presented .The Board directed the Coordinator, NCE’cc to stick to the policy guidelines of the programme and arrange series of sensitization lectures of NCE’cc students and graduation output.The Board also mandated the Coordinator, NCE’cc to set up a Committee and co-opt Coordinator NCE’CC any member of staff that would assist towards uplifting the programme.The Director, Quality Assurance Unit requested all Heads of Departments to be prepared for the second round of institutional self assessment exercise, scheduled to held from Monday, 12th February, to Thursday, 15th February, 2018 as appointed by the Board. He reiterated that passing the institutional self assessment by all the departments would encourage the College to call for the external accreditation of all the NCE Programmes.He informed members of the Board that the template prepared for the exercise was in line with areas been asked by the NCCE external creditors.He advised Heads of Departments to accord the team/penalties with all the support needed towards the success of the exercise. The TRCN Desk Officer of the College reported that a letter was received from TRCN Kaduna Office on the Professional Qualifying examinations for students to sit for the Computer Based Test (CBT) and be certified as professional teachers. Also, staff that did not have TRCN Certificate were required to register and sit for the CBT in order to acquire the professional teaching certificate.

The Chairman of the Board emphasized the importance of the second round of the institutional self assessment exercise which at the end, the result would determine the quality/students of all the programmes whether they were in conformity with the provision of the NCCE Minimum Standards or otherwise. He advised lecturers to be computer literate in view of the fact that TRCN qualifying examination was designed through the use of Computer Based Test (CBT). He called on the Chairman, COEASU to sensitize his members on the need to be computer literate as the College would soon introduce CBT for the GSE examinations and also to acquire/renew their professional teaching certificates as appropriate.

155.13.0 CHAIRMAN’S CLOSING REMARKSThe Chairman congratulated Dr. (Mrs.) Amina Sani, Dr. (Mrs.) Rakiya Mohammed, Dr. (Mrs.) H.S. Bamalli and Dr. Ahmad Umar Kalmalo for acquiring doctorate degrees recently at the Ahmadu Bello University, Zaria.The Chairman further announced the wedding fatiha of his two daughters, scheduled to hold on Saturday, 3rd February, 2018.He finally thanked members for their useful contributions and the cooperation being accorded in various capacities towards the development of the College.

155.14.0 ADJOURNMENTDr. T. J. Adeshina moved a motion for the adjournment of the meeting and the motion was seconded by Rev. Amos S. Ujata.
