PLEASE JUSTIFY THE REQUESTED BUDGET WITH PARTICULAR RESPECT TO THE COSTS RELEVANT TO EACH CITY AND THE NUMBER OF DAYS OF WORK EXPECTED TO BE COMPLETED.

This research project will explore how urban open space is valued through the lens of play. We consider how open spaces may lose or gain value through playfulness through urban change. The budget is instrumental to carry out the fieldwork component, selection of sites (scoping), undertake the ethics approval in both countries, to undertake a methods workshop and test the methods on case studies as part of the reflective research practice. Testing of methods and critical evaluation of findings in a cross cultural context as part of two visits (each 50 days) over a two-year period to Germany are proposed. Concurrent the German researchers propose…The project focuses on mid- size cities that experienced most of their growth post second world war and have similar morphologies. The city of Kassel and Canberra are subject to interrogation.

G. PROJECT SUMMARY

This research project is integral part of the comparative study of mid- size inland cities that experienced substantial development during the post second world war period and have of similar morphology. This collaborative project explores the values of different modes of open space in cities that undergoing urban renewal. The development of a novel approach to understand how open space is conceptualised with play as a heuristic device that can enable better health and wellbeing outcomes.The project aims to: 1) interrogate conventional approaches that regulate, develop and design recreational opportunities; 2) develop a case study approach for Kassel and Canberra (similar morphology) that will assist in comparing different cities in an intercultural context; 3) develop a reflective practice research approach in order to enhance and refine the deployed methods. The qualitative methods include observation, mapping and interviews.

SELECTION CRITERIA

H.1 Complementarity of the project partners (include the expertise and facilities provided by both sides, reasons you are choosing to work together, benefits of the co-operation for Australia and Germany & your Institution) **

Reason for collaboration is an investigation on mid- size cities in the international context that share similar urban landscape morphologies. Canberra as well as Kassel experienced significant urban growth post war, inland location and have similar trajectories. Each project member contributes with their different methodological experience and skill sets to the project. The Australian Partner the University of Canberra with the Centre for Research and Action in Public Health has a strong focus on healthy and sustainable urban communities. The German ‘Institute für urban Entwicklungen’ at the Universität Kassel provides expertise with a focus on urban renewal as well as urban design in an international context. Also both project partners will provide support with resources, workspaces and venues.

The team of the Australian research group offers expertise in the following disciplines (academic references attached):Prof. Rachel Davey is an international recognised expert on public health and integrated approach to health in the built environment. Dr. Andrew MacKenzie who will lead this research project from the Australian side is specialised on landscape systems, public realm and open space. Assist. Prof. Milica Muminovic core expertise evolves around urban design in the international context. Adj. Profess. Assoc. Gregor H Mews as the PhD student carrying out the fieldwork component. Mr. Vince Leanihan as the specialist on GIS mapping at the Centre for Research and Action in Public Health.

This project is of mutual benefit for both countries to extend and strengthening the collaboration into the research space. This grant will be instrumental in addressing a research gap on the concept of ‘play’ in urban open spaces. The team in both countries will have practical benefits in terms of gaining a better understanding of the cross cultural differences of people’s value in a mid-size city context. The grant itself will serve as a springboard for further cooperation between the partner countries, forming the base for a larger international research effort that can potentially have fundamental impacts on how we map and understand human activity in mid- size cities.

H.2 Quality & Feasibility of the Project (Include an explanation of the innovative nature of the research)

In this project – we will explore how urban open space is valued through the lens of play. We consider asking the ‘big question’ of how open spaces may lose or gain their playfulness through change. The forces of technological change and population migration result in changing urban morphologies resulting in new forms of urban space. The contest for space between urban nature, infrastructure and built forms highlights the importance of examining role of urban open space in the urban political process (Rice 2014).

Urban open space values are highly contextual and contingent on the values of cultural groups (Habermas 1984); similarly play is also both contextual and contingent on cultural values.  Our concern is not so much about the conservation of residual spaces in a densifying city but rather how the processes of renewal urbanises open space. That is how different urban landscapes are “ socially mobilised, economically incorporated (commodified) and physically metabolized/transformed in order to support the urbanisation process (Swyngedouw and Kaika 2014, pp. 462-463).

From this critical perspective, the way open spaces are regulated in the urbanising process is of primary concern. In considering this approach, change to urban open space itself is not unwarranted, cities are always undergoing renewal therefore change is inevitable. However, the way change occurs is a means for interrogating practices and policies of urban design, planning and management.

The concept of play has been largely a neglected aspect of people's experience of urban society as it embraces spontaneous, irrational or risky activities (Stevens, 2007). However, play provides an enabling device for community to consider, participate in and engage in more socially connected and active lifestyle, leading to overall improvement to health and wellbeing. An additional innovative element of this research project will be the testing of a methodology around urban analysis for determining health and well-being (physical activity) outcomes as part of urban design/ urban renewal projects. Within selected case studies (urban renewal precincts) a qualitative mixed methods approach will be deployed. Methods include observation, mapping and interviews. Reflective practice research practice provides the framework for a critical analysis of the tested method.

H.3 Outline the role of early career researchers in the project in both Australia and Germany Two Australian ECR’s Dr. Andrew MacKenzie, Dr. Milicia Muminovic as well as Gregor H. Mews will have active research roles in the research project. Dr. Andrew MacKenzie is an early career researcher and lends his expertise in landscape architecture to the development of the literature review, workshop, analysis of the pilot study and site selections. Dr. Milicia Muminovic is also an early career researcher. She will bring the architectural perspective into the literature review, workshop and pilot study selection. Mr. Gregor H. Mew (PhD student) will carry out the field work component of the research project and work in Germany with the team on the critical analysis of the tested methods and associated findings.

H.4 Relevant Preliminary Work in Australia and GermanyThis project is based on earlier collaborative work between Australian researcher Gregor H Mews and the University of Kassel. He previously collaborated with Prof. Uwe Altrock on integrated health outcomes for urban design in the international context. Gregor Mews designed and delivered a course at University of Kassel – entitled “Designing places and spaces for health and well-being (pG) in the school of ASL (Architektur, Stadtplanung, Landschaftsplanung) in 2014/15.Both project partners seek to expand and continue on their research agendas.

H.5 Lasting impact, potential for future research outcomes, engagement with policy makers/industry

As part of the overall research project the team will make a significant contribution on the theory and practice understanding change relating to value of open spaces in urban renewal projects a cross-cultures. With the outcomes the team will produce a report that includes findings and an evaluation. Dissemination will be carried out in numerous formats. The team will publish a journal article in “Landscape and Urban Planning” in 2017 and present findings at the State of Australian Cities Conference 2017, which will enable further engagement opportunities amongst peers and policy makers across Australia. The joined report will be presented in form of a seminar to decision makers and industry representatives in Canberra in 2018. Also the team anticipates to present findings at a German conference in 2018.Activities funded will form the basis for ongoing collaboration and are considered instrumental to expand the research project into a larger international research effort.
