Absence of Plan; Entirely funded by State Budget
Ports constructed in sheltered locations along rivers;
Small vessels of common size of 10.000 DWT
Small land areas – usually of inner city land
Long channels with small curves, much shallowed- (-4.5m in Hai Phong, -8,5m in HCMC)
Poor transport networks for connection to residential areas, economic centers, IZs
Limited number of berths with total berth length of about 15 km
Small cargo throughput of less than 25 million tons
before 1991

Master Plan for seaport system formulated and issued
Ports constructed along rivers in sheltered or semi-sheltered bays
Appearance of Japanese ODA in port construction – Hai Phong, Cai Lan, Tien Sa- Da Nang
Common vessel size of 30.000 DWT
Fairly larger port land premises and hinterland
Channels improvement thanks to construction of sand protection jetty,
Transport networks connecting ports to economic centers, residential areas and IZs improved
Number of berths remarkably increased with total berth length of over30 km
Rapid growth of cargo throughput (12%-15%)
