II. PROJECT CONTENTSAt present, almost 70Gb of the population of Vietnam is making living in rural areas and theirfood is ensured by farming. In practice, the rural environment and the agricultural productionindustries have shown significant meaning to the overall environment of the whole country.The agriculture of Vietnam now is completely following the chemical agricultural production,i.e. using mineral fertilizers and chemical pesticides for cultivation. Such a quite high demandon food is requiring farmers to work on their fields for all 12 months of the year. The overuseof mineral fertilizers and weed killers and more and more chemical pesticides on crops result

from the fact that pestilent insects have increased their anti pesticide ability, severely pollutedwater resources and hardened cultivated soil. Harmful chemicals have killed both harmfulinsects and useful insects. People have cut down all field bushes and big trees, which are theimportant shelters of insects and birds. The field ecology has been being damaged in a largearea.On the other hand, being affected by the convenience when using mineral fertilizers, nowfarmers almost give up their habit of using the traditional organic fertilizers. Meanwhileagricultural wastes have not been reasonably used but mainly burned for generating heat rightat farming households or in the fields to get some ash for the next crops.One more severe problem is that farmers have given up using traditional local rice varieties.For instance, Nga Vinh, the project site, 98% of the farming households are using Chinesehybrid rice varieties for both two crops. Because they have high potential cultivation.However, they cost a lot about 5-6 times higher than domestic rice varieties but are used foronly one crop. Crop outputs absolutely depend on these Chinese rive varieties' quality.The water resources, the air and different kinds of food have been polluted at high degrees.Hence, the ecological environment in rural areas of Vietnam has been damaged and thepeople health has badly been affected either directly or indirectly.Though farmers work very hard all year round, they are still poor. One reason is thatagricultural production brings about very low benefits but more risks. The main reason is theyhave to spend more and more on mineral fertilizers and insect pesticides so they often facewith natural calamities and epidemic diseases. Meanwhile, the export prices of rice and other

agricultural produce of Vietnam remain at very low level and do not bring about higheconomic effects because of their low qualities.There have been many projects aiming iii improving the environment in riaral areas. Butthey have failed or have not been effective and sustainable because they haven't attractedthe farmers' response and concern. What fanners concern the most is to increase theirincomes and to get rid ofpovertj&Our project is aimed to transfer effective rice production and organic cultivation technologiesto farmers, as rice is the most important and closest cereal crop to Vietnamese farmers. With

the application of advanced biological and microbiological technologies, the organic productssuch as microbiological organic fertilizers, herbal and plant protection pesticides, which areproduced in Vietnam, can replace mineral fertilizers and harmful and expensive chemicalplant protection pesticides.The project will transfer techniques for composting high quality organic fertilizers fromagricultural wastes (straw, thatch, tree-trunk, muck) to project participants.The project is an ecological production model which uses useful organist to protect andprevent plant diseases dispersion. Field shelter of useful insects and flowerpeckers (Biotop)will be recovered.Pure Vietnamese tradition rice varieties, which cost less and have high quality, are applied.Together with suitable production processes, the project will bring about economic effects,which are 20% higher as compared with the present chemical production method.The project will solve 3 main problems: (1) Improve the ecological environment in rural areas: soil, water and biological varieties. Agricultural wastes are treated by composting organic fertilizer for agricultural production and for soil fertilization. (2) Help farmers get familiar with agricultural organic production method and improve their senses on environment protection and sustainable production. (3) Increase farmers' sustainable incomesThe project has some creative solutions as follows: (I) For techniques and technologies - Using advanced biological and microbiological technologies for the successful application of the 1" model to rice cultivation which used organic production method but did not use harmful chemical-originated insect pesticides, maintained the agricultural ecological environment and ensured higher incomes for farmers as compared with the present popular chemical-used method. - Using materials extracted from herbals like garlic and qinghao (Artemisia annus L.) etc., which are very popular in Vietnam to produce plant protection pesticides with low cost for absolutely replacing, harmful and expensive plant protection pesticides. - Salvaging agricultural waste to produce high quality organic fertilizers with technologies, which were easily applied, and help close the heat generation circle by using useful microbiological species in the fertilizer rotting processes and rice growing processes. (2) For implementation organization - Upholding the participants' activeness and creativeness at maximum degree. The farmers could directly cultivate on their fields and decide their incomes level without any financial support to production materials. The Project Directing Board and the Chairman of the Communal People's Committee would often compliment

the well-done farming households. The farming households in the same hamlet often visited one another's fields and learn experiences by themselves. The project organized production competitions for the three hamlets in order to encourage them create and learn from each other. - The farmers who participated in the project were the project'S "On the field researchers". Together with the project experts, they helped perfect the new technologies. They were also the project's propagandists.The project's expected outputs: (1) Ensure higher incomes for the project's farming households as compared with the inorganic agricultural production method, which is being used by farmers. Concerning prices, the company will not support farmers but help them effectively apply the new technologies. (2) Stop using chemical#origiflated inorganic fertilizers, weed killers and plant protection pesticides. Microbiological organic fertilizers and herbal-originated organic fertilizers, which are produced in Vietnam with low prices, will be used instead. (3) Effectively apply the rice variety P6 of Vietnam that has high quality and low cost to the organic agricultural production model. (4) Recover the ecological environment on fields and gradually improve the environment in rural areas. (5) Enhance farmers' sense on the organic agricultural production and the ecological environment protection. Encourage them help each other and find solutions by themselves through production competitions and activities in the Association of Voluntary Farmers to Environment-friendly Production.The project's Impacts: (1) In ln phase (spring-summer crop, 2005), 94 farming households of Nga Vinh commune participated in the project. Up to now, the farmers have completely believed in the project as well as the success of organic production method. Many delegations from different communal and district Farmers Associations in Thanh ba, Nam Dinh,... provinces visited the model and wanted to implement the model in their next crops. (2) Farmers of Nga Vinh commune are now preparing to establish the "Association of Voluntary Farmers to Environment-friendly Agricultural Production" in order to help replicate the model in the whole commune and to maintain their movement as the provincial top flag as well as of Vietnam. (3) The project shall have direct impacts on the farming households, which are cultivating rice in the Red river Delta.SustainabIlity #nd replication ability of the project:The project's sustainability is ensured by the following elements: - Gain higher economic effects (20GIo at the least) as compared with the present inorganic production method. (See appendix 2) - Respond to the farmers' desire and needs. - Effectively impact on the farmers' sense of environment protection and sustainable agricultural organic production. The farmers actively participate in the project and combine project activities with their incomes. - Output products (high quality, clean rice) are the increasing need of the society, of the domestic market as well as of the export market.

- Recover and maintain the ecological environment, the cultivated soil and water and the rural surrounding environment' sustainability. - The project could bring about benefits to farmers, enterprises, users and NGOs.

Due to the project sustainabiity, this initiative can be maintained and replicated to other ruralareas of Vietnam to produce rice. Moreover, the model can be applied to the cultivation ofother cereal products, vegetables and industrial trees.

III. IMPLEMENTATION PLANThe project implementation plan is illustrated in the chart in Appendix I.The project is estimated to be carried out in 12 months, through two rice crops: the spring-summer crop and the winter crop, which will start in January 2005 and finish in December2005. The first Field Meeting and the first Crop Workshop will be held on l6#" May 2005 inNga Son. Participants will be delegates from all communes of Thanh Hoa province and allprovinces in the Red river Delta.

IV. PROJECT BENEFICIARIES AND STAKElIOLDERSThe project beneficiaries are 94 farming households of Nghi Vinh, Tuan Dao and Vinh Lochamlets, Nga Vinh commune, Nga Son district, Thanh Hoa province. The organic ricegrowing technologies were transferred to them with the following contents: - Techniques for soil treatment and basalt fertilizing with microbiological organic fertilizers. - Techniques for rice seeds sowing with P6 rice variety - Techniques for rice seeds sowing - Techniques for rice growing - Techniques for fertilizing through leaves combined with spraying herbal pesticides - Techniques for using herbal plant protection pesticides - Techniques for rotting compost from agricultural wastes - Techniques for growing trees around fields to protect and create the field ecological environment.The farmers who participated in the project got the following benefits: - Free participation in training sessions instnicted by project experts - Free participation in Field Meetings and phase Workshops - Understand about the environment-friendly agricultural production - Receive free documents about new growing techniques and free conference documents - Be supported with small trees to grow around fields - Be financed to build a container for rotting compost from agricultural waste at home and receive free yeasts twice.

- Be granted with certificate for organic rice for their products by AE-TlT company in order to sell their products to the market with high price or their products will be bought by the company partners with high price, following long-term buying contract - Communicate with other project participants and the other hamlet - Receive the deferred payment privilege from AR-FIT company for materials (rice seeds, fertilizers and herbal pesticides): 50Gb at the beginning of crop and S0G/o after harvesting.The local authorities that worked with the project experts to prepare the project, make theplan, check the implementation process, discuss about the decisions and represented for theproject participants are: (1) Mr. Trinh Hong Vuong: Communal Party Committee Secretary (2) Mr. Le Duy Phuong: Chairman of the Communal People's Committee

(3) Mr. Pham Van Tinh: Deputy Chairman of Communal People's Committee, Head of the Steering Committee (4) Mr. Nguyen Huu Tai: Chairman of Nga Vinli Cooperative.These local authorities helped us select two fields in three different hamlets, which suit theproject conditions. They encouraged the two fields' owners to participate in our Conferencefor Technologies Introduction and participate in the project later. At first, many farmers didnot believe that the new technologies would not be successful as they thought rice could notbe produced if nitro8enous fertilizers, other mineral fertilizers and present chemical plantprotection pesticides were not used.The local management board advised us how to deploy the work to create the competitivenessbetween the project participants and encouraged them learn from each other. Mr. Phuonginitiated the idea of establishing the `Association of Voluntary Farmers to Environment-friendly Production' in Nga Vinlh commune to encourage farmers to welcome the newsustainable production method and to form a self-help collective for effectively applying thenew techniques.The project has now been favourably carried out due to the enthusiasm and the activeness ofthe farmers and the local authorities like Mr. Phuong. After being instructed, these farminghouseholds will actively apply the new techniques to their fields. Such important steps like

rice seeds soaking, rice sowing, rice growing, fertilizing, pesticides spraying must besimultaneously carried out in the same day. The farmers discussed with us about the mostsuitable time and helped each other to implement the above steps on time and to solve thearising problems.One typical example of the farmers' activeness was proved through the rice seeds sowingstep. At that time, it was very cold in Nga Son so rice seeds could not be grown in the fields.Then the farmers discussed to sow rice seeds on the yard. This is the unique technique of NgaSon, which is not mentioned in our documents. That meant mud from ponds was put on theyard. After the mud was treated, rice seeds were grown on them and covered to keep off thecold weather. Because the mud was not treated well enough and it was too cold, 5 out of 100households lost their rice seeds and 4 others lost 50% of their rice seeds. We intended tosupport these households with more rice seeds but they would be 12 days behind otherhouseholds. So the farmers discussed and found out some solutions. The households, whichsowed their rice seeds well, gave 10% to 15% of their remaining rice seeds to the households,which lost their rice seeds. The result was that all project fields were covered with rice ontime.Detailed list of the farmers who participated in our project is in Appendix 4.After the project time, i.e. two crops, the project farmers have mastered necessary techniquesfor organic rice production and completely believed in the project economic effects and otherbenefits. They are the first members of the `Association of Voluntary Farmers toEnvironment-friendly Production' and will be the instructors for other farmers who want tochange their inorganic production method into organic production one.

V. PROJECT BUDGETSEstimated cost: US$ 23,682 (374.180.000 VND)The cost is extracted from the prize of 9,576 USD (151.300.000 VND), which was awardedby the "Vietnam Innovation Day 2005".Budget plan: See table 2
