MINUTES OF THE 14TH ANNUAL GENERAL MEETING HELD AT SANDRINGHAM ON SUNDAY, 2ND OCTOBER, 1994

Chairman Russell Payne opened the 14th Annual General Meeting at 10.30 a.m. and made welcome members of Scout and Guide Associations, friends and invited guests.

4. PRESENTATION AND ADOPTION OF THE 14TH ANNUAL REPORT: Mr. Russell Payne thanked all the volunteers who work tirelessly at the Centre, for the job they have done throughout the year, as listed in the Annual Report.

5. ANNUAL BALANCE SHEET AND STATEMENT OF ACCOUNTS: Mrs. Jan McGowan, Treasurer, presented the Statement of Income and Expenditure for the year ended 30th June, 1994, as detailed in the Annual Report.

6. MR. MURRAY THOMPSON, M.L.A. SANDRINGHAM: Mr. Thompson, on behalf of the Government of Victoria, thanked all the volunteers who give of their time and expertise. He also stated that Government funding may be available in the future for re-nourishment of the beach.

7. AUSTRALIAN YACHTING FEDERATION ACCREDITATION: Mr. Paul Peeler reported that the Victorian Guide and Scout Sailing Centre has been approved as an A.Y.F. Training Centre.

8. MRS. HEATHER BARTON, STATE COMMISSIONER, GIRL GUIDES ASSOCIATION OF VICTORIA: On behalf of the Girl Guides Association of Victoria, Mrs. Heather Barton thanked the Committee of Management and other volunteers for the efforts put in to keep the Centre functioning so successfully.

9. MR. JOHN RAVENHALL, CHIEF COMMISSIONER, SCOUT ASSOCIATION OF AUSTRALIA, VICTORIAN BRANCH: Mr. Ravenhall endorsed the remarks made by Mrs. Barton.

10. MEMORIAL TO MARY LACEY: Heather Barton spoke of the contribution Mary Lacey had made to Guiding and in particular to the Ship Shop at the Sailing Centre, over many years. John Ravenhall then presented to Sister Catherine Lacey, a framed and inscribed photograph of her mother, to be hung at the Centre. Sister Lacey accepted the memorial with thanks, on behalf of the Lacey family.

11. CLOSE OF MEETING: Chairman Russell Payne declared the 14th Annual General Meeting closed at 11.15 a.m. and extended an invitation to all present to participate in the Opening of the Season and the Blessing of the Fleet.

CHAIRMAN'S REPORT

I have pleasure in presenting the 15th Annual Report of the Victorian Guide Scout Sailing Centre for the year to 30th June 1995.

Our opening event - The Blessing of the Fleet was a repeat of 1994 with strong winds and constant heavy rain. The Reverend Kim Cruikshank of St Stephens Anglican Church, Mount Waverley conducted the blessing in spite of adverse weather.

Our Centre has been favoured with several donations :-

A complete Mirror Yacht A Mirror Yacht in kit form. Through courtesy of Mercury Marine (Dandenong) and in particular the Rankin family - An inflatable rubber rescue craft together with two brand new Mercury outboard motors were gratefully received.

These donations were most acceptable, in fact the rescue craft was an ideal replacement for one of our aged existing rescue craft. A special thank you for these donations, in addition our ongoing supplier for fittings Ronstan Pty Ltd have been generous in our trading arrangements. THANK YOU!

Youth participation in our activities has been steady rather than spectacular, with preference for sailing, canoeing and paddle boards, with rowing boats almost out of favour.

In all of these activities "safety" is uppermost and is instilled into Leaders and youth prior to participation. In addition our rescue craft are fitted with two way radios and first aid kits.

Our Committee is well knit and most capable in their respective roles - but in accordance with appointment terms there have been some changes :-

Mrs Nancy Flegg - past chairman retired and resumed other Guide activities.

Miss Julie McCulloch - departed overseas earlier this year on an open ended air line ticket.

Mrs Val McKerihan joined our Committee initially for general duties.

Ms Carol Van Assche - for a number of years the Co-ordinator of our coxswains roster retired at the end of 1994.

Mrs Kay Tie - a warranted leader from 7th Oakleigh agreed to co-ordinate the coxswains. This changeover has proceeded smoothly.

To the outgoing members - a special thank you and to the new members I trust that your term on the Committee will be mutually beneficial.

Our Centre is indebted to the Sandringham City Council for their continued support.

At the time of last years Annual General Meeting we were advised that our Centre had been granted Accreditation with the Australian Yachting Federation. This was a significant step for our Centre and has acted as an effective springboard for our competent and effective training team.. Please refer detailed training comments later in this report.

The maintenance of our craft is an ongoing chore, particularly as some of our yachts are becoming aged and therefore more susceptible to damage. Despite these difficulties our " Wednesday Maintenance Team" under the guidance of Peter Jones usually provide a fa complement of craft for our week-end activities. A Special thank you.

Rather elaborate in detail I invite you to read the individual report of the various Committee members.

Each member of the Committee of Management is responsible for some part of the operation of the Centre.

TREASURERS REPORT

Once again our financial situation continues to be healthy, greatly due to the fact that numbers of our members visiting the Centre have increased over the past 12 months.

We were also very fortunate that the Guide Association kindly decided to donate the proceeds from Camp Bay Play to the Centre. We have decided to put these funds towards the upgrading of our training craft.

Moneys donated by the various Trefoil Guilds are greatly appreciated, and have been utilised in the purchase of new Life jackets, a continuing need with a Centre of our size and catering for so many young people.

We have also replaced our mobile radios with a new hand-held version, which is easier to manage, and will hopefully cut down on our high maintenance costs in this area.

Our review of equipment is ongoing, and we are currently negotiating for the purchase of 2 new training craft. We are also at present investigating the viability and cost of a new retaining wall at the rear of the buildings.

Costs in regard to buildings will increase in the near future, due to the need for replacement of spouting on the main building, and the deterioration of the roller door on the boat facility due to rust.

Once again I must compliment our diligent Booking Secretary, Mrs Isobel Lister, and our PR Representatives from both Associations. It is largely due to their efforts that we have increased the numbers attending the centre, and therefore have been able to maintain the financial ability to maintain and operate this wonderful facility.

BOOKINGS

In line with the past few years just over 3,000 Guide and Scout youth members attended the Centre on 28 arranged "Open Days" during the season to enjoy the thrill of sailing and the various beach activities available.

Two Guide units participated in on water activities for "Opening of the Season", and two One Day Introductions to Sailing Days were booked.

Three Regions days were held, and five units enjoyed evening canoeing during daylight saving months.

Gumnut Guide Leaders used the Centre for a State meeting, and afterwards took part in boating facilities.

Girl Guides Victoria Section Advisers, along with Scouting Branch Commissioners held their annual dinner and get together at the Centre on a week night during August.

An Officer of the Day Introductory Course was held, whilst two Country Districts, (one Scouting and one Guiding) came to Melbourne for weekend camps, and joined in Centre activities on a part time basis.

Camp Bay Play, with Nancy Flegg as Officer of the Day, (or Guider in charge) was held 15th-20th January 1995.

Thirty four very happy Guides aged between 9-12 slept at the Hampton Guide Hall for five nights, and spent five days in superb weather being instructed in all sailing skills.

Alternate arrangements were made in case the girls decided on a day away from the Centre, but such a request was never made. As a part-time staff member I was delighted to be involved in such a well organised successful camp.

Letters received from the girls parents afterwards testified the girls enjoyed all opportunities and challenges offered.

A happy staff and family day was held in February before the season began, and we agreed to open the Centre on a holiday weekend in March for a special Scout booking. This was a disappointing exercise as the initial request was for 120 participants, but dropped to 20 by the given date.

Two open days were cancelled due to inclement weather, but these bookings were absorbed on other days, with all parties happy to accept alternate dates.

As Booking Secretary I enjoy the opportunity to assist leaders book a day that is suitable to their Group, discussing the policy of Committee of a deposit at time of booking, followed by full payment one month prior to date booked. Necessary paperwork is then posted off to the Leader carrying full instructions, plus verification of numbers booked.

Unfortunately this policy is not always adhered to, with leaders failing to collect and forward fees prior to the chosen date.

It is my hope that in the coming season this problem can be rectified so that all commitments will be met for volunteers and participants alike

P.R. SCOUTS - ANNUAL REPORT

1994/5 Scout report. G.S.S.C.

Joan Fox and Kathleen Johnson attended all New Leader Receptions. The follow up by Leaders has been encouraging.

Following the Victorian Gilwell Reunion in January, the mid year Gilwell Gathering was held in July at the Sailing Centre.

A very successful 1 week Bayplay organised by the G.S.A. was held in January 1995. We are looking forward to helping the G.S.A. in 1996. V.G.S.S.C. had a display at Sandown Expo, with thanks to S. Dingwall and E. Swinton.

SANDRINGHAM & DISTRICT FORESHORE COUNCIL

Over the past 12 years our membership on this body has helped us to represent our views on local matters to both the Sandringham City Council and Victorian Government agencies. The Victorian Government is proceeding with CABMAC... The Coastal and Bay Management Advisory Council... which will oversee control over all coasts and near-shore activities and some representation of the interest of recreational users on its various bodies has been accepted by the Minister. The SDFRC with its long history of such matters is taking the initiative in helping to form appropriate councils but does not foresee that its local role will diminish.

The current concern for the VGSSC is still the steady silting up of the Harbour, which necessitates operation of some activities from the new beach which is forming some 300 metres out from the existing beach. The area of the sandbank has spread significantly since 1989 and wind-blown sand dunes have almost obliterated the fence posts which were erected by the City Council.

Most of the sand/silt arose during the re-nourishment of the northern half of the Hampton Beach in 1988/9. After the construction of the groyne, sand was dredged from off Aspendale, then dumped into the sea off Hampton in order to "clean" it before it was pumped up onto the new beach. The result was that the finer silt was washed into the Sandringham Harbour.

After long delays the southern beach is now about to be re-nourished by the same process. I have drawn the attention of the PMA to the potential problem and also repeated our request to dredge some of the sand/silt from the harbour to form at least the base of the new beach, which would then be covered by imported sand which would not be so mobile. Core samples have been taken to assess whether this is feasible.

BUILDING AND MAINTENANCE REPORT.

Security remains a problem, particularly during "dead" times in regular Centre activity. I feel that, if current trends continue, an alarm system may have to be installed. Such equipment must be funded , as well as the paid labour recently agreed upon for sewerage and other skilled tasks. Increased use, although leading to extra wear and tear will, hopefully, gain more revenue and entice participants to volunteer as Centre helpers.

During the past year, inspection has revealed the need for regular washing of such gutters and spouting, together with protection of other metal parts subject to salt air and sand attack. A separate building maintenance team, similar to Peter's but somewhat younger, could help but would need at least one, resident locally, for ready call. Over recent months the above action has been approved, as well as ultimate replacement of spouting, etc. with "Colorbond" products and continuation with the "Search" cleaning contract.

We must thank John McGowan for his knowledgeable advise and practical help, not forgetting the regular "whipper-snipping" undertaken by his wife, Jan - who also wears the hat of V.G. & S.S/V. Treasurer. Much of the urgent maintenance, including fencing, locks and plumbing has been undertaken with the help of Peter Jones' Wednesday stalwarts, not to mention the continual dependence upon Peter's personal expertise. The prompt response to our request for scrub clearing along the back fence illustrates continued liaison with the local Council. Projected plans for railway sleeper lining of the rear earth-face should benefit that aspect - perhaps the only blot upon our fine property.

GROUNDS MAINTENANCE REPORT

Our small band of willing helpers has once again continued to maintain the grounds and surrounds of the centre.

It is a task which requires attention at least once a month, just to mow the lawns, trim the trees and edges, and keep the driveway clear.

We are fortunate to be able to liaise with the local Council Parks & Gardens Dept., and arrange for a clearway to be established outside the fence line. Many of the trees and shrubs were pushing against the fence, and overhanging the rear of our buildings.

We have continued to attend the centre twice a year to allow for access by the Fire Brigade, and to allow for testing of all fire equipment.

I am pleased to note that at last we may be able to look forward to large scale work on the terracing at the rear of the buildings.

My personal thanks to my Husband Frank, and to Jan McGowan for their capable assistance.

BOAT MAINTENANCE

A generous offer of sponsorship from Marine Power International Pty. Ltd., has given us an inflatable boat, suitable for use on our training courses and two new Marina outboard motors. We have also been able to trade in two old motors with J V Marine, who do our service work for a new small Marina outboard.

We were fortunate this year in being given a part constructed kit for a Mirror Sailing Dinghy, and another Mirror requiring some repair. Construction from the kit has been completed, and the other Mirror refurbished by out Boat Maintenance Team, giving us two new craft to add to our Training Fleet. Ronston have continued their sponsorship and supplied us with fittings for the Nifirrors.

In addition to the above our Boat Maintenance Team have been busy throughout the year, dealing with the steady stream of breakages, leaks etc. that go with the normal wear and tear associated with boats.

With the introduction of the Paddle Boards, we have decided to phase out rowing on open days. This has enabled us to retire four small fibre glass Dinghies which were becoming a problem to maintain in a seaworthy condition.

Our very sincere thanks go to the members of the Boat Maintenance Team who turn up each month, ready to deal with whatever is necessary to keep our craft on the water. There is always a job for somebody irrespective of their skills. They are a happy group and would welcome anyone who would care to join the team.

TREFOIL SHIP SHOP

My thanks to the 18 Ladies and one Husband who willingly staff the Ship Shop at regular intervals.

During the season just over $2,500.00 was taken in across the counter sales. This amount would increase if Leaders reminded youngsters that pocket money is required to purchase available badges and souvenirs.

We do endeavour to have a variety of items reasonably priced carrying our logo.

This year we have included small purses and eye shades as new stock and are now investigating the possibility of postcards featuring our young people and volunteers enjoying all aspects of the Centre.

The funds raised are used wisely with purchasing necessary items to assist in safety and smooth workings, both on and off the water.

A mobile phone is now available, as well as extra tools.

We appreciate the new shelves put into the shop by our maintenance men, giving a greater display area.
