    Dr. Barbara B. Saunders-Price is an experienced scientist with combined expertise in nuclear, biological and chemical defense issues and environmental chemistry, toxicology, radiation and nuclear chemistry and public health risk assessments. She has concentrated on international aspects of NBC or CBR defense and cooperation since 1981 and has experience interacting in a professional setting with many different cultures.

    She is the editor-in-chief and publisher of the Journal of Medical Chemical, Biological and Radiological Defense, a peer reviewed online journal she co-foundedin 2001. Dr. Price also co-founded the ASA Newsletter, a specialty newsletter for international NBC defense, in its 23rd year of continuous publication. Both publications rely on her extensive international contacts, analytical abilities and scientific expertise. She is well known in the field of medical CBR.

    Dr. Price has been the chair or co-chair of each the Chemical Biological MedicalTreatments Symposia (CBMTS) series of meetings in Switzerland, Czech Republic,Egypt, Croatia and Singapore (17 meetings as of 2010). These meetings are organized and managed with the sponsorship of the host country and are designed to facilitate the communication of ideas and concepts in NBC/CBR science and medical treatment, doctrine and policy. She has been the co-chair of the International China BioPharmaceuticals Symposia in Beijing in 2006 and 2008. At each of these meetings, Dr. Price has taught a special section on giving scientific presentations, emphasizing those whose first language is not English and who are from non-Western cultures.

    Dr. Price is familiar with many aspects of biochemistry, molecular biology and d

    isease transmission as the biological warfare and biological terrorism threats have increased. She has over 25 years of experience in the reactions of chemicalsand nuclear products in the environment; in research, development, and assessment projects; and in the detection of chemicals and protection of human health and the environment. She has written risk assessments and contamination assessments dealing with metals and radioactive metals (Pu, Np, U) and organic chemicals from PCBs to dioxins, TCE, PAHs, pesticides, and polymer starting materials. Shehas been responsible for training and coordinating uniform technical approachesto many projects and programs. Her communication and management skills make hervaluable in all aspects of staff and client interactions from training through marketing and negotiating with clients, including those in different cultures.

    Dr. Price has developed approaches to environmental and defense programs examini

    ng the threats from toxic industrial chemicals (TICs) using a variety of open sources, especially environmental programs and chemical reporting programs in international and regional trade, and local industries and facilities. Many of the programs assessing possible threats from TICs use information and contacts developed from over 25 years of international travel, particularly those in chemical threats and environmental programs. She has developed and explored a variety of environmental issues and practices in countries in Eastern Europe and Asia. She has also worked with a large number of countries, industries and laboratories ontoxicology issues and environmental practices.

    EMPLOYMENT HISTORY

    APPLIED SCIENCE AND ANALYSIS, Portland, ME (now in Kaneohe, HI). 1983 to present. Technical Director of a well-known consulting firm specializing in chemical protection and decontamination for military and civil defense applications, Dr. Price supervised all technical projects and reports. She traveled extensively in the U.S. and abroad (Europe, MidEast and Asia) to work with the heads of nationallaboratories and industries developing new techniques and technologies for NBCprotection and environmental and human health protection.She has taught environmental courses, conducted in public health risk assessments and consulted on aspects of both chemistry and public health risk for government and industrial clients.Dr. Price has supported Maine DEP as a risk assessor in reviewing risk assessments and feasibility studies involving PAHs, dioxins and metals. She has worked with a number of small environmental firms in Hawaii to help set up Phase 1 Environmental Assessment templates to meet ASTM standards and NEPA Guideline Reports f

    or Cell Towers to meet environmental, historical and cultural requirements for cell tower locations. Dr. Price consults with a variety of companies to assess and develop toxicology testing and reporting guidelines.

    JOURNAL OF MEDICAL CHEMICAL, BIOLOGICAL AND RADIOLOGICAL (JMedCBR) DEFENSE, Editor-in-chief. From March 2006 to present. Maintained and grew international, online journal specializing in medical aspects of chemical, biological and radiological defense. Dr. Price was one of the two co-founders of the Journal and has continued working on the Journal with a variety of funding mechanisms. Over the years, the Journal has been funded by several US DOD groups and the contract is managed through SAIC.
