2. QUESTIONS & ANSWERS Q18. With regards to Specification Section 15060-2.10 Pipe Insulation, are all pipes to be

insulated? A18. Per Drawing No. 1152-2016-01-002 (G002), General Notes, LFG Header and Lateral

Pipes note no. 9, LFG header and lateral pipes shall be insulated with a frost box where cover is less than 1.2 m.

Q19. With regards to Tender Item A.34, please provide diameter of wells to be abandoned? A19. Monitoring well construction associated with Item A.34 is unknown. For Tender

purposes, assume that the diameter of the monitoring well pipe is 50 mm and its depth is 10 metres.

Q20. For all sites A, B, C, D, E. With regards to Site A Tender Item A.22 through A.25, are

100 mm long lateral piping from well to LFG header including connections? A20. No, these are not including connections. Q21. Please explain Tender Item A.31? States quantity 26 wellhead assembly including

connection to LFG header valve. A21. The valve referenced in Item A.31 is the 100 mm diameter HDPE ball valve. LFG

Header Pipe Isolation Valves are covered under Item D.40. Q22. There are only 25 wells and 25 connections to LFG header. With regards to Tender

Items A.22 through A.25 do they include connection and valve as does A.31? A22. No, they do not include connection and valve. The Pricing Form descriptions have been

revised accordingly. Q23. With regards to Drawing G004, detail 6: What material would you like the 12.5mm valve

made of? A23. The valve will be made of PVC. Q24. With regards to Drawing G004, detail 6: What material would you like the quick-connect

made of?

A24. The quick-connect will be 1/4 NPT male thread non-valved metal coupling body.

Q25. With regards to Drawing G004, detail 6: Do you need both a male and female quick-

connect ends as part of the assembly? A25. Only a female quick-connect ends will be part of the assembly.

Q26. With regards to Drawing G004, detail 6: Is this quick-connect also 12.5mm? A26. No, this quick connect will be 1/4 NPT.

Q27. Do you have any information on the gas vent abandonments? Approximate depths and

pipe diameter? A27. Passive gas vent construction associated with Item E.29 is unknown. For the Tender

purposes, assume that the passive gas vent is 1 metre wide and its depth is 1.5 metres. This item includes removal of any horizontal and vertical vent piping.

Q28. SP1 in Addendum #1 has revised the number of boreholes per site to 15 from originally

A28. The REVISED Tender Submission Package Pricing Form will be revised to reflect 15

boreholes per site under Items A.12, B.11, C.12, D.11, E.12. Q29. Regarding the Pre-construction surveys in Section 7, the list of buildings to include is

complete for Disco and Sunrise and includes all buildings within the 30 metre radius. However, Stan Wadlow and Coe Hill are incomplete. The 30 metre radius could include many more buildings. Please clarify which buildings are to be included. Alternatively, please clarify if the 30 metre radius is based upon centreline of the trench, the furtherest extend of work, e.g. asphalt replacement, or some other measure. Further, does the 30 metre radius have to touch the building or just the property and is there a minimum amount included in the 30 metre radius to consider the property to be included.

A29. The intent of Section 4A – Special Specifications, Special Provision (SP) 7: Pre- and

Post-construction Condition Surveys - GN116SP, is that any structure that falls within a 30 metre radius of the work area is included in the Pre-construction Condition Survey. The work area can be defined as the outer most limit that the Contractor will be working, including areas 30 metre beyond any trench, asphalt/sidewalk restoration activities, or equipment that may be working beyond these areas. Refer to Revision 12.

Q30. Drawing 1152-2016-01-050, C403 Addendum #1 detail shows the same elevation for the

header as the existing ground. Please clarify. A30. Drawing No. 1152-2016-01-050 (C403) has been revised and is attached. A CD with the

full sized drawings is available from the Senior Corporate Buyer. Q31. Could we have full size drawings of the Addendum #1 drawings, similar to the rest of the

tender drawings? A31. A CD with the full sized drawings from Addendum 1 and Addendum 3 is available from

the Senior Corporate Buyer. Q32. Regarding the post construction survey, we understand that only the properties claiming

an impact from the work need to be resurveyed, and we allow for the first 10. However, the size of properties ranges from small single family residential to large commercial buildings. The range of effort required is substantial and with no indication of which we should allow for in the required 10 surveys. Further, in the case of multi-unit residential buildings, if there is a compliant in one unit, would we be required to survey the entire building? Please clarify the post construction survey requirements.

A32. For the post-construction survey, if a survey is required that involves a multiple unit

building assume that up to 3 units will be included. In the event that a complaint is received from one unit, only that unit requires the post-construction survey.

Q33. The standard City of Toronto requirement for question cut off of 3 days prior to tender closing was changed in Addendum #1 to May 16, or 7 days prior to closing. Was this intentional and if so can it be amended back to the standard 3 days?

A33. The cut off for questions was already extended. Refer to Addendum No. 2. Q34. Regarding the auto-dialer, it was noted that the vendor could not be located as displayed

(i.e., CL-DIS-LFG-ADL101), nor could the reference be located within the Specifications. Additional information was requested.

A34. Note that the designation CL-DIS-LFG-ADL101, provided in the Drawings (Site specific)

represents the information that is required to be included on the lamacoid nameplate. The auto-dialer is specified in Section 13430, Article 2.10B “The selected Autodialer shall be AlarmAgent by Raco, Model Number 920AA-102DCRT.” Note that the model number should actually be “900AA-102-DCRTG”. Also note that the Antenna, identified in 2.10J should read “Supplier code: 820AA-PAEC1830”.

Q35. Regarding the uninterruptible power supply (UPS), it was noted that the Eaton/Ferrups

1.4 kVA model listed was not recognized or listed via the manufacturer. Clarification was requested.

A35. Note that the model number should be “Eaton Ferrups 1.4 kVA Model No.

FE000BB3A0A0A0A or approved equivalent”.

Please attach this addendum to your Tender document and be governed accordingly.

6. Construction Survey and Layout

All survey and layout required under this Contract shall be performed by the Contractor.Section 4A and Section 5A of this document provide further information on therequirements.

7. Construction Staging and Phasing

The project shall be divided into the following 5 phases:

Phase 1 (2017) Geotechnical Investiation – All Sites

Phase 2 Closed Disco Landfill – Area C

Phase 3 Closed Disco Landfill – Areas A & B

Phase 4 Closed Sunrise Landfill – Areas A

Each of Phase 2 through Phase 6 construction shall be divided into the following 2stages at a minimum:

Stage 1 Installation of LFG extraction wells

Stage 2 Installation of LFG header pipe and lateral pipes

Contractor shall provide temporary fencing and security at sites where existing fencingexists (e.g., 120 Disco Road, 30 Northline Road).

Provide 10 Day notice of work and coordinate with City work zone traffic coordinator andothers as required by Road Cut Permits. Comply with working times specificed in RoadCut Permits.

Access to Stan Wadlow Park is permitted from October 15, 2017 to April 30, 2018. Accessto Staging Area and along the header alighnment from Cosburn Avenue to the BlowerEnclosure is permitted from October 15, 2017 to June 15, 2018.

Should any unforeseen conditions arise the Contract Administrator will have the right to directthe Contractor to re-schedule construction in a manner that minimizes the effects thereof.

All costs associated with this Work shall be incidental to all related items of Work. No separatepayment shall be made.

3. Notices to Public - GN113SP

Special Provision October 2016

Two notices shall be distributed to property owners or occupants that will be affected by theWork. Notice No. 1 shall be delivered by the City and/or Contract Administrator. Notices No. 2shall be delivered by the Contractor. The Contractor shall maintain a log record of noticesdelivered by the Contractor and follow-up activities by the Contractor at each propertythroughout the Contract Time.

Notice No. 1 (Public Notice)

A Public Notice, delivered by the City and/or Contract Administrator that includes a briefintroduction to the upcoming construction contract and indicates the name and contact phonenumber of the Contract Administrator. Notice No. 1 shall be delivered by the City and/orContract Administrator to all properties within the contract area in advance of the start of on-siteactivities by the Contractor.

Notice No. 2 (Construction Notice)

A Construction Notice, delivered by the Contractor that includes a detailed description of theupcoming construction work and indicates the name of the Contract Administrator and companyname and contact phone number of the Contractor, including any details of periodicinterruptions of water service, details of temporary water service connections and so on.
