thBihar Veterinary College, Patna, the 5 oldest Veterinary College in undivided India
was founded on 2 April, 1927 by Sir Henry Wheeler, the Governor of Bihar & Orissa in order to nd
cater to the needs of farmers. Dr R.T. Davis was the first Principal of this historic College. In the
beginning (1930-1949), a three-year diploma course was started awarding G.B.V.C. (Graduate
of Bihar Veterinary College) latter on four-year degree course of B.V.Sc. & A.H. was and
started in 1949. The Post Graduate programme in different subjects was started in 1960.
Bihar Veterinary College, had been affiliated to different Universities of the state-like
Bihar University, Magadh University etc. Under the provision of Bihar Agricultural University
Act (1971), the Bihar Veterinary College, Patna became one of the pioneer constituent colleges
of Rajendra Agricultural University, Pusa. With the establishment of Bihar Agricultural
University at Sabour Bhagalpur on 5th August, 2010, Bihar Veterinary College, Patna became thone of the its constituent college. On 29 August, 2016, Bihar Animal Sciences University, Patna
was notified by the Govt. of Bihar as per the provisions of Bihar Animal Sciences University Act,
2016. The heritage status of Bihar Veterinary College, Patna was restored and became a pioneer
constituent College of the youngest and progressive Veterinary University of the country to cater
to the needs of the state by carrying research and extension in the field of animal health and
livestock production.
Bihar Veterinary College, Patna, for a long time, provided quality eterinary education v
and training not only to the candidates from Bihar and Orissa but also from several other states
(UP, Meghalaya, Mizoram, Tripura, Jammu & Kashmir, Assam, Himachal Pradesh etc.) of the
country as well as from developing countries like Nepal, Bhutan, Afg anistan, Iran, Malasiya - h
etc. It can be mentioned with proud that , Dr B.S. Rajya, Dr G.C. Mohanty, Dr Dr C.M. Singh
O.N. Singh, Prof. A. Ahmad, Dr H.R. Mishra, Dr R.B. Prasad, Dr V.S. Pandey, Dr D.V.
Singh, Dr G. Biswal, Dr D.C. Nayak etc. are /were the glittering alumni of this alma mater.
Dr Chinta Mani Singh, “God Father or Doyen of Indian Veterinary Profession” was
born in Belaon village, Muftiganj Township at district Jaunpur, Uttar Pradesh on 30th November
1922. He completed high school from Inter College, Jaunpur, UP in 1941 and intermediate from
famous Udai Pratap College, Banaras, UP in 1943. He completed his G.B.V.C. (Graduate of
Bihar Veterinary College) degree from historic Bihar Veterinary College, Patna with Gold
Medal in 1947. After that, he served as Veterinary Assistant Surgeon and I/C Civil Veterinary
Hospital, Allahabad, UP (1947-1949) and as I/C Regional Laboratory, Deputy Directorate of
Animal Husbandry, Allahabad, UP (1949-1950).

About Dr Chinta Mani Singh
In 1950 he joined as Demonstrator at Veterinary College, Mathura and Research Assistant
at Livestock Research Station, Mathura, UP. He obtained the MS and PhD in Veterinary
Pathology from Department of Pathology, Michigan State University, East Lancing, MS, USA in
1954 and 1956, respectively. After completion of PhD degree, he work as Post-Doctoral Fellow ed
in Virology at Cornell University, Ithaca, USA for one year and then joined as Professor and
Head, Department of Pathology and Bacteriology, UP Veterinary College, Mathura, UP in 1957.
Thereafter he oined as Dean, Veterinary College, Hisar, under Punjab Agriculture University, j
Hisar, Punjab in 1964. In 1966, Dr Chinta Mani Singh Director of Indian was selected as
Veterinary Research Institute, Izatagar, UP and in 1982, uperannuated from the post of he s
Director, Izatagar. Dr C.M. Singh was elected as the Founder President of the National IVRI,
Academy of Veterinary Sciences (India), New Delhi ounder President of Veterinary Council and F
of India, New Delhi.
He has made outstanding contributions in animal diseases mainly listeriosis, salmonellosis,
mycoplasmosis, bovine lymphosarcoma and slow viral respiratory diseases. He was an excellent
teacher and researcher. He proved himself as an able administrator and distinguished veterinary
educationist. His vision and thoughtful plans converted post-independent IVRI of 5 Divisions into
21 Divisions of National Institute of International fame. IVRI Bangalore Campus, High Security
Animal Disease Laboratory, Bhopal (now NIHSAD), Central Avian Research Institute, Izatnagar
and Central Institute for Research on Goats, Makhdoom, Mathura was institutions of his visionary
planning fter superannuati , he did not sit idly. He felt the need to reform the Veterinary . A on
Education in this country and was instrumental in creation of Veterinary Council of India and
National Academy of Veterinary Sciences. He was Founder President of these two prestigious
national organizations. Dr C.M. Singh had collaboration and interaction with international
agencies like FAO, WHO, UNDP, SIDA, DANIDA, etc. He attended a number of international -
seminars and symposia on epidemiology and zoonotic diseases in different parts of the world. He
guided several eminent veterinarians for their masters and doctoral programmes in the disciplines
of Pathology, Bacteriology and Virology. As a person, Dr Singh was simple, honest Veterinary
and hard working with no time for personal comfort and family affairs. He was a great visionary.
Some people called him, "Doyen of Veterinary Profession" while others considered him as
" hism itamah" or " urushottam" and " rerana Shrot".B P P P
Dr C.M. Singh Endowment Trust was established with his directive and blessings in
1999 with objectives of advancement of veterinary science and welfare of livestock, farmers and
veterinarians of this country. Trust is of opinion that Dr Singh's birthday 30th November should
be celebrated as Indian Veterinary Doctor's Day.

About WebinarGlobal livestock sector is highly dynamic. In developing countries like-India, there is
rapidly increasing demand for livestock products and need of improvement in livestock production
systems with improved efficiency and environmental sustainability through technology
intervention and policy reforms. The livestock products have been fundamentally motivated by
increased human population, income and urbanization. The production response in different
livestock systems has been connected with science and technology. Developments in breeding,
nutrition and animal health will continue to contribute to increasing production potential and
genetic gains. Looking towards the vast potential of livestock sector in rural economy,
Government of India has initiated many policy reforms and constituted the “Rashtriya Kamdhenu
Aayog” to organize animal husbandry on modern and scientific lines and to take steps for
preserving and improving breeds.
