Veolia – Kompogas® : A Long History

2000: Veolia tender to build its own plant in Hoppstadten with a nominalcapacity of 20000 tpa of biological waste / green waste, restaurant waste and3000 t/y of food waste. The technology was chosen based on the input waste.Veolia asked several companies for their technology. Kompogas® (Kogascorrupted in 2000 and restarted with Kompogas®), Linde (BVR), Valorga and Dranco.

Finally Linde was chosen.Veolia looks permanently for innovative and effective processes to offerstrong validated and operational solutions to its customers.

No more than 3 competitors are able to provide a strong and efficient process onDry AD processes. Kompogas® is one of them.

Veolia confides that Kompogas® is capable of proposing efficient and strongequipment and is able of becoming perfectly integrated into a biologicalprocessing chain to produce green electricity and high quality compost.

This is why Veolia maintains favored relationship with Kompogas® when wewant to build waste biological treatment plants.

Kompogas® Systems Operated in France

Two very specific points for France:

1. French regulation and French councilsa) French regulation obliges the council to collect and treat the waste produced

by their inhabitants.b) French councils often decide to organize 2 tenders: 1 for the construction of

the plant and 1 for the operation and maintenance of the plant

2. Vinci and Kompogas®

a) VINCI, in France, has the Kompogas® licence to use their AD process within a global concept for MBT plants

b) VINCI is the exclusive provider of Kompogas® process for France.

Veolia operated 2 plants in France with Kompogas® systems in Angers and Vannes

Biopole Angers

In 2008, Angers Loire Métropole Council decidedto build a new waste treatment center to replacetheir waste-to-energy plant.They named the project “Biopole”.

In 2010, Angers Loire Métropole Council assigned Veolia with the management of its newwaste treatment center, "Biopole", which included a unit of Mechanical Biological Treatment(maximal capacity of 90.000 tons/year), with the anaerobic digestion of the pre-sorted organicfraction from MSW and the composting of the digestates.

It was a 6 years contract, beginning in June 2011.It concerns the operation of the site, the management of the equipments, and the valuation ofthe energy recovery, the compost and the recyclable materials.At the end Veolia wanted to produce 23.000 tons of compost and 15.400 MWH of electricity.

In 2015, Veolia stopped the contract with the Angers Loire Métropole Council.

They organized a tender for an MBT AD plant able to receive MSW and able to producecompost answering the French regulation and to produce green energy. They commissionedVINCI with the construction of the plant – using Kompogas® digesters in their global process.Beginning of the construction : March 2009. Start-up of the plant in January 2011.

Feedback from Veolia France (1)

The Kompogas® AD process has no real problem :• Good performance, no technical problem on the agitation,• First reassuring internal reports (after 5 years of functioning and draining

on Biopole).

The challenges begin after the extraction at the level of the screw press.The regularity of the flow and the availability is difficult to obtain and influenced bynumerous parameters such as humidity, digestate structure or the wear of screws.It requires an important operational vigilance as well as numerous interventions ofmaintenance.

Take into account that it is always preferable to work directly with Kompogas®

than working with any company who manage the license for them.

An operator must be able to exchange directly about their own technical issues withthe company who provides the procces.

Feedback from Veolia France (2) Digesters

Performance and biology:

• Degradation of the OM in anaerobic conditions : Efficiency on biogas by fed ton incompliance with expectations, the BMP being expressed between 80 and 90%(110 to 120 m3/t of waste introduced in the digesters for a biogas between 55 to60% CH4)

• Relatively strong biological system in spite of certain phases of disturbance(instability of the rhythm of feeding, inhibitors enters in the system)

• Recurring problem on the Civil Works of the digesters: crack in the concretes,seepage of juice from the walls.

• Follow-up and piloting equipments:

• No detection of the foam level;

• Attention on the recirculation of the effluents (concentration of inhibitors);

• Difficult to take a representative sample with the sampling system on the roof

Feedback from Veolia France/ Integration of the Module

Feeding device:

• The feeding system by mixer + valve or piston pumps limits the moisture level of

the mixture entering

• Challenge for the "dry" materials. Extraction device: screw press, lack of

redundancy (1 digester connected to 1 screw press) and a too small storage

tank of juices for several digesters

• Stop of the dehydration

• Stop of the feeding

• Loss of regularity in the biological process and in the production of Biogas

and disturbance in the operation of the plant (obligation to outsource the

treatment of a part of the juices from the tank, etc.) possible.

Feedback from Veolia France/ Integration of the Module

The Screw Press :

• Their use at the exit of the digester means that we have to add green waste at theentrance of the digester, with the constraint of giving more juices or water to thesystem.

That could be a biological issue with the recirculation of the juices with a highlevel of inhibitors. That can be a global water balance issue for plants announcedwith no liquid reject.

The green waste is also a reason for regular malfunction at the entrance of thedigester with some blocages because the waste is too dry and not pompable.

• At the exit the screw presses have a variable efficiency and sometimes verylimited to reduce the moisture of the digestate. Sometimes the extracted liquidcan contain more than 20% of solid matter in suspension. This process is verycostly. We change often the mesh plates.

Feedback from Veolia France / Integration of the Module

Consequence for the composting

• As previous in the design, the AD sector significantly impacts the globalmanagement of the liquid effluents of the plant, without any treatment solution todo the job in-situ;

• When liquid surplus is treated without any on-site solution, that means that theoperator must spread, sometimes too much, the liquid on the windraws. Thisliquids are loaded with amonia. That means a volatilation of the amonia duringcomposting that is not good for our labors on the plant.

Draining of a digester:

• No clear procedure on the modus operandi (spots and safety aspect)

• Presence of sedimented material that is not pumpable at the bottom of theonserved digester during the final phase of the draining.

Biogas production rate compared to the waste fed in the digesters.In 2014, the biogas production rate per waste fed (prepared MSW and Biowaste)varied:

Biogas rate difference is highlighted betweendigester 3 and the others.Main parameter that influences the biogas productionrate is the quality of the introduced waste in thedigesters.

In Rostock, the waste is composed of two products (MSW and Biowaste), thepercentage of biowaste compared to the MSW fed should have an impact on the gasproduction.

Veolia runs 3 digesters.• One fermenter has not been opened so far.• In 2 fermenters we have changed the heating elements (rods).• In one of them the shaft in the centre had to be renewed.

3 main issues:• Problem with the roof• Screw feeding in entrance• Sedimentation inside the digester

Otherwise the digesters run very good with an output in 2015 ofmore than 200 m³ per fed tonne waste. The other wear and repaircosts are normal .

Kompogas/Hitachi Zosen Inova has carried out all the repairsat its own expense. Basically, Veolia is satisfied with thesystem.E

Part of a Global Project

Veolia / Technical and Performance Department / Boris Efremenko - March 4th,2016 32

AD is always a part of the project.

In any case Veolia has to take into account:

• Treat the organic fraction & product green electricity;

• The voluntary of the customer to produce high quality compost or just a

liquid fertilizer;

• The CAPEX and the OPEX of the global site;

• The footprint;

• The price of the electricity or the heat produced.

Different Part of the World: Different Projects

Veolia / Technical and Performance Department / Boris Efremenko - March 4th,2016 33

Veolia focus on :

• Central Europe (France, UK, Germany, etc)

• Eastern part of Europe

• Asia (China, Taïwan, Hong Kong, Korea, etc)

• USA (some states)

• Latin America (some countries such as Argentina, Chile, Mexico, Brazil)

Local regulations often direct the way to go due to the level of recycling,

the price and the cost of electricity.
