ALL VENDOR LICENCES

1. You can email the Licensing unit to order licences, request forms and guides or to contact Licensing staff. Email orders will not be confirmed and will be processed as submitted. The email address is [email protected].

2. The Table of Contents in this guide can be used as a quick reference for forms and information.

3. Vendor orders require a minimum of two business days to fulfill. The order forms are on pages 46 - 48, or you can access them by linking from the Table of Contents.

4. Licence vendors are responsible for the actions of their employees as they relate to issuing

licences. Vendors are encouraged to copy the Vendor Instruction Manual in its entirety or copy the Quick Reference Sheets on pages 49 to 51 of this guide.

6. The Client Information Unit located at 200 Saulteaux Crescent in Winnipeg will be referred to in

this document as CIU.

PARK VEHICLE PERMITS 1. The annual park vehicle permits (Explorer Pass) are printed with a validation date to April 30, 2019.

These permits are valid from the release date in December 2017 to April 30, 2019. The annual park vehicle permit price is $40. Vendors must return the 2017 annual park vehicle permits before orders for the 2018 permits will be processed.

2. Casual park vehicle permits are $12 and are valid for three consecutive days, or four consecutive days for a long weekend. Daily park vehicle permits are $5 and are valid until midnight on the date marked on the permit. Vendors are requested to return any unsold old year’s permits by April 10. Casual and daily park vehicle permits will continue to be available for purchase at district offices and the CIU (cashier) until April 30 each year.

3. Park vehicle permits are not required on the following weekends and dates:

a. February 1 to 28, 2018 inclusive b. June 8, 9, and 10, 2018 (Friday, Saturday and Sunday)

c. Canada’s Parks Day Weekend on July 20, 21, and 22, 2018 (Friday, Saturday and Sunday) d. Labour Day Weekend on August 31, September 1 - 3, 2018 (Friday, Saturday, Sunday and

Monday) e. February 1 to 28, 2019 inclusive

ANGLING LICENCES 1. NEW: The youth angling card is not available anymore. 2. Angling licences for 2018-2019 are valid from May 1, 2018 to April 30, 2019. 3. Vendors are reminded to provide a copy of the current Manitoba Anglers’ Guide with each angling

licence that is sold. Customers should be referred to the guide for angling information. 4. Family fishing weekends will be held on two weekends across Manitoba (excluding national parks).

On each of the weekends, people wishing to fish may do so without a licence. Conservation limits apply to those angling without a licence and to those who would normally require a licence. All other rules and regulations will apply. The dates are:

a) Summer Family Fishing Weekend on June 9 and 10, 2018 (Saturday and Sunday) b) Winter Family Fishing Weekend on February 16, 17, and 18, 2019 (Saturday, Sunday and

Monday)

WILDLIFE LICENCES

1. Continued for 2018: For the 2018 Conservation Spring Goose and Ross’s Goose season, hunters will require a no-charge 2018 Conservation Spring Snow Goose and Ross’s Goose Licence. The

licence is available online at manitoba.ca/sd/wildlife/hunting/springsnowgoose.html.

2. Since the fall of 2015, Migratory Game Bird Hunting Permits have been available online through Environment Canada at www.ec.gc.ca. The permit can be completed online and will be emailed to the purchaser. Environment Canada is responsible for further distribution of paper permits to Canada Post outlets. Manitoba Sustainable Development offices will not be issuing this permit any longer.

3. It is the hunter’s responsibility to ensure that the vendor has issued the correct licence. Vendors

are reminded to make a copy of the current Manitoba Hunting Guide available with each wildlife licence that is sold. Customers should be directed to the Hunting Guide and website for hunting information. Manitoba reserves the right to amend hunting seasons should conditions warrant.

4. General wildlife information and regulatory information can be found in the current Manitoba Hunting Guide and in the Manitoba Trapping Guide, at manitoba.ca/sd/wildlife/index.html, by phoning 1-800-214-6497 or 204-945-6784 (Winnipeg), or by contacting the nearest Manitoba Sustainable Development office.

It is imperative that vendors submit reports as per the reporting dates above. Failure to do so will cause licences for the new year to be delayed from being released.

GENERAL

Thank you for accepting the responsibility to be a licence vendor for Manitoba and providing an important service to the community. If you have any questions or concerns about your account, please contact the Licensing Unit. 1. The responsibilities of vendors in this instruction manual are part of the signed application for

vendorship. Please review these responsibilities.

2. Licence vendors are established as agents of Manitoba Sustainable Development by authority of the minister.

3. Licence vendors are required to notify the Licensing Unit immediately when there is a business ownership change. Vendors who sell their establishments may not transfer their stock of licences to a new owner. New owners must apply for vending privileges. Vending privileges will not necessarily be granted to a new owner.

4. All money collected by licence vendors from the sale of licences are Crown funds and must be kept in trust for Manitoba. Any misuse of these funds, by the vendor or vendor’s firm, may constitute a criminal offence.

5. Vendors should keep all licences supplied to them in a secure place because their accounts are charged with the full licence value minus the authorized commission. Accounts will only be credited for the money that is paid by vendors and the unissued licences that are returned. Vendors are liable for the full fee (minus their commission) for any licences lost, misplaced or destroyed.

6. A vendor must not make refunds, adjust licence fees, pre-date licences or issue receipts in lieu of licences.

7. A vendor may not borrow licences from another vendor or lend licences to another vendor.

8. When vendors receive the licences, they should check the quantities and serial numbers carefully against those shown on the Vendor Consignment and Charge Statement. Contact the Licensing Unit immediately if there are any discrepancies.

9. All licences must be issued from the location indicated in the signed Application for a Licence Vendorship.

10. All licences and records for which a remittance has not been made must be available for inspection by department personnel upon request.

11. Employees may issue licences on behalf of licence vendors. The licence vendor is fully responsible for the actions of these employees because these actions relate to issuing licences, possessing unsold licences and collecting licence fees. Vendors are responsible to tell employees about the regulations related to issuing licences, and to make sure licences are issued according to the law and to convey instructions from the department.

12. On the last day of each month, vendors must prepare and submit a report of all licence sales during that month. These reports and payment must be received by the Licensing Unit by the 10th day of the following month.

COMMISSION 1. A commission of $1 for each licence or permit issued is allowed for vendors.

2. This commission is to be deducted before paying sale funds.

3. Fees such as postage or money order charges are the vendor’s responsibility.

LICENCE AND PERMIT FEES AND TAXES 1. All licence and permit fees include five per cent GST (Goods and Services Tax). The amount

shown on each licence is the amount the customer pays.

2. Provincial sales tax must not be charged on the sale of licences and permits.

3. The department collects the GST and forwards it to the Government of Canada.

CONSIGNMENT AND PREPAID VENDORS 1. Responsibilities as either a consignment or prepaid status vendor are described in the

correspondence from the Licensing Unit and are subject to review.

2. Both consignment and prepaid vendors must remit monthly. Vendors closed for the season or without licences are exempted from monthly reports.

3. Monthly reports and payments are required to keep accounts in good standing. Monthly reports also provide the department with timely sales and statistical information.

4. For prepaid vendors, the refunds for the return of unissued licences will be processed following the end of the licence year. Exceptions to this policy may occur upon request or when the business is discontinued or sold. The Licensing Unit must be notified by letter, email, or phone for these exceptions.

5. Holders of a Resource Tourism Operators Licence (Outfitters) are considered vendors as per the vendorship agreement with the Licensing Unit and are subject to the payment policies.

ISSUANCE OF LICENCES

1. At the beginning of the season, vendors who are on consignment, in good standing and have sold a minimum threshold of licences in the previous year will automatically receive their licences and

permits by mail based on the amounts sold in the previous year. Arrangements can be made to pick up large orders to increase efficiency and reduce mailing costs.

2. Prepaid vendors will receive by mail at the beginning of the season a Licence Order Form to complete and return to the Licensing Unit with their advance payment.

3. Consignment vendors who have sold less than the minimum threshold of licences in the previous year, or vendors who prefer to order specific types and quantities of licences, are required to place an order for their licences.

4. Resource Tourism Operators (Outfitters) must first comply with the requirements specified by Licensing Advisory Committee and Wildlife and Fisheries Branch before Foreign Resident Big Game Licences will be released. Orders for foreign resident big game licences to be picked up or mailed must allow five additional business days for processing.

REPEAT ORDERS OF LICENCES 1. Vendors are required to maintain adequate supplies of licences for sale, including for the winter

season. Vendor co-operation is appreciated in ensuring adequate processing times, minimal number of reorders and sufficient quantities of licences for each order to provide cost-effective service.

2. Orders and reorders for licences may be submitted by email, mail, fax, phone or in person. Please allow sufficient time for processing – two to six business days for mailing and no less than two business days to complete. Orders cannot be processed same day. Note: Resource Tourism Operator orders may require an additional five business days.

3. Prepaid vendors must make a payment for the licences before they are released to the vendor. A prepaid vendor has options for ordering, payment and receiving the licences. a) Order the licences by email, mail, fax, phone or in-person. b) Pay for the licences by mail or upon pickup. c) Request the licences to be mailed or picked up in person.

4. Provide the following information for every licence order:

a) vendor number and name b) quantity and type of licences required c) mail delivery or pickup d) phone number

5. Licences must be ordered by the book and each book contains 10 licences.

6. Other supplies such as vendor forms and guides may also be ordered.

PROTECTION OF PRIVACY

1. Personal information pertaining to licensing is collected under the authority of laws and regulations. It is used for surveys and enforcement purposes by Manitoba Sustainable Development. Information is protected by The Freedom of Information and Protection of Privacy Act. If you have any questions, contact the Access and Privacy Officer in Winnipeg at 204-945-4170.

2. Vendors are required by law to protect and maintain the privacy of the personal information they receive from issuing licences.

REPORTS AND REMITTANCES 1. All consignment and prepaid vendors are required to provide monthly reports and

payments, including nil reports. Vendors closed for the season or without licences are exempted from monthly reports.

2. On the last day of each month, a Remittance for Sold Licences form and a Vendor’s Return for Unsold or Cancelled Licences form must be completed for that month and delivered with any licences and money due in full for all reportable sales. These reports must reach the Licensing Unit office before the 10th day of the following month.

3. Vendors should only remit for completely issued (sold) books of licences and permits. If a book is not completely issued by the end of the month, then the book should be kept and the licences should be included in the following month’s remittance.

4. If there are no reportable sales to be made, for example, if there are only partially-issued books of licences or permits to report, then forward a nil report. Faxes regarding nil reports are preferred. Please provide your vendor number and state the month for the nil report.

5. All sold licences and permits must be recorded on a Remittance for Sold Licences form. The duplicate copies of all sold licences and any money due must be returned with this remittance.

6. Remittances may be mailed or delivered in person to the Licensing Unit office. All paperwork must be completed when submitted.

7. Park Vehicle Permits – annual park vehicle permits (Explorer Pass) cannot be voided. Removing a park vehicle permit from the stub is a control function that demonstrates that the permit has been issued and is therefore not eligible for return for credit to the vendor’s account. Any permit returned to the Licensing Unit that is not attached to its stub will be considered sold and the vendor will be asked to pay for it. The book stubs for park vehicle permits should not be returned.

8. Senior’s angling licences – a duplicate copy of each Resident of Manitoba Senior’s Conservation Licence must be returned to verify that the licence was issued to a Manitoba senior before the deduction can be recorded on the vendor account.

9. Bear licences and wild turkey licences – spring bear and wild turkey licence sales should be reported by the 10th of the month following the sales month. Vendors should retain any unissued bear or wild turkey licences until the end of the fall season.

10. When remitting for a bear or turkey licence sold as a youth licence, the vendor should complete the following information on the Remittance for Sold Licences form.

a. Record the number of licences sold at the regular fee.

b. Record the number of licences sold to a youth on a blank line at the bottom of the remittance form.

c. Record the appropriate fee for each licence and calculate the amount to remit.

d. Your vendor account will be adjusted for all licences properly issued at the reduced fee. Vendors will be responsible for the full fee for any licence issued to a person who does not qualify as a youth.

11. All licences and permits returned as unissued must be recorded on a Vendor’s Return for Unsold or

Cancelled Licences. All unissued and voided (cancelled) licences and permits must be returned to receive credit on the account. All parts of the licence and the associated game tags must be returned to receive credit on the account.

12. Please make the remittance payable to the Minister of Finance (Manitoba). A cheque, certified cheque or money order is an acceptable form of payment.

13. Cash or debit payments for vendor accounts will be accepted in-person only at the CIU.

14. Payments from vendors cannot be made by credit card. This is in accordance with Manitoba’s financial policy.

15. All fees are to be paid in Canadian funds. A $20 service charge will be applied on non-negotiable cheques and vendor privileges will be suspended.

16. Third-party cheques and third-party money orders are not acceptable. Vendors must not accept cheques or money orders payable to the Minister of Finance from customers as payments for licences.

17. If the vendor has accepted foreign currency as payment, the vendor is responsible for any gains or losses resulting from the payment conversion to Canadian funds. Vendors who do not provide for a rate of exchange on foreign currency are expressing their own company policy. The vendor’s foreign exchange policy is not to be indicated as a policy of Manitoba Sustainable Development.

18. Licences, permits and funds must be returned to the Licensing Unit at the end of each season or upon request by the department. All vendors must return all sold and unsold wildlife licences, duplicate copies of licences sold and money due by the 10th day of the month following the month of season closing.

19. Seasonal vendors must return all remittances (sold and unsold licences and payments) before or immediately after close of business. The returned forms should be marked final report – closed for the season. End of season remittances must be received by the Licensing Unit by the 10th day of the month following the end of the last season.

20. Failure to submit monthly reports, make payments or return licences or permits as required will result in the cancellation of your vendor appointment.

21. Accounts not settled by the due dates are subject to interest charges and non-compliance action.

22. If needed, additional reporting forms will be supplied upon request. 23. Refunds will be issued for closed accounts and end of season account adjustments. Please allow

four to six weeks for the refund process. 24. Unsold licenses can only be returned for credit if they are licences from the following years: 2016,

2017, 2018. Licences from previous years will not receive credit.

VENDOR LOST LICENCES AND PERMITS 1. Vendors are responsible for all licences and permits issued to them.

2. Vendors must pay for any lost permits or licences. When you receive your licences, check the

quantities and serial numbers carefully against those shown on the Consignment and Charge

Statement. No refunds will be made and no substitute licences or permits will be issued for licences

or permits lost by a vendor. Park vehicle permits do not have duplicate copies.

3. No refunds should be made and no substitute licences or permits should be issued to customers

who have lost their licences or permits.

CUSTOMER LOST LICENCES AND PERMITS

1. Customers who lose their park vehicle permits, angling licences or trapping permits must purchase

another permit or licence.

2. A customer who has lost a hunting licence should not be issued another hunting licence of the same type. It is illegal for a person to purchase more than one licence of the same type for the same hunting year. Hunting licence replacements are available only at Manitoba Sustainable Development offices.

DISCONTINUED OR SOLD BUSINESSES 1. Vendors wishing to discontinue, close or sell their business must notify the Licensing Unit by letter

or by phone with the close of business date. Licences can not be transferred to the new owner if the business is sold.

2. To close out the account, the vendor must forward the following to the Licensing Unit before or immediately after the date of close of business:

i. all money collected for licence and permit sales ii. duplicate copies of sold licences iii. all unsold licences and permits iv. both copies of all cancelled or voided licences

3. A successor /purchaser to the business who wishes to become a vendor must obtain, complete and

forward an Application for a Licence Vendorship to the Licensing Unit. Vending privileges will not necessarily be issued to a new owner nor will the successor necessarily be granted the same status (consignment or prepaid). If approved, the successor will be supplied with a new set of licences and permits and a new account number. The sale of the business must not be portrayed as including the vendorship.

DELINQUENT ACCOUNTS

1. Payments for completed books of licences and permits are due on the 10th day of the following month. Any payments not provided to the Licensing Unit as due are considered outstanding and the vendor account may be considered not in good standing.

2. A reminder Licence Vendor Collection Notice of outstanding licences and permits is mailed to the vendor after the end of each licensing season. Payments are due within 30 days, or as noted on the collection notice.

3. If the vendor has not complied with previous notices, the vendor account is placed on hold. The vendor account is considered not in good standing and no further licences or permits will be issued to the vendor until the account is cleared.

4. If the vendor has not complied further with collection notices, the vendor account is suspended. Manitoba Sustainable Development has the right to request the immediate return of all sold and unsold licences and all money due.

5. Failure to comply with the suspension or payment of money due may result in non-compliance action.

6. Holds or suspensions may be revoked only under special circumstances.

7. Failure to comply with the responsibilities of the vendorship on a regular basis will result in the review and potential revocation of the vendorship.

8. Outstanding balances on vendor accounts are subject to interest charges as specified by Manitoba Finance.

9. Manitoba Finance sets the interest rate and conditions. Interest charges may be calculated and compounded monthly and may commence 30 days after the date on which the payment was due.

Compare it for accuracy to your copy of the vendor’s return form. Keep all copies of the reports for your records. Licences, permits and funds must be returned to the Licensing Unit at the end of each season or upon request by the department. If this is the last report of the season, please indicate final report “closed for the season”, clearly on the form.

PARKS REQUIRING PERMITS

1. Provincial park vehicle entry permits are required in every provincial park year-round and must be displayed for entry.

2. A Manitoba provincial park vehicle permit is not valid in Riding Mountain National Park.

3. Park vehicle permits do not have residency requirements attached to them.

PERMIT TYPES

1. Annual Permit (Explorer Pass) – allows year-round entry to all provincial parks.

2. Casual Permit – allows three consecutive days of entry to any provincial park (or four consecutive days over a long weekend).

3. Daily Permit – allows one day of entry to any provincial park and is valid until midnight on the date indicated on the permit.

4. Commissioned vendors may sell annual, casual or daily vehicle permits. Please contact the Licensing Unit if you would like to order additional vehicle permits.

5. Bus vehicle permits are available for annual, casual or daily periods at limited government outlets. Bus operators should contact CIU or the Licensing Unit for availability.

CUSTOMER LOST PERMITS

1. Customers who lose their park vehicle permits must purchase a new park vehicle permit if

they wish to continue visiting Manitoba provincial parks.

2. No refunds will be made and no substitute licences or permits will be issued to customers

who lose their licences or permits.

ISSUING ANY PARK VEHICLE PERMIT 1. To validate a vehicle permit, the permit must be separated from the stub. This indicates the

permit has been properly issued.

2. Removing the permit from the stub is also a control function that demonstrates the permit has been issued and is not eligible for return or credit to the vendor’s account. Therefore, it is essential that permits are not removed from their stubs until they are ready to be issued to a customer. Any permit returned to the Licensing Unit that is not attached to its stub will be considered sold and the vendor will be asked to pay for it.

3. Permits may be cancelled or voided at the time of issuing only. The permit cannot be voided once a customer leaves the place of business. Annual park vehicle permits cannot be voided.

4. To cancel a casual or daily permit, write Void across the face of it.

5. Keep the voided permit and return the voided permit to the Licensing Unit with the monthly remittances for the correct adjustment on the vendor’s account.

6. Anyone purchasing an annual, casual or daily permit and then wishing to get a different permit must purchase the other permit at the full fee. No refund or credit is allowed for the annual, casual or daily permit.

ANNUAL PARK VEHICLE PERMITS (EXPLORER PASS) Annual permits are transferable from one vehicle to another vehicle.

ISSUING ANNUAL VEHICLE PERMITS 1. Annual park vehicle permits are printed with a validation date to April 30, 2019. These

permits are valid from the date of issue in December 2017 to April 30, 2019. Inform the customer of the expiry date.

2. Confirm the type of permit required by the customer (ex: annual).

3. Collect the appropriate fee. The annual permit fee is $40.

4. Remove the permit from the stub by bending the permit up and then down. The permit will detach from the stub.

5. Give the permit to the customer.

6. Advise the customer an annual park vehicle permit must be hung on the rear view mirror while the vehicle is in a provincial park. This is a year-round requirement. Motorcycle drivers must have the permit in their possession.

CASUAL PARK VEHICLE PERMITS 1. Casual permits are valid for three consecutive days ending on the date marked on the

permit.

2. Casual permits may be purchased in advance and postdated for those clients who wish to purchase their permits earlier.

3. On a long weekend, casual permits will be valid for four days. A casual permit may be purchased in advance for a long weekend.

4. Casual permits are transferable.

ISSUING CASUAL PERMITS 1. Confirm the type of permit required by the customer (ex: casual).

2. Collect the appropriate fee. The casual permit fee is $12.

3. Determine the expiry date of the permit and print the expiry date in large block letters on the permit.

4. Usually, the expiry date is three days from the date of issue. For example, the permit is purchased on Friday and the permit is valid until midnight on Sunday. Print the Sunday date on the permit.

5. For a long weekend, the permit is valid for four consecutive days.

6. If Monday is the holiday and the permit is purchased on Friday, then the expiry date is Monday and the permit is valid until Monday at midnight.

7. If Friday is the holiday and the permit is purchased on Thursday, then the expiry date is Sunday and the permit is valid until Sunday at midnight.

8. If the customer is purchasing their casual permit in advance, the permit can be postdated. The expiry date could be any future date within the current licence year. However, the permits will only be valid starting three consecutive days prior to the expiry date. For example, a casual permit could be purchased on May 1 and dated May 4. This means that the permit is only valid from May 2 to May 4. A long-weekend casual permit can be purchased in advance.

9. Remove the permit from the book and leave the stub at the top attached to the book.

10. Give the permit to the customer.

11. Advise the applicant that the permit must be displayed on the vehicle’s windshield in such a manner that it is visible for inspection purposes. Motorcycle drivers must have the permit in their possession.

LICENCE TYPES There are seven different types of angling licences available as follows:

1. Resident of Manitoba Senior’s Conservation licence a) valid only for a resident of Manitoba angler 65 years of age or older b) there is no charge for this licence c) valid for conservation limits

2. Resident of Manitoba Conservation licence a) valid for all resident of Manitoba anglers (except for Senior’s Conservation) b) valid for conservation limits

3. Resident of Manitoba Regular licence a) valid for all resident of Manitoba anglers b) required by all anglers who are residents of Manitoba, including senior residents, who

wish to retain a full limit

4. Non-Resident of Manitoba Canadian Resident Conservation licence a) valid for anglers who are non-residents of Manitoba and residents of Canada b) valid for conservation limits

5. Non-Resident of Manitoba Canadian Resident Regular licence a) valid for anglers who are non-residents of Manitoba and residents of Canada b) valid for regular (full) limit

6. Non-Resident of Canada – Conservation licence a) valid for anglers who are non-residents of Canada b) valid for conservation limit

7. Non-Resident of Canada – Regular licence a) valid for anglers who are non-residents of Canada b) valid for regular (full) limit

RESIDENCY

1. A Manitoba resident is a person who has lived in Manitoba for the immediate past six months.

2. A Canadian resident is a person who has lived elsewhere in Canada for the immediate past six months.

3. A non-resident is any person who has not lived in Manitoba or Canada for the past six months.

4. It is the customer’s responsibility to declare residency status.

ANGLING LICENCE INFORMATION 1. 2018 angling licences are valid from May 1, 2018 to April 30, 2019.

2. The Manitoba Fisheries Enhancement Stamp is printed directly onto angling licences. There are no additional stamps to be attached to angling licences.

ANGLING LICENCE EXCEPTIONS 1. Any person under the age of 16 who has permanently resided in Manitoba for the past six

months does not require an angling licence. Manitoba youth under the age of 16 have all the rights and privileges of those holding a Regular Licence, including their own limit of fish.

2. Any Canadian resident or non-resident under the age of 16 may angle without a licence. The person must fish with a licence holder, or someone exempt from holding a licence and their catch must be applied to the limit of that person. A Canadian resident or non-resident under 16 must buy a licence for a separate limit.

3. Status Indians do not require an angling licence. They are exempt from angling regulations including seasons, limits and gear restrictions when fishing for food.

4. A Manitoba angling licence is not valid for fishing in national parks (ex: Riding Mountain).

CUSTOMER LOST LICENCES AND PERMITS

1. Customers who lose their angling licence but wish to continue fishing must purchase another

angling licence.

2. Anyone receiving a conservation licence who later decides that a regular licence is required

must purchase the regular licence at the full fee. No credit is allowed for the conservation

licence. The vendor must pay the money for both the conservation and regular licences. Do

not cancel or void the conservation licence.

3. No refunds will be made and no substitute licences or permits will be issued to customers

who lose their licences or permits.

ISSUING ANGLING LICENCES 1. Licences and permits are documents issued for the purpose of authorizing a person for a

specific activity and are issued under laws and regulations. For this reason, licences should be issued carefully.

2. Provide a copy of the current Manitoba Anglers’ Guide for each angling licence that is sold. Customers should be directed to the guide for angling information.

3. It is preferable that anglers purchase their own licence from vendors. A licence may be purchased for another person if the required information is given. The licence is not considered valid until signed by the licensee. The vendor should notify the customer of this requirement.

4. It is the customer’s responsibility to declare his or her residency or age exemption status. It is the vendor’s responsibility to determine the type of licence required by the customer. Confirm the residency status of the customer and the requirement for a regular or conservation licence.

5. Licences should only be issued for the correct residency and limit allotments. The substitution

of licence types is not allowed. If the vendor does not have the licence required, then the

customer must seek another vendor for the correct licence.

6. Licences must be sold in numerical order starting with the lowest serial number.

7. Ensure the fold-back cover has been placed at the back of the licence being issued.

8. The vendor, not the customer, must print the information on the licence.

9. Please use a ballpoint pen with sufficient pressure so the copy can be easily read. Check

that the duplicate copy is readable after completing the licence. Angling licences are printed

with carbonless copies. All information, except email must be complete.

10. Print legibly, in ink, the person’s:

a) name – surname, first name, and middle initial.

b) complete address

c) email (optional)

d) date of issue – all licences must be dated the day they are issued

e) gender

f) date of birth

11. Show the licence to the customer and ask for verification that the information has been

completed correctly and that the correct licence has been issued. Ask the customer to sign

the licence.

12. Receive the payment from the customer.

13. Remove the original copy of the licence from the book and give it to the customer. The

duplicate copy should remain in the book.

14. Do not alter or make an erasure on a licence since this action will render the licence void. If a

licence must be cancelled because an error was made, then write void or cancelled across

the face of the licence and the copy of the licence. Keep both copies. Both copies of a

cancelled licence must be returned before credit to the vendor can be provided.

15. Licences may be cancelled only at the time of issuing. Licences that appear to be cancelled

at some other time may not be accepted and credit may not be given to the vendor’s account.

HUNTING LICENCES

DEFINITIONS OF RESIDENCY FOR WILDLIFE LICENCES

RESIDENT: - A Canadian citizen who has his or her home in Manitoba and is ordinarily present in the province, immediately preceding the time that he or she purchases a licence. - A person who is not a Canadian citizen but has his or her home in Manitoba and is ordinarily present in the province for a period of six months, immediately preceding the time that he or she purchases a licence. - Resident does not include a tourist, transient or visitor.

NON-RESIDENT: a person who is a Canadian citizen but is not a Manitoba resident. FOREIGN RESIDENT: a person who is neither a Canadian citizen nor a Manitoba resident.

LICENCES AVAILABLE AT COMMISSIONED VENDORS

1. The type of hunting licence or trapping permit available at individual commissioned vendors is limited to the stock vendors are allowed to request.

2. Conservation moose licences have limited availability at select commissioned vendors.

3. Licences available only through Resource Tourism Operators (Outfitters) include foreign resident deer, foreign resident bear, foreign resident moose and non-resident or foreign resident caribou.

LICENCES AVAILABLE AT MANITOBA SUSTAINABLE DEVELOPMENT OFFICES

1. Hunting licences and Open Area Trapping Licences are available until the end of each season at Manitoba Sustainable Development District Offices or CIU

2. The following types of licences are available only at Manitoba Sustainable Development District Offices and CIU. a) Replacement Licence – for hunting licences only b) Resident Caribou and Second Caribou (resident) Licences – limited seasonal availability

in select offices c) Registered Trapline Permits – at local district offices d) Resident archery moose licences are only available at CIU

3. The Big Game Draw program issues draw licences for elk seasons (including archery and

landowner) as well as some moose seasons. Draw licences are available only by application to the Big Game Draw program. Information is available in the Manitoba Hunting Guide and online at manitoba.ca/sd/wildlife/index.html.

hunting licence sold. Customers should be directed to the hunting guide for hunting information.

2. Licences are required for all big game and game bird hunting. Hunters must have valid licences for the species they are hunting. They must carry the licence (and associated game tags) and a valid Hunter Education Certificate while hunting. They are required to show the licence and the Hunter Education Certificate to an officer upon request.

3. A licence and any associated game tags provide a hunter with permission to harvest and possess big game or game birds.

4. The rights and privileges of any hunting licence cannot be transferred to another person.

5. No person shall use the licence of another person.

6. Licences cannot be refunded, exchanged or returned after they are purchased.

7. It is illegal to purchase more than one big game licence of the same type for the same hunting year. It is also illegal for anyone to purchase more than one wild turkey licence in the same year.

HUNTER QUALIFICATIONS 1. It is the hunter’s responsibility to qualify under The Wildlife Act and its regulations to obtain a

hunting licence.

2. The vendor is not responsible to verify the validity of the Hunter Education Certificate.

3. The vendor is responsible to ask the hunter if he or she is qualified to hunt and to issue the hunting licence correctly and accurately. The check box on the hunting licence must be completed and the licence must be signed by the hunter.

4. If the hunter states that he or she does not have a certificate or is uncertain, then a licence cannot be issued.

5. All hunter inquiries on verifying or obtaining a Hunter Education Certificate should be directed to the information in the Manitoba Hunting Guide or Manitoba Sustainable Development online resources.

6. The Hunter Education Regulation states that no person shall apply for or obtain a hunting licence unless the person is 12 years of age or older and holds: a) a valid Manitoba Hunter Education Certificate (including the Manitoba Hunter and

Firearm Safety Training Certificate) b) an equivalent valid hunter education certificate from another province, territory or country

7. In addition, a person who is required to hold a certificate must:

a) when hunting under the authority of his or her hunting licence have the certificate in his or her possession and produce the certificate upon request from an officer

b) at any other time produce the certificate for an officer as soon as possible after being requested to do so by the officer

SUSPENDED HUNTERS 1. Every vendor receives updated lists of suspended hunters. Please carefully check these lists

to ensure that licences are not issued to suspended hunters. It is an offence to issue a licence to any person who is not entitled to that licence.

2. Under no circumstances should you issue a licence to anyone if you know or suspect the individual is not entitled to that licence. These individuals should be referred to Manitoba Sustainable Development for further information. The Wildlife Act and regulations provide penalties for improper issuance of licences. In addition, your vendorship may be suspended or cancelled for such activity.

YOUTH HUNTERS AND YOUTH LICENCES

1. A person must be 12 years of age or older to apply for or obtain a hunting licence and must possess a valid Hunter Education Certificate.

2. Resident youth, aged 12 to 17, may purchase a Deer and Game Bird Licence – Youth; a Wild Turkey Licence – Youth or; a Black Bear Licence - Youth.

3. The youth must fulfill two conditions to be eligible to purchase any of these three licences: i) be under the age of 18 at the time of purchase ii) be under the age of 18 on the first day of the season

Both conditions must apply and, if so, the youth could continue to use the licence(s) even though the youth may turn 18 during the season.

4. When issuing a Bear or Wild Turkey Licence as a youth licence, place a check mark in the box provided and charge the youth the reduced fee.

5. A regular hunting licence is required for any other species or season

YOUTH HUNTERS (10 and 11) Any youth under the age of 12 who meets the qualifications of the Hunter Education program will be issued an Apprentice Hunter Education Certificate. Youth ages 10 and 11 who have an Apprentice Hunter Education Certificate can hunt game birds and wild turkeys under the Shared Bag Provisions.

SENIOR HUNTERS

1. Every hunter must possess a valid Hunter Education Certificate, including seniors.

2. Residents who are 65 years of age or older (seniors) do not require a provincial Game Bird Licence if they carry proof of age and residency while hunting. Refer to page 36, Senior Hunters for more details.

3. Resident seniors must purchase a Canada Migratory Game Bird Hunting Permit and Wildlife Habitat Conservation Stamp to hunt waterfowl, cranes, snipes or coots. Non-resident or foreign resident seniors must purchase both the non- resident or foreign resident Provincial Game Bird Licence (as applicable based on residency) and the Canada Migratory Game Bird Permit and Wildlife Habitat Stamp. All seniors must purchase the appropriate licences to hunt wild turkey or big game.

ISSUING A HUNTING LICENCE

1. Licences are documents issued for the purpose of permitting a person to carry out a specific activity and are issued under laws and regulations. For this reason, licences should be issued carefully.

2. It is the hunter’s responsibility to ensure that the vendor has issued the correct licence. 3. Vendors are reminded to provide a copy of the current Manitoba Hunting Guide for every

wildlife licence that is sold. Customers should refer to the guide for hunting information. 4. All hunters must apply in person for their licences and must personally sign each licence

issued to them. By signing the licence, the hunter is certifying that the information on the licence is correct and that he or she possesses the qualifications set out in The Wildlife Act.

5. If a hunter cannot be present to purchase his or her hunting licence, he or she should contact

a Manitoba Sustainable Development office for information. The only exception is for issuing a Moose Conservation Licence. In this case, a hunter may purchase the licence on behalf of another hunter if the procedures as described in this manual are followed. All hunters are encouraged to purchase their own hunting licence.

6. Determine the residency of the hunter and species and type of licence required. Licences

should only be issued for the correct residency, species and type of hunting. The substitution of licence types is not allowed. For example, a non-resident licence must not be issued to a resident.

7. Select the proper book of licences. Licences must be sold in numerical order by their serial number, starting with the lowest number first.

8. Ensure the fold-back cover has been placed at the back of the licence that is being issued. The vendor, not the customer, must print the information on the licence. Please use a ballpoint pen with sufficient pressure so the carbon copy can be easily read. Confirm that the duplicate copy is readable before completing the licence.

9. Print legibly, in ink, the person’s: a) first and last names, middle initial b) complete address c) email (optional) d) date of issue – all licences must be dated the day that they are issued e) gender f) date of birth

10. Ask the customer if he or she holds a valid Hunter Education Certificate. If the hunter

confirms the statement, make a check mark beside the statement “Yes, I hold a valid Hunter Education Certificate.”

11. Advise customers that they must keep their certificate and hunting licence with them when hunting.

12. If the hunter states he or she does not have a certificate or if he or she is uncertain, then a hunting licence cannot be issued. Redirect the customer to a Manitoba Sustainable Development office, to the Manitoba Hunting Guide or to Wildlife and Fisheries Branch web pages. The vendor is not responsible for verifying the validity of the Hunter Education Certificate.

13. Show the licence to the customer and have him or her verify that the information has been completed correctly and that the correct licence has been issued. Ask the customer to sign the licence.

14. Remove the original licence from the book and give it to the customer. The duplicate copy should be left in the book.

15. Collect the licence fee. The fee is printed on the licence and includes GST.

16. Provide a copy of the current Manitoba Hunting Guide for each hunting licence that is sold.

17. Do not alter or make an erasure on a licence because it will render the licence void and invalid. If a licence must be cancelled because an error was made, then write void or cancelled across the face of the licence and the carbon copy of the licence. Both copies of a cancelled licence and the associated game tags must be returned before credit can be provided to the vendor. Do not discard the voided licence.

18. Licences may be cancelled only at the time of issuing. Licences that appear to be cancelled at some other time may not be accepted and credit may not be given to the vendor’s account.

19. It is illegal for anyone to purchase more than one Big Game Licence of the same type and/or one Wild Turkey licence for the same year.

CUSTOMER LOST HUNTING LICENCE

1. Replacement hunting licences are available from Manitoba Sustainable Development Offices and CIU

2. A person applying for a replacement licence must sign a Declaration and pay $10.50 per

licence.

3. Replacement licences are not issued to replace the Canada Migratory Game Bird Permit and Wildlife Habitat Conservation Stamp. The Canada Migratory Game Bird Permit must be purchased again for the original fee and is available through Environment Canada.

4. There is no refund for a lost licence.

WHITE-TAILED DEER LICENCES

RESIDENTS OF MANITOBA

1. There are three types of licences: General Deer, Second Deer and Third Deer.

2. The General Deer Licence can be used and is valid in the archery, muzzleloader, shotgun/muzzleloader and general (rifle) season in conjunction with the appropriate equipment type. A hunter may only harvest or tag one deer under the authority of the General Deer Licence.

3. Qualified Manitoba residents can purchase only one licence of each type: General, Second and Third Deer Licences.

4. In recent years, the game hunting areas for the Second Deer Licence and Third Deer Licence have been changed. Hunters should confirm the hunting opportunities in the current Manitoba Hunting Guide before purchasing a Second Deer or Third Deer Licence, as refunds are not permitted.

SECOND DEER LICENCE

1. Second Deer Licences are available only to residents of Manitoba.

2. A hunter can purchase only one Second Deer Licence during each licence year.

3. The hunter does not need to produce a General Deer Licence when purchasing a Second Deer Licence.

4. A Second Deer Licence may be used only in game hunting areas and during seasons prescribed provided that the hunter has purchased and has in his or her possession a General Deer Licence for that season and area.

5. The Second Deer Licence may be used first.

THIRD DEER LICENCE

1. Third Deer Licences are available only to residents of Manitoba.

2. Hunters can purchase only one Third Deer Licence each licence year.

3. Hunters do not need to produce a General Deer Licence or Second Deer Licence when purchasing a Third Deer Licence.

4. A Third Deer Licence may be used only for the game hunting areas and seasons prescribed provided that a General Deer Licence and a Second Deer Licence for that season and area have been purchased and are both in the hunter’s possession.

5. The Third Deer Licence may be used first.

6. Note: A youth deer and game bird licence is not considered a General Deer Licence. Youth must purchase a General Deer Licence prior to purchasing a Second Deer Licence or Third Deer Licence.

NON-RESIDENT DEER LICENCE

1. A non-resident may purchase only one General Deer Licence. The general licence can be used and is valid in the archery, muzzleloader and general (rifle) season in conjunction with the appropriate equipment type. A hunter may only harvest and tag one deer under the authority of the general licence.

FOREIGN RESIDENT DEER LICENCE

1. Foreign Resident Deer Licences are available only through approved Outfitters.

MOOSE LICENCE

RESIDENT

1. There are five types of moose licences available for residents of Manitoba: general (rifle), archery, conservation, draw rifle and draw archery.

2. Hunters may purchase only one moose licence per year.

3. A GHA 23 or 23A, a draw elk or landowner elk licence with a one elk or moose bag limit is not

considered a moose licence. 4. Archery moose licences are only available at CIU.

CONSERVATION MOOSE LICENCE RESIDENT

1. Conservation moose licences are sold as a package of two licences and one tag. Both

licences must be issued and the licences cannot be sold separately.

2. Both hunters should be present at the same time to purchase a conservation moose licence from a vendor. All hunters are encouraged to purchase their own licence in person.

3. If both hunters cannot be present, then a hunter may purchase a conservation moose licence on behalf of the other hunter if the vendor and hunter comply with the following conditions:

a. vendors may issue a conservation moose licence for someone who is not present if: i. the person who is purchasing the licence (third party) provides

1. written authorization for the person to purchase the licence

2. written evidence of the person’s hunting qualifications (ex: by displaying a hunting licence for the absent person), or the purchaser provides a letter signed by the hunter stating that they have hunted before

3. the purchaser provides proof of a Hunter Education Certificate (including from another province) or Hunter Safety Education Course number (including for a youth).

ii. The purchaser must be advised that the licence is not valid until signed by the hunter.

iii. The purchaser must have a letter or declaration signed by the youth’s legal guardian authorizing the purchaser to buy a licence for a youth.

NON-RESIDENT

There is only one type of moose licence available for a non-resident.

FOREIGN RESIDENT

Foreign Resident Moose Licences are available only through approved Outfitters.

BEAR LICENCE

SPRING AND FALL SEASONS

1. Bear licences are valid for both the spring and fall seasons.

2. Hunters may hunt either season with this licence until they are successful in filling their tag.

3. Hunters may purchase only one bear licence in a year.

RESIDENT

1. There is one type of bear licence available for residents of Manitoba, sold either as a regular licence or a youth licence.

1. Resident Caribou and Second Caribou (resident) Licences are available on a limited basis only through select Manitoba Sustainable Development offices.

COYOTE AND WOLF HUNTING There are no separate licences for coyote or wolf. For complete information on coyote and gray (timber) wolf seasons and licences, please refer the hunter to the Manitoba Hunting Guide.

GAME BIRD LICENCE 1. A Game Bird Licence is required to hunt grouse, gray (Hungarian) partridge and ptarmigan in

upland game bird seasons.

2. Hunters who want to hunt upland game birds require only a Provincial Game Bird Licence.

3. Hunters who want to hunt migratory game birds require both a Provincial Game Bird Licence and a Canada Migratory Game Bird Hunting Permit and Wildlife Habitat Conservation Stamp.

4. A resident senior who wants to hunt upland game birds does not need to purchase a Provincial Game Bird Licence. Residents who are 65 years of age or older (seniors) do not require a Provincial Game Bird Licence if they carry proof of age and residency while hunting.

5. A resident senior who wants to hunt migratory game birds must purchase a Canada Migratory Game Bird Hunting Permit and Wildlife Habitat Conservation Stamp to hunt migratory game birds. A Provincial Game Bird Licence is not required if he or she carries proof of age and residency while hunting.

6. A resident youth who wants to hunt upland game birds may purchase a Deer and Game Bird (Youth) Licence. Refer to page 29.

WILD TURKEY LICENCE

1. Wild Turkey Licences are valid for both the spring and fall seasons.

2. Hunters may hunt either season with this licence until they are successful in bagging a wild turkey.

3. Hunters may purchase only one Wild Turkey Licence.

4. Youths aged 12 to 17 can purchase the Wild Turkey Licence at a reduced fee. There is only one type of Wild Turkey Licence. When issuing the licence, make a check mark in the space provided and charge the youth the reduced fee. The youth must fulfill two conditions:

i) Be under the age of 18 at the time of purchase. ii) Be under the age of 18 on the first day of the season.

Both conditions must apply and, if so, the licence may still be used if the youth turns 18 during the season.

DEER AND GAME BIRD (YOUTH) LICENCE

1. A qualifying youth can purchase only one Deer and Game Bird Licence - Youth in a licensing

year. Qualifying means matching the qualifications for age (12 to 17), residency (resident of Manitoba) and a valid Hunter Education Certificate (youth aged 12 to 17).

2. This licence is not considered a regular deer licence. 3. If the youth wants his or her own bag limit while hunting waterfowl, then this licence must be

purchased in addition to the Canada Migratory Game Bird Licence and Wildlife Habitat Conservation Stamp.

MIGRATORY GAME BIRD HUNTING PERMIT 1. A Canada Migratory Game Bird Hunting Permit and Wildlife Habitat Conservation Stamp

(migratory permit) is required by all hunters for hunting migratory waterfowl, including seniors and youth.

2. Environment Canada is responsible for the migratory permit. The migratory permit is only available online (www.ec.gc.ca) or at Canada Post outlets.

FOREIGN RESIDENT LICENCES

RESOURCE TOURISM OPERATORS (OUTFITTERS) 1. Foreign resident licences for bear, deer, moose and caribou and non-resident caribou are

available only through Resource Tourism Operators (Outfitters).

2. Outfitters must apply to be vendors with the Licensing Unit, sign a vendorship agreement and are subject to remittance policies. The application for vendorship follows an approval as a Resource Tourism Operator through the Licensing Advisory Committee and the approval of an allocation agreement with the Wildlife and Fisheries Branch.

3. The Foreign Resident Big Game Licences (deer, bear, moose and caribou) are printed in combination with the Operator Declaration Form (ODF).

4. Please complete and remit the duplicate copies of the licence and ODF to the Licensing Unit as per the remittance requirements for licences. The second and third pages of the licence are the copies of the ODF and licence portion and should be remitted as one piece – two pages with the licence fees.

5. Foreign resident licences are subject to a resource allocation fee of $100. Invoices for this fee will be prepared by the Wildlife and Fisheries Branch and mailed to Outfitters.

6. Payment for this fee should be submitted separately from licence fees.

OUTFITTER INFORMATION PRE-PRINTED ON LICENCE

1. The Resource Tourism Outfitter Licence holder/vendor name, vendor number and the game hunting area (GHA) are preprinted on the foreign resident licences.

2. For those operating in more than one GHA, ensure the correct licence is issued for the GHA in which the client will be hunting. Extra licences are not provided to allow for errors. If an error is made, please contact the Licensing Unit for another licence and expect a delay in delivery.

ISSUING A FOREIGN RESIDENT LICENCE

DEER LICENCES ONLY

1. The Foreign Resident Deer Licences are printed with the choice of archery, muzzleloader or general (rifle). The equipment type choice must be made by making a check mark beside the choice on the licence when it is issued to the hunter. A licence that does not have the equipment type choice recorded will be considered an invalid licence.

2. Foreign resident hunters can only harvest and tag one deer per year.

3. Foreign resident hunters must purchase a separate licence for each season. To hunt in a different season, a foreign resident hunter must turn in the unused licence and tag and purchase a new licence for the appropriate season. Outfitters may contact the Manitoba

CARIBOU LICENCES ONLY

1. The Non-resident/Foreign Resident Caribou Licence can be issued as the first or second licence by making a check mark in the appropriate box. A hunter can be issued only one first licence and only one second licence.

2. The residency category of the hunter must be recorded by making a check mark beside the residency type (ex: non-resident or foreign resident).

ALL FOREIGN RESIDENT LICENCES – BEAR, DEER, MOOSE AND CARIBOU

1. Please use heavy pressure and a ball point pen to complete the licences. There are two copies and the information must be legible on both copies.

2. Complete the hunter information portion of the document with the hunter and record on the licence the following information: a) hunter's complete name b) hunter’s complete address c) date of issue – year, month, day d) hunter's gender e) hunter's date of birth – year, month, day f) confirmation that a valid Hunter Education Certificate or equivalent is held by

checking off the appropriate statement g) the hunter’s signature to certify all information is correct before the licence is issued

and before hunting begins

3. The ODF must be filled out by the outfitter and the hunter after the hunt has been completed.

COMPLETE LICENCES UPON CLIENT ARRIVAL

1. Licences should not be prepared in advance of a purchase. Vendors may be required to pay for licences that have been completed, but remain unsigned (ex: the client did not show). In addition, these licences may be deducted from vendor allocations.

BIOLOGICAL SAMPLES

1. Biological samples should be submitted to a Manitoba Sustainable Development District Office. Please refer to the Manitoba Hunting Guide for information.

SEPARATING THE LICENCE/GAME TAG AND ODF PARTS

1. The Foreign Resident Licence has two parts -- the licence/game tag part and the ODF part. 2. Complete the licence part and have the hunter sign the licence. 3. Fold along the perforated lines. 4. On the right side, carefully tear along the perforation to the bottom of the licence/game tag

part and remove the excess paper with the tracking holes. 5. Carefully tear off, from right to left, only the licence part with the game tags. Tear off the

licence from the left edge. 6. Give the licence and game tags to the hunter. 7. The original ODF part will remain attached to the back copy of the ODF/licence/game tag

copy on the left side. 8. The Foreign Resident Licences have two copies in addition to the original page.

THE ODF 1. The ODF must be completed accurately by the hunter before leaving camp. Original

signatures by the hunter, guide and operator are required. 2. Complete all portions of the ODF, including the equipment type for a deer licence

and the residency/first/second information parts for a caribou licence. 3. The original ODF part may be retained by the outfitter. 4. Both of the back copies for both parts (licence/game tag part and ODF part) must be

returned to the Licensing Unit. Do not separate the two parts. 5. The numbers for the ODF and licence parts must match and the two parts must

remain attached. 6. Please shred and place carbon papers in trash.

OPEN TRAPPING AREA LICENCE 1. The Open Trapping Area licence is not valid on a Registered Trapline or in a Special

Trapping Area.

OPEN TRAPPING AREA (TREATY) LICENCE 1. Licences are available at Manitoba Sustainable Development District Offices, CIU and at

select vendors.

2. The Open Trapping Area (Treaty) licence is not valid on a Registered Trapline or in a Special Trapping Area.

REGISTERED TRAPLINE PERMIT

1. Permits are available at local Manitoba Sustainable Development District Offices, CIU and select vendors.

2. The Registered Trapline Permit is not valid in the Open Trapping Area or in a Special

Trapping Area.

TRAPPER QUALIFICATIONS

1. Trapping licences are available only to residents of Manitoba. 2. A person must be 12 years of age or older to be eligible for a Manitoba trapping licence.

3. A person may receive a youth licence if the trapper is 12 to 17 years of age on:

a) the day of the first common season (ex: October 1 for beaver) and, b) the day the permit is obtained.

4. All first-time trappers must successfully complete the Manitoba Trapper Education Course

prior to obtaining their first trapping licence. A person under the age of 12 years may take the course but a certificate will not be issued until age 12 is attained. A person less than 12 years old may accompany and help a licensed trapper.

6. The Manitoba Trapper Education Course Certificate must be shown to the vendor for all trappers who have not previously held a trapping licence.

7. A first-time trapper may also provide a certificate from another province or state.

8. A trapper may verbally declare that a previous licence has been held and this declaration is sufficient.

9. All trappers must apply in person for their permits, must complete the Trapper Qualification

Declaration and provide a signature for the licence to be valid.

CUSTOMER LOST TRAPPING LICENCE OR PERMIT

1. For customers, no refunds should be made and no substitute licences or permits should be issued for lost licences or permits.

2. A customer who has lost a licence or permit must purchase another trapping licence or permit.

COMPLETING A TRAPPING LICENCE

1. The information on the trapping licences is vital to the management of the furbearer populations in Manitoba and to the trapping industry. All licences must be fully completed, legible and accurate.

2. The correct spelling of names and accurate birth dates is essential. Press firmly and print using upper case letters or numbers only.

3. Complete all fields on the licences. Each trapping licence is completed with similar

information, except as indicated below. a) youth (no fee) – check mark, if applicable b) last name, first name in full, middle initial, if applicable c) address (include box number, if applicable) d) city or town – do not use abbreviations (ex: write Winnipeg, not Wpg) e) Manitoba has been pre-recorded as the province of residence f) postal code – no space is necessary g) date of issue – year, month, day h) gender – print M or F i) date of birth – year, month, day j) certified correct – the trapper must qualify for the permit and sign the permit before it is

valid – all trappers must apply in person for their licences

OPEN TRAPPING AREA LICENCES

1. Local fur council areas – place a check mark by the local fur council area in which the majority of trapping will be conducted. This does not have to be the area of residence and this does not restrict trapping to one area. a) The licence is preprinted with the names and section code numbers of the local fur

councils for the open trapping areas. b) Section Code 23 is for special trapping areas. This code is used only by Manitoba

Sustainable Development staff. c) The map in the Manitoba Trapping Guide illustrates the boundaries of the local fur

councils (open trapping zones) and registered trapline sections. d) The list of names and section code numbers for local fur councils (open trapping zones)

and registered trapline sections in this manual is provided for reference.

REGISTERED TRAPLINE PERMIT 1. Youth permits are issued at no charge. Use a check mark to indicate a youth permit.

2. Treaty status – enter a check mark to indicate whether the trapper holds a treaty number.

3. Treaty number – print the treaty number if applicable here.

4. First Nation (name) – print the name of the First Nation where the trapper is registered.

5. Section name – print the name of the registered trapline section as listed on the attached list

2. Help the customer to choose a park vehicle permit. The choices include an annual permit, a

casual (three-day) permit or a daily permit. No refunds are allowed. a. Annual Permit (Explorer Pass) – Allows year-round entry to all provincial parks. b. Casual Permit – Allows three (3) consecutive days of entry to any provincial park (or four

(4) consecutive days on a long weekend). c. Daily Permit – Allows one day of entry to any provincial park and is valid until midnight of

the date marked on the permit.

3. Permits must be sold in sequential order.

4. Collect the payment from the customer.

5. Write the expiry date on the casual or daily permit. Remove the permit from the package, give the permit to the customer and advise the customer to display the permit.

6. Annual park vehicle permits cannot be voided. To cancel a casual or daily permit, write Void across the permit. Keep the voided permit.

licence sold. Customers should be directed to refer to the Anglers’ Guide for angling information.

6. Print the information on the licence. Ask for the following:

a) name (record the surname, first name and middle initial) b) complete address c) email (optional) d) date of Issue – All licences must be dated the day that they are issued e) gender f) date of birth

7. Check the suspended angling list. If the customer is on the list, a licence can not be issued to

him/her.

8. Verify the information and that the correct licence has been issued. Ask the customer to sign.

9. Receive the payment from the customer.

10. Remove the original licence from the book and give it to the customer. The duplicate copy should

remain in the book.

11. Do not alter a licence. If a licence must be cancelled because an error was made, then write

“Void” across the face of the licence and the copy. Keep both parts of the licence.

QUICK REFERENCE SHEET - HUNTING LICENCES

1. Make available a copy of the current Manitoba Hunting Guide for each hunting licence sold. Customers should be directed to refer to the Hunting Guide for information.

2. Ask the customer for his/her residency status. Ask: Are you a resident of Manitoba, are you a Canadian citizen not residing in Manitoba (Non-resident) or are you a non-Canadian (Foreign Resident)?

3. Hunting licences may not be sold to anyone less than 12 years old. A Resident Deer and Game Bird, Resident Wild Turkey (youth) or Resident Black Bear (youth) licences are available for youth 12 to 17 years old for special hunting conditions. Game bird permits are not required for a senior 65 years and older under specific hunting conditions.

4. Choose the correct licence type for species and residency.

5. Licences must be sold in sequential order.

6. Print the information on the licence. Ask for the following:

a. name (record the surname and first name and middle initial

b. complete address

c. email address

d. date of Issue – all licences must be dated the day that they are issued

e. gender

f. date of birth

7. Ask the customer if they hold a valid Hunter Education Certificate. Make a checkmark beside the statement “Yes, I hold a valid Hunter Education Certificate” if the hunter confirms the statement. If the answer is “No”, a hunting licence cannot be sold to the customer.

8. Advise the customer that they must possess their certificate and hunting licence when hunting.

9. Check the suspended hunting list. If the person is on the list, a licence can not be issued to

them.

10. Verify the information and that the correct licence has been issued. Ask the customer to sign.

11. Receive the payment from the customer.
