1

History of Vehicle Licensing

Vehicle Registration was introduced into the United Kingdom in

1903. Both Worcestershire County and Worcester Borough

administered licences.

Each registration authority was allocated an index mark of one or

two letters. The car registration number was made up of the

index letter(s) followed by a number from 1–999. In practice,

authorities issued up to 9999.

In 1932, Local Authorities began to use three-letter and three-

figure marks. When these registration numbers ran out, Local

Authorities were told to reverse the order of the letters and

numbers. In 1963 and 1964 a suffix letter was added. This letter

was changed on 1st January of each year. It was later changed to

the 12 months commencing 1st August.

Limitations of Worcestershire Vehicle Licensing

Records

There are several errors on the films. These are identified in

footnotes in the handlist. Please take note of these errors

before attempting to find the records.

The following registers are held by the local vehicle licensing

office for use as replacement marks. Enquiries concerning
