The Centers for Medicare & Medicaid Services (CMS) will base a portion of your hospital reimbursement payments on how well your hospitals perform in 20 key measures beginning in fiscal year 2013. Value-based Purchasing (VBP), a program resulting from the Patient Protection and Accountable Care Act of 2010, requires CMS to base a portion of hospital reimbursement payments on how well hospitals perform in 20 VBP measures, instead of on merely their reporting on those measures. Moreover, VBP pits your hospitals against the entire market: the cost-neutral program is funded by withholding money from all hospitals and returning the funds to those hospitals that meet the performance measurements.
