UBCM launched The Compass this year, a weekly e-newsletter that marks a shift in the way the organization communicates with its members. The Compass is a resource that helps BC local governments navigate the local government landscape.

It also acts as inspiration for this year’s convention. Just as a compass steers a traveller on his path, so the 2013 UBCM Convention will aim to guide local leaders in their efforts to move their communities forward. 

We all have priorities and goals—as individuals, community members and local government leaders, but the myriad of expectations and challenges before us can leave us feeling directionally challenged. The 2013 UBCM Convention will provide an opportunity to establish policies that provide clear direction for all BC local governments.

We will also have the opportunity to discuss some of the uncertainties that obscure our course. How do we provide tomorrow’s infrastructure using yesterday’s funding structure? Where is the balance between local government latitude and strong intergovernmental cooperation? How does global economic uncertainty impact local community prosperity? UBCM 2013 will provide the tools, resources and inspiration for navigating the complex local government landscape.

The countless local projects and programs that are being implemented across the province demonstrate that our communities are thriving, despite challenges. BC local governments are adept at overcoming impediments and identifying innovative solutions. Join us as we come together to recognize successes, and draw inspiration for addressing our own communities’ obstacles.

Together, we will take the path less travelled, and explore new approaches to building

vibrant communities.

Important NoticesName Badges and Session AccessFor security and access reasons, name badges must be worn for entry to all convention sessions. The reverse of your name badge contains admission information for events that require separate registration. These include:

• Electoral Area Directors, Small Talk, Mid-Sized Communities and Large Urban Communities Forum Lunches – Tuesday, 12:00 pm

• Welcome Reception – Tuesday, 6:00 pm

• Area Association Lunches – Wednesday, 12:00 pm

• Delegates Lunch – Thursday, 12:00 pm

• UBCM Annual Reception and Banquet – Thursday, 6:30 pm

Please be prepared to show your name badge to be granted access.

Please also note that name badges are not issued for those attending only Monday and/or Tuesday pre-convention sessions.

Voting CardsVoting delegates are reminded to carry their voting cards with them during all business sessions. These cards must be shown when a vote is called for on the convention floor, and must be presented and initialed by the scrutineers before a ballot is issued.

Electronic Voting KeypadsEach voting delegate will receive an electronic voting keypad at registration. Delegates are responsible for their keypads during the Convention and must bring the keypad to the resolution sessions on September 18, 19, and 20. There will be a $60 fee for any lost, stolen, or unreturned keypads.

Keypads are to be returned to:

• The UBCM registration desk

• UBCM staff, who will be collecting keypads in the plenary following the final resolution session on Friday, September 20

• Designated drop-off boxes located at the entrance and exit of the plenary on Friday, September 20

Please do not leave the convention until you have returned your voting keypad.

Continental Breakfast and Coffee ServicesA light, continental breakfast will be available, as follows:

Clinic Breakfast Tuesday to Thursday 7:00 am – 8:30 am East Foyer, Meeting Room Level, VCC This breakfast is for those attending early morning clinic sessions.

Delegates’ Breakfast Wednesday to Friday 7:00 am – 8:30 am Ballroom B/C, VCC

Coffee service will be scheduled twice daily (mid-morning and mid-afternoon) Monday through Thursday, and on Friday morning. On Wednesday and Thursday, coffee service, as well as hydration stations, will be available in the UBCM Marketplace.

RegistrationThe registration desk is located in the Foyer of the Vancouver Convention Centre and the registration office is located in the Box Office. Office hours for both are as follows:

Details: Join the BC Ministry of Agriculture as we take a trip to Surrey and Delta for a tour showcasing some key players in local food production and processing. By visiting several significant agricultural operations, you’ll discover the many different ways our local farms deliver food to you from “gate to plate”.

You’ll also learn how your local government can ensure their success by planning for agriculture. Tour stops may include:

• A honeybee operation;

• A greenhouse vegetable operation with a cogeneration facility;

• A thriving organic vegetable operation utilizing direct farm marketing options;

• A large-scale vegetable operation with a potato packing line.

Lunch will be provided and there may be opportunities to purchase local farm products. Please dress for the weather and wear farm-appropriate footwear. Partners/spouses are welcome as well, but must formally register for the tour, as there is a fixed limit to the number of people who can attend.

Details: This full-day environment session will address some of the most pressing environmental issues facing communities across the province. Topics for discussion may include climate action, contaminated sites, product stewardship, environmental assessments, green technology, and oil spill preparedness and response. The session will offer regulatory updates, identify existing gaps in the management of environmental issues, and outline tools for local governments to use in decision-making processes. Local governments will also hear about best practices and innovative community programs on environmental matters.

A Snapshot of the Local Government-First Nations Landscape 9:00 am - 12:00 pmRoom: Mackenzie Room, Fairmont Waterfront Hotel

Details: Navigating the local government landscape requires meaningful consideration of the progress made in local government-First Nations relations, as well as initiatives at the provincial and federal levels relating to First Nations peoples. This landscape is diverse, and includes the development of partnerships and agreements between all parties. It involves increasing emphasis on non-treaty agreements; movement toward reconciliation and healing; and an ever-changing legislative and regulatory environment, all of which impact on-the-ground work in local government and First Nations communities.

With these complex dynamics in mind, this session will take a snapshot approach to First Nations relations and policy development at the local, provincial and national levels. We will discuss UBCM’s current work and priorities, and examine how the local government-First Nations landscape shapes the efforts that are underway today in our communities, to help plot a course for tomorrow.

Tools, Resources & Funding for Local Governments 9:00 am - 12:00 pmRoom: Ballroom C, Fairmont Waterfront Hotel

Details: With the increasing challenge of accessing grant programs, this half-day session will provide opportunities for delegates to meet with representatives from agencies that provide tools, resources, funding or other supports that help local governments to increase capacity and undertake local planning, projects and development. Using a “marketplace” format, delegates will be able to meet face-to-face with representatives of agencies that are of most benefit to their community and take away information and resources. Participants will be provided with a directory of the contact people, purpose and resources of all the organizations that are at the session and will be encouraged to meet with numerous agencies by way of a session “passport” which, once completed, will be entered to win a prize.

Designing Communities for Better Health: Walking Tour 1:30 pm - 4:30 pmRoom: Meet in Room 13, VCC

Details: Tired of sitting inside all day? Get walking and feel the health benefits of healthy community design. This afternoon “walkshop” will walk the talk and provide participants with an understanding about the specific elements and attributes of community design that are linked with health outcomes. Participants will attend a 30 minute presentation, followed by a short Skytrain ride (delegates will be accompanied by tour leaders) and a walking tour of the Olympic Village neighbourhood. Once arriving at the Village, delegates will visit 5 locations and hear about the emerging research, evidence and action on the health links to specific planning issues at each stop. Topics may include transportation; food security; age-friendly design; health inequities, considerations for rural and remote communities; and social connectedness. While the neighbourhood is in Vancouver, our presenters will speak to benefits for communities from around the province. Registrants should be able to walk a minimum of 1 km. Transit passes will be provided. Partners are welcome to attend this tour, however, they must register in advance.

Details: BC Emergency Health Services recently completed a review of its Resource Allocation Plan (RAP). This is of keen interest to local government because the RAP determines the allocation of financial and personnel resources in response to public requests for emergency medical assistance.

UBCM delegates will be aware that most First Responder services are provided by local governments, but fall under the province-wide aegis of BC Emergency Health Services (BCEHS). BCEHS is responsible for pre-hospital care in BC, which also includes BC Ambulance Service.

A panel of senior staff from BCEHS will discuss the RAP review process and findings, and address questions. Local governments would do well to acquaint themselves with this evidence-based review, given the significance of the issue to their citizens and their First Responder agencies.

Details: The Ministry of Justice has committed to the development of a crime prevention strategy in BC. Those consulted overwhelmingly pointed out the effectiveness of breaking through the underlying factors behind crime and cited many examples of effective crime prevention programming. This interactive workshop will explore themes, recommendations and actions identified through province-wide consultations. Participants will have an opportunity to contribute their ideas toward the development of a provincial crime prevention strategy.

Details: Almost 75 percent of the Aboriginal population in BC lives in urban/off-reserve areas. Analysis suggests this is partly due to programs that do not consider cultural/historic circumstances, and a lack of coordination across agencies. In this workshop, Off-Reserve Aboriginal Action Plan (ORAAP) Provincial Coordination Team members will lead a conversation about the key ORAAP themes of jobs, training and youth which emerged in 2012/13 from the five ORAAP pilot projects in Vancouver, Surrey, Prince George, Kamloops and Duncan. Participants are encouraged to share their experiences, and actively discuss the opportunities and issues facing the urban Aboriginal community from their local perspectives.

Local Government Elections Reform Room: Meeting Room 2/3, VCC Participants:

Details: The Provincial Government has committed to implement local government election changes in time to be used for the November 2014 local elections. This session will engage the local government community in

an information sharing workshop on the recently released White Paper on Local Government Elections Reform, and will include a discussion about what the proposed legislative changes for 2014 will mean for election participants and local governments. The new campaign finance rules intended for 2014 address the regulation of third party advertisers, banning of anonymous contributions, shortening the time for filing campaign disclosure statements, and other changes to enhance transparency and accountability. The session will introduce a key new player anticipated in the compliance and enforcement of campaign finance rules in local elections – Elections BC. The session will also describe why the provincial government is taking a phased approach to implementing the joint provincial-UBCM Local Government Elections Task Force recommendations and looking to implement all Task Force recommendations related to campaign finance, except expense limits, in 2014, and will explain next steps looking forward to the 2017 local elections. The proposed changes to campaign finance rules for 2014 are significant, and this session is a great opportunity to learn more.

Details: Local government is currently responsible for the delivery of 911 services and faces a major challenge in how to fund the next generation of 911 services, including text, video and pictures, and address coverage gaps in the current system. 911 services are currently funded through property taxes and a Call Answer Levy (CAL) on landline telephone services. There is currently no levy on wireless services for the delivery of 911 services, yet this is a rapidly growing area and would provide additional revenues for the expansion of 911 services. The session will look at how this issue is addressed in other parts of Canada and outline a principled approach to deal with the issue in British Columbia.

Program Coordinator Kev Lescisin from the Children of the Street Society will explore sexual exploitation, human trafficking, local case studies, and the impact of the digital age on children and youth. Details: Navigating the local landscape successfully means keeping your citizens engaged. Effective online citizen engagement requires local governments to bring their best game. They can’t take flat, boring traditional paper surveys, put them on the internet and expect residents to be interested when social media, online gaming, blogs and the latest cat meme are already competing for their attention. This workshop will focus on best practices communities can use to ensure online citizen engagement activities will effectively allow council and staff to navigate the issues facing them. We’ll highlight best practices that all communities can use, based on our work in this area with major British Columbia local governments, while addressing some of the challenges cities may face.

Details: Abandoned and derelict vessels, barges and docks have been a significant issue for BC communities for many years. It can be complicated to determine which level of government is responsible for managing many issues of concern. Local governments feel ill-equipped to respond. This session will summarize local government concerns, describe a draft provincial publication that outlines the regulatory framework for addressing problem vessels and floating structures in different situations, and include an update from Transport Canada about recent federal efforts to examine the issue. The session will conclude with a question and answer period.

Stephen LewisStephen Lewis is a Distinguished Visiting Professor at Ryerson University in Toronto. He is the board chair of the Stephen Lewis Foundation, which is dedicated to turning the tide of HIV/AIDS in Africa, and he is co-founder and co-director of AIDS-Free World, an international advocacy organization.

Mr. Lewis is a Senior Fellow of the Enough Project. He is an immediate past member of the Board of Directors of the Clinton Health Access Initiative, and Emeritus Board Member of the International AIDS Vaccine Initiative. He served as a Commissioner on the Global Commission on HIV and the Law; the Commission’s landmark report was released in July 2012.

Stephen Lewis’ work with the United Nations spanned more than two decades. He was the UN Secretary-General’s Special Envoy for HIV/AIDS in Africa from June 2001 until the end of 2006. From 1995 to 1999, Mr. Lewis was Deputy Executive Director of UNICEF at the organization’s global headquarters in New York. From 1984 through 1988, he was Canada’s Ambassador to the United Nations.

From 1970-1978, Mr. Lewis was leader of the Ontario New Democratic Party, during which time he became leader of the Official Opposition.

Mr. Lewis is the author of the best-selling book, Race Against Time. He holds 35 honorary degrees from Canadian universities, as well as honorary degrees from Dartmouth College and Johns Hopkins University in the United States.

In 2003, Stephen Lewis was appointed a Companion of the Order of Canada, Canada’s highest honour for lifetime achievement. In 2007, King Letsie III, monarch of the Kingdom of Lesotho (a small mountainous country in Southern Africa) invested Mr. Lewis as Knight Commander of the Most Dignified Order of Moshoeshoe. The order is named for the founder of Lesotho; the knighthood is the country’s highest honour. And in 2012, Mr. Lewis was an inaugural recipient of Canada’s Queen Elizabeth II Diamond Jubilee Medal. Details: The session will present the findings from a current study that focuses on the tasks, activities, and associated costs required by front line officers as well as operations and administrative support required to deliver policing and public safety services to our communities. In 2005 ICURS conducted a study focused on the costs related to front-line officers in providing police services. Given the current need for fiscal responsibility and understanding of the complexities and components involved in providing services for communities in BC we have broadened the original research to include an examination of the contributions of civilian and public sector employees. This research provides a methodology for costing police services that can help various levels of government make evidence-based policy decisions and suggest opportunities for cross-sector cooperation and programmatic efficiencies.

The purpose of this workshop is to create an opportunity for dialogue between the transit partners—Ministry of Transportation and Infrastructure, BC Transit and more specifically local governments—with the objective of building the “partnership” recommended by the Independent Review.

Presenters will highlight the actions taken since the 2012 UBCM Convention including the establishment of a joint working group (MOTI, BC Transit, Local Governments); work undertaken by working group members to move forward with recommendation implementation; and outreach to local governments including the 2013 BC Transit workshop. This session is designed to build on the input provided by local governments to date and assist with ensuring the recommendations of the Independent Review are implemented with the support of all partners.

The ongoing administration and policy determination of UBCM is governed by an Executive Board that is elected and appoint-ed at the Annual Convention.

There are thirteen elected positions:

President

First Vice-President

Second Vice-President

Third Vice-President

Director at Large (five positions)

Small Community Representative

Electoral Area Representative

Vancouver Metro Area Representative (two positions)

There are eight appointed positions:

Immediate Past President

Vancouver Representative

GVRD (Metro Vancouver) Representative

Area Association Representatives – AKBLG, AVICC, LMLGA, NCLGA, and SILGA

Nominating Committee – is appointed under provisions of UBCM bylaws and is composed of the Immediate Past President and representatives of the five Area Associations.

The Nominating Committee is responsible for overseeing the nomination and election process.

The Nomination ProcessJune Nominating Committee circulated a Call for Nominations notice that contained the following information:

• positions open for nomination

• process for nomination

• qualifications for office

• role of Nominating Committee

• closing date for advance nominations

• general duties of an Executive member

It included instructions on how to access additional information on UBCM Executive responsibilities and how, preferably, to submit an advance nomination.

July 31 - last business day Advance nominations closed – all candidates had to have their documentation submitted.

Following that deadline the Nominating Committee reviewed the credentials and prepared their report. It is not the role of the Nominating Committee to recommend any one nomination. They are to ensure nominations are complete and in accordance with policies and procedures.

Mid - August The Nominating Committee report was distributed to all UBCM members and included:

• names of nominees and positions

• photos of nominees

• biographical information of nominees.

Nominations may also be received during the convention— see below.

The Elections ProcessThe process will proceed, as it has in past years, in two steps:

Step 1 – Election of Table Officers

Wednesday, September 18, 9:20 am Nominating Committee presents the nominations for positions of President, First Vice-President, Second Vice-President, and Third Vice-President.

Wednesday, September 18, 11:55 am Nominations from the floor for Table Officer positions.

Wednesday, September 18, 2:15 pm Candidate speeches for Table Officer positions (as necessary).

Wednesday, September 18, 2:30 pm - 5:00 pm Elections for Table Officer positions (as necessary).

Thursday, September 19, 8:00 am - 9:00 am Elections continue for Table Officer positions (as necessary).

Step 2 – Election of Remaining Executive Positions

Thursday, September 19, 8:30 am Nominating Committee present advance nominations for five Directors at Large, Small Community Representative, Electoral Area Representative and two Vancouver Metro Area Representatives.
