The Apex Court was hearing acase pertaining to an appealagainst the Madras High

Court’s judgment to nullify panchayatelections held in Coimbatore in 2006.The Supreme Court consisting ofBench of justices Dipak Mishra andPrafulla Pant rightfully ruled that theelection of a returned candidate willbe held null and void under Section100 (1)B of the 1951 Act if he failsto disclose the complete and fulldetails of his criminal antecedents atthe time of his nomination. Then this act becomes illegal and thejustices observed that amounts to undue influence and corruptpractice and his election must be quashed on that ground.

They also opined that the suppression of information incriminal cases tantamount to fraud with the electorate and it isin jeopardy in the free exercise of one’s electoral right. It isjustified that mere disqualification is inadequate but to nullify theelection itself. Concealment of information partially or fully ofhis criminal antecedents is both a direct and indirect assault onthe right to vote by the electorate. The verdict is laudable and astep in the right direction thus protecting the fundamental rightof the electorate as enshrined in the constitution and againsthiding of information by the candidates.

This will definitely deter a candidate in filing nomination withfalse information.

Postal saving scheme for the

girl child

The Department of Postslaunched ‘Selvamagal

Semippu’ a new deposit schemefor the girl child. The Department,which already has a facility forsavings bank accounts forchildren, has started this schemeexclussively for girls below 10years of age. Parents or guardianscan deposit upto Rs.1.5 lakh ayear in this scheme, whichprovides an interest rate of 9.1percent.

The scheme allowscustomers to pay in multiples ofRs.100, and the depost amountneed not be constant everymonth. While the account can beclosed only after the account-holder turns 21, the amount can

be partially withdrawn forreasons including highereducation, when the accountholder is 18 years old.

At present nearly 20 lakhpeople hold various types ofaccounts in 230 post officesacross the city and its fringes. Ofthese, nearly 10 per cent are in thename of minors aged above 10years.

The new scheme , referred toas’Sukanya Samriddhi’ in otherstates, will be available at all postoffices.

The department plans tocreate awareness amongcustomers, and targets openingond lakh accounts this fiscal.

Anti-Retroviral Therapy Treatment for HIV/AIDS infectionwill now be linked to Aadhaar. Even those coming for HIVinfection testing will have to produce their Aadhaar cards. Thisis to avoid duplication of patients going to several ART centresfor testing.

The National Aids control Organisation has created a specialsoftware which will identify a patient who goes for testing atdifferent centres and get registered at all the centres.

Once linked to Aadhaar, the computer will blink and we willbe able to know that the individual is already registered elsewhereand has come for retesting.

The Parents’ Review Day was held in Madha Public School onSaturday 31st of January through which the students learnt a lot

S. Ganapathy, President ofPanrwa, in his presidentialaddress, elaborated theassociation’s multifarious civicwelfare activities in conjunctionand follow up with the civicauthorities in the upkeep ofroads, supply of metro water,garbage clearance, street lights,sewerage maintenance, electricityetc. He complimented and paidencomiums to Government ofTamilnadu, Hon. Mayor ofChennai Corporation, 149 wardmember and respective officialsfor laying good concrete road asdesired and beautifying allstreets with L.E.D lights.

The association haddemanded good roads for thenagar for the past 3 years andrectifies the level of the roadswhich was a threat at mansoons,causing entire BrahmaputraStreet waterlogging (The abovedefects were rectified while layingthe road). We once again thankMayor for approval of laying a

good concrete road and provisionof street lights with L.E.D lightswhich made the streets beautifulto look at.

The office-bearers of theassociation had attended the firstever joint meeting of various cityassociations interface with theMayor and corporation officials,convened by the Mayor duringJanuary last year. The associationhad submitted a memorandumrequesting the corporation tospeed up laying of the concreteroad in the nagar, improvementin supply of metro water andbeautification of children’splayground then.

We had received a letter fromthe Mayor to look into the abovedemands and appreciated thegood welfare measures of theassociation. With regard tosupply of metro water which wasvery poor, the department tookimmediate action during May lastyear, laid a separate line toPalaniappa nagar by bifurcatingthe two lines in the Arcot road.Now, the water supply is goodand we met the ManagingDirector, Chief Engineer andZonal Engineer and appreciatedtheir good efforts for doing theabove work at a cost of 2 croreand thanked them for accedingto our request. Two lamp postswhich were worn out had beenreplaced as requested and thelow lying electrical lines will beheightened by erecting two more

poles in the Brahmaputra street.Our persistant demand for anadditional transformer for thenagar, the TNEB officials havepromised to carry out the workonce their resources position getsimproved. The office bearers ofthe association meets on a dailybasis and monthly committeemeetings to take care of thegrievances, aired by the residentsand does dedicated services. TheSecretary, P.Saravananspokeabout the welfare measures takenby the association in true spiritsand called for unity and loveamong the residents and read thesecretary report. The Vice-President, S.A. Subramanian readthe audited balance-sheet whichwas approved by the Generalbody unanimously. K.Babu, joint-secretary, M.Rajendran, advisorand Thilaka, Residentcongratulated the association fortheir noble services to thecommunity in a fair manner.

It was followed by dancerecitals and fancy dress by tinytots and children which wereenchanting and applauded by thegathering. 6th year educationalawards were given to top rankerswho had passed 10th and Plus 2last year and were honoured withcertificates. 400 prizes were givento the winners as well asparticipants of the sports andcultural programmes.
