UTDB propsoes to build construction of aerial passenger ropeways at following locations:

(ii) Kirtikhal (Gumkhal - Rishikesh Road) to Bhairongarhi Temple

Based on the suggestions and inputs from the interested parties an appropriate selection process as per

Uttarakhand Procurement Rules, 2017 will be initiated.

Expression of Interest (EOI) must be submitted online through www.uktenders.gov.in only.

The Expression of Interest (EOI) should be submitted not later than 2:00 PM on 20.08.2020, which will

TERMS OF REFERENCE

1. UTDB Background:

(i) Uttarakhand Tourism Development Board Act, 2001 was enacted “to promote Tourism

activities in the State of Uttarakhand in a regulated manner”. The Act mandated setting up

of a body called Uttarakhand Tourism Development Board, a corporate entity with

perpetual succession and common seal with powers subject to the said Act.

(ii) With renaming of the State in 2006, the Board was renamed as Uttarakhand Tourism

Development Board. Thus, it is the highest body to advise Government on all matters

relating to tourism in the State. The statutory board is chaired by the Tourism Minister,

Govt. of Uttarakhand and Chief Secretary of Uttarakhand is its vice chairman. The

Principal Secretary Tourism acts as Chief Executive Officer. It also has five non-official

members from the private sector and experts in tourism related matters.

(iii) The Board also functions as a regulatory and licensing Authority.

(iv) Mission & Vision.

To place Uttarakhand on the tourism map of the world as one of the leading tourist

destinations.

To develop the manifold tourism related resources of the State in an environmentally

and socially responsible manner, with the active participation of the private sector and

the local host communities.

To develop tourism as a major source of employment and income / revenue

generation and as a pivot of the economic and social development in the State.

2. Objective:

Proposed projects are to build ropeways at three locations viz., New Bus Station at Pauri to

Kyunkaleshwar Mahadev Temple, Kirtikhal (Gumkhal -Rishikesh Road) to Bhairongarhi Temple

and Jhalpadi Village to Deeba Danda Temple in Pauri Garhwal District of Uttarakhand State

(India). These ropeways will facilitate more convenient mode of transportation for local

population and visitors in addition to development of tourism in the region. Hence, this EOI to

solicit information from interested parties, who may include manufacturers, authorised

representatives and authorised dealers.

EXPRESSION OF INTEREST

Introduction

The Government Uttarakhand, to exploit the State’s unlimited tourism potential,

has formed a Tourism Development Board (TDB) with the responsibility for the

development and promotion of tourist destinations in the State. UTDB has taken

several initiatives, in association with private sector and other industry players,

towards the development of diverse tourist attractions in the State. The tourism

industry is a major contributor to the economy of Uttarakhand, with the Corbett

National Park and Tiger Reserve and the nearby hill-stations of Nainital,

Mussoorie, Almora and Ranikhet being among the most frequented destinations

of India.

To this region, long called "abode of the gods" (Devbhoomi), also belong some

of the holiest Hindu shrines, and for more than a thousand years, pilgrims have

been visiting the temples at Haridwar, Badrinath, Kedarnath and

Jageshwar in the hope of salvation and purification from sin. Rishikesh near

Haridwar has the major spiritual and yoga centers of India.

Gangotri and Yamunotri, the sources of both the Ganges and Yamuna also

fall in this region and are revered by many. Besides these most popular pilgrim

centers, the state has an abundance of temples and shrines, references to most of

which can be found in Hindu scriptures and legends.

Amongst other places of religious significance, Kyunkaleshwar Mahadev

temple is also a highly revered shrine among the Hindus.This temple is located

at the top of a local hillock in the Pauri town. The temple enshrines a Shiva

Lingam and a statue of Nandi along with an ancient drum. The temple also has

idols of goddess Parvati, Lord Ganesha, Lord Karthikeya, Lord Ram, Lord

Lakshman and Goddess Sita. The view of the Himalayas and the Alaknanda

valley is visible from the Kyunkaleshwar Mahadev temple.

UTDB intends to provide an aerial ropeway system from Pauri town to

Kyunkaleshwar Temple to provide a comfortable and fast mode of transport to

the local devotees as well as to the tourist vising Pauri Town.. The journey by

the ropeway shall be less tiring and besides undertaking the journey by the

ropeway to save time and energy, the pilgrims can also enjoy the ride in the

ropeway system through the mountains flanking the proposed ropeway

alignment.

The project is designed to develop & promote Kyunkaleshwar Temple, one of

the religious pilgrimages among the holy shrines of Uttarakhand, located on the

hill top; the installation of a non-polluting ropeway system will be a tourist

attraction also. The project is proposed from near the Circuit House (Lower

Terminal Point) to the Kyunkaleshwar Temple (upper terminal station).

The length of the proposed ropeway will be approximately 415 m and the

elevation difference between the lower terminal point and upper terminal point

is approximately 145 m. The travel time taken will be approximately 5 minutes.

The carrying capacity of the proposed ropeway will be 120 PPH, The ropeway

can be operated at a capacity of 60 PPH in the initial phase. Basic infrastructure

facilities like small restaurants & Public amenities are also proposed at

Terminal Stations.

This Temple is surrounded by many sightseeing places. Kandoliya

Temple is 1 km away from Kyunkaleshwar, this temple dedicated to

Kandoliya Devta, a folk deity which is located on the Lansdowne road

amidst scenic surroundings.

The Jwalpa Devi Temple is in the heart of the Pauri Garhwal, this

Temple is famous pilgrim site and situated on the main Pauri Kotdwara

road. During 'Navaratras', a special festival is held here which is

attended by large number of devotees.

Chaukhamba View point is a ridge that overlooks the splendid Idwal

valley and Chaukhamba Peak and is located at a distance of 4 Km.

Khirsu The serene town is located at a height of 1,700 meters and

affords a fine view of the snow-clad mountains, oak and deodar forests;

there are many apple orchards in the vicinity of this town. The ancient

temple of Ghandiyal Devta is worth visiting in this town. This town is

located at a distance of 19 Km from Pauri

Tarakund: The charming site has a small lake and an ancient temple. It

is also known for itsTeej Festival.

Durga Devi Temple: It is one of the important shrines of the town,

situated near Duggada on Kotdwara - Pauri road.

Kotdwara: it is one of the important town of Pauri District, and is

amongst one of the railway terminus for Garhwal region. The distance

of this town from Pauri is 108 km.

Lansdowne: Lansdowne is very well connected with motorable roads.

It is situated at an altitude of 1,706 m above sea level and is surrounded

with thick oak and blue pine forests in Pauri Garhwal district. This place

is approximately 75 Km away from Pauri town, on Pauri – Kotdwara

road (NH-119). It was originally known

as Kaludanda (Hindi: कालूडाण्डा) due to Kalu (Black) and Danda (hills)

in Garhwali. Lansdowne was founded and named after the then Viceroy

of India (1888-1894), Lord Lansdowne in 1887. Lansdowne was

developed by the British for catering for the Recruits Training center of

the Garhwal Rifles. Lansdowne was a major place for the activities of

freedom fighters from British Garhwal during British period. Presently,

the Command Office of the famous Garhwal Rifles of the Indian

Army is situated in this town. Lansdowne is amongst one of the quietest

hill stations of India and is popular since Britishers arrival in India.

2 ACCESSIBILITY

By Air: Nearest domestic airport is at Jolly Grant Airport. The airport is

at a distance of about 130 km from Pauri and it takes about 3 hrs to

reach Pauri from Jolly Grant Airport, Dehradun. Cabs and taxis are

easily available from the airport. Delhi is the nearest international airport

which is about 370 km away from Pauri.

By Train: Nearest railhead is Kotdwara railway station, located

approximately 100 km away from the main city of Pauri and Rishikesh

railway station is approximately 115 km from Pauri. These are the

gateway of Garhwal region. Trains are available to almost all major

cities from Kotdwara and Rishikesh. Taxis and cabs are easily available

from these places for road Journey to Pauri. The time taken from both of

these railheads is around 3 hrs due to hilly and twisty roads.

By Road: Pauri is well connected with nearby important towns through a

network of motor-able roads. State owned buses, deluxe buses and

private buses are easily available from Anand Vihar ISBT, Delhi and

ISBT Dehradun, Kotdwara and Haridwar. The distance of Pauri from

Dehradun is 170 kms and from Delhi, it is about 370 kms, the journey

takes about 9-10 hrs.

Accordingly UTDB invites Expression of Interest from the experienced firms

/Joint Ventures/Association for short listing of bidders for development of

Kyunkaleshwar Ropeway under PPP mode under Design, Build, Finance,

Operate & Transfer (DBFOT) Format for long term concession period (30

1 INTRODUCTION

1.1 BACKGROUND

The Government of Uttarakhand, to exploit the State’s unlimited

tourism potential, has formed Uttarakhand Tourism Development Board

(UTDB) with the responsibility for the development and promotion of

tourist destinations in the State. UTDB has taken several initiatives, in

association with private sector and other industry players, towards the

development of diverse tourist attractions in the State.

As one of such initiatives, enhancement of KyunKaleshwar Mahadev

Temple and surrounding regions is identified to be developed as a major

tourist destination.

1.2 ABOUT UTTARAKHAND

Uttarakhand borders Tibet to the north and Nepal to the east, while its

neighbor states are Himachal Pradesh to the west and Uttar Pradesh (of

which it formed a part of before 2000) in the south.

Recent developments in the region include initiatives by the state

government to capitalize on the burgeoning tourist trade as well as tax

incentives to lure high-tech industry to the State. The State also has big-

dam projects.

Uttarakhand is a region of outstanding natural beauty. Most of the

northern parts of the state are part of Greater Himalaya ranges, covered

by the high Himalayan peaks and glaciers. Uttarakhand lies on the south

slope of the mighty Himalaya range, and the climate and vegetation vary

greatly with elevation, from glaciers at the highest elevations to tropical

forests at the lower elevations.

1.3 DISTRICTS

There are 13 districts in Uttarakhand, which are grouped into two

divisions.

Garhwal division includes Chamoli, Dehradun, Haridwar, Pauri

Garhwal (commonly known as Garhwal), Rudraprayag, Tehri Garhwal

and Uttarkashi whereas Kumaon division includes Almora, Bageshwar,

Champawat, Nainital, Pithoragarh, and Udham Singh Nagar.

1.4 ABOUT PAURI GARWHAL DISTRICT

Pauri Garhwal district of Uttarakhand state encompasses an area of 5440

sq. km and situated between 29° 45’ to 30°15’ Latitude and 78° 24’ to

79° 23’ E Longitude. This district is ringed by the districts of Chamoli,

Rudraprayag & Tehri Garhwal in North, Bijnor & Udhamsingh Nagar in

South, Almora & Nainital in East, and Dehradun & Haridwar in West.

The District is administratively divided into six tehsils, viz., Pauri,

Lansdown, Kotdwar, Thalisain, Dhumakot & Srinagar, and fifteen

developmental blocks, viz., Kot, Kaljikhal, Pauri, Pabo, Bironkhal,

Dwarikhal, Dugadda ,Jaihrikhal, Ekeshwer, Rikhnikhal, Yamkeswar,

Nainidanda, Pokhra & Khirsu.

Pauri town is headquarter of Pauri Garhwal district and is located at the

height of 1650 m to 2000 m. The population of Nagar Palika Pauri is

25,440 (2011 Census). This town is located on high altitude amongst the

Deodar forest and the northern slopes of the ridge, provides one of the

ice-clad mountain chains.

The Land of Pauri Garhwal is blessed with splendid view of snow-

bound peaks of Himalayas, scenic valleys & surroundings, meandering

rivers, dense forests and hospitable people with a rich culture.

Himalayan peaks of Nandadevi & Trisul, Gangotri Group, Thalaiya-

sagar, Neelkanth, Bandar Poonch, Swarga-Rohini, Kedarnath, kharcha

Kund, Satopanth, Chaukhamba, Ghoriparvat, Hathiparvat and Sumeru

etc are visible from Pauri District. Diverse in topography, the district of

Pauri Garhwal varies from the foothills of the ‘Bhabar’ areas of

Kotdwara to the meadows of Dhudatoli, sprawling at an altitude of

3,000 meters. This area remains snow-bound during the winter months.

Most locations in Pauri Garhwal offer a breathtaking view of the snow

laden Himalayan to the tourist. Besides Alaknanda, Nayar River is the

major river that flows through Pauri district and is one of the major

tributaries of Alaknanda. This Nayar river is called by its name after the

confluence of eastern and Western Nayar rivers at Satpuli. Both the

Nayars originate from the Dudatoli range and drain its water to the west

in Ganga River.

1.5 KYUNKALESHWAR MAHADEV

Kyunkaleshwar Mahadev Temple is an 8th century old temple and is

dedicated to Lord Shiva. The temple enshrines a Shiva Lingam and a

statue of Nandi along with an ancient drum. The temple also has idols of

goddess Parvati, Lord Ganesha, Lord Karthikeya, Lord Ram, Lord

Lakshman and Goddess Sita. The view of the Himalayas and the

Alaknanda valley is visible from the Kyunkaleshwar Mahadev temple.

As per the Mythology, Lord Yamraj (God of Death) worshipped Lord

Shiva at this place. Lord Shiva blessed Lord Yama and said that in the

Kal-Yuga, I will appear in secret form and my name will be

Kyunkaleshwar, Kankaleshwar, Mukteshwar etc. I will provide devotion

and liberation to the devotees in Kal-Yuga. The temple bears extreme

resemblance with the temple structure at Kedarnath. The view of snow

clad mountains is splendid from the temple.

2 PROJECT DEVELOPMENT SCHEME

2.1. The most suitable alignment of the proposed ropeway has been worked

out after detailed study of the various probable alignments. The Lower

terminal station has been identified near Circuit House, and upper

terminal near the Kyunkaleshwar temple. This alignment has the

following advantages.

Easy approach for the Lower Terminal Station as the terminal is

very close to the Main Road,.

Municipal land at Lower Terminal Point and Temple Committee

land at Upper terminal Point, this land required for construction

of terminal stations can be easily procured for the ropeway

construction.

Most of the land along the ropeway alignment consists of

Private, van panchayat and Reserved Forest. Land use of this

land can be easily changed, as the land requirement is very less.

Parking area can be made available for the ropeway users.

The alignment passes through the inhabited area, local resistance

will be less,

Length of ropeway and its rise will be less as compared to the

other two alignments envisaged, thereby the Capital cost and

Operation & Maintenance Expenditure will be less,

Lower Terminal Station (NEAR CIRCUIT HOUSE)

Proposed Ropeway Alignment has been finalized wherein the Lower Terminal

Station shall be near to Circuit House and Upper Terminal station shall be on

the Right side of the Kyunkaleshwar Temple, as all the probable alignment

passes through the city and many number of electric lines has to be relocated

which will be cost as well as time consuming.

2.2 LOCATION DETAILS

After survey & study of various alignments, the proposed Alignment

(Lower Terminal Station Near Circuit House to Right side of the

Kyunkaleshwar Temple (Upper Terminal Station)) is found to be most

suitable, economical and convenient from construction angle. Salient

features of this alignment are as follows:-

2.6 PRESENT MODE OF TRANSPORT

Presently pilgrims have to track from the metaled road to pay their

obeisance to Kyunkaleshwar Temple on a steep track. The elevation

difference of the temple with respect to the metaled road is of the order

of 145 meters. It is a very tiring track for Elderly, sick and handicapped

persons and they generally avoid visiting the temple. After the

construction of the ropeway journey to the temple will become very

comfortable by not travelling along the arduous track and devotees will

also save a lot of journey time also.

2.7 TOURIST FLOW TO KYUNKALESHWAR TEMPLE

With the information provided by the temple priests & locals residing in

the vicinity of the Kyunkaleshwar temple, it has been found that in

normal days about 300 pilgrims visit the temple daily. Number of visitor

increases many times during the festive season & Mahashivratri. The

passenger carrying capacity recommended for the design of the system

is 120 PPH (passenger per hour) round trip, this has been computed

based on the number of existing devotees / visitors, expected percentage

increase in number of local devotees post passenger ropeway and

number of tourist offering their obeisance in the Holy Temple, visiting

Pauri or nearby places of tourist interest.

The above computation shows that in the 13th Year of ropeway

operation, the required design capacity of ropeway required is- 120

PPH, For the proposed aerial passenger ropeway system, it is proposed

to provide two number 6 seater cabins in the two pulses of the proposed

Pulse Gondola ropeway system on the rope in the opposite direction.

During the initial operation of years, when the demand is low, only one

cabin can be attached on the opposite end of the rope. The other pulse

gondola can be added up to the system as the number of visitor utilizing

the ropeway increases.

considering the market acceptability and Uttarakhand Ropeway Act.

2.11 THE SCOPE OF WORK CONSISTS OF:

a. To carry out detailed design for Ropeway with approx. 0.42 km length.

b. The bidder will carry out the study to prepare the techno economic

feasibility report and as per the report the details of components,

Number of towers, Tower Height, Distance between towers, Interval

between cabins, Line speed, Distance between cabins, Number of

Cabins, Cabin Capacity, Trip time etc. will be decided.

c. The rope way is to be constructed between near to the Circuit House. In

Pauri Town & Kyunkaleshwar Shrine. The bidder is advised to visit the

site and contact UTDB for more information if required.

d. All the clearances i.e. environment, forest, wildlife will be taken by the

Bidder with the help of the UTDB.

e. Development of Terminal stations near Circuit House, Pauri town and

Kyunkaleshwar as are required during the detailed engineering of the

ropeway along with all other necessary infrastructure facilities.

f. Any other works, which are required for the successful completion and

commissioning of the Project as per the prevailing laws and rules

applicable at that time may be considered.

1. The project will be implemented Design, Supply, Installation, testing

and commissioning basis i.e., bidder will design, construct and also

maintain for period of 27 years after completion of work. The time

period for completion of the project shall be 36 months from the award

of the project.

2. The successful bidder would be required to carry out the following

activities or as mentioned in the Expression of Interest document but

not limited to these,

a. Site investigation including topographical and sub-soil / geotechnical

investigation.

b. Design & survey with detailed drawings.

c. Slope Stabilization and Avalanche movement studies along the ropeway

alignment and to design suitable safety measures.

d. Prepare detailed design and drawings for ropeway and approaches (if

required) duly proof checked by IITs, NITs or Third party.

e. The complete design and drawings which has been proof checked shall

be submitted for approval from the Authority before taking up the

execution.

f. Techno Feasibility Study facilitate Reconnaissance Survey for selection

of the best technically suitable alignment (i.e. examination, exploration,

inspection, investigation, observation.

g. This includes survey details along the selected alignment with elevation

details and survey charts.

h. Finalization of the best Suited Ropeway System for the site.

i. The complete design and drawings which has been proof checked shall

be submitted for approval from the Authority before taking up the

execution.

j. Carry out construction of rope way as per approved drawings.

k. Maintain the ropeway and its approaches for a period of 27 years after

its completion.

l. UTDB will engage an Independent Engineer to supervise and approve

the works during the period of execution.

EXPRESSION OF INTEREST

Introduction

The Government Uttarakhand, to exploit the State’s unlimited tourism potential,

has formed a Tourism Development Board (TDB) with the responsibility for the

development and promotion of tourist destinations in the State. UTDB has taken

several initiatives, in association with private sector and other industry players,

towards the development of diverse tourist attractions in the State. The tourism

industry is a major contributor to the economy of Uttarakhand, with the Corbett

National Park and Tiger Reserve and the nearby hill-stations of Nainital,

Mussoorie, Almora and Ranikhet being among the most frequented destinations

of India.

To this region, long called "abode of the gods" (Devbhoomi), also belong some

of the holiest Hindu shrines, and for more than a thousand years, pilgrims have

been visiting the temples at Haridwar, Badrinath, Kedarnath and

Jageshwar in the hope of salvation and purification from sin. Rishikesh near

Haridwar has the major spiritual and yoga centers of India.

Gangotri and Bhairongarhi, the sources of both the Ganges and Yamuna also

fall in this region and are revered by many. Besides these most popular pilgrim

centers, the state has an abundance of temples and shrines, references to most of

which can be found in Hindu scriptures and legends.

Amongst other places of religious significance, Bhairongarhi temple is also a

highly revered shrine among the Hindus.This temple is located at the top of a

local hillock near the Kirtikhal village, about 17 km from Lansdowne. Lord

Shiva is worshipped in various incarnations in different parts of the country in

various temples. In this temple of Bhairongarhi, Lord Shiva is worshipped as

Bhairava or Bhairon which was his 15th incarnation. Lord Shiva is worshipped

as Kalnath Bhairav in this temple situated on the hill top near Kirtikhal village.

Kalnath Bhairon likes all things in black color and due to his preference of

black color; Prasad prepared from mandwa flour is offered to Kalanath Bhairav.

This Prasad, made of mandwa flour, is called rot. Lord Shiva in the incarnation

of Bhairava is considered the protector of the Garhwal. The pilgrims and priests

regularly worship of Bhairav and achieve Siddhi by worshipping in the

Bhairavagarhi temple. It is a local myth that by regularly worshiping in this

temple, wishes of everyone's are fulfilled. After fulfilling the wish, the devotees

offer silver umbrella in the temple. Impressed by the divine powers of

Bhairavgarhi, Gurkhas offered Copper Plate in the temple.

UTDB therefore decided to provide an aerial ropeway system from Kirtikhal to

Bhairongarhi Temple to provide a comfortable and fast mode of transport. The

journey by the ropeway shall be less tiring and besides undertaking the journey

by the ropeway to save time and energy, the pilgrims can also enjoy the ride in

the ropeway system through the mountains flanking the proposed ropeway

alignment.

The project is designed to develop & promote Bhairongarhi Temple, one of the

religious pilgrimages among the holy shrines of Uttarakhand, located on the top

of a hill, the installation of a non-polluting ropeway system will be a tourist

attraction. The project is proposed near to NH-119 (6 Km from Gumkhal Bus

stop) having its base station near Kirtikhal and the upper terminal at

Bhairongarhi Temple.

The length of the proposed ropeway will be approximately 820 m and the

elevation difference between the lower terminal point and upper terminal point

is approximately 220 m. The travel time taken will be approximately 5 minutes.

The carrying capacity of the proposed ropeway will be 150 PPH, The ropeway

can be operated at a capacity of 75 PPH in the initial phase. Basic infrastructure

facilities like small restaurants & Public amenities are also proposed at

Terminal Stations.

1 TOURIST PLACES AROUND BHAIRONGARHI TEMPLE

i) Lansdowne, is a cantonment town, which is 17 Km away from

Kirtikhal,

Bhula Lake at Lansdowne

Lansdowne is very well connected with motorable roads. It is situated at

an altitude of 1,706 m above sea level and is surrounded with thick oak

and blue pine forests in Pauri Garhwal district. This place is

approximately 75 Km away from Pauri town,on Pauri – Kotdwara road

(NH-119). It was originally known as Kaludanda (Hindi: कालूडाण्डा)

due to Kalu (Black) and Danda (hills) in Garhwali. Lansdowne was

founded and named after the then Viceroy of India (1888-1894), Lord

Lansdowne in 1887. Lansdowne was developed by the British for

catering for the Recruits Training center of the Garhwal Rifles.

Lansdowne was a major place for the activities of freedom fighters

from British Garhwal during British period. Presently, the Command

Office of the famous Garhwal Rifles of the Indian Army is situated in

this town. Lansdowne is amongst one of the quietest hill stations of

India and is popular since Britishers arrival in India.

ii) Tarkeshwar Mahadev is a village 36 km from Lansdowne and at a

height of 1,800 m. The place is known for its temple dedicated to Lord

Shiva, Surrounded by thick forests of cedar and pine, it is an ideal place

for those who seek for beauty in nature. During Shivratri, a special

worship is held. The temple committee provides a dharamshala for

accommodation.

2 ACCESSIBILITY

By Air: Nearest domestic airport is at Jolly Grant Airport. The airport is at a

distance of about 100 km from this place. Delhi is the nearest international

airport which is about 370 km away from Pauri.

By Train: Nearest railhead is Kotdwara railway station, located

approximately 40 km away.

By Road: This place is very well connected with nearby important towns

through a network of motor-able roads. The motor able road is available

upto Kirtikhal.

1 INTRODUCTION

1.1 BACKGROUND

The Government of Uttarakhand, to exploit the State’s unlimited

tourism potential, has formed Uttarakhand Tourism Development Board

(UTDB) with the responsibility for the development and promotion of

tourist destinations in the State. UTDB has taken several initiatives, in

association with private sector and other industry players, towards the

development of diverse tourist attractions in the State.

As one of such initiatives, enhancement of Bhaironharhi Temple

Complex and surrounding regions is identified to be developed as a

major tourist destination.

1.2 ABOUT UTTARAKHAND

Uttarakhand borders Tibet to the north and Nepal to the east, while its

neighbor states are Himachal Pradesh to the west and Uttar Pradesh (of

which it formed a part of before 2000) in the south.

Recent developments in the region include initiatives by the state

government to capitalize on the burgeoning tourist trade as well as tax

incentives to lure high-tech industry to the State. The State also has big-

dam projects.

Uttarakhand is a region of outstanding natural beauty. Most of the

northern parts of the state are part of Greater Himalaya ranges, covered

by the high Himalayan peaks and glaciers. Uttarakhand lies on the south

slope of the mighty Himalaya range, and the climate and vegetation vary

greatly with elevation, from glaciers at the highest elevations to tropical

forests at the lower elevations.

1.3 DISTRICTS

There are 13 districts in Uttarakhand, which are grouped into two

divisions.

Garhwal division includes Chamoli, Dehradun, Haridwar, Pauri

Garhwal (commonly known as Garhwal), Rudraprayag, Tehri Garhwal

and Uttarkashi whereas Kumaon division includes Almora, Bageshwar,

Champawat, Nainital, Pithoragarh, and Udham Singh Nagar.

1.4 ABOUT PAURI GARWHAL DISTRICT

Pauri Garhwal district of Uttarakhand state encompasses an area of 5440

sq. km and situated between 29° 45’ to 30°15’ Latitude and 78° 24’ to

79° 23’ E Longitude. This district is ringed by the districts of Chamoli,

Rudraprayag & Tehri Garhwal in North, Bijnor & Udhamsingh Nagar in

South, Almora & Nainital in East, and Dehradun & Haridwar in West.

The District is administratively divided into six tehsils, viz., Pauri,

Lansdown, Kotdwar, Thalisain, Dhumakot & Srinagar, and fifteen

developmental blocks, viz., Kot, Kaljikhal, Pauri, Pabo, Bironkhal,

Dwarikhal, Dugadda, Jaihrikhal, Ekeshwer, Rikhnikhal, Yamkeswar,

Nainidanda, Pokhra & Khirsu.

Pauri town is headquarter of Pauri Garhwal district and is located at the

height of 1650 m to 2000 m. The population of Nagar Palika Pauri is

25,440 (2011 Census). This town is located on high altitude amongst the

Deodar forest and the northern slopes of the ridge, provides one of the

ice-clad mountain chains.

The Land of Pauri Garhwal is blessed with splendid view of snow-

bound peaks of Himalayas, scenic valleys & surroundings, meandering

rivers, dense forests and hospitable people with a rich culture.

Himalayan peaks of Nandadevi & Trisul, Gangotri Group, Thalaiya-

sagar, Neelkanth, Bandar Poonch, Swarga-Rohini, Kedarnath, kharcha

Kund, Satopanth, Chaukhamba, Ghoriparvat, Hathiparvat and Sumeru

etc are visible from Pauri District. Diverse in topography, the district of

Pauri Garhwal varies from the foothills of the ‘Bhabar’ areas of

Kotdwara to the meadows of Dhudatoli, sprawling at an altitude of

3,000 meters. This area remains snow-bound during the winter months.

Most locations in Pauri Garhwal offer a breathtaking view of the snow

laden Himalayan to the tourist. Besides Alaknanda, Nayar River is the

major river that flows through Pauri district and is one of the major

tributaries of Alaknanda. This Nayar river is called by its name after the

confluence of eastern and Western Nayar rivers at Satpuli. Both the

Nayars originate from the Dudatoli range and drain its water to the west

in Ganga River.

1.5 BHAIRONGARHI TEMPLE

The area around the temple, was known as Langoorgarh upto 1791 AD,

as this temple is situated on the Mount Langur. Locals have got the faith

in the spiritual powers of the temple. It is being told that the Gurkhas

laid a siege of the area for two years but could not win the area and

ultimately they have to back track. One of the Commander of Gurkha

army whose name was Thapa was so much impressed with the spiritual

powers of the Langoorgarh temple that he offered a Copper plate

weighing approximately 40 Kg in the temple. This temple was built on

the kiosk of Bhairav, outside which is the Shakti kund which is situated

in the left part of the temple. In this temple, newly married couples also

pray for fulfilling their wishes. The natural beauty of this shrine also

attracts many tourists. Located on the peak of local hillock, visitor

enjoys the snow-clad peaks of Himalaya and greenery of the

surrounding hills. During May end or early June, a festival is celebrated

by the local peoples, another festival is celebrated from 15 July to 15

August.

2 PROJECT DEVELOPMENT SCHEME

2.1. The most suitable alignment of the proposed ropeway has been worked

out after detailed study of the various probable alignments. The Lower

terminal station has been identified at Kirtikhal, which is located at

Gumkhal Rishikesh Road near the Kirtikhal Market and upper terminal

near the Bhairongarhi temple. This alignment has the following

advantages.

Easy approach to the lower terminal due to its proximity with the

main Highway namely the Gumkhal Rishikesh road,

Lower Terminal station has been proposed at the Private land and

the Upper terminal station is proposed to the located on the

Temple Committee land. Both these lands can be easily procured

for the construction of proposed aerial passenger ropeway,

The ropeway alignment has been proposed through the Van

Panchayat and private land, the land along the alignment and for

construction of intermediate tower foundation can be easily

acquired / procured,

The station housing can be easily installed,

Ease of transportation of construction material to various

components of the proposed ropeway,

The project is proposed near to NH-119 (6 Km from Gumkhal Bus stop)

having its base station near Kirtikhal and the upper terminal at

Bhairongarhi Temple .It is located on the Garhwal Himalayan range.

2.6 PRESENT MODE OF TRANSPORT

Presently pilgrims have to track approximately 2 Km from National

Highway 119 to pay their obeisance to Bhairongarhi Temple on a steep

track. The elevation difference of the temple with respect to the metaled

road is of the order of 190 meters. It is a very tiring track for Elderly,

sick and handicapped persons and they generally avoid visiting the

temple. After the construction of the ropeway journey to the temple will

become very comfortable by not travelling along the arduous track and

devotees will also save a lot of journey time also.

2.7 TOURIST FLOW TO BHAIRONGARHI TEMPLE

Daily tourist statistic is not available with the tourism department or any

other Government Organization. The project has been planned as per the

data made available by the temple priest and local inhabitants.

The Officer bearer of the Temple Committee informed that presently

about40-50 local devotees visit the temple daily. it has been worked out

that the Ropeway capacity of 150 PPH (Passenger per Hour), which

will meet their requirement.

2.8.3 ASSUMPTIONS

(i) As per the local enquiry, 40-50 devotees visit the Bhairon Garhi

temple daily. Annual traffic of local devotees = 50 X 365 = 18,250.

It is assumed that the visit to temple will become very comfortable

and will save time, more number of local devotees will be regularly

coming to worship in the temple after the construction of aerial

passenger ropeway, assuming that increase in number of local

devotees will be of the order of 25% to 40%. Number of local

devotees coming to Bhairongarhi temple annually = 1.25 x 18750 =

22,810,

(ii) Average Annual increase in traffic of local devotees has been

assumed as 4% which is the average tourist growth rate in

Uttarakhand.

(iii) Assuming that10% of Tourist from Kotdwara will be visiting

Bhairongarhi Temple after construction of ropeway. Annual

Growth rate = 10.00%

(iv) Assuming that 65% of Tourist from Lansdowne will be visiting

Bhairongarhi Temple after construction of ropeway, Average

annual growth rate = 6%

(v) It is also assumed that the annual tourist traffic will saturate after 20

years of ropeway operation (For financial computation only)

The hourly design carrying capacity of the ropeway after 15 years of

ropeway operation has been computes as 137 persons per hour, So, the

adopted design carrying capacity of the proposed ropeway = 150 PPH,

For the proposed Jig Back aerial passenger ropeway, it is proposed to

provide two number 6 seater cabins on the opposite ends of the rope in

the proposed Jig Back ropeway system on the rope. Initially only two

cabins are proposed on the rope in the opposite direction. The ropeway

will run at the designed capacity by increasing one cabin in each

direction, once the tourist traffic increases.

2.10 TARIFF STRUCTURE:

The Tariff structure can be decided by the selected Developer

considering the market acceptability and Uttarakhand Ropeway Act.

2.11 THE SCOPE OF WORK CONSISTS OF:

a. To carry out detailed design for Ropeway with approx. 0.82 km length.

b. The bidder will carry out the study to prepare the techno economic

feasibility report and as per the report the details of components,

Number of towers, Tower Height, Distance between towers, Interval

between cabins, Line speed, Distance between cabins, Number of

Cabins, Cabin Capacity, Trip time etc. will be decided.

c. The rope way is to be constructed between National Highway near

Kirtikhal village & Bhairongarhi Shrine. The bidder is advised to visit

the site and contact UTDB for more information if required.

d. All the clearances i.e. environment, forest, wildlife will be taken by the

Bidder with the help of the UTDB.

e. Development of Terminal stations near Kirtikhal and Bhairongarhi as

are required during the detailed engineering of the ropeway along with

all other necessary infrastructure facilities.

f. Any other works, which are required for the successful completion and

commissioning of the Project as per the prevailing laws and rules

applicable at that time may be considered.

1. The project will be implemented Design, Supply, Installation, testing

and commissioning basis i.e., bidder will design, construct and also

maintain for period of 27 years after completion of work. The time

period for completion of the project shall be 36 months from the award

of the project.

2. The successful bidder would be required to carry out the following

activities or as mentioned in the Expression of Interest document but

not limited to these,

a. Site investigation including topographical and sub-soil / geotechnical

investigation.

b. Design & survey with detailed drawings.

c. Slope Stabilization and Avalanche movement studies along the ropeway

alignment and to design suitable safety measures.

d. Prepare detailed design and drawings for ropeway and approaches (if

required) duly proof checked by IITs, NITs or Third party.

e. The complete design and drawings which has been proof checked shall

be submitted for approval from the Authority before taking up the

execution.

f. Techno Feasibility Study facilitate Reconnaissance Survey for selection

of the best technically suitable alignment (i.e. examination, exploration,

inspection, investigation, observation.

g. This includes survey details along the selected alignment with elevation

details and survey charts.

h. Finalization of the best Suited Ropeway System for the site.

i. The complete design and drawings which has been proof checked shall

be submitted for approval from the Authority before taking up the

execution.

j. Carry out construction of rope way as per approved drawings.

k. Maintain the ropeway and its approaches for a period of 27 years after

its completion.

l. UTDB will engage an Independent Engineer to supervise and approve

the works during the period of execution.

EXPRESSION OF INTEREST

Introduction

The Government Uttarakhand, to exploit the State’s unlimited tourism

potential, has formed a Tourism Development Board (TDB) with the

responsibility for the development and promotion of tourist destinations in the

State. UTDB has taken several initiatives, in association with private sector

and other industry players, towards the development of diverse tourist

attractions in the State. The tourism industry is a major contributor to the

economy of Uttarakhand, with the Corbett National Park and Tiger Reserve

and the nearby hill-stations of Nainital, Mussoorie, Almora and Ranikhet

being among the most frequented destinations of India.

To this region, long called "abode of the gods" (Devbhoomi), also belong

some of the holiest Hindu shrines, and for more than a thousand years,

pilgrims have been visiting the temples at Haridwar, Badrinath, Kedarnath

and Jageshwar in the hope of salvation and purification from sin. Rishikesh

near Haridwar has the major spiritual and yoga centers of India.

Gangotri and Yamunotri, the sources of both the Ganges and Yamuna also

fall in this region and are revered by many. Besides these most popular

pilgrim centers, the state has an abundance of temples and shrines, references

to most of which can be found in Hindu scriptures and legends.

Amongst other places of religious significance, Jhalpadi Deeba Danda temple

is also a highly revered shrine among the Hindus.This temple is located at the

top of a local hillock near Jhalpadi village. The proposed ropeway site is

located in Pokhra Block, Devrajkhal Tehsil of Garhwal district in the

Uttarakhand state and is well connected with the Motor-able road from Delhi

Dehradun, Pauri, Kotdwara, and other towns. The view of the Himalayas and

the Alaknanda valley is visible from the Deeba Danda temple

.

UTDB intends to provide an aerial ropeway system from near the Jhalpadi

village to Deeba Danda Temple to provide a comfortable and fast mode of

transport to the local devotees as well as to the tourist vising Pauri District.

The journey by the ropeway shall be less tiring and besides undertaking the

journey by the ropeway to save time and energy, the pilgrims can also enjoy

the ride in the ropeway system through the mountains flanking the proposed

ropeway alignment.

The project is designed to develop & promote Jhalpadi Deeba Danda Temple,

one of the religious pilgrimages among the holy shrines of Uttarakhand,

located on the hill top; the installation of a non-polluting ropeway system will

be a tourist attraction also. The project is proposed from near the Jhalpadi

village (Lower Terminal Point) to the Deeba Danda Temple (upper terminal

station).

The length of the proposed ropeway will be approximately 1940 m and the

elevation difference between the lower terminal point and upper terminal

point is approximately 893 m. The travel time taken will be approximately 15

minutes. The carrying capacity of the proposed ropeway will be 50 PPH, The

ropeway can be operated at a lesser capacity of 25 PPH in the initial phase.

The capacity of the ropeway can be increased by adding additional cabins on

the rope track.. Basic infrastructure facilities like small restaurants & Public

amenities are also proposed at Terminal Stations.

1 OTHER TOURIST PLACES AROUND JHALPADI DEEBA

DANDA TEMPLE & PAURI TOWN

A. Lansdowne: Lansdowne is very well connected with motorable roads.

It is situated at an altitude of 1,706 m above sea level and is surrounded

with thick oak and blue pine forests in Pauri Garhwal district. This place

is approximately 80 Km away from Jhalpadi Village. It was originally

known as Kaludanda (Hindi: कालूडाण्डा) due to Kalu (Black) and Danda

(hills) in Garhwali. Lansdowne was founded and named after the

then Viceroy of India (1888-1894), Lord Lansdowne in 1887.

Lansdowne was developed by the British for catering for the Recruits

Training center of the Garhwal Rifles. Lansdowne was a major place for

the activities of freedom fighters from British Garhwal during British

period. Presently, the Command Office of the famous Garhwal Rifles of

the Indian Army is situated in this town. Lansdowne is amongst one of

the quietest hill stations of India and is popular since Britishers arrival in

India.

B. Khirsu The serene town is located at a height of 1,700 meters and

affords a fine view of the snow-clad mountains, oak and deodar forests;

there are many apple orchards in the vicinity of this town. The ancient

temple of Ghandiyal Devta is worth visiting in this town. This town is

located at a distance of 100 Km from Pauri

C. Tarakund: The charming site has a small lake and an ancient temple. It

is also known for itsTeej Festival.

D. Durga Devi Temple: It is one of the important shrines of the town,

situated near Duggada on Kotdwara - Pauri road.

E. Kotdwara: it is one of the important town of Pauri District, and is

amongst one of the railway terminus for Garhwal region. The distance

of this town from Jhalpadi is 100 km.

2 ACCESSIBILITY

By Air: Nearest domestic airport is at Jolly Grant Airport. The airport is

at a distance of about 180 km from Jhalpadi and it takes about 5 hrs to

reach the place from Jolly Grant Airport, Dehradun. Cabs and taxis are

easily available from the airport. Delhi is the nearest international airport

which is about 320 km away from Pauri.

By Train: Nearest railhead is Kotdwara railway station, located

approximately 100 km away from the main city of Pauri and Rishikesh

railway station is approximately 150 km from Jhalpadi. These are the

gateway of Garhwal region. Trains are available to almost all major

cities from Kotdwara and Rishikesh. Taxis and cabs are easily available

from these places for road Journey to Pauri. The time taken from both of

these railheads is around 3-4 hrs due to hilly and twisty roads.

By Road: Jhalpadi is well connected with nearby important towns

through a network of motor able roads. Private buses and Taxies are

easily available from, Delhi and Dehradun, Kotdwara and Haridwar.

Accordingly UTDB invites Expression of Interest from the experienced firms

/Joint Ventures/Association for short listing of bidders for development of

Jhalpadi Deeba Danda Ropeway under PPP mode under Design, Build, Finance,

Operate & Transfer (DBFOT) Format for long term concession period (30

years) with provision of further extension. Interested firms /Joint

Ventures/Association are requested to submit their expression of interest for the

1 INTRODUCTION

1.1 BACKGROUND

The Government of Uttarakhand, to exploit the State’s unlimited

tourism potential, has formed Uttarakhand Tourism Development Board

(UTDB) with the responsibility for the development and promotion of

tourist destinations in the State. UTDB has taken several initiatives, in

association with private sector and other industry players, towards the

development of diverse tourist attractions in the State.

As one of such initiatives, enhancement of Deeba Danda Temple and

surrounding regions is identified to be developed as a major tourist

destination.

1.2 ABOUT UTTARAKHAND

Uttarakhand borders Tibet to the north and Nepal to the east, while its

neighbor states are Himachal Pradesh to the west and Uttar Pradesh (of

which it formed a part of before 2000) in the south.

Recent developments in the region include initiatives by the state

government to capitalize on the burgeoning tourist trade as well as tax

incentives to lure high-tech industry to the State. The State also has big-

dam projects.

Uttarakhand is a region of outstanding natural beauty. Most of the

northern parts of the state are part of Greater Himalaya ranges, covered

by the high Himalayan peaks and glaciers. Uttarakhand lies on the south

slope of the mighty Himalaya range, and the climate and vegetation vary

greatly with elevation, from glaciers at the highest elevations to tropical

forests at the lower elevations.

1.3 DISTRICTS

There are 13 districts in Uttarakhand, which are grouped into two

divisions.

Garhwal division includes Chamoli, Dehradun, Haridwar, Pauri

Garhwal (commonly known as Garhwal), Rudraprayag, Tehri Garhwal

and Uttarkashi whereas Kumaon division includes Almora, Bageshwar,

Champawat, Nainital, Pithoragarh, and Udham Singh Nagar.

1.4 ABOUT PAURI GARWHAL DISTRICT

Pauri Garhwal district of Uttarakhand state encompasses an area of 5440

sq. km and situated between 29° 45’ to 30°15’ Latitude and 78° 24’ to

79° 23’ E Longitude. This district is ringed by the districts of Chamoli,

Rudraprayag & Tehri Garhwal in North, Bijnor & Udhamsingh Nagar in

South, Almora & Nainital in East, and Dehradun & Haridwar in West.

The District is administratively divided into six tehsils, viz., Pauri,

Lansdown, Kotdwar, Thalisain, Dhumakot & Srinagar, and fifteen

developmental blocks, viz., Kot, Kaljikhal, Pauri, Pabo, Bironkhal,

Dwarikhal, Dugadda ,Jaihrikhal, Ekeshwer, Rikhnikhal, Yamkeswar,

Nainidanda, Pokhra & Khirsu.

Pauri town is headquarter of Pauri Garhwal district and is located at the

height of 1650 m to 2000 m. The population of Nagar Palika Pauri is

25,440 (2011 Census). This town is located on high altitude amongst the

Deodar forest and the northern slopes of the ridge, provides one of the

ice-clad mountain chains.

The Land of Pauri Garhwal is blessed with splendid view of snow-

bound peaks of Himalayas, scenic valleys & surroundings, meandering

rivers, dense forests and hospitable people with a rich culture.

Himalayan peaks of Nandadevi & Trisul, Gangotri Group, Thalaiya-

sagar, Neelkanth, Bandar Poonch, Swarga-Rohini, Kedarnath, kharcha

Kund, Satopanth, Chaukhamba, Ghoriparvat, Hathiparvat and Sumeru

etc are visible from Pauri District. Diverse in topography, the district of

Pauri Garhwal varies from the foothills of the ‘Bhabar’ areas of

Kotdwara to the meadows of Dhudatoli, sprawling at an altitude of

3,000 meters. This area remains snow-bound during the winter months.

Most locations in Pauri Garhwal offer a breathtaking view of the snow

laden Himalayan to the tourist. Besides Alaknanda, Nayar River is the

major river that flows through Pauri district and is one of the major

tributaries of Alaknanda. This Nayar river is called by its name after the

confluence of eastern and Western Nayar rivers at Satpuli. Both the

Nayars originate from the Dudatoli range and drain its water to the west

in Ganga River.

1.5 About Pokhra Block

Pokhra is a Block in Pauri Garhwal District of Uttarakhand State,

India. Pokhra Block Head Quarters is Pokhra town. It is located 100

KM towards South from District headquarters Pauri and is 220 KM

from the Uttarakhand State capital Dehradun. Pokhra Block is

bounded by by Ekeshwar Block towards west, Bironkhal Block

towards East, Rikhnikhal Block towards South, Zahrikhal Block

towards west, Pauri City, Kotdwara City, Ramnagar City, Haridwar

City are the nearby Cities to Pokhra.

1.6 DEEBA DANDA TEMPLE

Deeba Danda is named after Deeba, a major goddess of the region

(Malla Salan pargana of Pauri Garhwal) whereas "Danda" in the

Salani dialect of the Garhwali language means "a high hill".

According to local beliefs, Deeba was a woman living at the hilltop

centuries ago. She would warn the surrounding villagers by giving a

loud shout ("Dhavadi") whenever Gorkha or Katyuri raiders were

approaching. The hilltop has a shrine dedicated to the Deeba.

Deeba Danda is a flattened mountain-top with panoramic views of

surrounding hills, valleys and the Himalayas. It is at the middle of

Deeba range at an average altitude of 2500 metres, the highest point

in Patti Khatli. Yamunotri peak in Northwest Garhwal

and Trisul range in Eastern Garhwal, along with smaller peaks of

the Kumaon division and Nepal, are visible.

Deeba Danda is surrounded by dense forests of Kharsu oak, Moru

oak, Anyar, Rhododendron and other broad-leaved Himalayan tree

species. The forest have many species of herbs, shrubs and creepers,

many of which possess medicinal qualities. The dense forests of

Deeba ridge which extends 15 to 20 km from west to east. They are

home to numerous Birds and Mammal species.

It is believed by locals that Goddess “Rashulan” Diba is known for

his unique miracle even today, there are such powers around the

temple of Godess that’s surprised.

This temple of Maa “Rashulan” Diba falls through the dense forest

above Jhalapadi village of Pokhara block of Patti Kimgadi bastion of

Pauri, Rashulan Diba Mata temple. Approximate 3.5 km steep track

root from Jhalpari village, through the forest, to the temple of

Goddess through the inaccessible hill. This moment of life is

memorable; people travel here at night because it is believed that

from here there are amazing, unimaginable visions of the Sun God.

This place has darshan of Shuroday at 4 in the morning. When the

sun rises between the Himalayas and Mount Kailash, the Sun changes

its form into three colors. This form of Lord Surya is unique, first in

red color, then saffron and finally in bright golden color. A night stay

is required here to see this unique form of the Lord Surya.

Tourism Minister of Uttarakhand Shri Satpal Maharaj has assured to

connect this temple with tourism. The practice of connecting the

temple with tourism activities has intensified. The view of snow clad

mountains is splendid from the temple.

2 PROJECT DEVELOPMENT SCHEME

2.1. The most suitable alignment of the proposed ropeway has been worked

out after detailed study of the various probable alignments. The Lower

terminal station has been identified near Jhalpadi village, and upper

terminal near the Deeba Danda temple. Many probable ropeway

alignments were studied in detail and the alignment found to be techno-

economically viable and convenient to the local inhabitants has been

proposed for execution in consultation with the local population. For the

alignment suggested by the Local habitants / devotees, a metaled road of

approximately one Kilometer has to be constructed upto the lower

terminal station. This road can be constructed either through the Pradhan

Mantri Sadak Yojna or through MANREGA funds. Also at some places

crown cutting of the trees has to be done for the safety and smooth

running of the ropeway.

This proposed alignment has the following advantages.

Local Representatives and village panchayat is ready to provide the land

for ropeway purpose.

Private land at Lower Terminal Point and reserved Forest land at Upper

terminal Point and ropeway alignment.

Parking area can be made available for the ropeway users.

The alignment passes through the inhabited area, local resistance will be

less,

Length of ropeway and its rise will be less as compared to the other two

alignments. Capital and Operation cost will be less,

Land for other tourism infrastructure facilities is available in the vicinity

of Jhalpadi village.

2.4 PRESENT MODE OF TRANSPORT

Presently pilgrims have to track from the metaled road to pay their

obeisance to Deeba Danda Maa Temple on a steep track. The elevation

difference of the temple with respect to the metaled road is of the order

of 1000 meters. It is a very tiring track for Elderly, sick and handicapped

persons and they generally avoid visiting the temple. After the

construction of the ropeway journey to the temple will become very

comfortable by not travelling along the arduous track and devotees will

also save a lot of journey time also.

2.5 TOURIST FLOW TO JHALPADI DEEBA DANDA TEMPLE

With the information provided by the temple priests & locals residing in

the vicinity of the Jhalpadi Village & Deeba Danda temple, it has been

found that in normal days about 100 pilgrims visit the temple daily.

Number of visitor increases many times during the festive seasons. The

passenger carrying capacity recommended for the design of the system

is 50 PPH (passenger per hour) round trip, this has been computed based

on the number of existing devotees / visitors, expected percentage

increase in number of local devotees post construction of passenger

ropeway and number of tourist offering their obeisance in the Holy

Temple those are visiting Pauri or nearby places of tourist interest.

The above computation shows that in the 13th Year of ropeway

operation, the required design capacity of ropeway required is- 51 PPH,

For the proposed aerial passenger ropeway system, it is proposed to

provide two number 6 seater cabins in the two pulses of the proposed

Pulse Gondola ropeway system on the rope in the opposite direction.

During the initial operation of years, when the demand is low, only one

cabin can be attached on the opposite end of the rope. The other pulse

gondola can be added up to the system as the number of visitor utilizing

the ropeway increases.

2.7 PROPOSED DEVELOPMENT PLAN

Upper Terminal Point (UTP) near Deeba Danda Temple: Ropeway

station building, Ticket counter, Restaurant cum waiting lounge, Public

Cable Car Capacity: 50 persons per hour @ max speed

2.8 TARIFF STRUCTURE:

The Tariff structure can be decided by the selected Developer

considering the market acceptability and Uttarakhand Ropeway Act.

2.9 THE SCOPE OF WORK CONSISTS OF:

a. To carry out detailed design for Ropeway with approx. 1.94 km length.

b. The bidder will carry out the study to prepare the techno economic

feasibility report and as per the report the details of components,

Number of towers, Tower Height, Distance between towers, Interval

between cabins, Line speed, Distance between cabins, Number of

Cabins, Cabin Capacity, Trip time etc. will be decided.

c. The rope way is to be constructed between near to the Jhalpadi village in

Pauri District & Deeba Danda Shrine. The bidder is advised to visit the

site and contact UTDB for more information if required.

d. All the clearances i.e. environment, forest, wildlife will be taken by the

Bidder with the help of the UTDB.

e. Development of Terminal stations near Jhalpadi village in Pauri

Garhwal District (Lower Terminal Station) & at Deeba Danda Temple

(Upper Terminal Station), as are required during the detailed

engineering of the ropeway along with all other necessary infrastructure

facilities.

f. Any other works, which are required for the successful completion and

commissioning of the Project as per the prevailing laws and rules

applicable at that time may be considered.

1. The project will be implemented Design, Supply, Installation, testing

and commissioning basis i.e., bidder will design, construct and also

maintain for period of 27 years after completion of work. The time

period for completion of the project shall be 36 months from the award

of the project.

2. The successful bidder would be required to carry out the following

activities or as mentioned in the Expression of Interest document but

not limited to these,

a. Site investigation including topographical and sub-soil / geotechnical

investigation.

b. Design & survey with detailed drawings.

c. Slope Stabilization and Avalanche movement studies along the ropeway

alignment and to design suitable safety measures.

d. Prepare detailed design and drawings for ropeway and approaches (if

required) duly proof checked by IITs, NITs or Third party.

e. The complete design and drawings which has been proof checked shall

be submitted for approval from the Authority before taking up the

execution.

f. Techno Feasibility Study facilitate Reconnaissance Survey for selection

of the best technically suitable alignment (i.e. examination, exploration,

inspection, investigation, observation.

g. This includes survey details along the selected alignment with elevation

details and survey charts.

h. Finalization of the best Suited Ropeway System for the site.

i. The complete design and drawings which has been proof checked shall

be submitted for approval from the Authority before taking up the

execution.

j. Carry out construction of rope way as per approved drawings.

k. Maintain the ropeway and its approaches for a period of 27 years after

its completion.

l. UTDB will engage an Independent Engineer to supervise and approve

the works during the period of execution.
