PRE-FEASIBILITY REPORT

EXECUTIVE SUMMARY

• M/s Ultra Tech Cement Ltd. (UTCL) proposes to extract stone

metal from 4.90 ha from their lease at Alathur in B. N. Kandriga

Mandal of district Chitoor in A.P. Survey no is 228 (P). Please

see Figure 1. Validity of lease is 10 years.

• This lease will be worked for aggregate /stone – metal as

building/ road construction material.

• Mining will be over 4.9 ha and other infrastructure like crusher,

screens, soil dump etc. will be located over balance 10 ha.

• Production of ROM according to mining plan will be 1200 TPD

(432 m3/day).

• Mining plan prepared by RQP Mr. M. Ifthikar Ahmed, RQP/

MAS/183/2004/A, Salem, T.N.

• Total reserves are 14,69,700 m3 and about 9,51,770 m3 will be

mined in seven years. Ultimate depth of pit will be 31 m. Soil

generation in seven years will be 42,158 m3. Bench height and

width will be 5 m each.

• Mining will be semi mechanized with drilling and blasting.

• Lease area is shown in following figure.

• Area under quarry – 4.25 ha, infrastructure – 5.15 ha, roads-

0.10 ha, green belt – 4.75 ha, boundary barrier – 0.65 ha and

un-used land at end of lease period will be 0.78 ha.

• UTCL is environmental- conscious. Accordingly it has started

collecting pre-project -base line environment quality data in

& around the lease area before operations have started.

• Cost of project including fixed cost, operational cost & EMP

cost will be Rs 80,46,000 lakhs.

• UTCL will take care that mining is carried out with regard to

environment.

CHAPTER 1

INTRODUCTION

1.1 This chapter contains brief information on the proposed stone

quarry project at Village Alathur in Mandal B.N.Kandriga in district

Chitoor of Andhra Pradesh. This quarry is in possession of M/S Ultra

Tech Cements Ltd. (UTCL). Total lease are is 15.674 ha. Actual mining

will be over 4.9 ha. Please see Annexure 1 for copy of mining lease.

1.2 Proponent:

M/s Ultra Tech Cement Ltd. (UTCL) is one the corporate companies

under Aditya Birla Group. It has a board of 12 Directors. (Annexure 2)

Demand for building material and road metal is in A.P.

1.3 Project brief:

Proposed project for mining and processing of material (sized stone

metal) 1200 TPD (432 m3) per day. This is the basic raw material -input

to road and building construction activities. Economics of both

these activities depends on the lead to the user agency. Also,

demand for ‘manufactured sand’ is growing as observed during

market search.

Extraction of stone metal and its dry beneficiation at site itself will be

compatible with ‘environmental setting’ and transportation of

assorted material from the site will be economical.

This project ensures employment to about 30-35 local persons. In

addition indirect employment in trades related to mining e.g.

transportation, work shop will be available.

CHAPTER 2

PROJECT DETAILS

2.0

Project is for mining of stone metal from Khasra number 228 (P). This is

a part of mining lease admeasuring 15.674 ha. Mining will be over

4.9 ha. Google imagery is shown in Figure 3.

is given Figure 4.

2.4 Proposed operations:

Semi-mechanized open cast stone mining is proposed. Drilling,

blasting, crushing and screening is proposed. Deposits in lease were

worked earlier by another agency since this area has been ear-

marked for quarrying stone metal. Mining has been permitted by

Director, Geology & Mining. Lease is possession of proponent.

Reconnaissance survey has indicated that there are no sensitive

receptors or eco system around the lease.

Main activities will be

1. Mechanical mining of ROM @ 432 m3 /per day.

2. Production of marketable materials/ aggregate (0 -6, 6-12 & 12-20

mm) along with manufactured sand.

Mining:

Mining will involve drilling, blasting, loading of mined materials into

tippers, unloading the tipper into a jaw crusher, screening and

segregation of materials of different sizes and transportation to

destination.

Segregation process

It is estimated that about mining @ 600 m3 ROM per day will yield

about 432 m3 of finished product. Flow of material from mine pit to

screen is given below :

o Products i.e. sized materials will be transported in covered

truck, / tippers as per its intended use.

o Undersized/oversized materials during the process will be

recycled as shown in the flow sheet.

o Fines will be used for manufactured sand (0-6 mm).

o Water requirement will be for the potable purposes since

process is dry and for dust control. Source will be tankers from

the nearby village.

o Power requirement will be 600-800 kV(A). Supply from

APTRANSCO will be requested. Stand by D.G. set has been

planned.

o Likely quantity of low grade material will be about 170 m3 /day.

It will be stored over about 1.5 ha area.

o Mine working will be followed inline to Rules / regulation /

bylaws laid under Mines Act1952.

o Liquid waste will not be generated because all processes are

dry.

o Ground water table is beyond 45 m.

o Ultimate depth of pit will be 31 m. Hence water table will not

be intercepted.

CHAPTER 3

ENVIRONMENTAL CONCERNS

3.0 Probable environment –concerns during are schematically

shown below:

DRILLING

BLASTING

• All sources will be fugitive.

• Mining will be over 4.9 ha and crusher, screen etc will be over

about 6 ha from remaining lease area.

• Blasting & drilling will be below ground level.

3.1 Land is owned by M/s UTCL. Land is to be used for mining. It is

non agriculture land. There are no sanctuaries, national park or

eco-sensitive areas within 10 km radius.

3.2 Some infrastructure for administrative purposes has been

created after lease was granted. It includes office, weigh bridge,

water for security personnel etc.

There will be provision for a 600-800 kV(A) DG set. Crusher area will

be about 2 ha. Explosive magazine will be provided as per Explosive

rules 2008.

Space for OB/ soil dump will be provided. There would be mine-

road inside mining lease area and for transportation of finished

products.

3.3 Soil cover is almost absent. Only 42158 m3 soil will be

generated in seven years.

CHAPTER 4

PLANNING BRIEF

4.1 UTCL proposes to start project activities immediately after

presentation of prefeasibility report if the Committee permits. This is

earnestly requested since many construction and road projects

depend on supply of stone metal.

Moreover,

i) R& R is not required ,

ii) This government land has been earmarked for stone mining,

iii) UTCL is capable of meeting the infrastructural demand for

mining in environmentally compatible manner without any

delay and immediately.

4.2 Proposed infrastructure :

There will not be any colony within the lease. Additional connectivity

will not be required because existing roads and communication is

adequate.

Local sources of water viz. hand pump would be adequate. Water

required for dust control will be the rain water collected in existing

pit.

A glimpse of usual infrastructure/control systems usually adopted by

UTCL are presented in the following plates

M/s UTCL will provide enclosures and scaffolding at all the transfer

points within crusher area. These are shown in following

photographs.

Such preventive measures will minimise dust generation from crusher

area.

Therefore, adverse enviornmental impacts on air quality are not

expected.

4.3 Impact on noise levels

Sources of noise will be drilling, movement of vehicles, unloading at

jaw crusher, vibrators, etc. Expected levels from these sources are

respectively 65-70, 70-75, 85, 90 dB(A). Blasting will cause noise and

vibrations. It is reiterated that all these activities will be over a hillock

i.e about 60-80 m above ground level.

4.4 Remedial measures:

• PPE will be issued to the drillers.

• All vehicles will be properly maintained and machinery will be

properly lubricated.

• Jaw crusher, vibrators, etc have been provided with enclosures

and will obstruct the propogation of sound waves.

• Blasting will be carried out by professionals according to the

DGMS norms.

4.5 Impact on land:

o Land/ lease area is barren and has not been designated for

any other use besides stone quarrying.

o It is not prone for supporting natural vegetation due to

erosion of soil in the past.

4.6 Cost estimate :

Production cost will be about Rs. 300 per/ MT on an average.

Capital investment will be Rs. 3-4 crores including crushing plant

UTCL project may provide employment to 30- 35 persons.

4.7 Conclusions:

It can be concluded that the project is environmentally compatible,

financially viable and would be in the interest of construction

industry thereby indirectly benefiting the masses. Moreover

employment to local people will be an additional advantage.

o It is possible that at the end of lease period a pit/crater will

be created over the lease area. This will hold rainwater for

prolonged period because basalt is not known to permit

percolation.

4.8 Remedial measures:

o In this particular case OB is not adequate to backfill the pit

after ceasation of mining. However, low grade material will

be used for part filling of the pit.

o Mine pit area will be barricaded to prevent any

unauthorised entry.

o Accumulated water can be used for plantation. One cubic

metre pits will be made, filled with soil or garbage to provide

organic material for support of plantation.
