Leigh Schmid Senior Vice President, Global Compliance L Brands Leigh began his career as a Customs Inspector at the Peace Bridge in Fort Erie, Ontario. Leigh received formal training on Canadian and International trade laws at the Canadian Customs College in Rigaud, Quebec. He held a variety of positions during his nine years with Canadian Customs & Excise, including Inspector, Auditor, Investigator (commercial crime cases), and A/Chief of the Kitchener District responsible for all Customs ports in Southwestern Ontario. After leaving government service, Leigh worked as a consultant at Livingston International and later KPMG, where he became the National Partner-‐In-‐Charge of the Canadian Trade & Customs Practice and Chair of KPMG’s Customs Practice of the Americas, coordinating the trade and customs practice in all KPMG offices in North and South America. Leigh joined L Brands in 1998 as the Director of Customs Compliance. He was promoted to VP of International Trade & Customs Compliance in 2002 and SVP of Global Trade Compliance in 2007. He is now responsible for customs, corporate social responsibility, Brand Protection, Regulatory Affairs, and Anti-‐Corruption compliance. He is President of Retail Brokerage Solutions, Inc. (a wholly owned subsidiary of L Brands operating as a licensed customs brokerage in the U.S.A.) and President of Independent Production Services, Inc. (a wholly owned subsidiary of L Brands specializing in factory audits pertaining to compliance documentation, labor standards, supply chain security and brand protection). Leigh was the Trade Chair of the Commercial Operations Advisory Committee (COAC) during the 11th term, serving by appointment of the Secretaries of Homeland Security and Treasury Departments. This committee advised U.S. Customs and Border Protection (CBP) and Treasury officials on customs matters impacting commercial operations. He represents L Brands on the Private Sector Consultative Group, the official advisory group to the Policy Commission of the World Customs Organization (WCO). Leigh holds a Bachelor of Arts degree [B.A.(Hons.) Summa Cum Laude] from McMaster University; a Bachelor of Education (B. Ed.) from Brock University, and a Master of Business Administration (MBA) from McMaster University. He is happily married and the father of three young adults. Susan Coffey Director, Business Development Northwest Seaport Alliance Susan Coffey is Director, Business Development at the Northwest Seaport Alliance. Prior to the formation of the Seaport Alliance, she had been with the Port of Tacoma. Susan Coffey has been involved in the transportation industry for over 25 years, on the maritime side with Nedlloyd and Sealand working in various marketing, trade, and sales management positions. In addition to maritime experience Susan spent 7 years at CSX Intermodal. She had the opportunity to live in Ireland for 3 years working for Eagle Global Logistics, a third-‐party logistics firm. Susan graduated from Baruch College in New York City with a Business Degree in Marketing and Communications.

Julia K. Hughes President United States Fashion Industry Association (USFIA) Julia K. Hughes is President of the United States Fashion Industry Association (USFIA), which represents textile and apparel brands, retailers, importers, and wholesalers based in the United States and doing business globally. Founded in 1989 as the United States Association of Importers of Textiles & Apparel with the goal of eliminating the global apparel quota system, USFIA now works to eliminate tariff and non-‐tariff barriers that impede the industry’s ability to trade freely and create economic opportunities in the United States and abroad. Ms. Hughes represents the fashion industry in front of the U.S. government and international governments and stakeholders. Ms. Hughes has testified before Congress and the Executive Branch on textile trade issues. She is recognized as an expert in textile and apparel issues and frequently speaks at international conferences including the Apparel Sourcing Show, MAGIC, Foreign Service Institute, National Association of Manufacturers, Cotton Sourcing Summit, China and Asia Textile Forum, Prime Source Forum, and others. Ms. Hughes served as the first President of the Organization of Women in International Trade (OWIT) and is one of the founders of the Washington Chapter of Women in International Trade (WIIT) and WIIT Charitable Trust. In 1992, she received the Outstanding Woman in International Trade award and in 2008, the WIIT Lifetime Achievement Award. Ms. Hughes has an M.A. in International Studies from the Johns Hopkins School of Advanced International Studies and a B.S. in Foreign Service from Georgetown University. John Pellegrini USFIA Customs Counsel McGuireWoods LLP John Pellegrini’s practice is concentrated on the regulatory and commercial aspects of international trade. He represents clients with respect to government regulation of the import-‐export trade, duty planning, admissibility requirements, litigation in the U.S. Court of International Trade, representation before the various federal agencies which regulate trade in the United States, and the commercial aspects of international trade. His clients include multinationals, general merchandise retailers, importers, exporters, domestic and foreign manufacturers, commission agents, trade associations (United States Fashion Industry Association and the Footwear Distributors and Retailers of America), and international marketing companies. Mr. Pellegrini counsels clients in issues relating to: classification and appraisement of imported merchandise; questions involving the origin and admissibility of merchandise; drawback; warehouse and foreign trade zone issues; export licensing and export controls; defense of civil penalty and criminal investigations and prosecutions; foreign asset control restrictions; boycott compliance; and, legislative, judicial and administrative proceedings, including trade policy cases. Mr. Pellegrini’s practice areas include: business tax, international transactions, and consumer products. Previously, Mr. Pellegrini was a Partner at Ross & Hardies in New York City. Prior to that, he served as Senior Attorney at U.S. Customs Service and Senior Attorney at J.C. Penney Company, Inc. Mr. Pellegrini studied law at the New York University School of Law and Columbia University School of Law, and he received his undergraduate degree from Boston College. Mr. Pellegrini is a member of the Bar of the State of New York.

David M. Spooner USFIA Washington Counsel & Partner Barnes & Thornburg LLP David M. Spooner is a partner in the Corporate Department in Barnes & Thornburg’s Washington, D.C., office. Mr. Spooner represents governments, trade associations, and corporate clients on international trade matters, including trade remedies, trade policy and customs issues. He uses his past experience as a high-‐level political appointee in the Executive Branch and on Capitol Hill to assist clients with their advocacy efforts before both branches of government, as well as before foreign governments. Prior to entering private practice, Mr. Spooner served as the Assistant Secretary of Commerce for Import Administration. In that capacity, Mr. Spooner led U.S. Government enforcement of trade remedy laws, principally the antidumping and anti-‐subsidy laws. He administered the Foreign Trade Zone system; oversaw apparel trade policy and the implementation of laws governing trade in apparel; managed trade remedy negotiations at the World Trade Organization (WTO), as well as dispute resolution proceedings at the WTO; chaired U.S.-‐China talks on macroeconomic reforms and the steel industry; and supervised the US Department of Commerce’s import safety initiatives. Prior to his Senate confirmation as Assistant Secretary, Mr. Spooner served as the Chief Textile and Apparel Negotiator and Transition Coordinator in the Office of the U.S. Trade Representative (USTR). While at USTR, he was a principal negotiator for free trade agreements with Central America, the Dominican Republic, Singapore, Australia, Chile, Panama, Bahrain, United Arab Emirates, Colombia and Peru, principally negotiating customs enforcement, apparel and textile, origin and safeguard provisions. He was heavily involved in building support for congressional passage of the Bush Administration’s trade agenda. Mr. Spooner also negotiated a comprehensive apparel trade agreement with China and concluded bilateral customs and quota arrangements with several nations. Before his appointment to USTR, Mr. Spooner worked on Capitol Hill, managing the Washington D.C. office and serving as the legislative director and press secretary for a member of Congress, serving as Communications Director for the U.S. House Committee on Agriculture, and working for the U.S. House Committee on Rules, which manages debate and amendments in the House of Representatives. Mr. Spooner earned his J.D. from the College of William & Mary School of Law and his B.A. from the University of Virginia. He is admitted to practice in Washington, D.C., and Virginia and before the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit. Norma Gascon Senior Manager, Customs & International Trade PwC Mexico Norma is a Senior Manager in PricewaterhouseCoopers’ WMS -‐ Customs & International Trade Practice, based in Mexico City. She has more than 20 years of experience in customs and foreign trade matters. Norma has provided consulting and compliance services on Free Trade Agreements, Customs Process Reviews and support on the Reconciliation and Validation of Information contained within Inventory Control Systems for temporary import transactions. She has experience providing customs services in several industries aiming to provide quality services, according to the applicable laws. In recent years, she has been involved in Due Diligence (restructuring, creation of NewCo and customs remediation plans) and managing the development and implementation of electronic customs tools bearing in mind fiscal and customs matters. Norma has experience working with several clients, which has widened her vision of products and services that are offered in the market on foreign trade matters.

Scott Exo Country Manager, USA Better Cotton Initiative (BCI) As USA Country Manager for the Better Cotton Initiative, Scott works with farmers, coops and merchants to expand the supply of US grown Better Cotton. Scott has over 15 years of experience with market-‐based approaches to sustainable agriculture, including eight years as executive director for Food Alliance, a certification program for sustainably grown and processed food products. Scott holds dual Masters degrees in geography and urban and regional planning from the University of Hawaii at Manoa. He lives in Portland, Oregon. Clay Hickson Vice President, Strategy & Business Development Worldwide Responsible Accredited Production (WRAP) As Vice President, Strategy & Business Development at Worldwide Responsible Accredited Production (WRAP), Mr. Hickson manages international operations and helps develop and refine WRAP’s strategy, specifically focusing on managing relationships with global brands and retailers and with governmental and other stakeholder organizations. WRAP is a non-‐profit team of global social compliance experts dedicated to promoting safe and ethical manufacturing around the world through certification and education. Previously Mr. Hickson was Executive Director of TowsonGlobal Business Incubator, where he helped early-‐stage companies succeed in the global economy. He also was Managing Director of Rhôton Hill Group, a management-‐consulting firm he established, which provided international marketing, corporate communications, strategic planning and cross-‐cultural communications services. Mr. Hickson has developed and taught training programs, seminars and college courses that have prepared executives for doing business in international environments. He is Chairman Emeritus of the Maryland-‐China Business Council, serves on the boards of directors of the Asian Pacific American Chamber of Commerce and of the National China Garden Foundation. Mr. Hickson received his MA in International Relations from the School of Advanced International Studies at The Johns Hopkins University and received his BA in International Relations from The George Washington University. He also studied Chinese at Columbia University. Ryan Lynch Head of Advisory & Corporate Social Responsibility BSI Professional Services, Inc. Ryan Lynch has worked with colleagues and customers over the past decade to design solutions to support transparency and collaboration across complex supply chains within a variety of industries. As Head of Advisory & Corporate Social Responsibility at BSI, Ryan leads the development and delivery of CSR advisory services to support multinational businesses establish sound practices to improve performance, manage social/environmental risk throughout the supply chain & make informed decisions based on data leveraging BSI’s best-‐in-‐class software tools. He has designed and managed supply chain risk management programs and software tools; and has conducted assessments and trainings in factories and farms in North America, Europe, China, India, Southeast Asia and Central America.

Gary Barraco Director of Global Product Marketing Amber Road Gary is responsible for developing strategic product marketing direction and presenting the Amber Road brand and solutions worldwide. As the platform evangelist, Gary develops and launches customer insights, go-‐to-‐market plans, product messaging and content, and field marketing tactics which establish Amber Road’s solutions as a standard in the Global Trade Management space. Previously, Gary was VP, Industry Development for ecVision for 9 years prior to its acquisition by Amber Road. He also held marketing positions with tech companies where he was instrumental in implementing programs that yielded exponential growth and spearheaded alliance relationships with a range of third-‐party organizations. He has 20 years of active military service where his primary specialty was providing marketing support to Army National Guard recruiting and retention operations in New Jersey. Gary received a BS from the State University of New York and is currently pursuing a Master’s degree at Moravian College. He is a member of the American Apparel and Footwear Association, Footwear Distributors Retailers Association, Outdoor Industry Association, US Fashion Industry Association, Council of Supply Chain Management Professionals, and American Association of Exporters and Importers where he serves on various committees and planning groups. Suzanne Richer Director of Trade Advisory Practice Amber Road In 2015, Suzanne M. Richer, joined Amber Road to lead the development of a Trade Advisory Practice, when they acquired her firm, Customs & Trade Solutions Inc. A licensed customs broker and Certified Classification Specialist™, Ms. Richer has extensive experience in advising corporations on Export and Import Audits, Export Controls, Focused Assessments, C-‐TPAT cargo security applications and validations, classification, valuation, and the ISA program. Prior to joining Amber Road, she established Customs & Trade Solutions, Inc. in 1998 and led a trade advisory practice for based off 18 years of experience of work in the ports of Detroit, Miami, Newark, and Philadelphia. Ms. Richer has conducted Supplier/Factory Assessments and conducted training globally, including, but not limited to, Italy, UK, Germany, France, throughout Asia as well as South America. Her expertise in global customs programs has earned many firms the coveted Tier 3 status within the C-‐TPAT program. Her work in ISA has earned many of her clients the title of Trusted Partner with Customs and Border Protection. In 2006, she was recognized by the Journal of Commerce as one of the top 20 Women in Transportation and in 2011, she was featured in the newly released book, Million Dollar Conversations, focused on women leaders within their industry. Ms. Richer is currently working towards her black belt in Six Sigma certification. Ms. Richer is a featured speaker at lectures in the U.S. and internationally. She has conducted over 3000 hours of training, authored 12 books on international trade, and provided training for the National Customs Brokers & Freight Forwarders Association, CSCMP New York and Paris Roundtables, Mid-‐West Importers Trade Association, and the Federal Maritime Commission. Ms. Richer is the President of CSCMP – NYC and actively conducts training in the U.S. and overseas for the Global Trade Academy. Ms. Richer earned her Masters degree in Economics from Eastern Michigan University and her Bachelors of Economics from the University of Michigan. She has studied language courses at the University of Strasbourg, France and Osaka, Japan. Alice Kipel Executive Director, Office of Regulations & Rulings U.S. Customs & Border Protection Alice Alexandra Kipel is the Executive Director, Regulations & Rulings (RR), Office of International Trade, U.S. Customs and Border Protection (CBP). Ms. Kipel is an attorney with over 30 years of experience in international trade and customs litigation. She started her legal career in 1982 at Plaia & Schaumberg, in Washington, D.C., focusing primarily on Section 337 investigations before the U.S. International Trade Commission, involving various IPR issues, related appeals, and ancillary proceedings before Customs and the U.S. Court of International Trade. In 1986, she joined Howrey & Simon, expanding her work to antidumping and countervailing duty proceedings, both at the administrative and appellate levels, before the CIT and the U.S. Court of Appeals for the Federal Circuit. In 1999, Ms. Kipel moved to Steptoe & Johnson LLP, where she continued to focus on Section 337 IPR litigation, complex antidumping cases, and related appeals and customs issues. Her work in the private sector included close collaboration with the financial, legal, sales/marketing and logistics personnel at various multinational corporations to integrate antidumping and border enforcement compliance controls into the companies’ business practices. Ms. Kipel also represented asylum seekers in her pro bono work at Steptoe. In 2015, Ms. Kipel left private practice and entered into federal government service. Before coming to CBP, she served as an Attorney-‐Advisor in the U.S. Department of the Interior’s Office of the Solicitor. In this capacity, Ms. Kipel provided counsel to the Bureau of Ocean Energy Management (BOEM) on issues related to the Outer Continental Shelf Oil and Gas Leasing Program. She also defended BOEM in legal challenges brought against the bureau before the Interior Board of Land Appeals. Ms. Kipel was appointed as a member of CIT’s Advisory Committee in 1993 and served as the chair from 2008 to 2015. She has also served in leadership roles in the International Trade Commission Trial Lawyers Association, the Federal Circuit Bar Association, and the Customs & International Trade Bar Association. While in private practice, she authored numerous publications regarding Section 337 and antidumping proceedings and was a frequent speaker. Ms. Kipel earned her A.B. in history, with honors, as well as a Russian Studies Certificate, from Princeton University in 1979, and her J.D. from Georgetown University Law Center in 1982. She is admitted to practice in the District of Columbia, and before the U.S. Supreme Court, Federal Circuit, CIT, and U.S. District Court for the District of Columbia. Alice Buchanan Assistant Director for Partnership U.S. Customs & Border Protection’s CEE for Apparel, Footwear, & Textiles Alice J. Buchanan is the Assistant Director of Partnership in the Apparel, Footwear, and Textile Center of Excellence and Expertise (AFT Center). She began her career with U.S. Customs and Border Protection (CBP) in 1992 as an Import Specialist at the Port of San Francisco. Since that time, she has held a variety of positions in different geographic locations. In 1998, she relocated from San Francisco to New York, where she worked as a National Import Specialist Assistant. While in New York, she studied fashion design in the evenings at the Fashion Institute of Technology. Ms. Buchanan then moved to Washington, D.C. in 2001, where she worked at CBP Headquarters for seven years and served as the Branch Chief for the Antidumping/Countervailing Duty, Account Management, and ACE Coordination branches. In 2009, she returned to San Francisco as a Supervisory National Account Manager. Ms. Buchanan became the Assistant Director of Partnership in the AFT Center in June 2013. She currently oversees the Partnership Division as well as a team in the AFT Center Validation and Compliance Division. Ms. Buchanan enjoys working at her office in the historic San Francisco Customhouse, where she began her career.

Patrick Brosnahan National Account Manager U.S. Customs & Border Protection’s CEE for Apparel, Footwear, & Textiles Patrick Brosnahan has served with CBP since 1996. He is currently a National Account Manager (NAM) assigned to the Apparel, Footwear & Textiles (AFT) Center of Excellence and Expertise (CEE), coordinated out of the San Francisco Field Office. Patrick works remotely out of Chicago. For multiple major AFT industry importers and a national Customs broker, he is the Trade’s point of contact with CBP and acts as a liaison, and trade facilitator. He has helped guide many companies into the ISA program and has significant experience regarding effective internal controls and Customs compliance procedures, as well as with ACE. Patrick has been a NAM since 2004. Prior to this, he served as an Import Specialist at the Port of Chicago with two commodity teams (electronics, and textile wearing apparel and home furnishings), as well as the Enforcement Team. He also served a detail at CBP HQ in Washington, D.C. at the Quota Branch in 2000. Patrick also served as a Supervisory Entry Specialist at the Port where he was responsible for multiple teams including broker compliance, reports resolution, live entry processing, protests, and Entry Team, responsible for FTZs, TIBs, U.S. goods returned, etc. Patrick has an undergraduate degree from Western Illinois University and a graduate degree from the University of Illinois. Penny Ricas Vice President of Global Account Management OHL Penny Ricas joined OHL 29 years ago as an Import Account Representative with Barthco International. She obtained her Customs brokerage license in 1991, and quickly moved into managing the Baltimore branch, and subsequently, assuming leadership of the Southeast Region in 2004. In 2006, Penny accepted the position of Vice President, Global Account Management, OHL International. In this role Penny liaisons with our clients to establish and ensure compliance with tactical and strategic requirements and serves as a dedicated customer advocate. Penny has been a sitting member on the Large Broker Committee of the National Customs Brokers and Freight Forwarders Association since 2003. She is also an active member of the International Compliance Professionals Association (ICPA) and The Federal Agency Quality Work Group (FAQWG) in Baltimore, Maryland.
