1 Module Overview
1.1 Introduction
1.1.1 Objective
Talent Databank module aims to assist schools to obtain diversified data and
information through WebSAMS and generate their talent databank for analysing
the characteristics and distribution of the gifted/more-able students. Teachers
can make reference to the information and plan its school-based gifted education
plan and gifted development programmes appropriately in accordance with the
developmental needs of students and in the context of the school.
When schools select student to enter their school-based talent databank,
student information can be collected through the following channels:
Channel 1:
To select students by their academic performance according to the
school's self-defined target percentage (named Extract Percentage,
e.g. the top 2% of students in Chinese Language).
Channel 2:
To select students by their performance in school specified
competitions.
Channel 3:
To select students by other criteria (e.g. teacher nominations, IQ Test
results).
WebSAMS is preloaded some basic Identification Tags for school's reference
to describe the characteristics of its gifted/more-able students. Schools can also
create their own school-based Identification Tags in the Code Management
module.

2 Operation Procedures
2.1 Maintain Databank (Channel 1: Academic Results)
Function Description
Schools can identify gifted/more-able students by their academic performance.
Students will be sorted and selected according to the school's self-defined Extract
Percentage of a TDB-Subject group (e.g. the top 2% of students in Chinese
Language). Once a student is identified to be a member of the Talent Databank, the
corresponding pre-defined Identification Tags of the TDB-Subject group will be
assigned to the identified student so that schools can analyse the characteristics of
different students in the Talent Databank.
Summary of user procedures:
1. Users configure the parameters of TDB-Subject groups, including:
Source of academic results data (can be a subject, a subject
component or a school-defined assessment group1 ); and
Extract Percentage; and
Identification Tags.
2. Users extract corresponding academic results data from Assessment and
Reporting module (ASR).
3. Corresponding Identification Tags will be assigned to the selected
students.
Pre-requisites
1. Students' academic result records have been inputted in ASR.
2. Scores have been consolidated in ASR.

A. Manage the TDB-Subject Group Mappings
A.1 Create TDB-subject Group Mappings
1. Click [Talent Databank] [Maintain Databank] [Channel 1: Academic Results] from the left menu.
2. Select the School Year, School Level and School Session.
3. Click [Add] button.
4. Select [TDB-Subject Group] and click [Proceed] button, searching panel will be displayed.

5. Select School Year, School Level, School Session, Class Level, and by
Subject/Subject Component, by School-defined Assessment Group or
By Text.
6. Click [Search] button.
7. Sources of data (subject, subject components or school-defined assessment
group) which are matched with the searching criteria will be displayed.
8. Check the checkbox(es) on the left hand side of each row for establishing the
mapping of the Sources of Data at different class levels.
9. Select corresponding Identification Tag and Extract Percentage for each
mapping. (Remark: users may select multiple Identification Tags for the
same mapping)

10. If the Identification Tag and Extract Percentage of multiple rows are to be
edited simultaneously, users may assign the common value by batch. Steps
are shown below:
10a. Select the common value(s) of the Identification Tag and/or Extract
Percentage at the header.
10b. Check the checkboxes on rows which are going to be edited.
10c. Click the [Assign] button beneath Identification Tag and Extract
Percentage at the header.
10d. The value of the selected Identification Tag and Extract Percentage will
be assigned to all selected rows simultaneously.

A.2 Edit a TDB-Subject Group Mapping
1. Click [Talent Databank] [Maintain Databank] [Channel 1: Academic
Results] from the left menu.
2. Expand the desired TDB-Subject Group Mapping by clicking the [+] button.
Click [Edit] button.
3. Update the values of Identification Tag or Extract Percentage of the
desired mapping(s).
4. Check the checkbox(es) of the updated mapping(s).

5. Click the [Save] button. After saving, the following message will be
displayed.

1. Click [Talent Databank] [Maintain Databank] [Channel 1: Academic
Results] from the left menu.
2. Click [Copy From Last Year] button.
3. Clicks the [Show All] button to show all the hidden TDB-Subject Group
Mapping information, and click [-] button to hide the unnecessary TDB-
Subject Group Mapping information.

B. Extract Student Assessment Data Before generating a Talent Databank dataset, users are required to execute the following steps for extracting academic result records from ASR.
B.1 Extracted by TDB-Subject Group Mapping
1. Click [Talent Databank] [Maintain Databank] [Channel 1: Academic Results] from the left menu.
2. Click the [+] button nearby a desired TDB-Subject mapping to expand the mapping.
3. Click the hyperlink under Extract Record column to view the student list of the desired term.

4. Users review the student list to be extracted.
(Remarks: If users want to change the number of extracted students, please
change the Extract Percentage of the term in Channel 1: Academic
Results (Mapping Summary) and review the list again.)
5. Click [Extract] button to extract the student list.
6. Input remarks (if any). Click [Save] button.

3. Users may select ALL the checkboxes simultaneously by checking the
checkbox at the header.
4. Select Term.
5. Click [Batch Extract] button.

Create TDB-Subject Group Mappings
TDB-Subject Group Mappings are created.
Users can then extract student assessment data.
Edit TDB-Subject Group Mappings

Copy TDB-Subject Group Mappings from last year
TDB-Subject Group Mappings of the previous year are copied to the selected school year.

Notes
Create /Edit/Copy TDB-Subject Group Mappings
1. Each TDB-Subject Group can only map with a single Subject/Subject Component for once, for example:
a. If a Subject (e.g. Chinese Language) is mapped to a TDB-Subject
Group. Other Subject Component of the subject CANNOT be
mapped to that TDB-Subject Group.
b. If a Subject Component of Chinese Language (e.g. Chinese
Language – Reading) is mapped to a TDB-Subject Group. The
Subject (Chinese Language) CANNOT be mapped to that TDB-
Subject Group.
2. If a School-defined Assessment Group (e.g. Chinese Language + Chinese
History) is mapped to a TDB-Subject Group. The School-defined
Assessment Group (Chinese + Chinese History) CANNOT be mapped to
another TDB-Subject Group.

3. If ASR profile is reset for a selected School Level and School Session in
[S-ASR08-01] Assessment > Set up > Confirm, all the buttons and
checkboxes are disabled.
4. After a TDB-Subject mapping was established, if the Subject/Subject
Component is removed by users for a specific class level in School
management, the mapping will be highlighted in red.
5. The hyperlink (i.e. E / N/ U1*/ U2*) of each term and TDB-Subject group
mapping under Extract Record column is generated dynamically. If there
is no specific term defined for a class level, no hyperlink of that term will be
displayed.

Extract Student Assessment Data
1. When users first enter this page, the value of MOI will be shown as “-”. As
there is no student data extracted for the selected term.
2. If a subject (e.g. Chinese Language) of a certain class level adopts different
MOIs (e.g. Chinese (Cantonese)/Chinese (Patonghau)) in different classes
and users have merged the subject OM ranking with different MOIs in the
function [S-ASR05-02] Assessment > Setup > OM Rank, all the related
MOIs will be listed out under the title "MOI (Merged OM)".
(Remarks: a subject refers to a class-based subject, a subject group or a cross-class subject)

3. If a subject (e.g. Chinese Language) of a certain class level adopts different
MOIs (e.g. Chinese (Cantonese)/Chinese (Patonghau)) in different classes,
and user has NOT merged the subject OM ranking with different MOIs in
the function [S-ASR05-02] Assessment > Setup > OM Rank, the MOI will
be displayed as checkboxes.
(Remarks: subject refer to a class-based subject, a subject group or a
cross-class subject)
4. If a Subject/Subject Component is set as "not assessed" in function [S-ASR03-03] Assessment > Setup > Subject Full Score and weighting Setup, there will not be student data consolidated in ASR and hence no student data can be extracted in this function.
5. If a Subject/Subject Component is set as "Assessed by Grade" in function [S-ASR03-03] Assessment > Setup > Subject Full Score and weighting Setup, there will not be student data consolidated in ASR and hence no student data can be extracted in this function.
6. If certain students are set as "OM Excluded", the students' OM will not be generated in ASR, so those students will NOT be considered in the extraction of student data of TDB Module.

7. When system extracts a list of students for a specified Extract Percentage:
a. If a subject (e.g. Chinese Language) of a certain class level adopts a sole MOI (e.g. Chinese (Cantonese)), the system will automatically use OM class level (OMF) to list the corresponding OM student list.
b. If a subject (e.g. Chinese Language) of a certain class level adopts different MOIs (e.g. Chinese (Cantonese) and Chinese (Putonghua)) for different classes, the system will also use OM class level (OMF) to list the corresponding OM student list if the user has merged the same subject with different MOI for Subject OM ranking in the function [S-ASR05-02] Assessment > Setup > OM Rank.
c. If a subject (e.g. Chinese Language) of a certain class level adopts different MOIs (e.g. Chinese (Cantonese) and Chinese (Putonghua)) for different classes and the user has not merged the OM ranking in the function [S-ASR05-02] Assessment > Setup > OM Rank, the OM will be listed based on different MOIs respectively (i.e. two separated lists will be obtained)
d. In the logic of retrieving students by the OMF, the following principles should be adopted:

2.2 Maintain Databank (Channel 2: Competition Results)
Function Description
Schools can identify gifted/more-able students to enter the Talent Databank by
their performance in specified competitions which are selected by school. (In
WebSAMS, such specified competitions are named as Talent Databank event
(TDB event) 2). When students are selected, the corresponding school pre-
defined Identification Tags of the TDB event will be assigned to the selected
students so that schools can analyse the characteristics of different students in
the Talent Databank.
Summary of User Procedures:
In Student Activity (STA) module 1. Users add a TDB event in STA module. Methods to add a TDB event are as
follows:
Method 1: From the system preloaded TDB event list3
(including school frequently participating international and
national competitions)
Method 2: By creating an "Other school-based recommended TDB
events"
(Apart from the events in the preloaded TDB event list,
schools can select other competitions as a TDB event)
Method 3: By matching a TDB event with a corresponding event from
"Event Offered"
2. Users input the parameters of a TDB event (e.g. Identification Tags,
Scale ……)
3. Users maintain student "Performance" and "Achievement" records of a
TDB event.
2 Users can select the participating students of TDB events to enter the Talent Databank.
3 EDB has prepared a TDB event list and has pre-loaded the list to WebSAMS for
schools' reference. The competitions in the list are selected from the successful nomination award records of the "Data Bank of Hong Kong High Achieving Students" in the past three year since the launching date of the TDB module.

different for different competitions, "Participation Mode" and "Award Type" are categorised with some system provided descriptions. The provided descriptions are shown as below: Participation Mode - Individual/ Duo - Team ( 3 – 10 persons) - Group (11 or more persons) Award Type - Outstanding performance (e.g. Champion, 1st Runner-up & 2nd Runner-up/ Gold Medal, Silver Medal & Bronze Medal) - Good performance (e.g. Merit Award) - Participation

D. Maintain the "Participating Mode" and "Award Type" of a student award record 1. Click [Talent Databank] [Maintain Databank] [Channel 2:
Competition Results] from the left menu.
2. Input TDB Event Code From, TDB Event Code To, TDB Event Name
(Eng), TDB Event Name (Chi), STA Event Code From, STA Event Code
To, STA Event Name (Eng), STA Event Name (Chi), Start Date and End
Date, and select Scale, Domain, Partner Organization, Identification Tag.
3. Click the [Search] button to display the searching results and Click the
[Reset] button to reset any searching criteria inputted or selected.

4. In the search result, click the hyperlink of TDB Event Code or check the
radio button of the desired record and click the [Edit] button.
5. Select Participation Mode and Award Type for students.
6. Or select Participation Mode and Award Type in the header, check the
checkboxes nearby desired students, and click the [Assign] buttons in the
header. The selected Participation Mode and Award Type will be assigned
to the students.
7. Select the checkboxes under the Add to TDB column, and the competition
results of the students will be shown in the TDB reports.

9. Click the [Save] button. After saving, the following message will be displayed.

are mapped with TDB events.

1. When users select School Year and Domain, Partner Organization will
be refreshed accordingly. Only those options of Partner Organization
which are related to TDB events having the selected Domain in the
selected School Year will be shown.

2. When users input keyword(s) in the text field nearby Partner Organization,
the multi-select box will be filtered accordingly.
3. As each TDB event has its own attributes, such as Scale, Domain,
Partner Organization and Identification Tag, if a TDB event is set as
active, its corresponding Scale, Domain, Partner Organization and
Identification Tag will be listed in the searching panel even they are
inactive or expired in HSE module.
4. For an event added from the TDB event list directly (i.e. not mapped with
STA event), if users search a record by Start Date and End Date, system
will search the record based on the Start Date, End Date of TDB events.
For a TDB event mapped with STA event, the search will be based on the
Start Date and End Date of STA events.
5. And/Or radio button nearby Partner Organization:
If option "And" is selected, options of Partner Organization will be filtered
by "And" relationship (i.e. events which are co-organized by organizer A
and organizer B will be displayed).
If option "Or" is selected, options of Partner Organization will be filtered
by "Or" relationship. (i.e. events which are organized by organizer A or
organizer B will be displayed)
6. And/Or radio button nearby Identification Tag:
If option "And" is selected, options of Identification Tag will be filtered by
"And" relationship (i.e. events which contain both Identification Tag A and
Identification Tag B will be displayed).
If option "Or" is selected, options of Identification Tag will be filtered by
"OR" relationship. (i.e. events which contain Identification Tag A or
Identification B will be displayed)

7. If a TDB event is added from the TDB event list directly, as the event has
not been mapped with any STA Event, the fields of STA Code and STA
Event Name (Eng and Chi) will be blank in the summary table of TDB
event.
8. After first saving, the Performance or Achievement will be displayed in
red if the school users have further updated the information in STA for
informing the user of the update. After the users have saved and updated
information in this page [S-TDB01-06] again, the Performance or
Achievement will be displayed in black.
9. As STA module allows school users to delete a particular student data for a
particular event, if the student dataset has been saved before in [S-TDB01-
05], such deletion action will be reflected by highlighting the whole record

of that particular student in red in [S-TDB01-05] when users re-enter.
Besides, the following warning message will be displayed:
“The student data of xxx [English Name (Class, Class No)] has been deleted for xxx [Event Name (Eng)] in STA module’s Event-based function. Re-saving record is recommended to refresh the new dataset.”
10. If users want to display the competition result records of a student in the
TDB reports, please check the checkboxes in the table.

2.3 Maintain Databank (Channel 3: Other Information)
Function Description
Schools identify students by other criteria (e.g. teacher nominations, IQ Test
results) and assign Identification Tags to the nominated students so that schools
can analyse the characteristics of different students in the Talent Databank.
Pre-requisites
N/A
User Procedures
1. Click [Talent Databank] [Maintain Databank] [Channel 3: Other
Information] from the left menu.
2. Select School Year, School Level, School Session, Class Level, Class
Name and Identification Tag, and input English Name, Chinese Name,
Reg No and STRN.
3. Click the [Reset]button to reset the searching criteria.

4. Click the [Search] button to display the result.
5. Select Identification Tag and click the [>] button.
6. If users maintain several students' nomination records simultaneously, batch
updating procedures can be used:
6a. Select the Identification Tag to be used in common at the header
6b. Check the checkboxes nearby desired student records
6c. Click the [Assign] button in the header
6d. The selected Identification Tag will be assigned to the selected students
7. To remove selected Identification Tag, click the [<] button.
8. Input Remarks (if any).
9. Check the checkboxes under column Add to TDB, and the competition
results of the students will be shown in the TDB reports.
10. Click the [Save] button. The following message will be displayed.

Post-effects
Identification Tag(s) is assigned to students.
Notes
1. If users delete an Identification Tag which has been assigned in the
previous school year, the Identification Tag will be deleted entirely and will
not be displayed in any school year.
For example: if an Identification Tag was assigned to a student in the
school year 2013/14, users delete the identification tag of the student in the
school year 2015/16, then the identification tag of this student will be
deleted entirely and will not be shown in any school year, no matter it is
2014/15, 2015/16 or 2016/17.
2. If the "Add to TDB" checkbox of a student with assigned Identification
Tag is unchecked, this student's nomination record will not be displayed in
any TDB report, but the student's Identification Tags will be kept in the
system.

2.4 Export
Function Description
This function allows users to export the extracted student data from channel 1, channel 2 and channel 3 to an Excel file.
Pre-requisites
N/A
User Procedures
1. Click [Talent Databank] [Export] from the left menu.
2. Input the export criteria School Year, School Level, School Session,
Class Level, Class Name, Identification Tag (Student with identification
Tag and Student without identification Tag), Data Source From
(Channel 1: Assessment Results, Term, Channel 2: Competition
Results and Channel 3: Other information), and click the [Export] button
to export the student data.
3. Click the [Export] button and enter "Password" and "Confirm Password" in the popup dialog to encrypt and export the information to a self-extracting executable format (.exe) file.

4. An exe file, named "TalentDatabankExport_YYYYMMDD_hhmm.exe" will
be exported, the file contains:
Data of channel 1 (channel1_YYYYMMDD_hhmm.xls),
Data of channel 2 (channel2_YYYYMMDD_hhmm.xls), and
Data of channel 3 (channel3_YYYYMMDD_hhmm.xls).
5. The exported file is an encrypted self-extracting executable format (.exe) file.
Double click the file and input the password to open the excel file.
Post-effects
The list of student data can be exported.
Notes
1. In the excel file of channel 1:
- The records are ordered by School Year, School Level, School Session,
TDB-Subject Group and Term.
- Students' particulars (Name (Eng), Name (Chinese), Registration No,
Gender and DOB) are real time data.
2. In the excel file of channel 2:
Students’ particulars (Class Name, Class Number, Name (Eng), Name
(Chinese), Registration No, Gender and DOB) are real time data.
3. In the excel file of channel 3:
School Year, School Level, School Session, Class Level, Class Name
and Class Number and students’ particulars (Name (Eng), Name (Chinese),
Registration No, Gender and DOB) are real time data.

2.5 Report
2.5.1 Search for a template
Function Description
Users can generate Talent Databank reports from templates by this function. In
this part, steps to select a template will be demonstrated. For the details of a
template, please refer to the instruction of each template.
Pre-requisites
Adobe Acrobat Reader or Microsoft Office must be installed in the machine to
view the reports.
User Procedures
1. Click [Talent Databank] [Report] from the left menu.
2. All reports will be displayed.
3. Click on the Report Name (ID) link and a list of built-in and user-defined
report templates will be displayed.
4. Click on the report template link to generate the report.
Post-effects
1. System allows user to preview/print a report:
[Preview & Print] allows user to preview and print the report.
[To File] allows user to save the report into the Report Repository.
The hyperlink to the Report Repository is shown at the top of the
page, user can access the report directly.

2.5.2 Talent Databank Report 1 (by Student) (R-TDB001-C)
Function Description
"Talent Databank Report 1 (by Student) (R-TDB001-E)" report allows users to
print extracted information of channel 1, channel 2 and channel 3 by student.
Pre-requisites
1. Students’ Assessment Results or Competition Results have been
extracted, or students have been assigned with Identification Tag(s).
2. Adobe Acrobat Reader or Microsoft Office must be installed in the machine
to view the reports.
User Procedures
1. Specify the School Year, School Level and School Session.
2. Select Class Level and Class Name.

3. Check the checkboxes nearby Channel 1: Academic Results, Channel 2:

6. Select the Format of the report to be exported in one of the format from PDF
/ Word / RTF / Excel.
7. Click the [Preview & Print] button to produce the report.

extracted, or students have been assigned Identification Tag(s).

Function Description
"Form for adding new international/national competition(s) (R-TDB003-E)" report
allows users to prepare and print a form for recommending EDB to enrich the
TDB event list with new international/national competitions for school reference
and use.
Pre-requisites
1. There is at least one "Other school-based recommended TDB events"
mapped to a STA event and the scale has been set as international/national
in any school year.
2. Adobe Acrobat Reader or Microsoft Office must be installed in the machine
to view the reports.
User Procedures
1. Select the Format of the report to be exported in one of the format from PDF
/ Word / RTF / Excel.
