1 Introduction Detailed in this document are the segments used to satisfy the requirements for Ingate and Outgate Activity messages being sent by the Community Inventory Control System known as Destin8 . The data structure for the messages has been based on the ITIGG documents Principles & Rules for Transport Equipment Movements (Reference JM4/ITIGG/96.101/v.131) and D95B CODECO Message Guideline (Reference JM4/ITIGG/96.105/v.11). 2 Message Scenario Ingate Activity messages will be generated for Export Units and Breakbulk consignments. Outgate Activity messages will be generated for Import Units and Devanned and Breakbulk cargo. In addition, Outgate messages will be generated for frustrated Export Units and Breakbulk consignments. The message generated from the relevant Gate Activity will depend on the constitution of the Unit and/or Consignment. There will never be more than one Unit per message and, for breakbulk, devanned or consolidation cargo there will be one message per gate activity. However, it will be possible for a single message to report multiple DG details within the same unit, as long as these are available. Only Message Function (BGM:1225) values 9 (Create) and 5 (Replace) will be used. 3 Notification Scenario The Community Inventory Control System, known as Destin8, provides customs clearance facilities for both import, export and transhipment cargo handled in the UK ports of Felixstowe, Harwich, Teesport, Thamesport, Grangemouth and Liverpool as well as Inland Clearance Depots (ICD), Airfreight handled through East Midlands Airport and Enhanced Remote Transit Sheds (ERTS) located in the various port community areas. The system provides a real time interface for all parties involved in the movement of cargo including Port/Airport/Depot operators, UK Customs, Port Health, Line Agents, Forwarding/Customs Agents and Hauliers. Facilities are also provided to enable related dangerous cargo consignment information to be recorded on the Inventory System for use by Port Authority and Harbour Authority Dangerous Goods Controllers. It is expected that the Coastguard Authority will also have access to information held on the system. CODECO messages will be generated by Destin8 as a result of a Gate Activity being reported to the Inventory System by the Port/Depot/Airport Operator. Once the user environment has been configured, the delivery of message output is controlled by the user entitled to receive the information by use of an Destin8 Output Control transaction (COR). This VDU transaction enables the user to select an output to be delivered to a printer, by Destin8 local message format or EDIFACT message format. If particular outputs are not required they can be switched off by use of the same transaction.

CHANGES IN THIS VERSION

To handle the new SOLAS requirements on Gross Mass Verification, DMR (Data Maintenance Request) for new codes,

to handle the new entities, has been submitted to UN/CEFACT. Until these DMR’s have been accepted this MIG will

include the temporary changes indicated in red based on these requests, once the new codes have been assigned by

UN/CEFACT then an updated version of this MIG will be published,

The changes to the Unitised In-gate message to cater for the SOLAS requirement are as follows:

information will be formatted as a maximum of 6 codes each one separated by comma and space. The

first character of each code will identify the area of damage as follows: L – Left Side R – Right Side

F – Front T – Top D – Door. The second and third characters will identify the type of damage as

follows: DT – Dented and Bulged HO – Holed/Breached NI – Structural Damage WT – Wear and

Tear. The segment can also be used to supply the SOLAS Method used to ascertain the Verified Gross

Mass.
