The current guide is a useful tool for foreign students and staff (military or civilian) coming to „CAROL I” National Defence University. It contains important information concerning administrative aspects according to Romanian requirements and general information about Bucharest and Romania. THIS GUIDE MUST BE READ VERY CAREFULLY. 1. GENERAL INFORMATION ON “Carol I” NATIONAL DEFENCE UNIVERSITY (NDU)

1.1. Short History

„Carol I” National Defence University has ensured the continuing tradition of the Higher Staff College, founded in 1889, representing the sixth staff college in Europe, in line with those in Berlin, Vienna, Paris, Turin and Brussels.

Its tasks are training of commanders, staff officers and experts within the military, civilian and political fields who are to be appointed in leading and expertise positions in the defence and national security domains, to organize and carry out scientific studies and research necessary for the accountable structures in these domains.

Throughout time, the institution has functioned under different names, such as: - Superior War School, founded in 1889 at PELES Castle, in SINAIA, by High

Royal Order no 2073 signed by King Carol I of Hohenzollern-Sigmaringen; - Military Academy from1948, by Grand National Assembly Decree no 1803; - Academy for Higher Military Studies from 1991, by Romanian Government no

305; - National Defence University from 2003, by Government Decision no 1027 - the name of King Carol I was added to starting with September 6, 2005. ‘LABOR IMPROBUS OMNIA VINCIT’ – ASIDUOUS WORK CONQUERS

EVERYTHING has been the motto for all staff officers who have been trained here. No matter the period of time when they have studied in this establishment, the officers’ training has emphasized the spirit of honour, the respect towards the fundamental values of the country and has facilitated the acquiring of remarkable professional skills.

This ‘acquiring’ has been possible by means of both military strictness and also by means of the relationship between the students, on the one hand, who have eventually become accountable military personalities, such as Generals Ion Sichitiu, Alexandru Averescu, Constantin Prezan, Florea Tenescu, Paul Teodorescu, Alexandru Pastia, Ion Antonescu, Ilie Steflea, etc., and their mentors, on the other hand: Simion Mehedinti, Constantin Radulescu-Motru, Nicolae Iorga, Victor Slavescu, Gheorghe I. Bratianu, Grigore Caracostea, Bogdan P. Hasdeu, etc.

Starting with 1998, the National Defence University has become a member of the Syndicate of NATO-Member Countries Academies. Yearly, there are held paper sessions concerning national security and defence, with the participation of national and international educational establishments, governmental and non-governmental bodies and of many trading companies. Since 1992, among NDU students there are also officers from over 16 NATO or cooperation partner countries.

Being constantly up-to-date with the latest developments in similar institutions in NATO-member or partner countries, NDU meets the challenges of the future military conflict framework, the transformations within the current Romanian society and the Romanian Army as well.

The structures of “CAROL I” National Defence University are: - Command and Staff Faculty; - Joint Operations, Strategic and Security Studies Department; - Defence Intelligence Department; - Crisis Management and Multinational Operations Department; - Military Management and Teaching Personnel Training Department; - Advanced Distributed Learning Department; - Foreign Languages Department; - Centre for Defence and Security Strategic Studies; - National Defence Department (Independent structure located in NDU building); - Regional Department for Defence Resources Management Studies (located in

BRASOV).

1.2. Students’ Registration

Application forms for students should be sent via military attaches 45 days before the start of the course. We would require your personal data as well, as this information is necessary for us to prepare the necessary formalities in view of your stay in our country. Please fill in the Application Form in Annex A and send it to Romanian authorities via the Romanian Defence Attaché.

1.3. Arrival and Departure Procedures

Foreign students and staff will be welcomed at the airport or railway station by a representative of the Romanian NDU, provided you send us at least three days in advance your arrival details. Otherwise, we will not be able to collect you from the airport and therefore we recommend that you use the services of the Embassy of your country in Romania. However, it is advisable that foreign students and staff contact the defence attaché of their country in Bucharest in order to obtain the necessary assistance or use public transportation (see chapter 2.5). We recommend that the students arrive at NDU one or two days (1-2 days) before the course starts and depart one day (1 day) after the last day of the course. In case they, regardless of reason, earlier arrival or later departure, the costs for accommodation and meals become their responsibility. Upon arrival at NDU, a magnetic card for access will be issued for you. In case you have a car, access can be granted inside NDU upon request.

1.4. Travel Expenses

The international transport (plane or train) is the responsibility of the foreign partner which sends students and staff in Romania. Exceptions: Azerbaijan and Georgian students For students coming from Georgia or Azerbaijan, money for international transport tickets will be repaid by the Romanian party. This is the reason why they should bring along a document certifying the exact amount of money paid for the tickets, through a fiscal paper (receipt) from the travel company which issued the travel documents and the travel ticket.

1.5. Visas and Other Necessary Documentation

1.5.1. Visas

In accordance with EU regulations, foreign students coming from non-EU countries must show at the Romanian border a passport with a study visa, identified by the symbol D/S. The taxes necessary for obtaining or renewing a Romanian visa, either in the country of origin or in Romania, are entirely the responsibility of the sending country. For details concerning tax fees and other visa regulations, please contact the Romanian Embassy in your country. In case you require a letter of invitation from us in order to obtain a Romanian study visa, please submit your course application via the military attaches 45 days before the beginning of the course. In order to check whether you need a visa to travel to Romania, please visit the Romanian Ministry of Foreign Affairs website – www.mae.ro For stays in Romania longer than three months, it will be compulsory to obtain a RESIDENCE PERMIT, which will be issued to you by Romanian authorities upon your arrival. For more information about fees and conditions, please contact the Romanian Embassy in your country.

1.5.2. Special Identity Card According to Romanian legislation, for foreigners that come to stay in Romania for more than 60 days, it is mandatory to obtain a special identity card for military and civilian staff. Within 2 (two) days upon arrival, foreigners must provide their personal data and arrangements will be made for the issuing of the card by the Romanian military authorities.

1.5.3. Residence Permit For foreigners that are going to stay in Romania for more than 90 (ninety) days it is mandatory to obtain a residence permit issued by the Romanian immigration authorities. Failure to obtain the residence permit leads to interdiction to enter the European Union countries for the following 5 years. The cost for the issuing of this document is NOT the responsibility of the Romanian side. NOTE: The special identity card and the residence permit do NOT exclude one another; they are both compulsory.

1.6. Financial Agreements

According to the provisions of the bilateral agreements, NDU provides free of charge the following: meals, accommodation, transport from and to the airport, transport in the interest of the teaching process, access to course materials in libraries, in laboratories or course rooms belonging to the NDU, as well as general or emergency medical assistance. The Romanian NDU will not cover the costs of accommodation, meals and transport beyond the course period. Partners who have not signed such agreements with Romania will pay the whole course‘s expenses.

1.7. Leaves

Foreign students and staff may beneficiate of leaves and holidays in the same conditions as Romanian officers, with the approval of the leadership. The costs for visiting the participant’s country of origin during leaves or holydays will be their responsibility.

1.8. Medical Assistance

The Romanian party provides emergency medical assistance during the agreed stay period. No vaccinations are required. Foreign students and staff

will receive free medical treatment, if needed, only in military medical facilities, according to provisions of bilateral agreements.

1.9. Discipline

Foreign students and staff should observe the laws and rules of Romania and its military system, as well as the general rules and regulations within the NDU. It should be mentioned, for ethical reasons, that in Romania, as in the majority of the European countries, men and women have the same rights. In the NDU, fifty-six percent of employees are women. Students have to be in the classroom on time, as it is disruptive for speakers and other participants when there are late arrivals. During presentations, syndicate room discussions and exercises, the use of mobile phones is not allowed.

1.10. Administrative Details

1.10.1. National Defence University

Accommodation: “Carol I” National Defence University hostel provides accommodation for its staff and students (both Romanian and foreigners). Rooms have bathroom, refrigerators, TV sets and TV cable facilities. Washing machines and irons can be found on each floor of the hostel in a designated room. The electric power is 220V, 50Hz AC. Cooking is not allowed in the NDU hostel. “Carol I” National Defence University hostel does not provide minibar. Meals: Brunch is available with payment over-the-counter, while lunch has to be booked and paid one day in advance. Meals are offered according to the schedule of the military dining facility. Packed food will be provided for dinner upon request. Internet access is available in classrooms and in the Students’ Club, as well as at the ground floor of the NDU hostel. The administrative staff will provide upon request a user name and password for Internet/Intranet access. Smoking is allowed only in special areas.

NDU also provides the following: • course books • access to University libraries • hairdresser’s • sports facility • orthodox church • medical centre

Fees at the NDU:

� Course fee = 180 lei / week / student (excl. week-end days) � Administrative fees = 120 lei / week / student (excl. week-end days) � Lodging at NDU/ day = 12 lei / person � Meals in the NDU / day = 19 lei

These fees may be subject to changes according to the official exchange rate. For students coming from countries with which Romania has signed Cooperation Agreements / Protocols, these costs are covered by the Romanian side. 1.10.2. HAIDUCULUI Military Facility Accomodation in HAIDUCULUI Military Facility is not appropriate for students. It can be made only with the approval of the Minister of National Defence. Meals have to be booked one day in advance; please observe the schedule of the restaurant. Laundery & Cleaning facilities are not available. Haiducului Military Facility does not provide minibar. 1.10.3. The Regional Department of Defence Resources Management Studies (DRESMARA) – BRAŞOV

DRESMARA, located in BRASOV, has its own facilities regarding accommodation and educational activities. One hostel with 60 apartments, clubs for relaxation (pool table, ping-pong and fitness), kitchen and laundry facilities are available for students. Each apartment has a study room, a bedroom, a bathroom, TV cable, computer with Internet access, telephone and refrigerator. The educational building have: lecture rooms, discussion rooms, IT laboratory, library, editing facilities. The students can also use the facilities from the Air Force Academy base: gym hall, fitness hall, hairdresser, coffee shop. Inside of DRESMARA buildings, smoking and alcohol are strongly prohibited. The electric power is 220V, 50Hz AC. Fees at DRESMARA: Course fee = 35 EUR /week / student (excl. week-end days) Lodging / day = 17 EUR / person Full board (3 meals) / day = about 10 EUR Fees are to be paid in lei, according to the daily exchange rate. For students coming from countries with which Romania has signed Cooperation Agreements / Protocols, some costs are covered by the Romanian side. 1.11. Lodging with Family (Spouse or Children)

NDU does not support lodging and board costs for the members of your family. In case you are visited by members of your family, please ask for the support of your Embassy to recommend you a hotel in the city at reasonable prices. In any case, you are to inform the course staff in writing about such visits.

2. GENERAL INFORMATION ON ROMANIA

Bucharest is Romania's capital and largest city, as well as the most important industrial and commercial centre of the country. With its 2 million inhabitants in the city proper and more than 2.4 million in the urban area, it is also one of the largest cities in Eastern Europe. Bucharest is divided in 6 official districts (“sector”, plural “sectoare”), numbered from 1 to 6, each with its own mayor and council. They are counted clockwise, starting from PIATA UNIRII. An unofficial district system is in far wider use, as people refer to places by using the neighbourhood they are located in (“cartier”, “cartiere”). Neighbourhoods cover the whole city, both slums and rich suburbs. A neighbourhood may cover 200.000 persons (such as BALTA ALBA) or 1.000 persons (such as PRIMAVERII). BRAŞOV, municipality, seat of county BRAŞOV: 280.000 inhabitants; 550-700 m altitude. It is the largest city in a mountain resorts area. The old city itself is very well preserved, and is best seen by taking the cable-car to the top of TÂMPA Hill (995 m), a beautiful lookout. Centrally located BRAŞOV is a good starting point for trips around Romania. The city is situated at fairly equal distances from several tourism destinations in the country: the Black Sea resorts, the monasteries in northern Moldavia, and the well-preserved wooden churches of Maramureş.

2.1. Language in Romania

The official language is Romanian. Most educated people speak English or French.

2.2. Climate

Romania has a temperate-continental climate with hot summers and cold winters. This region gets all four seasons, although spring is brief and falls mainly in April. The average high daily temperature in summer is about 28ºC and in winter about 0ºC. It can get really hot and dry during the summer (40ºC) and really cold during the winter (-20ºC). 2.3. Time

Romania is in the Eastern European time zone (UTC+2).

2.4. Customs Regulations

Romania enforces the international rules of the Convention related to customs facilities for travellers. Any traveller may enter or leave Romania with a maximum of USD 10,000 in cash or traveller’s cheques.

2.5. Airports and NDU Transfer

Most flights, both international and domestic, land at the HENRI COANDA International Airport, located in OTOPENI 28 km north of the city. It is the main hub for the Romanian flag carrier TAROM and is used by the major international airlines. The smaller AUREL VLAICU International Airport was used for commercial flights. It is located in BĂNEASA, much closer to the city centre than OTOPENI, and is used primarily by low-cost airlines In case of arrival on the “HENRI COANDĂ” International Airport – OTOPENI, the student travel to NDU by: bus – line 738 ( the bus station is situated at Depart & ARRIVALS terminals) - to “PIATA ROMANĂ” bus station, in downtown Bucharest, then the bus/ trolleybus to “SOSEAUA PANDURILOR“ station (line 91, 122, 136, 226, 336); "Henri Coandă Express" trains: provide connection between Bucharest Henri Coandă International Airport and the North Railway Station, via CFR “Airport Stop”, with a frequency of one train per hour, from 05:15 a.m. until 23:20 p.m. The passengers’ transfer to CFR “Airport Stop” is provided by buses whose schedule is synchronized with the train’s schedule. The tickets are valid both for the train and for the transfer bus, the price being of 6 lei per ticket. Tickets can be purchased from the ticket office located at the ground floor of the International Arrivals Terminal as well as from all the railway station ticket offices and travel agencies in the country. taxi to the “Universitatea NaŃională de Apărare CAROL I”. (around 20 EURO) In case of arrival in the AUREL VLAICU airport, downtown is easily accessible, either by taxi or public transportation. Bus lines 131 and 301 connect it with PIATA ROMANA in downtown Bucharest and bus line 205 with the GARA DE NORD train station. From PiaŃa Romană students can arrive to NDU by bus - line 368 to “SOSEAUA PANDURILOR“ bus-station.

2.6. Trains and NDU Transfer

Bucharest is linked through direct daily trains to all neighbouring countries’ capitals (Belgrade, Budapest, Chisinau, Kiev, Sofia) as well as to Wien, Venice, Thessaloniki, Istanbul, Moscow and of course to main cities in all of Romania’s 42 counties. All international trains and most long distance internal trains arrive at Gara de Nord (Northern) station, located quite near of the city center, to which it is linked by subway and several buses, trolley, tramway lines. Some trains to and from the Black Sea Coast use either GARA DE EST-OBOR (Eastern) station, or BANEASA station. The other three smaller stations (BASARAB, PROGRESU and REPUBLICA) are used exclusively for local and regional trains. The timetables for domestic routes are available here http://www.infofer.ro/ In case of your arrival in Bucharest by railway at GARA DE NORD Train Station, the students can travel to NDU by: Trolleybus, line 96, to “SOSEAUA PANDURILOR” bus stop (15 min); Subway trains to EROILOR station; Taxi (around 4-5 EUR)

2.7. Arriving in BRAŞOV

By rail: from BUCHAREST (166 km), FĂGĂRAŞ (65 km), SIGHIŞOARA (128 km), SFÂNTU GHEORGHE (32 km); By plane In case of arrival in the “HENRI COANDĂ” International Airport – OTOPENI, students can travel to NDU by:

bus – line 738 - to bus station “PIATA ROMANĂ”, then subway to the railway station “GARA DE NORD” Taxi to the railway station “GARA DE NORD”. From the railway station take the train to BRAŞOV. In Brasov, from the train station to the Regional Department for Defence Resources Management Studies students can travel by bus no. 23 or by taxi (ROTAXI or TOD) the cost is around 5-6 lei.

2.8. Public Transportation

Trams, Buses & Trolleybuses BUCHAREST has a relatively efficient public transport system, which operates from 05:30 am to midnight. Tickets for bus can be bought at RATB kiosks, which are located on the main thoroughfares in the city. The current fare is 1,30 Lei (one-way ticket for bus, when you get on the bus it is obligatory to perforate the ticket, Ticket inspectors (“controlori”) are widespread, and if you are caught without a ticket you’ll pay a fine. On route 783 - PIATA ROMANA-OTOPENI, magnetic cards used on the other routes are not valid - trip magnetic card (route 783) fare: 7 lei. Tickets can be purchased from the driver. Subway (“METROU”) Magnetic tickets for subway can be bought from subway station; Tickets valid for two journeys cost 2.50 lei, tickets valid for ten journeys cost 8.00 lei. Subway trains run between 05:30 - 23:30 and are supposed to run with a frequency of between 3-12 minutes. 2.9. Taxi

The current rate is between 1,50 Lei and 2,00 Lei per km. A fare price from the HENRI COANDĂ” International Airport – OTOPENI to the “Carol I” National Defence University (“Universitatea NaŃională de Apărare CAROL I” is about 90 Lei (around 20 EURO). Always ask the driver to turn on the meter.

2.10. Rent a Car

All the subsidiaries of the large international companies are present in Romania: Avis, Budget, Hertz, Dollar, National and Europcar. In order to obtain a temporary driving license that will enable you to drive on Romanian territory, please consult the Romanian legislation at http://www.mai.gov.ro/engleza/english.htm. For that, please ask the support of your Embassy.

2.11. Telephones

Public telephones are orange and use a prepaid phone card (“cartela de telefon – ROMTELECOM”). These can be used for all kinds of calls, including the direct international calls. Telephone cards can be purchased at the post offices, hotels, newsstands, and RATB kiosks at prices 20 Lei and 30 Lei. There also can be used prepaid cards from other phone companies, including Voice over IP and cell phones (ORANGE, VODAFONE, ZAPP and COSMOTE). The nearest post office is situated at no: 33, street: Davila Carol, opening hours: Monday to Friday is open from 07:30 to 20:00, Saturday is open from 07:30 to 13:00, and Sunday is closed. If you arrive at NDU on Sunday please purchase the phone card from airport. WiFi Hotspots Bucharest has free WiFi hotspots, around PIATA UNIVERSITATII and ROMEXPO complex, also McDonalds offers free WiFi in almost all of its outlets, as do KFC and PIZZA HUT.

Money can be exchanged at banks, hotels, and private offices (“Casa de schimb valutar”). There can be major differences in rates, especially between banks and private exchange offices. So it is advisable to shop around. It is both illegal and not advisable to change money in the street as the chance to be cheated is very high. Bank notes are in the following denominations: 1 Leu, 5 Lei, 10 Lei, 50 Lei, 100 Lei, 200 Lei and 500 Lei and coins: 1 Ban, 5 Bani, 10 Bani, 50 Bani. Banks are open weekdays from 09:00 to 18:00. The students can also use valid cards to make payments.

In Brasov: The Old 15th and 16th Century Fortifications THE WHITE TOWER (“TURNUL ALB”) and the BLACK TOWER (“TURNUL NEGRU”) (15th century), on the WARTE HILL. THE WEAVERS’ BASTION (“BASTIONUL łESĂTORILOR”) (16th century), the largest bastion in the country, nowadays a museum. THE MUSEUM OF BRAŞOV FORTRESS, the CATHERINE GATE (1559), which still preserves the old emblem of the town. THE TOWN HALL (“CASA SFATULUI”), built in the 15th century, destroyed by a great fire in 1689, reconstructed in the 18th century in the baroque style; its 58 m tall tower goes back to 1528. THE TOWN HALL includes now the HISTORY MUSEUM with valuable collections of old documents and other objects. SAINT BARTHOLOMEW CHURCH (251 LUNGĂ ST.) which was built around 1260 in the early Gothic style. It is built of sandstone and limestone, and was partially transformed in the 15th century. THE BLACK CHURCH (“BISERICA NEAGRĂ”) is the largest Gothic building in the country. It was built between 1384 and 1477 on the foundations of an older building, probably a basilica. It has three parts and is 89 m long and 38 m wide. It was called the BLACK CHURCH after the great fire of 1689, which damaged it and blackened its exterior walls. Noteworthy are its lateral galleries, its richly ornamented portals in the Renaissance and Baroque styles, the number of its statues and its collection of old Oriental carpets. THE BLACK CHURCH possesses one of the largest organs in the country and concerts of pre-classical and classical music are often organized here. MOUNT TÂMPA (998 m), to the south of the town. Access: by foot along the winding path or by cable shuttle. The slope facing the town has been

arranged as a natural park. The restaurant on the mountain peak offers a beautiful view of the town. POIANA BRAŞOV (13 km along the DL), 1020 m altitude, a well-known holiday and winter sports resort. The resort lies in a large clearing at the foot of MOUNT POSTĂVARU (1,800 m altitude). It has developed and has been modernized during the last forty years, becoming Romania’s best-equipped winter sports resort. It has an invigorating medium altitude climate, without excessive temperatures (170C average temperature in July and –30C average temperature in January). RÎŞNOV (15 km along the DN 73), town, 635 m altitude. The town lies at the foot of MOUNT POSTĂVARU in the BÎRSA DEPRESSION, at the intersection of old trade routes. “TIMIŞUL DE SUS” (19 km along the DN 1), holiday resort lying in the valley of the “TIMIŞ”, between the “POSTĂVARU” and the “PIATRA MARE” mountains, starting point to the “TAMINA” waterfall and to the “PIATRA MARE MASSIF”. “PREDEAL” (25 km along the DN 1), town, a holiday and winter sports resort, 1,040-1,100 m altitude. The highest town in the country, developed on a watershed, with the PRAHOVA RIVER flowing south and the TIMIŞ RIVER flowing north. It is surrounded by the POSTĂVARU and the PIATRA MARE MOUNTAINS to the north, and by the BUCEGI MOUNTAINS and the GÎRBOVA MASSIF to the south. The climate is of the sub-alpine kind, with a dry, ozonized air; 5 degrees Celsius average annual temperature (15.8 degrees C in summer, -4.3 degrees C in winter). The thickness of the snow layer is of maximum 41.8cm in February and of minimum 10cm in April

Bucharest has a diverse and growing cultural scene, with cultural life exhibited in a number of various fields, including the visual arts, performing arts and nightlife. Bucharest has an eclectic mixture of elements from traditionally Romanian buildings to buildings that are influenced by French architects. It is because of this French influence that Bucharest was once called "THE PARIS OF THE EAST" or "LITTLE PARIS." Bucharest has a number of landmarks that are identified with it throughout the world. Perhaps the most prominent of these is the PALACE OF THE PARLIAMENT, which was built in the 1980’s during the reign of Communist dictator NICOLAE CEAUŞESCU. Currently the largest building in Europe and the third-largest in the world, the Palace houses the Romanian

Parliament (the Chamber of Deputies and Senate), as well as “THE NATIONAL MUSEUM OF CONTEMPORARY ART”. It is also often used as a convention centre. Another well-known landmark of Bucharest is the “ARCUL DE TRIUMF” (TRIUMPHAL ARCH), which was built in 1935 and was modelled after the Arc de Triumph in Paris. In terms of visual arts, the city contains a number of museums featuring both classical and contemporary Romanian art, as well as selected international works. THE NATIONAL MUSEUM OF ART OF ROMANIA is perhaps the best-known of Bucharest museums. It is located in the former royal palace and features extensive collections of medieval and modern Romanian art, including works by renowned sculptor CONSTANTIN BRÂNCUŞI, as well as a prominent international collection assembled by the former Romanian royal family. Other, smaller museums contain more specialized collections of works. THE ZAMBACCIAN MUSEUM, which is situated in the former home of Armenian-Romanian art collector KRIKOR H. ZAMBACCIAN contains works by many well-known Romanian artists as well as international artists such as Paul Cézanne, Eugène Delacroix, Henri Matisse, Camille Pissarro and Pablo Picasso. THE GHEORGHE TATTARESCU MUSEUM contains portraits of Romanian revolutionaries in exile such as Gheorghe Magheru, Ştefan Golescu, Nicolae Bălcescu and allegorical compositions with revolutionary (Romania's rebirth, 1849) and patriotic (The Principalities' Unification, 1857) themes. THE THEODOR PALLADY MUSEUM is situated in one of the oldest surviving merchant houses in Bucharest and includes many works by Romanian painter Theodor Pallady as well as a number of European and Oriental furniture pieces. THE MUSEUM OF ART COLLECTIONS contains the collections of a number of well-known Romanian art aficionados, including Krikor Zambaccian and Theodor Pallady. THE MILITARY MUSEUM presents the Romanian military history, includes an interesting collection of weapons, military uniforms and visual information about Romanian nation by the military point of view.
