Background

• ISPR recommendations and the creation of the NRT Volunteer Workgroup

• Interagency collaboration efforts include:– Outlining Use of Volunteers During Oil Spills

through an NRT Technical Assistance Document (“TAD”)

– Establish a collaborative relationship between USCG/EPA FOSCs and CNCS through a Memorandum of Understanding (MOU)

MOU General Information

• Establishes connection between incident leadership needing assistance managing volunteers, and the agency with volunteer management expertise.

• Describes responsibilities of each agency in developing/supporting an unaffiliated volunteer management program.

• Takes effect upon request of USCG or EPA FOSC following a spill.

Responsibilities

• USCG/EPA: – Develop & support an unaffiliated volunteer

management program.– Identify & include CNCS in training & exercises. – Request CNCS assistance following an

incident.– Facilitate payment of appropriate costs through

OSLTF or Interagency Agreements.

Status & Implementation

• Signatories USCG, EPA, CNCS.

• Finalized, in final approval process.

• NRT implementation is final step.
