DESCRIPTION
AIM HIGH - this is unbelievableThe United States Air Forces Shaw Air Force Base's 379 ECONS from South Carolina while deployed to Al-Udeid AB, Qatar to put in a mandatory site visit which is illegal according to the Federal Acquisition Regulations 52.237-1. They can recommend, but not make it mandatory. The question the OSI should be asking is why did they try to limit competition like that. Captain Stuart Moats headed up this fiasco and the two contracting officers were TSgt Christopher Malley and SSgt Jose Plasencia. What is interesting was this was posted to FEDBIZOPPS and then taken down. Qatar has an inferior site that Contracting Officers try to say they are posting to when it doesn't even work. I would encourage the Subcommittee on Contracting Oversight to ask Colonel Dietrich who is the PARC (Procurement Integrity - yea right) for Qatar and find out why the Contracting Officers there are not using the FEDBIZOPPS. We thought Camp Arifjan was corrupt in their practices. The Air Force issued a corrective action where they told the GAO, in bad faith, that they would drop the illegal mandatory site visit and post drawings. The 379th ECONS ignored the Pentagon instruction and canceled the solicitations. Bad Faith Lynn Gibson (GAO) and Colonel Hasty. And now the Pentagon's bad faith action is memorialized in this document.

Latvian Connection General Trading and Construction LLC, A Veteran Owned Company, wishes tobid upon the Multi-Award Construction Contract (MACC), F38604-1 O-R-BO16 at AI Udeid AB,Qatar, and LC LLC has a reasonable chance of winning the contract if 379 ECONS evaluates LCLLC's timely proposal. LC LLC has a direct economic interest in the award of this contract and is aninterested party.

TIMELINESS OF TIDS PROTEST
After contacting the US Air Force's 379 ECONS Contracting Office after not finding F38604-09-R-B021 posted on www.fbo.gov that I had downloaded the synopsis page for on February 14,2010(Exhibit 1) in order to look at the current status and amendments, I found that it was no longer posted.The copy I had did have did not state that the Pre-Proposal site visit was mandatory, and the copy Ihad stated that the 2 GPEs would be updated. I did not find that www.fbo.gov was updated. I wrotethe 2 Contracting Officers listed in the copy I had and was unable to obtain a response from them. Iwas able to reach a MSgt Wescott, another contracting officer at the Qatar base whose name appearedon another solicitation (Exhibit 2) to find out if there was an award of Multi-Award ConstructionContract or was there a current solicitation and I asked why wasn't it on FBO. After that contact,MSgt Westcott wrote back to let me know the new contracting officers name(Exhibit 3 ), thesolicitation was posted back on to FBO (Exhibit 4) to reflect that the replacement of the originalcontracting officers who had rotated back to the United States with a TSgt Malley. Amendment 3(Exhibit 5) was posted and that stated that there was to be a "mandatory" site visit and thatamendment also added another solicitation number, F38604-10-R-BOI6 (Exhibit 6), except there wasno instructions regarding the site visit or any instructions in Amendment 3 After investigating the re-posted documents for F38604-09-R-B021, I responded on March 10, 2010,( Exhibit 7 ) , I was toldon MAR 13, 2010 that my submission of documents was unresponsive and LC LLC would not beable to bid, (Exhibit 10) "basis". This protest is within the 10 days after the "basis" of the protest wasknown. There were no instructions and TSgt Malley has an Arabic document that he says needs to befilled out - without instructions.
FACTUAL GROUNDS OF THE PROTEST
TheRFP
379 ECONS issued the RFP, F38604-09-R-B021 on June 30, 2009, (Exhibit 1), The RFP IndefiniteDelivery Indefinite Quantity (ICIQ) contract to include a base year and four (4) option years for aMultiple Award Construction Contract (MACC), (Exhibit 4).
The solicitation states, "The closing date and time for submission of offers as well as the date andtime for the pre-proposal site visit will be contained in the solicitation pack which will be madeavailable only on the EPS government point of entry (GPE) Web sitehttp://www.militarycontracting.com and https://www.fbo.gove/ at that time. Potential offerors areresponsible for monitoring this site for the release ofthe solicitation package and any other pertinentinformation and for downloading their own copy of the solicitation package."
When I went to FBO on February 28, 2010, I discovered that the solicitation was no longer posted. Ithen searched Google to locate an archived solicitation so I could contact the contracting officers tosee ifthe solicitation was still active. I wrote to [email protected] and [email protected] and received no response. I also did not receive anundeliverable message which led me to believe the 2 contracting officers were still at the base. I thentried to call the phone numbers that they listed and the base operator stated the phone numbers givenon the solicitation were incomplete. I then did a search of Qatar in FBO and wrote to MSgt Leslie

Wescott, [email protected] , and asked if the solicitation was still active and whydidn't the contracting officers respond. She said that they had rotated back to the United States. MSgtWescott stated there was a current contracting officer and she did not know why the solicitationwasn't on FBO.
TSgt Christopher Malley wrote to me to say that there were now two (2) solicitation numbers and onewould be used for reference, F38604-09-R-B021, and there would be another, which was F38604-10-R-BO16 that would be also used. TSgt Malley said that the site visit was mandatory and that theywould extend the solicitation bid due in date and hold another site visit. He posted Amendment 003,but it had no instructions. I looked at the re-posted documents for instructions and there were none. Iasked on March 3,2010, for MSgt Wescott to ask the legal team to provide the legal provision thatmade the site visit mandatory. (Exhibit 8) Icited far 52.237-1, and that states that in no event shallthe failure to inspect the site constitute grounds for a claim after contract award. Ialso cited FAR52.236-3 that stated "any failure of the Contractor to take the actions described and acknowledged inthis paragraph will not relieve the Contractor from the responsibility of estimating properly"
My experience from attending site visits in Bahrain were that none of them were mandatory and therewas no electronic devices allowed on the site. It was against the rules to be drawing maps ordiagrams and it was absolutely forbidden to take pictures. That would leave very little value inattending a site visit.
I hold Kuwait residency and as a resident of a GCC country, I can enter Qatar. As an American, thevisa requirement is that I obtain a visa at the Airport (Exhibit 9). Aside from that, I am a Kuwaitresident and Qatar states that "Qatar adopts a visa-exemption policy for more than 30 countries, aswell as the GCC members, to boost tourism. The current regulations are applicable to GCC residencepermit holders. ( Exhibit 7, pg 10) The Air Force's 379 ECONS has increased the burden on thecontractor by stating not only was there a mandatory requirement for a site visit, but that they alsowanted a Qatar visa in advance for the site visit when it is not required for a resident of a GCCcountry, which Kuwait is. In addition to this onerous requirement was an Arabic document that theywanted filled out that had no instructions about what it was for or what the contracting officer wantedfilled out. There simply were no instructions and the contracting officer, TSgt Malley refused toprovide any instructions when I called him at 5 PM on March 11, 2010.
What the 379 ECONS contracting office has done is to put such a requirement unreasonably restrictscompetition and severely prejudices LC LLC because we not based in Qatar.
I noticed a design and construction services solicitation number W912ER-l 0-R-0005 for theConstruction of Phase 2 of the Blatchford-Preston Complex at AI Udeid Air Base Solicitation, and theContracting Officers states that the "tentative date for a Pre-Proposal Conference and Site Visit isMarch 31,2010. Attendance at the site visit is limited to two (2) per firm. Attendance is notmandatory." (Exhibit 11).
Request of a ruling by the Comptroller General of the United States
Latvian Connection LLC specifically requests that a ruling be made about the mandatory site visitrequirement for these 2 solicitations.
When asking our contracts attorney if site visits were really mandatory, he stated,
"Amendment 03 states the site visit is mandatory. However, "a bidder's failure to make a site visit,even where a solicitation so requires, is not a valid basis on which to reject an otherwise responsivebid." Edward Kocharian & Co., Compo Gen. 214 (1979) and he went on to tell me that "such a

provision is generally meant as a warning that by failing to visit the site an offeror assumes the risk ofincreased performance costs to perform in accordance with the terms ofthe solicitation." R.E.Carlson, Inc., B213 516 (May 1m 1984)( citing Kocharian).
Requested Relief
Latvian Connection LLC requests that the Federal Acquisition Regulations 52.237-1 and FAR 52.236-3 should guide this solicitation so that fair and open competition is allowed and LC LLC can submit abid. The reliefLC LLC requests is not to be prejudiced from competing and that we are not burdenedwith unnecessary expenses and effort to see what can easily be described or shown in postedsolicitation documents. Latvian Connection wishes to be a bidder and the mandatory site visit shouldnot prevent LC LLC from bidding. Such barriers to competition is unfairly penalizing LC LLC frombidding and is creating closed competition in Qatar due to the obstacles being placed unjustifiably toprevent Latvian Connection LLC from bidding.

This is a pre-solicitation notice for Indefinite Delivery/Indefinite Quantity
(IDIQ) Design/Build Multiple Award Construction Contract (MACC) at AI
Udeid Air Base, Qatar, with 1-year basic period plus four 1-year options.
The MACC is a contract for execution of design-build projects by individual
task orders on an as needed basis and consists of broad range of repair,
alteration and/or new construction work on various real property facilities,
along with specific work such as, but not limited to, carpentry, road repair,
roofing, excavation, interior and exterior electrical work plumbing, sheet
metal, painting, demolition, concrete, masonry, welding, mechanical, minor
constructions to include modular type construction as well as K-spans, and
other construction trades. Description of the work will be identified in each
individual task order. Individual task orders may be as low as $50,000.00,
and as high as $750,000.00. The program value is Not-to-Exceed
$10,000,000.00 over a five-year period per contractor. The government
may award multiple contracts up to five, while the government reserves the
right to award less than five. The multiple contract awards will be made to
offerors who provide the Government with the best value, usrnq ~

~Contractor shall perform scheduled and unscheduled maintenance to
repair Steel Electric Forklifts to a safe and serviceable condition at AI Udeid
Air Base (AUAB), Qatar. The contractor is responsible for providing all the
tools, supplies, equipment, facilities, transportation, labor, supervision and
expertise necessary to service the forklifts. The contractor must be
Steel certified to repair Steel forklifts and must provide a copy of the
certificates with the quote.
The government is seeking a Blanket Purchase Agreement (BPA), NOT a
contract. If the government determines scheduled or unscheduled
maintenance is required the government will process a call from the BPA
which will then make the terms and conditions of the BPA in full effect and
thus making the call a binding contract between both parties.

This email is for documentation purposes and to find out if the 2 gentlemen listed below still work there in Qatarbecause they are being unresponsive. Please let me know who is currently in charge of this solicitation andcan answer my questions below:
Please tell me if Latvian Connection LLC are allowed to bid on this. We are operating from Kuwait, so qualify inthat respect and have teaming partners in Qatar.
If YES, we are allowed, then do I have elltne documents that were in the zip I sent you yesterday?
If NO, then tell me why and in fact have your legal team write me and tell me why you are ignoring AmericanContractor's emails.
If they are not there, then please forward this to either your Chief of Contracting or your legal team. I don't thinkAmerican Contractors should be ignored and I should have never had to send more than 1 email to them.
Under Qatar in FBO, this solicitation is still listed.
I have called and both have listed incomplete extensions - your extension are 7 digits - not 4 and since thebase operator says there are 2 prefixes to the 4, so they have given incomplete numbers. I am in Kuwait andthey did not return my calls after going through the base operator. What is the complete extension in thecontracting office?

(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations andConditions Affecting the Work, will be included in any contract awarded as a result of thissolicitation. LOCAL PROVISION FOR SITE VISIT SEP 2009
1. The site visit for the subject solicitation is mandatory. Proposals from offerors not inattendance will not be considered for award. Offerors will provide the following information forall individual(s) attending the site visit so that their passes may be approved, and access may begranted to the site:
a. One copy of the Temporary Entry Authorization Letter (Attachment 2) in Microsoft Wordformat. Offerors shall fill out the form with the exception of item number 1. In addition tothe Entry Authorization Letter, Offerors shall fill out the English Script page (Attachment3) and Arabic Script page (Attachment 4). Additionally, the DBIDS form (Attachment 5)must be completed and returned. Return the forms to [email protected].

Upon signing this form and accepting a USAFCENT DBIDS Access Card (DAC), I acknowledge the following:
1. All persons, their personal property, U.S. Government property, Commercial Business Property, and vehicles may be searched upon entry, while within
the confines of, and/or when leaving the U.S. Forces Installations. Persons attempting to gain entry, who refuse to identify themselves, provide biometric
verification data, or consent to be searched will be denied access or removed from the Installation.
2. If I am authorized escort privileges, I understand I am agreeing to monitor those persons, I am charged with escorting, monitoring thier actions at all
times and I accept FULL responsibility for those individual(s)' conduct while they are on the Installation.
3. DACs are U.S. Government property. Any Military Police Officer, Law Enforcement, Security Forces Member, or Access Control person may confiscate
a DAC that has expired, is being used fraudulently, is being used in any way other than intended, is being used by any person other than to whom it was
issued, or if it has been altered, damaged, mutilated or photocopied.

I think this too backs up the fact that FBO must be used. Since that has not been done correctly since the solicitationsinception, I would request the solicitation be cancelled.
This has been far from a fair and open competition. FYIO took an extremely long time to get into place and projects werestalled due to funding. I would say that the site visit that occurred 5 months ago is out of date.

First, now that we have determined that your 2 departed contracting officers deviated from their own solicitationby not posting to FBO and only posted to a restricted and unknown site, I would ask that you report thisincident to the Army CID.
Secondly, I would ask that you put the solicitation on FBO with an amendment that makes this a fair and opencompetition and do that today. I have learned with a Shuttle Bus contract here in Kuwait that protests aboutterms need to be filed prior to the bid due in date. Thanks to the contracting officers in Rock Island, there arenow 4 GAO protests on that solicitation and we should have filed a protest about their matrix that could not dothe math correctly prior to the due date.

Please cite to me the legal authority that Local Provision for a "mandatory site visit"j§ mandatory by the FAR.
The 3 FARS sited in no way say that a site visit is mandatory. Your 2 departed contractors have created alimited competition or restricted competition unfairly and violated the FAR as far as I can see. You are denyingmany contractors the opportunity of staying abreast and informed of this solicitation because it is not posted onFBO as required and instead on an inferior site that cannot possibly perform as FEDBIZOPPS does. I wouldhave to ask, and will ask, what prompted the decision to post only on one site when clearly it is stated that bothsites will be updated and in fact both of you failed to update FBO.
Please have your legal team write to me what the exact local provision is and by what legal authority from theFAR allows a local provision to be imposed to restrict fair and open competition and require contractors fromaround the world to trek to Qatar.
I would request that you extend the solicitation 2 weeks and modify the solicitation to drop the section aboutmandatory site visit. Clearly the FAR states you cannot file a claim against the Government if you did notattend the site visit.
I would also request copies to all of the Q & A's ( questions and answers) regarding this solicitation becausethose too should have been posted.
I would hope to see the Amendment, and the Q and A's by tomorrow afternoon at 5 PM on FBO. Or cancel thesolicitation.
By tomorrow afternoon, I will file a protest with the GAO to ask the same questions and I would rather takecare of this at a lower level.
FBO is there for a reason and I would ask that your Chief of Contracting ensure that all solicitation are beingposted on FBO that are above $25,000 as required.
5.201 General.

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfythemselves regarding all general and local conditions that may affect the cost of contract performance, to theextent that the information is reasonably obtainable. In no event shall failure to inspect the site constitutegrounds for a claim after contract award.
This just states you cannot file a claim because the contractor didn't come to the site visit.

Passport I Visa Requirements
Qatar adopts a visa-exemption policy for more than 30 countries,as well as the GCCmembers, to boost tourism. The currentregulations are applicable to GCC residence permit holders.
Business Visas are issued to businessmen who have applied inadvance. To obtain a tourist visa, the individual should havetraveled into the country by Qatar Airways. Fourteen-day visasare usually given by the Immigration Department at DohaInternational Airport.
The visas are renewable every three months. A tourist can get avisa on arrival at the entry points in the country or from Qatar'sembassies abroad. The joint-entry visa of Qatar and Oman couldbe used which permits visits to either country. But, for travelingto a third country, new visas need to be obtained at the point ofentry.
The nationals from the following countries are eligible for suchjoint-visa:- United States of America Britain, France, Italy,Germany, Canada, Australia, New Zealand, Japan, Netherlands,Belgium, Luxembourg, Switzerland, Austria, Sweden, Norway,Denmark, Portugal, Ireland, Greece, Finland, Spain, Monaco,Vatican, Iceland, Andorra, San Marino, Uechtenstein, Brunei,Singapore, Malaysia, Hong Kong, and South Korea.
When applying for a visa:
The Embassy of Qatar does not offer any express or expeditedservices. There is no additional fee charged for any application.
All passports must be submitted and picked up between 9.30amand 12.30pm (Monday to Thursday).
The completed application form (should be clearly printed)should be accompanies by a non-refundable Applicationprocessing fee by money order or company cheque. No cash orpersonal cheques are accepted. The cheque should favour"Embassy of the State of Qatar". One payment per applicationshould be followed. Single payment for two or more applicationswill not be accepted.
The passport submitted by the applicant should be valied formore than six months than the intended duration of stay in Qatarand should have pages to place a visa.
Every application should be accompanied by two color passportsize photographs, original passports, two additional photocopiesof first few pages of the passport, a company letter (in case ofBusiness Visa), invitation letter (for tourist visa). if an individualapplicant, the reason for entry visa request should be specified.
A visa is not required before travel to Qatar, if connecting toother flights by transit.

Types of Visas and requirements
Family Visa
This service permits employees in Qatar to bring in their familiesfrom abroad, or renew residence visas of their family members.
Business Visa
On obtaining a business visa, passport holders of certaincountries will be granted direct entry visa, without obtainingprevious visas at borders of the state. A company or a recognizedestablishment submits an application to the ImmigrationDepartment. The visa has 2-week validity and could be renewedfor another 2 weeks.
Businessmen from countries such as the United States, Britain,France, Italy, Germany, Canada, Australia, New Zealand, Japan,the Netherlands, Belgium, Luxembourg, Switzerland, Austria,Sweden, Norway, Denmark, Portugal, Ireland, Greece, Finland,Spain, Monaco, the Vatican, Iceland, Andorra, San Marino,Uchtenstein, Brunei, Singapore, Malaysia, Hong Kong, SouthKorea are eligible for the visa.
However, the visa is subject to laws concerning entry andresidency of foreigners and resolutions taken in that matter. It isalso applicable to current rules for residents of GCCcountries,and people arriving and departing on Qatar Airways.
Visas for Family Visits
This visa is issued to family members of those residing in Qatarfor a short-term duration of one month. The visa is issued forvisiting family member, who are visiting their relative residing inthe country. In case the visitor seeks to stay beyond one monthin Qatar, the visitor will have to undergo a medical test beforethe end of one month period. Thereafter, the visa could berenewed for five months for immediate family members (includesfather, mother, sister, sons), and two months for other relatives.
Companions of GCC National Visa
The visa is given to drivers and servants of residents in Qatar, asthey arrive at Qatari borders from the GCC States, and is valid fora period of one month and renewable for five months. Specialconditions include if the beneficiary has a valid residency visa inone of the Gulf Council states, or if she arrives with the sponsorof one of the sponsor family members (wife or sons).
GCC Residents Visit Visa
The visa is given to residents of GCCstates who arrive at any ofQatar's borders on a 14-day stay. It is renewable for another 14days. Pre-conditions include the beneficiary possessing a validresidency visa in one of the GCCstates, or the visitor visiting hisrelatives who are residents in Qatar.
Multiple Entry Visa
Multiple visas with a validity of more than a year are issued toindividuals, companies, and government establishments thathave approval from a specialized authority.
Joint Tourist Visa
The visa is issued on arrival at Qatar border for 33 countries, andthe beneficiary can enter any country directly and is free to moveto another country before expiry of the stay period. The visa witha validity of 21 days could be extended by another one week.

Work Visa
Work visas are issued to private entities, companies, andindividual sponsorships, which need to be approved by Ministryof Interior. The fee and collection of visa is taken care of by thesponsor.
Visas for wives and children for more than a year: This visagrants permission for long stays and is applicable to wives andchildren of residents working in govemment departments, privatecompanies and civil service employees. The approvals are carriedout by the permanent committee for arrivals.
Visa for Newborns
The Newborn visas are for new born babies aged less than 3months. The visa is issued on their arrival at the Qatar border.Parent will have to produce original birth certificate of the baby.The baby has to have a passport or the name of the baby shouldbe attached to the parents' passports, the parents should hold avalid residency visa in Qatar, and the mother should be on thechild's father's sponsorship. No fee is charged for this visa.
Transit Visa
Applicable in special situation, wherein travelers may have to haltin Qatar for 2 days. This is not applicable to transit travelers whodo not require a pre-arranged visa and are permitted to enterQatar through sponsorship of the concerned airline company,provided they have a stop over in Qatar for more than 6 hours,until their departure to a third destination as per the nextpre-determined flight schedule dates.
Return Visa for visitors
Return visas are issued to visitors wherein they are grantedpermission to return once every six months or twice a year totheir home country.

As for Amendment 3...read it carefully, for it directs you to the conformedcopy of the solicitation. I believe many of your questions will be answeredthen.
We, 397 ECONS, are not the ones who dictate what is required to gain accessto our installation. The host nation country is who dictates that. ..and wehave clearly stated all necessary requirements to gain access to the base.We are not responsible for any contractor who doesn't follow the specificrequirements and deadlines pertaining to installation access ...which areclearly stated in the solicitation.
I understand that you can enter Qatar and pay for a Visa as you stated inyour e-rnail. ..getting into the country doesn't automatically mean that youhave access to the installation.
The FAR doesn't preclude site visits, and it's a contracting officer'sdecision. The site visit is mandatory.
Our JAG has already reviewed our entire solicitation before we posted it onthe FEDBIZOPPS. We at 379 ECONS have followed all FAR requirements and wewill continue to do so. We are very professional and always operate withinour authority and according to the rules and regulations that govern us.
If you have any concerns that are not addressedlanswered to yousatisfaction, feel free to contact the Ombudsman lAW AFFARS5352.201-91 01 ...which is included in the solicitation.

Synopsis:Added: Mar09, 201012:38 pmThis announcement is for the purpose of soliciting contractors interested insubmitting a proposal to construct Phase 2 of the Blatchford-PrestonComplex (formerly known as the Millennium Village) at AI Udeid Air Base inthe State of Qatar.
Project Scope: The project involves the construction of two residentialdormitories and a subsistence warehouse. The dormitories are identicallydesigned and will be constructed adjacent to each other. Each dormitory is
approximately 9,300 finished square meters with 196 rooms. Thewarehouse is approximately 6,000 square meters and shall be constructedwith masonry walls and a metal superstructure. The warehouse shallinclude both cold and dry storage for food and perishables. The projectincludes related site improvements, utilities, communications, fire protectionand suppression and force protection features. The period of performanceis 780 days. The magnitude of this construction project is between$25million to $100million.
Additional Requirements: The contractor must be licensed to conductbusiness in the State of Qatar. Plans and SpeCifications: Two (2) sets ofthe solicitation will be issued on compact disk (CD) to prime contractors atno cost. The solicitation will not be provided to plan rooms, subcontractors,suppliers or vendors. The solicitation will not be available through theinternet. Subcontractors, suppliers and vendors may request a copy of the
planholders list after the RFP is issued in order to contact prime contractorsregarding business opportunities.
Contracting Procedures: The solicitation will be a request for proposal(RFP). Contract award will be based upon a best value analysis of allproposals. The evaluation criteria will be conveyed within the RFP. One ormore of the items in the project scope may appear in the solicitation as anoption item. The contract is to be awarded on a firm-fixed price basis only.Since the contract will be funded by a military construction appropriationthe RFP will contain DFARS provision 252.236-7010, Overseas Military
Construction-Preference for United States Finms.This provision states, inpart, that military construction contracts funded by a military constructionappropriation that are estimated to exceed $1,000,000 and are to beperformed in countries bordering the Arabian Gulf shall be awarded only toUS firms, unless, the lowest responsive and responsible offer of a US firmexceeds the lowest responsive and responsible offer of a foreign firm bymore than twenty percent. Offers from finms that do not qualify as UnitedStates finmswill be evaluated by adding twenty percent to the offer. U.S.Contractor Defined: To be considered a U.S. firm, the firm must beincorporated and have its corporate headquarters in the U.S.; have filedcorporate and employment tax returns in the U.S. for a minimum of two (2)years (if required) and have filed State and Federal income tax returns (ifrequired) for 2 years; have paid any applicable taxes determined to be dueas a result of such filings; and employ U.S. citizens in key managementpositions.
The tentative date for issuing Request for Proposal (RFP) VV912ER-10-R-0005 is March 23, 2010. The tentative date for a Pre-ProposalConference and Site Visit is March 31, 2010. The tentative date for receiptof proposals is April 30, 2010. Attendance at the site visit is limited to two(2) people per firm. Attendance is not mandatory. The site visit date issubject to change at any time due to air base operations. Information on thepre-proposal conference and site visit will be conveyed in the RFP.Planholders will be notified by email.

However, we rotate every six months here and the pre-solicitation # F38604-09-R-B016 has since been updated with all the necessary solicitation documents and my contact information. I can assure you that if you had contacted me earlier, you would not have been ignored; nor have any other US contractors been ignored who have contacted me. If you are able to get into the solicitation on FedBizOpps, then you have all the necessary documents. You were able to bid on this, but at this point you have not attended the mandatory site visit, or even produced the necessary documents to obtain access into the base. Base passes here are a complicated and lengthy process; the solicitation clearly stated that the site visit was mandatory and would require the paperwork to be submitted 2 weeks ahead of time to get it done on time (Section L, pg 50). At this point there is no way to accomplish that nor would there have been time back on 28 Feb when you first attempted to make contact. I apologize for the difficulties you have had up to this point;
