Introduction
This document is a technical guide intended for developers who are responsible for
making changes related to the new pricing responses for baggage allowance and
charges required by the U.S. Department of Transportation (DOT). You may need to
reprogram your applications or the third-party applications you use to benefit from
these enhancements.
About This Guide
The Sabre system has the capability of displaying/disclosing baggage allowances and
charges as required by the United States Department of Transportation Regulations
defined in the Federal Register for Enhancing Airline Passenger Protections.
Disclosure of baggage allowances and charges is required by the U.S. DOT at the
time of fare quotation for itineraries to/from and within the U.S. and become
effective on/after 24 January 2012. The purpose of this document is to detail the
pricing responses identifying baggage allowances and charges for a priced itinerary.
Entries and qualifiers associated with this product remain the same. Therefore, this
document details and describes only the responses associated with baggage
allowance and charges for itineraries to/from and within the United States.
All sections of this document are dedicated to the enhancements that must be
accommodated if you are using any screen-scraping applications that rely on standard
response formats.
Using this guide, review your internal processes, scripts, screen-scrapers, third-party
software, and structured data elements. Revisions to this document may be needed in
the future. In such cases, Sabre Holdings will notify you if any revisions become
available. You should be ready to update your applications to the new changes if
revisions are made. This guide is not inclusive of all possible scenarios; thus, not
every change is reflected in this document, but the major changes are included.
This guide provides information on the new disclosure messages for baggage
allowances and charges included in Air Pricing responses. Each chapter is as follows:
• Chapter 1, “Getting Started” explains the purpose of the document, details
critical information, and provides a functional overview and a description of the
changes to the system.
• Chapter 2, “Pricing Entries” explains the entries applicable to receiving baggage
fees.
• Chapter 3, “Pricing Responses” explains the new responses associated with
pricing when baggage allowance and charges are applicable to an itinerary
to/from/within the U.S.

Functional Overview
The U.S. Department of Transportation published a final ruling in the Federal
Register on Enhancing Airline Passenger Protections (DOT-OST-2010-0140) on 25
April 2011. Effective 24 January 2012, the U.S. DOT ruling requires carriers (U.S.
and Foreign) and agents to disclose information on free Baggage Allowance and
Charges for the first and second checked bag.
Sabre will comply with the U.S. DOT regulations providing an enhanced pricing
response displaying new text messages advising of Baggage Allowance and Charges
for the first and second checked bag. Disclosure of baggage information is based on
the following:
• Applicable to all itineraries to/from and within the U.S. regardless of the point of
sale.
• The first marketing carrier in each journey/itinerary governs the baggage rules
for interline and code share journeys wholly within the United States.
• The first most significant marketing carrier in each journey/itinerary governs the
baggage rules for international journeys to/from the US.
• Allowance and charge data is based on ATPCO carrier filings.
The Sabre system is accepting the ATPCO baggage data records and disclosing
baggage allowances and charges to the end user based on the booked itinerary and
the most significant marketing carrier/ first marketing carrier (domestic U.S.). The
system will retrieve and disclose baggage information in a pricing response to/from
and within the U.S.
Description of Response Changes
This section includes descriptions of response changes as a result of baggage
information disclosure, including:
• Pricing response – If the priced itinerary is to/from or within the U.S., the
response includes Baggage Disclosure trailer messages following the existing
responses of the fare calculation, endorsements, warning messages, validating
carrier message, and applicable account code messages. Ticketing Fees and Air
Extras will now follow the baggage disclosure messages.
Baggage disclosure messages include the following:
– Baggage allowance for all itineraries.
– Disclosure of first and second checked bag fees when baggage allowance is
NIL (no free baggage allowance).
– Disclosure of only the second checked bag fee when baggage allowance is one
piece.

– Identification of the marketing carrier code whose rules govern the
journey/itinerary.
– A trailer message indicating possible discounts or additional allowances may
apply based on passenger’s status (for example, frequent flyer, military
personnel, form of payment, and online check in).
– If no carrier data is found, a message indicating baggage data is unknown and
indicates the carrier whom should be contacted for details.

Introduction
No new entries exist for the disclosure of baggage allowance and charges. If
applicable for the itinerary, the pricing response will automatically include messages
detailing the baggage allowance and charges for first and second checked baggage
fees.
All pricing responses for WP, WPA, WPNC, WPNCB, and WPNCS entries will
return baggage disclosure messages for priced itineraries to/from and within the U.S.,
excluding pricing transactions for WQ, and WD entries.
For priced itineraries that are not to/from and within the U.S., the existing pricing
responses are not changed, and baggage disclosure messages will not be shown.
Entries
The baggage allowance and charges disclosure required by the U.S. DOT includes no
new entries.
Qualifiers
The baggage allowance and charges disclosure required by the U.S. DOT includes no
new qualifiers and no changes to existing qualifiers.

This chapter details the new message responses that contain baggage allowance and
charges in a pricing response as well as response examples as follows:
• Response description for baggage allowances (see this page).
• Response description for baggage fees – first and second checked fees (see

Response Description for Baggage Allowances
This section describes the new response line associated with baggage allowance
(when present). If applicable for the itinerary, baggage allowance information will
follow the existing fare calculation detail and trailer messages.

baggage allowance is less than two pieces, first and/or second checked bag fees will
follow the next line after the baggage allowance message.

• A second checked fee message will appear when the baggage allowance is NIL,
1P, or unknown.
• The baggage fee data starts at position 27; data following in positions 28 – 56
may shift to the left if no baggage data is found. For more information, see
“Response Description for No Baggage Data,” page 12).
• Fee amounts represented starting in position 30 and position 49 can vary in
length up to 7 positions including the decimal point; thus, screen positions may
shift either to the left or right based on the amount of decimals in the fee.
Response Description for Advisory Baggage Message
This section describes the trailer message that will appear for all priced itineraries
where baggage allowance and/or baggage charges have been displayed. This message
indicates to the user that additional allowances and discounts may be applicable
based on the passenger status or other qualifying factors.

This section describes the trailer message that will appear for priced itineraries where
baggage data was not found/available in the carrier’s ATPCO filing.

No new elements will be added. PSS Pricing will retrieve a new message type B
under PXI. The message will be added as part of the existing SDS segment ID
WPPINFO, 00OU.

Following is a glossary of terms listed in alphabetical order by term.
Term Description
Allowance The number of free pieces of baggage allowed to be checked in with the airline.
Baggage Travel Baggage Travel is the point where the bags are checked to a point at where they are picked up. A baggage travel (checked portion) may consist of one or multiple sectors on one or more operating/marketing carriers and can be covered by one or more fare components.
Charges Fees applicable for checking a bag with an airline; fees may apply to either first, second, or both checked bags.
Marketing Carrier Carrier code shown in the Schedule Availability display as well as printed on the ticket.
MSC Most Significant Carrier – Carrier determined based on IATA 302 Resolution. This carrier’s baggage allowance rule will be applied to baggage travel being assessed.
Operating Carrier Carrier operating the actual aircraft.
