a) in the field of public administration:- Monitors the enforcement of provisions contained by the strategies
and programs of reform and restructuring of the central and local public administration
- Guides and controls the prefect’s activity for the fulfillment of the Governing Program
- Initiates projects of enactments in the field of decentralized public services
- Guides and support the local public authorities in the proper and unitary enforcement of the legal provision and fulfilling their atribution granted by the law

Main duties:
a) in the field of public administration:
- Ensures the consulting with non-governmental organizations and with the authorities of the local public administration, under the condition of the law
- Monitors the cooperation agreements and conventions that the authorities of the local public administration conclude with authorities of the local public administration from other countries
- Ensure the setting up and functioning of management units for projects with foreign reimbursable and non-reimbursable financing, provided by foreign financial institutions

Main duties:
b) in the field of public order and safety:
- sets, according to the law, measures for defending the human
fundamental rights and liberties, as well as for defending the public and
private property- according to its competence, it organizes and develops, through
specialized structures, activities for preventing and countering
terrorism, organized crime, illicit trafficking and consumption of drugs,
trafficking in persons, illegal migration, computer crime, as well as other
crimes and antisocial deeds

Main duties:
b) in the field of public order and safety:
- organizes and coordinates the activity of protecting the persons,
goods, objectives and values and organizes the guard of special
importance objectives which are in its competence pursuant to the law - ensures the respect of Romania’s state border regime- organizes and executes the medical and psychological backup of
specific mission

c) other duties:- elaborates, approves and keeps the record of enactments projects
regarding the activity of the ministry and of the units in its structures

servant with special statute

Regional Development Policy
Objectives - are based on:
- the diminution of the existent regional lack of balance, with an
accent on stimulation of the balanced development and the sudden
change for the better for the disadvantageous areas.
- the preparation of the institutional framework to answer to the
integration requirements, in the European union structures.
- the integration of the sectorial policies to regional level and the
stimulation of the cooperation inside the regions in order to develop the
economic and social fields
Principles:
- the principle regarding the decentralizations of decision making

- polycentric and balanced development of urban system as well as
achieving the partnership between urban and rural areas

Objectives:
- growth of the competitiveness at the regional level and of the
convergence among regions;
- the development of the urban and countryside areas;
- the promoting of the economy, research, and innovation,
transfrontalier and transnational cooperation.
Conclusion
Romania:
- is meeting the commitments and requirements arising from the
accession negotiations in relation to territorial organization
- of local and regional players as well as efficient inter-ministerial
and cross-sectorial coordination needs to continue its efforts to ensure
full participation
