National Spatial Plan Regional Plan
Plan
• To design the development plan, measures, and requirements in
provincial level, urban and community scales
• To develop land use plan, open space area, urban area,
transportation linkage, and utility access and public works
• Physical plan and operation projects designing on community area
to develop and maintain the specific areas or related affairs in
town or related areas
• Explicit frameworks for leading the country’s land use
policy.
• To engender balanced development and to promote sustainable
development and spatial conservation .
• To encourage development in regional cities in order to
decentralize both of activities and economic prosperity
• To design the development plan, policies, measures, and spatial
development projects according to its potential and positioning in
regional scale
• To be the development guidelines in provincial clusters and
provinces for urban-rural development, land use,
infrastructure

1.1. Land Use Policy Planning consist of 3 categories
Frameworks for Spatial Planning Land Use Planning, Urban and Rural
Development,
Nationally Significant Infrastructure, Special Economic Zone (SEZ)
etc.
Regional Development Plan The direction of development and
conservation in the regional area and provincial clusters,
Integrated project plans.
Strategic Plan and Provincial Development Plan To be the
development guidelines of Land Use and
Urban Development, Transportation and Logistic, Facilities and
Infrastructure,
and Preserving Natural Resources and Environment.

In the fiscal year 2004-2006, approved by the Cabinet on July 9,
2002 and Completed in 2007
The Cabinet has approved the 1st National Planning Policy Committee
in 2005 The current Cabinet has approved the National Planning
Policy Committee On November 18th , 2014.

Development of coastal areas in eastern and southern regions for

Regional Central Cities Prioritization - designating principal
cities in each region as centers to spread out developments and
services to urban areas around. - Development of cities with
particular potential linking to sub-region : e.g. tourist city,
educational city, ICT city, R&D city, ICD city, medical and
public health city, etc.
Connecting economic areas with the transportation systems and
Logistic system
- Distribution of balanced and equitable communication networks to
regional areas
Preservation areas: revival of natural resources and environmental
abundance to set forest areas in all regions, watershed areas, and
coastal areas
Agricultural areas: will be highlighted as to enhance productivity,
food stability, and world kitchen development
Urban Areas: to effectively set the land use in urban areas to be
the compact city

all regions consistent with capacities of each area

regions: distributing urban growth to all regional cities in
equitable manner
Developing Bangkok Metropolis into Regional Hubs and the
World-class City: solid economic base, commercial gateway for Asian
countries, and several regional hubs
Promoting systematic urban development according to centrality
order and urban roles: regional cities, border cities
Developing urban areas and their linkage based on urban clusters
system
Linking inter-cities and urban clusters with transportation system
all-over growth distribution: road system, motorways, regional
train, port, airport

Promoting Thailand to become the center of transportation of ASEAN,
Southern China
and other Asian countries
Roads System and Rails System: for easy connection with neighboring
countries. Developing all systems to support the economic growth of
North-South Corridor and East-West Economic Corridor

transportation and increasing water transportation ratios

Northeastern Region
Eastern Region
• Central Region prioritizing farmland development so as to enhance
potentials of the areas. Promoting cultivation and agro-industry
processing development, eco-tourism and developing water management
system to solve flood problem
• Southern Region will develop corridors connecting between the
Andaman Sea and the Gulf of Thailand. Strictly maintaining,
preserving, and developing natural resources and environment to
promote the international coastal and marine tourism
• Eastern Region is the development bases of major large and medium
scales of national export-import industries. This region still
needs areas management for environmental preservation to
progressively maintain its role on natural aspects.
• Bangkok and Vicinities will become the world-class city and the
center of the air transportation. This region will be the pleasant
cities and compact cities with convenient regional-level
transportation systems

The National Planning Policy Committee approves

is now revising the National Spatial Plan conforming to the
national economic and social development plan
• To formulate the policies and directions in the national level in
