     SEWAGE TREATMENT PLANT 7th March, 2013 RSQ 1229 SHRI PARIMAL NATHWANI Will the MINISTER OF URBAN DEVELOPMENT be pleased to state: (a) whether it is a fact that only 30 per cent of the total sewage generated in country is actually treated before being dumped into available water bodies; (b) if so, the details thereof; (c) how many cities in Jharkhand in particular and the country as a whole have sewage treatment plants today; and (d) the steps taken to provide sewage treatment plant in each city in the country? THE MINISTER OF STATE IN THE MINISTRY OF URBAN DEVELOPMENT (SMT. DEEPA DASMUNSHI) (a) & (b): As per the report of Status of Water Supply, Waste Water Generation and Treatment published by Central Pollution Control Board (CPCB) in December 2009, 35% of the total sewage generated in Class I and Class II urban towns is treated before being discharged into the water bodies or for land application. (c): There is no sewage treatment plant under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) in Jharkhand. A list of sewerage projects sanctioned under Urban Infrastructure and Governance (UIG) of JNNURM and Urban Infrastructure Development Scheme for Small & Medium Towns (UIDSSMT) of JNNURM are given at Annexure I and II respectively. (d): Sewerage and Sewage treatment is the responsibility of the State Governments/Urban Local Bodies. However, Government has been supplementing their efforts in setting up such facilities including sewage treatment plants under JNNURM and other schemes such as, Urban Infrastructure Development Scheme in Satellite Towns (UIDSST). STATEMENT STATEMENT REFERRED TO IN REPLY TO PART (a) to (c) of RAJYA SABHA STARRED QUESTION NO. *241 FOR ANSWER ON 14-03-2013 REGARDING WATER SUPPLY AND UNDERGROUND DRAINAGE PROJECTS FOR MAHARASHTRA. (a) to (c): The Government of Maharashtra have forwarded on February 26, 2013 proposals for Twenty one (21) projects on Water Supply and Sewerage Sector for various Mission cities in the State of Maharashtra for approval under Urban Infrastructure and Governance (UIG) Sub-Mission of Jawaharlal Nehru National Urban Renewal Mission (JnNURM) amounting to Rs.5770.72 crore. In addition, thirty five (35) projects worth Rs.2568.47 crore for various towns/cities in the State of Maharashtra have been received in February-March, 2013 for approval under Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) of JnNURM.

     JnNURM has completed its normal tenure of 7 years on 31-03-2012 and the Government had earlier extended the period for 2 years for completion of ongoing projects and reforms. The Government, on 17/1/2013, has given approval for continuation of the JnNURM to inter-alia sanction new projects till March, 2014. Projects are considered for approval subject to their conformity with the guidelines under JnNURM, their technical appraisal and availability of funds. The project has not been technically cleared from the Ministry of Water Resources due to non-furnishing of hydrological data by the Government of Maharashtra. The details and the current status of the four projects is annexed. (d): It has been intimated by the Government of Karnataka (GoK) that the State Level Empowered Committee chaired by the Chief Secretary, GoK, in its 21st Meeting held on 11.01.2012, has constituted a Committee headed by the Additional Chief Secretary, GoK to monitor the progress of the projects and frame a Work Plan for implementation of the projects.

The project has not been technically cleared from the Ministry of Water Resources due to non-furnishing of hydrological data by the Government of Maharashtra. GREEN BELT USED AS DUMPING PLACE 2nd May, 2013 RSQ 4024 SHRI SHADI LAL BATRA Will the MINISTER OF URBAN DEVELOPMENT be pleased to state: (a) whether it is a fact that green belt adjoining Government Senior Secondary School and Samaj Sadan, Laxmibai Nagar, New Delhi, is being used as dumping place and has become haven for mosquitoes breeding, thereby putting the lives of thousands of students and residents of the area at risk; (b) the details of representations received in this regard and the action taken thereon including the demand for handing over this green belt to NDMC; and (c) the action proposed to be taken on the erring officials of Horticulture Wing of CPWD for their inaction which has led to the damage to the green belt? It is a fact that the problem of landfills for dumping garbage in the urban areas of the country has increased manifold in the recent past. The main factors responsible for it are lack of dumping space, financial constraints and inadequate capacity of Urban Local Bodies (ULBs). Also, lack of proper recycling and reuse of waste and its processing and treatment is also aggravating the problem of landfills where waste is being dumped indiscriminately. (c): Keeping in view the land and financial constraints faced by most of the small and large cities for creating sanitary landfill on individual basis for disposing of the municipal solid waste, the Ministry formulated a Guidance Note for Municipal Solid Waste Management on a Regional Basis in March 2011. It was sent to the state governments on 13th April 2011. The guidance note provides guidance on policy, institutional facility for treatment and disposal of municipal solid waste in sanitary landfill on regional/ shared basis. Under the various schemes of this Ministry, which include the Jawaharlal Nehru National Urban Renewal Mission, North Eastern Region Urban Development Programme, Urban Infrastructure Development Scheme in Satellite Towns, 10% Lump Sum Scheme for North Eastern Region including Sikkim, support is provided for implementation of solid waste management projects. The municipal solid waste management projects approved under JnNURM program include necessary infrastructure facilities for processing and treatment facilities such a composting for bio-degradable matter with the objective to promote the use of organic fertilizers and also making RDF (Refuse Derived Fuel) pellets using recyclables with the objective to recover energy from municipal solid waste. (c) & (d) : Detailed Project Report (DPRs) prepared based on established waste management technologies are considered and approved by the Ministry for funding. Alternate waste management technologies, if any, included in the DPR need to be established with facts and figure within the stipulations of JnNURM guidelines. PIPED SEWER SYSTEM IN PUNJAB 2nd May, 2013 RSQ 4029 SHRI SUKHDEV SINGH DHINDSA Will the MINISTER OF URBAN DEVELOPMENT be pleased to state: (a) the urban population in Punjab which has access to a piped sewer system, as per census 2011; and (b) the nature of assistance given by Centre to Punjab in this regard? (i) Jawaharlal Nehru National Urban Renewal Mission (JnNURM): JnNURM is a reform driven scheme which was launched on 3rd December, 2005 with the objective of fast track development of cities across the country, mainly focusing on bringing efficiency in urban infrastructure service delivery mechanisms, community participation and accountability of Urban Local Bodies and Parastatal agencies towards citizens along with sustainable development of cities during the mission period 2005-12. It has two sub components (a) Urban Infrastructure and Governance (UIG):- Sixty five cities are covered under the (UIG) component of JnNURM. Water Supply, Sewerage, Storm Water Drainage, Road Network etc. are admissible sectors for grant of additional central assistance. (b) Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT):- It is the other sub-component of JNNURM, which covers, all cities / towns as per 2001 census except cities/towns covered under UIG for improvement of urban infrastructure. (ii) Urban Infrastructure Development in Satellite Towns (UIDSST):- This pilot scheme for towns around seven mega cities (i.e. Mumbai, Kolkata, Delhi, Chennai, Hyderabad, Bangalore and Ahmedabad) is for developing urban infrastructure facilities like drinking water, sewerage and solid waste management etc. (iii) North Eastern Region Urban Development Programme (NERUDP) :- It is being implemented with the financial assistance from Asian Development Bank (ADB) in the capital cities of five North Eastern States viz. Agartala (Tripura), Aizawl (Mizoram), Gangtok (Sikkim), Kohima (Nagaland) and Shillong (Meghalaya) covering priority urban services. (iv) 10% Lump-sum Provision Scheme for North Eastern Regions including Sikkim:- This scheme became operational from the financial year 2001-02 for improving urban infrastructure such as roads, water supply etc. for the eight North Eastern States including Sikkim. (b) Does not arise in view of (a) above. (c) & (d) Only 32.7 percent of urban households are connected to a piped sewer system whereas 38.2 percent dispose of their wastes into septic tanks and 8.80% households are having pit latrines (single & double, etc.). 1.70% of households are having other latrines (connected to open drains, night soil removed by human etc.). About 18.6% urban households still do not have access to individual toilets – about 6 percent use a public /community toilets and 12.6 percent are forced the indignity of open defecation. Due to rapid urbanization, the provision of basic amenities with reference to water supply, sewerage, drainage and toilet facilities has not been able to keep pace with the increase in population. As per 2011 Census, the level of urbanisation in the country has increased from 27.7% in 2001 to 31.1% in 2011 – (an increase of 3.4 percentage points during 2001-2011) compared to an increase of 2.1 percentage points during 1991-2001. The justifications given by State Governments were (i) contiguity to the existing NCR boundary, (ii) road and rail connectivity and (iii) economic drivers. (b): Bulandshahr district is already within NCR. NCRPB has not received proposal for inclusion of the cities in NCR from the Government of Uttar Pradesh. (c): NCRPB has not received any proposal to include other cities of Western Uttar Pradesh in NCR. DISPOSAL OF URBAN GARBAGE 29th August, 2013 RSQ 2155 SHRI MANSUKH L. MANDAVIYA Will the MINISTER OF URBAN DEVELOPMENT be pleased to state: (a) the action taken by Central Government in consultation with Ministry of Environment and Forests and State Governments to tackle disposal of urban garbage, as due to continuous urbanization, this problem has become very big for local self Governments and due to not having proper scientific and modern technology, this is creating huge pollution in urban areas, which badly affects to precious human life; and (b) whether the Ministry is approaching Ministry of New and Renewable Energy Resources to prepare a comprehensive plan to generate energy from disposal of urban garbage, if so, the details thereof? DEEPA DASMUNSHI) (a): The Ministry of Environment & Forests has notified the ‘Municipal Solid Waste (Management and Handling) Rules, 2000’ for management of municipal solid waste. (ii) Pursuant to the recommendations of the Committee on Solid Waste Management for Class-I cities constituted by the Hon’ble Supreme Court of India, a “Report on Technology Advisory Group on Solid Waste Management” was brought out in May, 2005 and circulated to all the State Governments for adoption. (iii) Jawaharlal Nehru National Urban Renewal Mission (JNNURM) was launched in December 2005 with a view to provide infrastructure facilities in all the urban areas of the country including sewerage and solid waste management projects with a reform oriented agenda. (iv) Implementation of schemes viz, Urban Infrastructure Development in Satellite towns / Counter Magnets of Million plus cities (UIDSST), 10% Lump Sum Scheme for Benefit of North Eastern Region including Sikkim, North Eastern Region Urban Development Programme (NERUDP) and Scheme of Solid Waste Management and Drainage for 10 Selected IAF Airfield towns. (b): The Ministry of New and Renewable Energy (MNRE) is the nodal Ministry for promoting Waste-to-Energy projects (WTE projects). MNRE formulated “Programme on Energy Recovery from Municipal Solid Waste for Setting-up of 5 Pilot Projects” in the cities of Bengaluru (1 no.), Hyderabad (1 no.), New Delhi (2 nos.) and Pune (1 no.). A Task Force on WTE projects has been constituted by the Planning Commission in June, 2013 to examine the technological aspects of WTE projects. Model Profile/ Scheme for Public Private Partnership (PPP) projects based on WTE will be prepared by Department of Economic Affairs, Ministry of Finance and full scale project be taken up by the Ministry of Urban Development in consultation with MNRE only after the Expert Committee set-up by the Planning Commission gives its recommendations. PROPOSAL FOR GREEN BUILDING IN DELHI 29th August, 2013 RSQ 2161 SHRI BAISHNAB PARIDA Will the Minster of Urban Development be pleased to state: (a) Whether Delhi Development Authority proposes to go for green building in the Delhi region; if so, the details thereof; and (b) Whether Government proposes to grant certain incentives to the builders and others to achieve the objective; if so, the details thereof? DEEPA DASMUNSHI) (a) & (b): Ministry of Urban Development (MoUD) has initiated a proposal to formulate a “Scheme of Assistance for Mechanical Cleaning of Sewers and Septic Tanks (SAMCSS)” to assist cities/towns through the State Governments for procurement of suction and suction-cum-jetting machines with the objective to eliminate the hazardous manual cleaning. The proposal has been supported by Planning Commission to be implemented under Jawaharlal Nehru National Urban Renewal Mission (JNNURM). However, facilities for treatment and disposal of septage have to be set up by the State Governments and cities from their own resources. (c): The MoUD has issued an Advisory Note on Septage Management in January, 2013 for adoption by the States. The Advisory includes guidelines for frequency of de-sludging of septic tanks, transportation and methods of treatment and safe disposal of treated sludge. There is problem of housing and drinking water in cities due to the regular increase in population. In this connection, projects/programmes sanctioned by Central Government during last three years and current year are as under: • Under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM)- Urban Infrastructure and Governance (UIG) Component of Ministry of Urban Development (MoUD), 21 projects have been sanctioned with Approved Central Assistance (ACA) of Rs. 1,232.18 Crores for water supply projects. • Under the JNNURM-Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) Component of MoUD, 106 projects have been sanctioned with ACA of Rs. 2,320.58 Crores for water supply projects. • Under the Urban Infrastructure Development Scheme in Satellite Towns (UIDSST) of MoUD, 5 projects have been sanctioned with ACA of Rs.64.97 Crores for water supply projects. • Under the 10% Lump-sum provision scheme of MoUD for North Eastern Region including Sikkim, 8 projects have been sanctioned with ACA of Rs. 29.64 Crores for water supply projects. • Under the ADB assisted North Eastern Region Urban Development Programme (NERUDP) of MoUD, an amount of Rs. 38.94 crores was released to Nagaland, Mizoram, Sikkim and Tripura for water supply projects • Under Scheme of JNNURM and Rajiv Awas Yoyna (RAY) of Ministry of Housing and Urban Poverty Alleviation (HUPA), 558 projects have been sanctioned in 31 States with Central Assistance of Rs. 14672.75 crores towards providing housing units along with basic infrastructure facilities including drinking water. • Under the Scheme of Interest Subsidy for Housing the Urban Poor(ISHUP) of HUPA, 10 states were given interest subsidy of Rs. 17.50 crores to cover 13773 beneficiaries. (iii) Sewerage and Solid Waste Management. (iv) Construction and improvement of drains/ storm water drains. (v) Urban Transport, including roads, highways/ expressways/ MRTS/ metro projects. (vi) Parking lots/spaces on Public Private Partnership basis. (vii) Development of heritage areas. (viii) Prevention & rehabilitation of soil erosion/ landslides only in case of Special Category States where such problems are common and (ix) Preservation of water bodies. WATER CONNECTION IN UNAUTHORIZED COLONIES 12th December, 2013 RSQ 919 SHRI RAM KRIPAL YADAV Will the Minster of Urban Development be pleased to state: (a) whether Government has allowed Delhi Jal Board to provide waterconnection in Unauthorized Colonies who have been given provisional certificates; (b) if so, whether any extra charges is allowed or it is on regular charge basis; (c) whether Delhi Jal Board is asking their consumers to install their connection on their own expenses and they are only providing water meters to the consumers; and (d) if so, the charges fixed for those water meters by Delhi Jal Board, the details thereof? THE MINISTER OF STATE IN THE MINISTRY OF URBAN DEVELOPMENT (SHRIMATI DEEPA DASMUNSHI ) (a) : Delhi Jal Board, after laying of water infrastructure, provides water connection to those unauthorized colonies, which have got ‘No Objection Certificate’ from Department of Urban Development, Government of National Capital Territory of Delhi. A public notification is issued in this regard for a particular colony/part of a colony (b): Development charges in addition to regular charges are levied. One time development charge is leviable at the time of sanction of water connection. Thereafter regular charges are taken. (c): After sanction of water connection, consumer is required to get his water connection at his own expenses. At present, water meters of specified specification may be installed by the consumer. Board is also installing/ replacing water meters. (d): For Board water meter, a meter security of Rs.400/- is being levied. WATER LOGGING PROBLEM 12th December, 2013 RSQ 924 SHRI SHASHI BHUSAN BEHERA Will the Minister of URBAN DEVELOPMENT be pleased to state: (a) whether the Ministry is aware of the fact that most of the cities in the plain areas are submerged with water logging in little rain because of unscientific drainage system, if so, the remedial measures or plans to address the problem; and (b) whether the Ministry has any nation-wide plan and budgetary provision for this monsoon problem of the cities, if so, the details thereof? (2): The Jawaharlal Nehru National Urban Renewal Mission (JNNURM) was launched in 2005 with budgetary provision to provide financial assistance to the State Govts. The JNNURM has two components namely, (i) Urban Infrastructure and Governance (UIG) and (ii) Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT). Under UIG component, 65 mission cities having population more than 1 million, towns with religious importance and State Capitals are eligible, whereas the remaining towns are eligible for funding under UIDSSMT. (3) The scheme for Urban Infrastructure Development in Satellite Towns (UIDSST) was launched with budgetary provision to provide financial assistance to develop urban infrastructure facilities including storm water drainage at satellite towns/counter magnets around seven mega-cities. (4) A scheme of 10% Lump Sum provision for Benefit of North Eastern Region including Sikkim was launched for improvement of urban infrastructure services including storm water drainage. PLASTIC WASTE MANAGEMENT IN URBAN AREAS 12th December, 2013 RSQ 926 SHRI DEVENDER GOUD T. Will the Minister of URBAN DEVELOPMENT be pleased to state: (a) the manner in which plastic waste management is being handled in major urban areas; (b) whether the above are in compliance with the Plastic Management Rules; (c) whether any violations have come to the notice of the Ministry; and (d) if so, the details thereof in the last three years and action taken thereon? Ministry of Environment & Forests has notified the Plastic Waste (Management and Handling) Rules, 2011 for the management of plastic waste. The Rules, inter-alia, provide for a mechanism for plastic waste management and for enforcement of the provisions of these rules. As per the report of Ministry of Environment & Forests/Central Pollution Control Board (CPCB), few instances of non-compliance with some provisions of the Rules relating to thickness of plastic carry bags and packaging of gutkha, tobacco and pan masala in plastic material have been reported in certain States/Union Territories. STATEMENT STATEMENT REFERRED TO IN REPLY TO RAJYA SABHA STARRED QUESTION NO. 237 FOR 06.02.2014 REGARDING SHORTAGE OF DRINKING WATER IN CITIES OF THE COUNTRY (a) to (d): Water Supply is a State subject and it is the responsibility of the State Governments/ Urban Local Bodies (ULBs)/State Water Supply & Sewerage Boards to monitor water supply and operate and maintain water supply projects. Ground water is continuously being used for drinking, irrigation and various other purposes due to which ground water levels in various parts of the country is declining including in some of the metro cities. Central Ground Water Board (CGWB) under the Ministry of Water Resources carries out ground water monitoring in the Country on regional scale. Ground water monitoring data of CGWB for pre-monsoon 2013, compared with decadal mean of pre-monsoon (2003-2012), indicates that out of total wells analyzed, around 56% of the wells are showing decline in ground water levels in various parts of the Country. Decline in ground water levels is observed mainly from parts of Andhra Pradesh, Chhattisgarh, Delhi, Gujarat, Haryana, Karnataka, Kerala, Maharashtra, Madhya Pradesh, Odisha, Punjab, Rajasthan, Tamil Nadu and West Bengal. Based on long term data analysis no decline is observed in ground water levels in Mumbai and Chennai. However, declining trends in the range of 0.14 to 0.77 m / year is observed in Hyderabad whereas declining trends in range of 0.01 to more than 2 m/ year are observed in nearly 33% of the wells in Delhi. Ministry of Urban Development is supplementing the efforts of State Governments/Urban Local Bodies in providing adequate water supply facilities in urban areas under various schemes such as Jawaharlal Nehru National Urban Renewal Mission (JNNURM), 10% lumpsum provision for North Eastern States, North Eastern Region Urban Development Programme (NERUDP) and Urban Infrastructure Development Scheme for Satellite Towns (UIDSST). COMPLAINTS OF CIVIL CONSTRUCTION BY DMRC 6th February, 2014 RSQ 1657 SHRI JAI PRAKASH NARAYAN SINGH SHRI GUNDU SUDHARANI Will the Minister of URBAN DEVELOPMENT be pleased to state: (a) whether it is a fact that there is lot of complaints in the quality of civil construction by DMRC in the metro, including the pillars of Airport Metro Line; (b) how many complaints were received by Government from various quarters including the Members of Parliament; (c) the action taken by Government on the officials of DMRC for the shabby construction work carried out by DMRC including the Airport Metro Line; and (d) if not, the reasons for not taking any action against the officials wherein the lapses are so serious that it involves the safety of the passengers travelling metro? THE MINISTER OF STATE IN THE MINISTRY OF URBAN DEVELOPMENT (SHRIMATI DEEPA DASMUNSHI) (a) & (b): In the last two years, the Govt. has received two complaints one each from Smt. Gundu Sudharani and Shri Jai Prakash Narayan Singh, Members of Parliament on the defects in the pillars of Airport Metro Line and two representations from Patparganj F.I.E. Entrepreneurs Association, Delhi on the poor workmanship by Delhi Metro Rail Corporation Ltd. (DMRC) (c): The action taken by DMRC on the following faulty civil construction works are as under:- I. Sections under Operation . (i) Defect in the girder bearing system of the Airport Metro Express Link due to damage of the grout material used above and below the bearings at few locations The Government constituted a two member Enquiry Committee, comprising Additional Member (Works), Railway Board, Ministry of Railways and Additional Secretary & Chief Vigilance Officer (CVO), Ministry of Urban Development. The report of the Enquiry Committee was referred to Central Vigilance Commission (CVC), and as per the CVC’s advice, the report has been forwarded to DMRC for examination by the Board of DMRC for taking action against various officials of DMRC as well as various consultants and contractors as per the findings of the report. DMRC has also been directed to examine various system improvements to avoid recurrence of such failure in future. DMRC has constituted a Board sub-committee under the chairmanship of Secretary (UD) and consisting of Chief Secretary, Govt. of National Capital Territory of Delhi (GNCTD), Additional Member (Works), Railway Board and Joint Secretary & Financial Adviser, Ministry of Urban Development to consider the Enquiry Committee

report and take further action. DMRC has intimated that the following actions have been taken against the consultant contract :- (a) Civil contractors (M/s. IJM – IJMII JV) have been disqualified from Phase-III tenders. They have not been allowed to participate in the tenders of Ph-III. Their pre-qualification has also been put under suspension. (b) The Performance Security of the Airport Metro Line Consultant, a consortium led by M/s Oriental Consultants, Japan, amounting to Rs. 5.8 crore has been forfeited. (ii) Development of cracks in the arm of the balanced cantilever beam of NOIDA City Centre station at Delhi end The legal options are being explored for taking action against the contractor i.e. M/s Gammon India Ltd, whose Defect Liability Period of works has been over long ago. The service of one Junior Engineer of DMRC has been terminated. Disciplinary Action under major penalty has been initiated against one Executive Engineer of DMRC. II. Works Site (i) Accident occurred during launching of segmental box girder of the viaduct at Zamroodpur in Central Secretariat – Badarpur line For the accident at Zamroodpur, the contractor, M/s Gammon India Limited, was barred from entrusting any new contract in DMRC for a period of two years, a penalty of Rs.5 crores was imposed and the Performance Guarantee of 5% was extended to 5 years after completion of work as against 10% upto 1 year apart from recovery of penalties as per terms and conditions on Safety, Health and Environment in the contract. The Detailed Design Consultant, M/s Arch Consultancy Services Pvt. Limited was black-listed for a period of 5 years from engagement by DMRC or DMRC contractors. M/s Tandon Consultants Pvt. Ltd. was debarred from engagement for any consultancy work in Delhi Metro for a period of 2 years either directly or through contracting agencies. The action was also taken against three senior officials of DMRC namely Director (Project) and two Deputy Chief Engineers who were repatriated to their parent departments and one expatriate Quality Expert of General Consultants was demobilized. (d): Does not arise. FUNDS FOR DEVELOPMENT OF METROPOLITAN CITIES 6th February, 2014 RSQ 1731 DR. V. MAITREYAN Will the Minister of URBAN DEVELOPMENT be pleased to state: (a) whether Government has plans to allocate more funds for the infrastructure development of major Metropolitan cities in the country viz. Chennai, Bengaluru, Mumbai, Kolkata and New Delhi, if so, the details thereof; (b) the funds allocated, disbursed and utilized in the last five years for the Development of Urban Infrastructure, year-wise; and (c) whether Government is keen in constructing outer ring road and inner ring roads with adequate flyovers in all the major metropolitan cities, particularly Chennai and Bengaluru and if so, the details thereof? (a)&(b): The Jawaharlal Nehru National Urban Renewal Mission (JNNURM), a reform driven scheme, was launched on 3rd December, 2005 with the objective of fast track development of cities across the country, focusing on bringing about efficiency in urban infrastructure, service delivery mechanisms, community participation and accountability of Urban Local Bodies and Parastatals agencies towards citizens and to ensure sustainable development of selected 65 cities during the Mission period 2005-12. The Mission has completed for two years i.e. upto 31.03.2012. However, the Govt. has extended the period for two years i.e. upto 31.03.2014 for completion of ongoing reforms and projects. The Govt. on 17.01.2013 approved to sanction new projects and Capacity Building activities under JnNURM till 31.03.2014 with the transitional arrangement. A list of projects approved for the Mission cities including the cities of Chennai, Bengaluru, Mumbai, Kolkata and New Delhi with approved cost, ACA Committed and funds released for utilization under JnNURM for last five years is at Annexure – I. Under the second stimulus package announced by the Government of India in January, 2009, the Cities, including Metropolitan cities, as a one-time measure have been provided financial assistance for purchase of buses for their urban transport system under Jawaharlal Nehru National Urban Renewal Mission (JnNURM). Details are at Annexure-II. Further, Ministry of Urban Development has launched new bus funding scheme for sanctioning up to 10,000 buses for all cities/urban agglomerations/municipal corporations with special emphasis on hilly States during 2013-14 wherein three Metropolitan cities i.e. Mumbai, Kolkata and Bangalore have, so far, been sanctioned funds for purchase of buses as well ancillary infrastructure. However due of non-completion of condition for sanction of release of 1st installment, fund has not been released so far. Details of sanction of buses and ancillary infrastructure are at Annexure-III & IV. In regard to development of Metro projects in metropolitan cities, details may be seen at Annexure V. (c): Under Urban Infrastructure & Governance (UIG) Sub-mission of JnNURM, Roads and flyovers is one of the admissible components for grant of Additional Central Assistance (ACA). A list of Roads and flyovers projects approved under UIG for the various Mission cities is at Annexure VI. (b): Independent Review Monitoring Agency (IRMA) has been appointed by the Government to monitor the progress and quality control of the projects implemented under JnNURM. (c) & (d): Government of Karnataka has ensured smooth flow of storm water in the drains and to prevent flooding. Presently, the works have been taken up where there are no encroachments and an amount of Rs.464.86 crore is already incurred. The proposal was examined in the Ministry and it was found that it was prepared for submission to the National River Conservation Plan (NRCP) of Ministry of Environment and Forests. The matter was taken up with the Ministry of Environment and Forests who have informed that State Government has been requested for submission of revised Detailed Project Reports (DPR) as per the prescribed guidelines of the Ministry of Environment and Forests. (b) & (c): In view of above, question does not arise. SEWERAGE FACILITIES IN THE COUNTRY 13th February, 2014 RSQ 2475 SHRI C.M. RAMESH Will the MINISTER OF URBAN DEVELOPMENT be pleased to state: (a) whether it is a fact that out of 5161 cities/towns in India 4861 cities do not even have a partial sewerage network; and (b) if so, the reasons therefor? DEEPA DASMUNSHI) (a) & (b): The recent Census of India 2011 data indicates that total no. of towns/cities has increased from 5161 (as per census 2001) to 7933. The Census of India 2011 data indicates that 32.7% urban households are connected with pipe sewerage system, 38.2% depends on septic tanks, 16.5% are having latrine facilities and 12.6% urban households defecate in open. The population coverage with sewerage facilities is low due to inadequate capacity and financial resources with States and Urban Local Bodies.

      DRINKING WATER AND SANITATION IN MUMBAI AND OTHER CITIES 13th February, 2014 RSQ 2482 SHRI D.P. TRIPATHI Will the MINISTER OF URBAN DEVELOPMENT be pleased to state: (a) whether it is a fact that Government is not able to provide proper drinking water and sanitation in Mumbai and adjoining cities; if so, the details thereof; (b) the total amount of funds allocated under various schemes for drinking water and sanitation in Maharashtra; and (c) the steps Government is taking in this regard? THE MINISTER OF STATE IN THE MINISTRY OF URBAN DEVELOPMENT (SMT. DEEPA DASMUNSHI ) (a) & (b): Urban water supply and sanitation is a State subject and it is the responsibility of the State Governments / Urban Local Bodies to plan, design, execute and operate the water supply and sanitation schemes in the urban areas of the Country. The Ministry of Urban Development (MoUD) facilitates in framing broad policies, programmes and guidelines on urban water supply and sanitation. Government of India also supplements the efforts of State Governments through its various schemes for drinking water and sanitation. Details of funds allocated under various schemes by MoUD for drinking water and sanitation in Maharashtra is at Annexure-I. (c): The Ministry has formulated the “National Urban Sanitation Policy (NUSP)” in 2008 with a view to prioritizing the issue of sanitation. The vision of the policy is that ‘All Indian cities and towns become totally sanitized, healthy and liveable and ensure and sustain good public health and environmental outcomes for all their citizens with a special focus on hygienic and affordable sanitation facilities for the urban poor and women’. The policy requires each State to formulate its own ‘State Sanitation Strategies (SSS)’ and cities to make individual ‘City Sanitation Plans (CSP)’ and implement them to meet the objective of the goals set under NUSP. Ministry has proposed to shift focus on infrastructure with respect to water supply and sanitation to improve the efficiency of service delivery. Ministry has formulated the set of Standardized Service Level Benchmarks (SLBs) for urban water supply and sanitation. The SLBs have been circulated to the States in September 2008 for adoption in infrastructure development projects. DEEPA DASMUNSHI) (a) & (b): Yes, Sir. (c): Solid Waste Management in urban areas is a State subject and it is the responsibility of the State Governments / Urban Local Bodies to plan, design, execute and operate the water supply and sanitation schemes in the urban areas of the Country. The Ministry of Urban Development (MoUD) facilitates in framing broad policies, programmes and guidelines on solid waste management. The steps taken by the Ministry to tackle the problems related to urban solid waste management are as under: (i) Ministry of Urban Development published a “Manual on Municipal Solid Waste Management” in May, 2000 to assist ULBs in management of municipal solid waste in a hygienic and scientific manner. (ii) Task Force was set up in March, 2003 to prepare policy, strategy and action plan for promoting “Integrated Plant Nutrient Management” using City Compost along with chemical fertilizers in the area of agriculture, horticulture, plantation crops, forestry, creating market demand & supply mechanism for city compost within 50 km radius of all urban local bodies and their compost plants. The report was forwarded to all the State Governments and concerned Ministries for implementation of the recommendations brought out in the report. (iii) Technology Advisory Group on Solid Waste Management was constituted in August, 1999 on the recommendations of Committee on Solid Waste Management for Class-I cities. The report of the Committee was published in May, 2005 and circulated to all the State Governments for adoption. (iv) The Ministry of Environment & Forests, Government of India has notified the Municipal Solid Waste (Management & Handling) Rules, 2000, for management of Municipal Solid Waste. The rules make it mandatory to treat the bio-degradable waste adopting composting or other state of the art technologies. It prohibits disposal of organic matter at the landfill and permits land filling of inert material only to reduce the

     burden on the landfill. The provision of segregation of municipal solid waste into biodegradable and recyclable waste has been made in the Rules. (v) The Ministry has formulated the “National Urban Sanitation Policy (NUSP)” in 2008 with a view to prioritizing the issue of solid waste management. The vision of the policy is that ‘All Indian cities and towns become totally sanitized, healthy and liveable and ensure and sustain good public health and environmental outcomes for all their citizens with a special focus on hygienic and affordable sanitation facilities for the urban poor and women’. The policy requires each State to formulate its own ‘State Sanitation Strategies (SSS)’ and cities to make individual ‘City Sanitation Plans (CSP)’ and implement them to meet the objective of the goals set under NUSP. (vi) Ministry has proposed to shift focus on infrastructure with respect to sanitation including municipal solid waste management to improve the efficiency of service delivery. Ministry has formulated the set of Standardized Service Level Benchmarks (SLBs) for sanitation including municipal solid waste management. The SLBs have been circulated to the States in September 2008 for adoption in infrastructure development projects. Any project seeking Central Assistance will be appraised with respect to these Benchmarks. (vii) Ministry of Urban Development supplements the efforts of State Governments/Urban Local Bodies in providing adequate waste management in urban areas under schemes such as Jawaharlal Nehru National Urban Renewal Mission (JNNURM), 10% lumpsum provision for North Eastern States, North Eastern Region Urban Development Programme (NERUDP), Urban Infrastructure Development Scheme for Satellite Towns (UIDSST) and “Central Sector Scheme of Solid Waste Management and Drainage Scheme for 10 Selected IAF Airfield towns”. SUPPLY OF SAFE DRINKING WATER IN GOLE MARKET AREA OF NEW DELHI 20th February, 2014 RSQ 2950 SHRI ANIL KUMAR SAHANI Will the MINISTER OF URBAN DEVELOPMENT be pleased to state: (a) whether drinking water is not supplied regularly in DIZ area, Sector-4, Block 15-38, Raja Bazar, Gole Market, if so, the reasons therefor; (b) whether quality and quantity of drinking water supplied to the above area is according to the guidelines prescribed by Government, if so, the details thereof; and (c) the steps taken/being taken by the NDMC/CPWD/DJB to provide potable, regular and adequate drinking water supply to the area? THE MINISTER OF STATE IN THE MINISTRY OF URBAN DEVELOPMENT (SMT. DEEPA DASMUNSHI) (a) Drinking water in DIZ Area Sector-4, Raja Bazar, Gole Market is supplied by CPWD regularly after receiving the same from NDMC. (b) & (c) However, the CPWD supplies to the residents potable water as received from NDMC. It coordinates regularly for same with concerned agencies. The supply from NDMC at present is not adequate according to the prescribed guidelines i.e. 135 ltrs per capita per day. Against total requirement of water 852930 ltrs per day, average 726844 ltrs per day has been received from NDMC in CPWD reservoir as measured from 01.01.2014 to 31.01.2014. The DJB has reported that the quality of water supplied meets the quality standards as per BIS 10500-2012.
