Understanding urban art:

Urban art assist in the beautification of the city through the regeneration and re-imagining of flat spaces including walls and building perimeters that sit in the public space. Urban art can include, but is not limited to murals, projections, lighting and landscape architecture and can be City or private commissioned, artist and organisation projects or temporary/ephemeral works.

Urban Art GuidelinesThe City has a vision for urban art that is vibrant, contemporary, world class and distinctly Gold Coast. We will work with artists and private property owners to connect and create innovative works to enhance artistic calibre, diversity and community connection. This will create vibrant spaces for people to move through, gather in and celebrate our beautiful city.

The Urban Art Guidelines aim to support and encourage urban artists to create contemporary art that has community benefits including graffiti prevention, community building, placemaking and urban regeneration. These guidelines will assist artists who wish to create art in the public space and provide them with key contacts and information about funding and for the public display of work.

The City has a vision for urban art that is vibrant, contemporary, world class and distinctly Gold Coast.

Guidelines

The key reference point for the development, commissioning and approval of Urban Art projects is the Culture Strategy 2023. The underlying principles of Urban Art add to our vision of the Gold Coast, where as a city we are:

Creative Excellent and leading edge artistic practice will be delivered through the commissioning of artworks which embody imaginative concepts. These artworks will be well executed, intelligent and appropriately sited to create a city that creates everyday community engagement.

Distinct Our artwork is relevant and complementary to our outdoor lifestyle. Artworks will reflect and express different aspects of the Gold Coast, stimulating the imagination and renewing the spirits of its viewers.

Connected Encourage networks so creative collaborations and partnerships between artists, business and community can inspire new projects. Give strength to the community voice and explore the shared narratives of our culture through urban art platforms.

Diverse We acknowledge and celebrate our social, cultural, creative and environmental diversity.

Innovative Encouraging innovation and entrepreneurship. Supporting artworks and concepts which expand our understanding of the urban art form and challenge traditional modes of expression.

Strategic Work in conjunction with City objectives and plans to add value to the public space whilst ensuring the maintenance of new spaces is efficient and economical.

The City of Gold Coast’s Graffiti Policy supports projects which focus on Graffiti prevention outcomes through the following mechanisms:

• Artworks to address the local identity

• Artworks not to contain tags, commercial branding, offensive language or explicit images

• Anti-graffiti paint coatings, where applicable Compliance requirements: artwork durability, permanence/impermanence

FAQSHow do I commission an artwork?

Urban art projects are a great way to connect with the local community, provide opportunities for local artists and implement graffiti preventive measures for properties. If you would like to commission an artwork on public or private outdoor walls, there are a few things you need to know before you get started.

We use the Urban Art Guidelines as the foundation of our commissions.

Council 1. Commissions are formulated using the Urban Art Checklist

2. We send the opportunity out to our artist/curator register

3. Applications are completed using the Urban Art Application form, unless otherwise stated.

5. Explain how your project fits in line with the Urban Art Guidelines. The Urban Art Checklist gives a good list of examples. You don’t need to fill out the checklist, it’s just a reference point so you know how we review applications.

The questions within the Urban Art Application are referred to for all City commissions. Before you fill out this form you need to make sure you know if this is a private property or a public (Council owned) property. If your project is on a private property, we recommend downloading the Consent of Property Owner form. You will need to upload a signed copy of this into your online application form.

How much should artists charge for urban art projects?

Artists can have a range of methods for calculating their fees based on materials, size of work, hours or agreed fees with clients. To help with understanding what you’re worth, the National Association of Visual Arts recommends the following hourly pay rates for artists:

Minimum/Trainee Rate The minimum rate should only apply to trainees or inexperienced practitioners with low levels of responsibility who are still developing skills through off-and on-the-job training and experience.

Standard Rate This is a standard or ‘going’ hourly rate that reflects the majority of professional artists/practitioners in the field.

Senior Practitioner Rate The senior rate is for very experienced artists/practitioners who would have above average skills and experience. It is important to note that these rates represent the minimum for this level, and that many senior artists should be able to negotiate significantly higher rates.

How do artists find out about urban art opportunities?From time to time, the City of Gold Coast advertises opportunities for artists to engage in city funded urban art projects. To keep in the loop with these opportunities email us to be added to the artist/curator register (updated quarterly).

Who assesses my application?Depending on the size and scope of your work, Urban Art Permit applications are reviewed by a member of the Arts and Culture team with specialist experience in the urban art field. For larger projects and City commissions, a group of stakeholders will review and provide feedback. This purpose of this group is to help and support your curatorial and design aesthetic by offering practical advice and feedback on logistical, maintenance, community safety and creative elements. This group of stakeholders includes a cross section of the community, including Arts and Culture representative, urban art specialist, local Councillor, community representative for artwork location, building maintenance representative and a community safety representative. If your application is not approved, we will provide you with feedback to assist in the development of your project to fit with our guidelines. We urge you to reapply once you have integrated this feedback into your project.

We recommend private partnerships with local businesses and philanthropists for private walls and projects. City of Gold Coast also has a variety of funding options available to assist you:

Who do I need to consult when putting a large artwork on my private property walls?

a. Any properties that will have your artwork in their direct line of sight or may be directly impacted by a change to the space

b. City of Gold Coast Arts and Culture Unit can provide you with permits for your artists to complete the works. This is particularly relevant if the artist will be positioned on public property when completing the works. Contact us on:

c. If your artwork will have any reference (text, images etc.) to a private business in it, whether that is the owner of the wall, the artist or a sponsoring business, it may be recognised as a sign or advertising. This will have to be approved by City of Gold Coast Licensing and Approvals unit before works commence.

I’m painting on private property, why do I have to fill out the Urban Art Permit Notification form?

It is not compulsory to complete an Urban Art Permit Notification. This a voluntary form that to inform us of your creative project and better help us to support its existence. After walls are painted, unfortunately some can be vandalised or the City of Gold Coast receives complaints through the graffiti hotline. The graffiti prevention team has a duty to visit each site after a complaint to check if the work is unlawful and requires repainting. We want to ensure that commissioned works are not painted over or removed through this process. Some walls also receive graffiti after being painted with commissioned works to the property owner’s detriment.

To help projects have successful outcomes, we are providing the Urban Art Guidelines to assist in the development of private property projects. These guidelines provide a framework to help you understand the cultural vision for the city and measures to ensure artworks don’t become graffitied. The Urban Art Permit Notification form is designed to help you by providing a framework to ensure that artists have permission to use your walls and provide a mechanism for us to add you to our Urban Art Register. This register allows our community safety team to respond appropriately to complaints via the graffiti hotline and assist in the longevity of your work.
