No. 8/1/2015-E.I(B)- A Combined Defence Services Examination will be conducted by the Union Public Service Commission on 1November, 2015 for admission to the under mentioned courses:- Name of the Course and Approximate No. of Vacancies. 1. Indian Military Academy, Dehradun 141 Course com- mencing in July, 2016 [including vacancies reserved for NCC ‘C’ Certificate (Army Wing) hold- ers]. 2. Indian Naval Academy, Ezhimala-Course commencing in July, 2016 Executive (Hydro/ General Service) (including 06 vacancies reserved for NCC 'C' Certificate holders (Naval Wing). 3. Air Force Academy, Hyderabad (Pre-Flying) Training Course commencing in July, 2016 i.e. No. 200/16 F/PC Course. 4. Officers Training Academy, Chennai, 104th SSC Course (for Men) commencing in October, 2016. 5. Officers Training Academy, Chennai 18th SSC Women (Non- Technical) Course commencing in October, 2016. Note i : The date of holding the exami- nation as mentioned above is liable to be changed at the discretion of the Commission Note ii : The number of vacancies given above is tentative and may be changed at any stage by Services H.Q. N.B. (I) (a) : A candidate is required to specify clearly in respective column of the Online Application the Services for which he/she wishes to be considered in the order of his/her preference. A male candi- date is advised to indicate as many pref- erences as he wishes to, subject to the condition given at paras (b) and (c) below, so that having regard to his rank in the order of merit due consideration can be given to his preferences when making appointment. Since women candidates are eligible for OTA only, they should give OTA as their first and only preference. (b) (i) : If a male candidate is competing for Short Service Commission (Army) only, he should indicate OTA as the one and only choice. However, a male candi- date competing for Short Service Commission Course OTA as well as per- manent Commission course at IMA, Indian Naval Academy and Air Force Academy should indicate OTA as his last preference, otherwise OTA will be deemed to be the last choice even if it is given a higher preference by the candi- date. (b) (ii) : Women candidates are being considered only for Short Service Commission at OTA. They should indicate OTA as the only choice. (c) : Candidate who desire to join Air Force Academy must indicate AFA as first choice, as they have to be administered Computer Pilot Selection System (CPSS) and/or Pilot Aptitude Battery Test at one of the AFSBs and AF Medicals at Central Establishment/Institute of Aviation Medicines. Choice exercised for AFA as second/third etc. will be treated as invalid. (d) : Candidates should note that, except as provided in N.B. (II) below, they will be considered for appointment to those courses only for which they exercise their preference and for no other course(s). (e) : No request for addition/alteration in the preferences already indicated by a candi- date in his/her application will be entertained by the Commission. No change of choice once exercised will be allowed. Second choice will come for consideration only when the first choice is not offered to the candidate by Services HQ. When first choice is offered and a candidate declines the same, his/her candidature will be cancelled for all other choices for regular commission. N.B. (II) : The left-over candidates of IMA/ Indian Naval Academy/Air Force Academy courses viz, those who have been recom- mended by the Union Public Service Commission for grant of permanent Commission on the basis of the final results of this Examination, but who could not be inducted on these courses for any reason whatsoever may be considered for grant of SSC even if they have not indicat- ed their choice for this course in their applications, if they are subsequently will- ing to be considered for this course sub- ject to the following conditions : (i) There is a shortfall after detailing all the candidates who competed for the SSC Course; and (ii) The candidates who are detailed for training even though they have not expressed their preference for SSC will be placed in the order of Merit List after the last candidate who had opted for this Course, as these candidates will be get- ting admission to the Course to which they are not entitled according to the prefer- ence expressed by them. (iii) Candidates with Air Force as first and only choice cannot be considered as left over for grant of SSC (OTA) if they fail in Computer Pilot Selection System (CPSS) and/or Pilot Aptitude Battery Test. Such can- didates, if they desire to be considered for SSC (OTA) should exercise their option for OTA also. NOTE 1 : NCC ‘C’ Certificate (Army Wing/ Senior Division Air Wing/Naval Wing) hold- ers may also compete for the vacancies in the Short Service Commission Course but since there is no reservation of vacan- cies for them in this course, they will be treated as general candidates for the pur- pose of filling up vacancies in this course. Candidates who have yet to pass NCC ‘C’ Certificate (Army Wing/Senior Division Air Wing/Naval Wing) examination, but are otherwise eligible to compete for the reserved vacancies, may also apply but they will be required to submit the proof of passing the NCC ‘C’ Certificate (Army Wing/ Senior Division Air Wing/Naval Wing) examination to reach the Army HQ/Rtg. CDSE Entry for SSC male candidates and SSC women entry for female candidates West Block-III, R.K. Puram, New Delhi- 110066 in case of IMA/SSC first choice candidates and IHQ of MoD NAV., (OI & R Section), Room No. 204, ‘C’ Wing, Sena Bhawan, New Delhi-110011 in case of Navy first choice candidates and PO 3 (A)/Air Headquarters, J Block, Room No. 17, Opp. Vayu Bhawan, Motilal Nehru Marg, New Delhi-110011 in case of Air Force first choice candidates by 13th May, 2016. To be eligible to compete for reserved vacancies the candidates should have served for not less than two academic years in the Senior Division Army Wing and three academic years in the Senior Division Air Wing/Naval Wing of National Cadet Corps and should not have been discharged from the NCC for more than 24 months for IMA/ Indian Naval Academy/Air Force Academy courses on the last date of receipt of Application in the Commission’s Office. NOTE 2 : In the event of sufficient number of qualified NCC ‘C’ Certificate (Army Wing/ Senior Division Air Wing/Naval Wing) holders not becoming available on the results of the examination to fill all the vacancies reserved for them in the Indian Military Academy Course/Air Force Academy Course/Indian Naval Academy Course, the unfilled reserved vacancies shall be treated as unreserved and filled by general candidates. Admission to the above courses will be made on the results of the written examination to be conduct- ed by the Commission followed by intelli- gence and personality test by the Services Selection Board of candidates who qualify in the written examination. The details regarding the (a) Scheme, standard, syllabus of the examination. (b) Instructions to candidates for filling up the Online Application Form (c) Special instructions to candidates for objective type tests. (d) Guidelines with regard to physical standards for admission to the Academy and (e) Brief particulars of serv- ices etc. for candidates joining the Indian Military Academy, Indian Naval Academy, Air Force Academy and Officers’ Training Academy are given in Appendices I, II, III, IV and V respectively. 2. Allotment of Centres will be on the first-apply-first-allot basis and once the capacity of a particular centre is attained, the same will be frozen. Applicants, who cannot get a centre of their choice due to ceiling, will be required to choose a Centre from the remaining ones. Applicants are, thus, advised that they may apply early so that they could get a Centre of their choice NB: Notwithstanding the aforesaid pro- vision, Commission reserve the right to change the Centres at their discre- tion if the situation demands." UNION PUBLIC SERVICE COMMISSION IMPORTANT 1. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION: The candidates applying for the examination should ensure that they fulfil all eli- gibility conditions for admission to the Examination. Their admission at all the stages of the examination will be purely provisional subject to satisfying the pre- scribed eligibility conditions. Mere issue of Admission Certificate to the candidate will not imply that his/her candidature has been finally cleared by the Commission. Verification of eligibility conditions with reference to original documents will be taken up only after the candidate has qualified for Interview/Personality Test. 2. How to Apply Candidates are required to apply online only, by using the website www.upsconline.nic.in. Detailed instructions are available on the abovemen- tioned website. Brief instructions for filling up the Online Application Form have been given in the Appendix II. 3. LAST DATE FOR SUBMISSION OF APPLICATIONS: The Online Applications can be filled upto 14th August, 2015 till 11.59 PM after which the link will be disabled. 4. The eligible candidates shall be issued an e-Admit Card three weeks before the commencement of the examination. The e-Admit Card will be made available in the UPSC website [www.upsc.gov.in] for downloading by candidates. No e - Admit Card will be sent by post. All the applicants are required to provide valid & active e-mail i.d. while filling up Online applica- tion form as the Commission may use electronic mode for contacting them. 5. PENALTY FOR WRONG ANSWERS : Candidates should note that there will be penalty (Negative Marking) for wrong answers marked by a candidate in the Objective Type Question Papers. 6. For both writing and marking answers in the OMR sheet [Answer Sheet], can- didates must use black ball pen only. Pens with any other colours are prohibited. Do not use Pencil or Inkpen. Candidates should note that any omission/mis- take/discrepancy in encoding/filling of details in the OMR answer sheet, especial- ly with regard to Roll Number and Test Booklet Series Code, will render the answer sheet liable for rejection. Candidates are further advised to read carefully the "Special Instructions" contained in Appendix-III of the Notice. 7. FACILITATION COUNTER FOR GUIDANCE OF CANDIDATES : In case of any guidance/information/clarification regarding their applications, can- didature etc. candidates can contact UPSC’s Facilitation Counter near Gate ‘C’ of its campus in person or over Telephone No. 011-23385271/011-23381125/011- 23098543 on working days between 10.00 hrs. and 17.00 hrs. 8. MOBILE PHONES BANNED: (a) Mobile phones, pagers, bluetooth or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail disciplinary action including ban from future examinations. (b) Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers, bluetooth or any valuable costly items to the venue of the examination, as arrangements for safekeeping cannot be assured. No other document relating to agelike horoscopes, affidavits, birth extractsfrom Municipal Corporation, servicerecords and the like will be accepted. Theexpression Matriculation/HigherSecondary Examination Certificate in thispart of the instruction includes the

(xi) being in possession of or usingmobile phone, bluetooth, pager orany electronic equipment or deviceor any other equipment capable ofbeing used as a communicationdevice during the examination, or

(xii) violating any of the instructionsissued to candidates along with theirAdmission Certificates permittingthem to take the examination, or

(xiii) attempting to commit or as the casemay be abetting the Commission ofall or any of the acts specified in theforegoing clauses, may in additionto rendering himself/herself liable tocriminal prosecution be liable

(a) to be disqualified by theCommission from the examinationfor which he/she is a candidateand/or

(b) to be debarred either permanentlyor for a specified period

(i)by the Commission from anyexamination or selection held bythem;

(ii) by the Central Government fromany employment under them; and

(c) if he/she is already in serviceunder Government to disciplinaryaction under the appropriaterules.

Provided that no penalty under this ruleshall be imposed except after,(i) giving the candidate an opportunity

of making such representation, inwriting as he/she may wish to makein that behalf; and

(ii) taking the representation, if any,submitted by the candidate withinthe period allowed to him/her intoconsideration.

6. LAST DATE FOR SUBMISSION OFAPPLICATIONS :The Online Applications can be filled upto14th August, 2015 till 11.59 PM afterwhich the link will be disabled.

7. CORRESPONDENCE WITH THECOMMISSION/ARMY/NAVAL/AIR HEADQUARTERS.The Commission will not enter into anycorrespondence with the candidatesabout their candidature except in the fol-lowing cases:(i) The eligible candidates shall be

issued an e-Admit Card three weeksbefore the commencement of theexamination.The e-Admit Card willbe made available in the UPSCwebsite [www.upsc.gov.in] for down-loading by candidates. No e-AdmitCard will be sent by post. For down-loading the e-Admit Card the candi-date must have his/ her vital param-eters like RID & Date of Birth or RollNo. (if received) & date of birth orname, father's name & Date of Birthavailable with him/her.

(ii) If a candidate does not receivehis/her e-Admit Card or any othercommunication regarding his/hercandidature for the examinationthree weeks before the commence-ment of the examination, he/sheshould at once contact theCommission. Information in thisregard can also be obtained fromthe Facilitation Counter located inthe Commission’s Office either inperson or over phone Nos. 011-23381125/011-23385271/011-23098543. In case no communica-tion is received in theCommission’s Office from thecandidate regarding non-receiptof his/ her e-Admit Card at least 3weeks before the examination,he/she himself/herself will besolely responsible for non receiptof his/her e-Admit Card.No candidate will ordinarily beallowed to take the examinationunless he/she holds an e-AdmitCard for the examination. On receiptof Admission Certificate, check itcarefully and bringdiscrepancies/errors, if any, to thenotice of UPSC immediately.The courses to which the candi-dates are admitted will be accordingto their eligibility as per age andeducational qualifications for differ-ent courses and the preferencesgiven by the candidates.The candidates should note thattheir admission to the examina-tion will be purely provisionalbased on the information givenby them in the Application Form.This will be subject to verificationof all the eligibility conditions.

(iii) If a candidate receives an e-AdmitCard in respect of some other can-didate on account of handling error,the same should be immediatelybrought to the notice of theCommission with a request to issuethe correct e-Admit Card.Candidates may note that they willnot be allowed to take the examina-tion on the strength of an e-AdmitCard issued in respect of anothercandidate.

(iv) The decision of the Commission asto the acceptance of the applicationof a candidate and his/her eligibilityor otherwise for admission to theExamination shall be final.

ANNOUNCEMENT OF THE RESULTSOF THE WRITTEN EXAMINATION,INTERVIEW OF QUALIFIED CANDI-DATES, ANNOUNCEMENT OF FINALRESULTS AND ADMISSION TO THETRAINING COURSES OF THE FINALLYQUALIFIED CANDIDATES.The Union Public Service Commissionshall prepare a list of candidates whoobtain the minimum qualifying marks inthe written examination as fixed by theCommission in their discretion.Candidates who are declared successfulin the written exam will be detailed forintelligence and personality test at theService Selection Board based on theirpreference, by the respective service HQ.Results of the test conducted by ServiceSelection Board will hold good for all thecourses (i.e. Indian Military Academy (DE)Course, Dehradun, Indian NavalAcademy, Ezhimala Course, Air ForceAcademy (Pre-Flying) Course,Hyderabad and SSC (NT) Course at OTA,Chennai) for which the candidate hasqualified in the written exam, irrespectiveof the service HQ conducting it. Two-stage selection procedure based onPsychological Aptitude Test andIntelligence Test has been introduced atService Selection Boards. The Gradesecured by him at the first test CPSSand/or PABT will therefore hold goodfor every subsequent interview at AirForce Selection Board.
