DescriptionCreatestheMentalHealthEarlyActiononCampusAct.Providesforintent,legislativefindings,purposesoftheAct,anddefinitions.Providesthattoraisementalhealthawarenessoncollegecampuses,eachpubliccollegeoruniversityinthisStatemustcompletespecifiedtasks.Providesthattheboardoftrusteesofeachpubliccollegeoruniversitymustdesignateanexpertpaneltodevelopandimplementpoliciesandproceduresthat(i)advisestudents,faculty,andstaffontheproperproceduresforidentifyingandaddressingtheneedsofstudentsexhibitingsymptomsofmentalhealthconditions,(ii)promoteunderstandingoftherulesofSection504ofthefederalRehabilitationActof1973andtheAmericanswithDisabilitiesActof1990toincreaseknowledgeandunderstandingofstudentprotectionsunderthelaw,and(iii)providetrainingifappropriate.Providesthatbecausepeersupportprogramsmaybebeneficialinimprovingtheemotionalwell-beingofthestudentpopulation,eachpubliccollegeoruniversitymustdevelopandimplementapeersupportprogramutilizingstudentpeerstosupportindividualslivingwithmentalhealthconditionsoncampus;specifiesbestpracticesforthepeersupportprograms.Providesthateachpubliccollegeoruniversitymustformstrategicpartnershipswithlocalmentalhealthserviceproviderstoimproveoverallcampusmentalwellnessandaugmenton-campuscapacity;specifieswhatthepartnershipsmustinclude.RequirestheBoardofHigherEducationtodevelopaTechnicalAssistanceCenter;specifiesthedutiesoftheCenter.RequireseachpubliccollegeoruniversitytoevaluatetherequiredprogramsundertheActusingspecifiedcriteria.EffectiveJuly1,2020.Replaceseverythingaftertheenactingclause.Reinsertstheprovisionsoftheintroducedbillwiththefollowingchanges.Providesthat2yearsaftertheeffectivedateoftheAct,andonceevery5yearsthereafter,theTechnicalAssistanceCentermustproposetotheGeneralAssemblyanupdatedratioofclinical,non-studentstaffmemberstostudentsbasedonactualratiosinthisStateandanynewinformationrelatedtoappropriatebenchmarksforclinician-to-studentratios.Providesthattheupdatedbenchmarkmustrepresentaratioofnolessthanoneclinical,non-studentstaffmemberto1,250students.Removesaprovisionprovidingthat5yearsaftertheeffectivedateoftheAct,eachpubliccollegeoruniversitymustmaintainaratioofoneclinical,non-studentstaffmemberto1,000students.Providesthatthemonitoringmeasuresoflocalpartnershipprogramsmustincludetheratioofclinical,non-studentstafftostudentpopulationandthenumberoflinkageagreementsandcontractsinplacebasedonstudentpopulation(ratherthanonly...(clickbilllinktoseemore).

DescriptionEstablishestheIndianaboardofphysicaltherapy(board).(CurrentlawregulatesphysicaltherapyunderthemedicallicensingboardofIndiana,withcertainfunctionsdelegatedtotheIndianaphysicaltherapycommittee.)Createsanewdefinitionof"physicaltherapy"andaddsoramendsotherdefinitions.Amendscertainprohibitedactstoincludebusinessentities.Changestheterm"physicaltherapist'sassistant"to"physicaltherapistassistant".Addsphysicianassistantsandnursepractitionerstothelistofpersonswhomayissueanordertoaphysicaltherapist.Allowsaphysicaltherapisttotreatapatientfor90dayswithoutareferralfromaprovider.(Currentlawallowstreatmentfor24days.)Providesthatcertainindividualsareexemptfromlicenseandcertificationrequirements.Addstwophysicaltherapistsandaphysicaltherapistassistanttotheboardandremovesthephysicianmember.EstablishesrequirementsforphysicaltherapistsandphysicaltherapistassistantswhohavebeeneducatedoutsidetheUnitedStates.Establishesrequirementstositforthelicensureandcertificationexaminations.Allowstheapplicanttotaketheexaminationnotmorethansixtimes.Allowstheboardtodisqualifyanapplicantforcertainactsrelatedtotheexamination.Requiresapersonwhoseeksreinstatementforalapsedlicensetodemonstrateevidenceofcontinuingcompetence.Establishescertainresponsibilitiesforphysicaltherapists.Allowsaphysicaltherapistassistanttoworkunderaphysicaltherapist.Transferstherules,duties,andrecordsconcerningphysicaltherapyfromthemedicallicensingboardofIndianatotheboard.Makesconformingchanges.
