INA and IGES Workshop on A way forward – Needs challenges and opportunities forPNG on Climate Change, Land Use and Forest Resource Management and Payment forEnvironmental Services/REDD+Kokoda Trail Motel Conference Room, 7-8 January 2013
International climate change process is important
From the Kyoto Protocol … … to the Copenhagen Accord
▪ Emission reductions focused on developed world (Annex 1 countries)
▪ Covers mitigation in all countries, i.e., both developed and developing world, while recognizing differentiated responsibility
▪ No coverage of forestry and agriculture
▪ Covers all sectors, specifically recognizing forestry and land-use
Environmental treaty Economic transformation programme
… and the Cancun Agreement Translates the Copenhagen outcome into UNFCCC agreed documents, but adds
▪ A framework for implementing REDD+
▪ Outline of an agreement for technology sharing
1
▪ No coverage of forestry and agriculture
▪ Covers all sectors, specifically recognizing forestry and land-use
▪ International funding limited to CDM/JI mechanism
▪ Provides $30b in fast-start funding (2010–12); acknowledges need for $100b financing by 2020
▪ System based on compliance; reporting against obligations
▪ System based on self-interested commitments within a framework for performance transparency
▪ UNFCCC 80% of the game ▪ UNFCCC 20% of the game
▪ A framework for implementing REDD+
▪ Details on the establishment of a Green Climate Fund

OCCD: Implementation Plan
PNG has set itself high aspirations, economically and environmentally to transform PNG into a reference case for adaptation and mitigation action
Economic Development▪ Achieve GDP per capita of USD 3,000
by 2030 as set out in our Vision 2050
Mitigation▪ Reduce emissions of green-house gases,
by at least 50% by 2030 driven mainly by abatement measures in land use, land-use change and forestry
▪ Become carbon neutral by 2050 investing into low-carbon infrastructure today
Adaptation ▪ Reduce vulnerability to climate change-
associated risks– Gradual hazards (e.g., vector-borne
disease)– Event-driven hazards (e.g., landslides,
flooding)

REDD+
▪ Mangrove planting to protect coastal villages
▪ Coastal early flood warning system
▪ Coastal engineering▪ Inland flood warning
Adapta-tion
Review agricultural leases▪ Review policy process and legal
status of agricultural leases▪ Develop sustainable alternative
land-use models in order to revoke existing leases
Examples
C

▪ Renewable energy for Port Moresby, national capital
▪ Rural electrification via rehabilitation of existing and new micro hydro plants
▪ Energy efficiency measures
Low-carbon growth
▪ Mangrove planting to protect coastal villages
▪ Coastal early flood warning system
▪ Coastal engineering▪ Inland flood warning
Adapta-tion
Coastal early warning system
▪ Alert affected communities directly via SMS so they have time to avoid danger
▪ Automate detection of sea level changes that cause flooding
