NARRATIVE REPORT 1.0 INTRODUCTION

The following is the final report of the asbestos survey update conducted in the West Campus Building located on the Century College Campus in White Bear Lake, MN. Andrew Tinklenberg of LEGEND TECHNICAL SERVICES, INC. (LEGEND) performed the survey work on June 28 & July 21, 2017. Asbestos abatement work has taken place on the campus since the last asbestos survey update was completed in late 2014. The intent of this report is to update the building diagrams to identify which asbestos containing materials are still present in the building and which ones have been removed. Mr. Kevin Wriskey of Century College authorized LEGEND’s scope of services. LEGEND’s services included the following:

Update the previous update report dated December 30, 2014, to reflect the asbestos containing materials which have been removed over the past several years.

2.0 METHODOLOGY

A review of LEGEND’s records and information supplied to LEGEND by Century College was used to identify the areas of the building which have had asbestos abatement activities occur over the past several years. The diagrams were then updated to reflect the areas of the building where abatement has occurred and where any new materials were sampled/discovered. Additional bulk samples were collected in accordance with Minnesota Department of Health Rules 4620.3460. The samples were analyzed in LEGEND’s in-house laboratory. Analysis for the presence of asbestos fibers in bulk samples was performed in LEGEND’s laboratory using polarized light microscopy (PLM) and dispersion staining techniques. The analysis was performed using an Olympus BHSP microscope at 40-200X magnification in accordance with current U.S. Environmental Protection Agency (USEPA) protocols, "Method for the Determination of Asbestos in Bulk Building Materials," EPA 600/R-93/116, 1993 and “Interim Method for the Determination of Asbestos in Bulk Insulation Samples,” EPA-600M4-82-020, Dec. 1982. All reported percentages are by visual estimates. In the case of nonhomogeneous samples, each material or layer is analyzed separately and the reported percentages are based on the total sample as received. An asbestos containing material (ACM) is defined as any material containing greater than one percent asbestos as analyzed by PLM techniques.

3.0 RESULTS/FINDINGS

3.1 Results/New Findings Seven (7) asbestos samples were collected of suspect flooring, pipe fitting insulation, penetration putty, duct insulation coating and window glazing. The samples were analyzed and three (3) of the samples were found to contain asbestos. Refer to Appendix B for the asbestos bulk sample results.

Floor tile and mastic similar to the asbestos floor tile present in Rooms 2040 and 2045 of the 1971

Area were also noted to be present in Rooms 2042, 2043 and 2044. The materials were sampled for confirmation and were found to contain asbestos.

Penetration putty that is known to be asbestos containing elsewhere in the building was also found in room 1450 of the 1974 Area. The material was sampled and confirmed to be asbestos containing.

Window glazing along the southwest exterior wall of Rooms 1400 & 1420 of the 1974 Area was previously thought to contain asbestos. However, the material was noted to be different than the window glazing that is inlaid in the doors and on the windows between Rooms 1400 & 1420. The window glazing was sampled and did not contain asbestos.

The following change was also noted during the survey update:

Asbestos floor tile was noted to be present under the carpeting in Room 1420 of the 1974 Area. The area was previously thought to contain only residual asbestos adhesive.

3.2 Abatement activities

The following materials have been abated in the past several years. LEGEND was not on-site for the removal of these items.

Asbestos containing fire doors were removed from the following areas.

o 1969 Area – First Floor Stairway “M”. o 1974 Area – Second Floor Stairway “J”. o 1969 Area – Second Floor Stairway “M”. o 1971 Area – Third Floor Room 3020. o 1968 Area – Third Floor Room 3210/Stairway “G”. o 1974 Area – Third Floor Stairway “J”. o 1969 Area – Third Floor Stairway “M”.

Asbestos containing floor tile and/or floor tile adhesive was removed from the following areas. o 1971 Area – Room 1053. o 1971 Area – Rooms 1190-1196. o 1974 Area – Room 2360. o 1969 Area – Hallway out Stairway “L”.

Asbestos containing sink undercoating was removed from Room 1035 in the 1971 Area. The stage lighting with asbestos containing electrical cord wrap was removed from the 1050 theater

area, however, one stored/detached light was still noted in the northeast corner of this area. Asbestos containing pipe fitting insulation was removed from Room 1203 & the hallway out Room

1170 in the 1968 Area. Note on drawings remains as the asbestos pipe fitting insulation is still present throughout the area.

Refer to the appendices for photos and additional information regarding the asbestos sample and asbestos containing material locations.

4.0 REMARKS

As nearly all of the asbestos sampling performed to date has been non-destructive, items such as electrical components, elevator components, interior boiler materials, door cores, ceramic wall/flooring materials, foundation sealants, exterior materials, roofing materials, etc. that have not been tested should be assumed to be asbestos containing unless sampling shows them to be non-asbestos. The recommendations in this report represent our professional opinions. These opinions were arrived at in accordance with currently accepted architectural, engineering, minimum code, and industrial hygiene practices at this time and location. Other than this, no warranty is implied or intended.
