INTRODUCTION Purpose of the Operations Manual

The purpose of this Manual is to ensure that all State Championships under the control of Hockey SA are conducted in a consistent and efficient manner from year to year, and in accordance with the Hockey SA Constitution and Rules.

The Manual applies to the State Country Championships, Junior Zone Championships and U13 State Championships. The Manual clearly outlines the requirements and responsibilities for each of the following groups associated with State Championships:

Hockey SA (HSA) Host Venues (Club grounds) Championship Officials Competing Teams

The current "Rules of Hockey" authorised by FIH and published by Hockey Australia, together with any additions and modifications specifically authorised by Hockey Australia or Hockey SA for that year and Championship, shall be applied. See appropriate sections of this Manual for any modifications applicable to a championship.

Amendments to Operational Manual

This Operations Manual is subject to alterations and amendments from time to time by Hockey SA. Each revision will be dated, and the most recent version placed on the Hockey SA website under the respective state championship page.

Foreword

The letters HSA (Hockey SA) are used frequently in this manual. HSA is a generic term and may refer to several entities including but not limited to the HSA Board, its CEO and staff. Where there is a necessity, the CEO shall determine the appropriate entity.

RESPONSIBILITIES OF HOCKEY SA

Championship Hosts

HSA will call for clubs/grounds to act as an additional host venue for the Zone and Under 13 State Championships. Upon bidding to act as a Host venue, Clubs agree to the terms and conditions set out in the tender document. Any host that does not conform to the rules contained in this manual may not be offered the opportunity to host a division in State Championships in the future.

Tournament Director and Umpire Manager

HSA will appoint a Tournament Director (TD) and Umpire Manager (UM) for each State Championship. There may be separate Tournament and Umpire Directors appointed for each championship.

HSA will provide the TD and UM with detailed guidelines for their roles. HSA will include names and contact details of the TD and UM in the Event Plan.

Umpire Panel

HSA will appoint an Umpire Manager who, in conjunction with Hockey SA, will appoint Umpiring Panels for the State Senior and State Junior Zone Championships. (Each U15 Zone and U13 State Championship team will be required to provide at least one umpire for the Championship. Each team competing in the State Country Championship will be required to provide two umpires for the Umpiring Panel.)

Umpiring by those not holding a valid Hockey Ed accreditation will be viewed as a development opportunity. Umpires holding a minimum of a Hockey Ed Level One Umpiring accreditation will receive payment for umpiring.

Panel umpires are to wear the current standard uniform as authorised by HSA.

Eligibility Committee

HSA shall appoint an Eligibility Committee of three persons to rule on player eligibility for all State Championships. Such committee may include, but not be limited to the HSA CEO, Competitions Coordinator, High Performance Manager and Operations Manager. The High Performance Manager will be responsible for recommending the Eligibility Committee.

Medallions, Trophies and Awards

HSA will be responsible for arranging premiership medallions for each of the winning teams in each State Championship and arrange for a suitable presenter. HSA will supply medallions for 18 x players, coach and manager. Depending on the number of teams nominating for this type of event it is at the discretion of HSA to issue runner up medals.

Any perpetual trophies must be returned immediately after the presentation ceremony to be engraved by Hockey SA and kept at the Hockey SA office.

Presentations will take place immediately after each grand final match for each championship.

Under 18 Team of the Championships

Hockey SA will announce an U18 Men’s & Women’s Team of the Championships immediately after each Grand Final. The team will consist of 1 x Goal Keeper, 4x Defenders, 3 x Mid Fielders and 3 x Strikers. HSA will supply a champion’s team certificate to those named.

State Country Championships Player of Final award

Hockey SA State Country Selectors will select a men’s and women’s Player of the Final i after each Grand Final and will announce each at the combined presentation ceremony.

Hockey Balls

The host venue will provide an FIH approved hockey ball for the Grand Final of each State Country and Junior Zone and U13 State Championships played. .

Notify Host Venues of State Sponsorship Servicing Requirements

It is the responsibility of HSA to inform host clubs/venues of their State Sponsor servicing requirements. Servicing may include erecting State Sponsor signage at the Championship venue, acknowledgments in the programme and announcements over the public address system during the Championships.

Championship 'Draw'

HSA will construct the Championship Draw and will provide it to the host clubs/venues and post on the HSA website prior to the championship.

Appoint a Championship Jury

HSA will appoint a Championship Jury. Such Jury will consist of the Tournament Director, the Host Venue Tournament Manager and a representative of HSA if available. Other officials may be utilised at the discretion of the Tournament Director so that the Jury numbers a minimum of 3 persons.

Event Plan

HSA will produce an Event Plan for each championship, to be distributed to team managers and host venues. The Event Plan will include:

• Welcome message • Personnel and venue contact details • Team details • A copy of the draw • A list of medical and health services available • General tournament information • Field locations and layout

Championship Program

HSA will produce a championship program to be posted on the Hockey SA website, the program can be printed as per individual’s choice.

Online Information

Hockey SA will endeavour to update match results and images on the HSA Facebook page on a regular basis throughout championships, however, may be reliant on host venues in providing this information in a timely manner.

The website will contain all information in relation to the championships including all documents and forms, the draw and results.

Hockey SA will share grand-final results and images on the Hockey SA website and Facebook page at the conclusion of the championships.

Media responsibilities

HSA, at their discretion, will promote the championships to the appropriate media, and will arrange distribution of results, photographs etc.

Amendments to HSA Responsibilities

HSA's responsibilities may be amended from time to time according to Board and Committee meeting resolutions.

ROLES OF OFFICIATING PERSONNEL - SUMMARY This list of roles is a summary only. Detailed guidelines for these personnel are included in “information packs” supplied to them.

Tournament Director

General responsibilities:

• To generally supervise the Championship on behalf of HSA and report to HSA at the completion of the championship.

• To conduct the championship in accordance with the State Championship Operations Manual. • To ensure that each competing team fulfils its obligations under the championship rules and does

not gain an unfair advantage over its rivals, either because of failure to observe the rules or by any other action which the TD deems to be not in the interest of fair competition.

• Be the final arbiter in all matters of contention arising during the Championship, except that the TD does not have the power to consider any protest arising from a decision of an on-field umpire or appointed technical official during a match.

• To provide advice and assistance to team managers and tournament officials as necessary. • Keep all records in relation to the championship. • Liaise with other Championship personnel e.g. Umpire Manager, Tournament Managers, Venue

Convenor, HSA Competitions Coordinator. • Arrange team manager meetings if necessary.

Tournament Manager (appointed by the Host Venue if directed)

Note: the Tournament Director may assume some/all of these roles depending on the number of venues being used for a Championship.

The Tournament Manager shall work in close collaboration with the Tournament Director and HSA Event Manager both before and during a championship and shall support and assist the Tournament Director and HSA Event Manager whenever possible.

General responsibilities:

• To generally ensure that the matches at the venue are conducted according to the State Championship Operations Manual and FIH Rules of Hockey.

• Be responsible for the allocation of technical bench personnel to matches at the venue and supervise those personnel.

• Attend to other matters as required by the Tournament Director. • Ensure no uniform clashes occur and direct the ‘second named team’ to wear their alternate

strip. • Fill one position on the Championship Jury if and when required. • Arrange for the recording of games results and points table to be kept up to date throughout the

day on a public leader board at the venue. • Text or email match results to the Hockey SA Marketing, Events and Communications Manager as

soon as possible after each match/round ([email protected]). Umpire Manager

The Umpire Manager shall:

• Conduct any meetings of umpires as required • Be responsible for the allocation of umpires to matches except for Finals matches which will be

done in consultation with the Tournament Director. • Ensure the allocated umpires are aware of the Rules pertaining to the Championship • Advise the Tournament Director on matters pertaining to umpiring if required. • Attend to other matters as required by the Tournament Director

RESPONSIBILITIES OF THE HOST VENUE Appointment of Organising Committee

The successful host venue shall appoint an Organising Committee prior to the starting date of the State Championship. The name, contact phone numbers and email address of the Convenor of the committee must be forwarded to Hockey SA. All communication from HSA regarding the State Championship will be to the Convenor of the committee.

The Organising Committee is responsible for the overall organisation of the Championship at their venue on behalf of HSA.

Suitability of State Championship Venue

The Organising Committee must ready and provide a venue of high standard for all matches of the State Championship, this includes:

• All fields are to be properly marked in accordance with the 'Rules of Hockey'. • Where and when applicable, the playing surface should be watered, cleaned and otherwise

maintained so as to provide the best possible playing surface. • Goal posts, boards and nets must be maintained in good order and condition throughout the

championship. Contingency plans should be made to enable the Championships to be completed should any ground or venue become unsuitable for play.

A State Championship Office located at the Championship venue greatly assists the conduct and organisation of the Championship. Mobile telephone and photocopying services are considered to be essential. Internet, fax and computer access is desirable.

Sponsorship

Hockey SA is required to provide such signage to host venue to meet sponsor contracts. Notwithstanding existing, long-standing venue signage which may remain, clubs that are awarded hosting rights for a State Championship are not entitled to promote any business/sponsors in conflict with Hockey SA sponsors during the championship.

If a host club is able to identify a major sponsor for the championship, and there is no current sponsor in place, then HSA will negotiate an appropriate revenue share with the host club.

Venue Tournament Manager

Host venues for the Zone and Under 13 State Championships must appoint a Tournament Manager to have overall control of the technical bench and matches at their venue.

Venue Technical Personnel and Equipment

The host venue must source and absorb any fees associated with the supply of sufficient technical personnel to assist the Tournament Manager during the Championship.

The first named team for each match must supply one volunteer to assist the Technical Officer on the technical bench during that match. Duties may include timekeeping and scorekeeping. It is at the discretion of the Tournament Director to release teams from this obligation or to change the requirement. Changes to this direction would be detailed in the Event Manual.

Any person who is undertaking the HA Technical Accreditation at Level 1 or 2 should be invited to take part in the Championship to further the practical application of their knowledge.

The host club/ground is to supply equipment necessary for the conduct of the games. Seating for temporarily suspended players should be available adjacent to the tech bench if possible.

All host club/ground volunteers should be clearly identified (e.g. hi-vis vest, club windcheater, lanyards)

Canteen/Food and Drink Outlet

The venue must make provision for the supply of adequate refreshments for players, officials and spectators, for the duration of the Championships while matches are in progress.

Umpires

Host venues must ensure that umpires (as scheduled by Hockey SA) are present at the tech bench prior to the beginning of each match.

Timekeepers

Host venues for the Zone Championships shall arrange for all matches to be centrally timed. Only matches as approved by the Tournament Director may be timed independently.

Results and Notices

Zone host venues must appoint a designated person(s) to be responsible for texting all match results to the Hockey SA Event Manager as soon as possible after each match/round ([email protected]).

Under 13 State Championships host venues are to email the minor round results to Hockey SA as soon as possible after the completion of the day.

Under 13 Semi Final host venues must immediately contact the Hockey SA Event Manager with results at the conclusion of each game.

ALL VENUES must provide a public viewing area for the display of results charts, ladders, umpire allocations and notices. This information must be updated in a timely manner.

Public Address System and Ground Announcers

A public address system capable of amplifying announcements, music and advertisements to teams, officials, and spectators at the venue is highly desirable.

Ground announcers may broadcast between matches and/or half time breaks only.

Messages may include – next game announcements, final result of match, warning time for restart of game, canteen/café specials (excluding alcohol promotion) and short EVENT sponsor messages.

Spectator Admission Fee

Hockey SA State Championship must not attract a spectator admission fee.

Meetings Venues

Provision must be made for any meetings that may take place, such as:

• Managers Meeting to be held at a place and time to be advised by HSA • Selectors (area set aside for Selectors to confer privately) • Umpires (area set aside for Umpires Panel to discussion and debrief with Umpire candidates) • Any other meetings that HSA or the Tournament Director decide

First-Aid

Each host club/ground will preferably have a qualified sports first aid personnel with an accredited first aid kit for use in emergencies. Competing teams are required to also supply their own kits. Ice must be freely available to all Team Managers during playing times (injury ice only).

Change Rooms

Change rooms, including seating, showers and toilet facilities must be available to the teams and umpires participating in the Championships. It is desirable to provide signs indicating which rooms have been allocated to teams.

Siren and Hooter

A siren or hooter, which can be heard all over the ground at the venue, is required to signal when time has elapsed. A back up siren, hooter or whistle should also be available in case of malfunction.

The Under 13 games at Grange Royals Hockey Club will be timed by the umpires controlling the match. There will be no central timekeeper, siren or hooter.

RESPONSIBILITIES OF PARTICIPATING TEAMS Team Eligibility to Compete

Teams may compete in a Hockey SA State Championship provided they represent a Club, Association or Zone affiliated with Hockey SA and consist of players currently registered with Hockey SA. It is only at the discretion of Hockey SA to invite non-affiliated teams to compete at an event.

All teams must complete the required online nomination and pay the nomination fee.

Team Names

Each Zone Championship Team is required to have an identifying zone name (i.e. Mariners) which is to be approved by HSA and used in all sections of the Championship.

Other championships teams will be known by their nominating club/association name.

Team Managers

Each participating team must appoint a Team Manager. The Team Manager will be provided with the Operations Manual and Event Plan and are responsible for the good conduct of the team officials and players on their team bench at all times. Prior permission must be sought from the technical bench if a team manager wishes to leave the team bench for any reason while a match is in progress.

Nomination Fee

Each team must pay the nomination fee as stated on the online Team Nomination Form to HSA. Failure to pay this fee by the due date may preclude participation in future State Championships. A late reply levy may be applied at the discretion of HSA.

Team Withdrawal

If a team withdraws within twenty one (21) days preceding the Championship, that team will be refunded their nomination fee less a withdrawal fee of $200.

If a team withdraws within seven (7) days preceding the Championship, that team shall forfeit their nomination fee.

If a team withdraws from the Championship before the completion of its matches, then all matches it had been involved in will be classified as having not been played at all, and results adjusted accordingly. A team refusing to play a match entered on its program, or forfeiting a match, shall be considered as withdrawing from the Championship.

Teams withdrawing after the beginning of the Championship will automatically incur a fine of $500 and also forfeit their nomination fee..

Submitting Team Lists to Hockey SA

Each participating team must submit a Team List to the HSA High Performance Manager by the requested date in a manner determined by HSA ([email protected]).

Any changes in personnel that occur after the closing date shall be advised to HSA immediately.

Code of Behaviour Acknowledgement

All participants are required have read and agreed to the specific Player/Athlete or Team Officials Code of Behaviour terms prior to the beginning of the Championships. Participants are required to at the best of their ability, abide by the Code of Behaviour during all Hockey SA endorsed events.

ONLINE PARTICIPANT REGISTRATION

When registering online, the participant will be required to confirm to have read the Hockey SA Player/Athlete or Team Official Code of Behaviour, and accept the responsibilities and conditions disclosed.

NO ONLINE PARTICIPANT REGISTRATION

If online participant registration is not required for a championship, it is the responsibility of the Zone Coordinator, Club Coordinator and or Team Manager to ensure all members of each team (including coach(es) and team managers) have acknowledged and signed the relevant consent form and be given to

the Venue Tournament Manger before the first game. Appendix G contains Player Code of behaviour information and consent form.

Participant Registrations

When instructed by Hockey SA, all players/coaches and team managers are required to register their intent to participate in a Hockey SA endorsed championships via either the online registration link on the Hockey SA website or by emailing nomination forms. Each zone/association/club is responsible for keeping a list of their own registered participants for the Championships.

Registration processes can be found in the relevant Championship Appendices.

Timelines

Each zone/association/club is expected to adhere to the timelines and deadlines for forms/nominations and registrations as set by HSA.

Uniforms

Uniform colours must be registered with HSA prior to the Championship. Each competing team must have an alternate playing shirt and socks of a contrasting colour to their principle strip at each Championship. The Tournament Manager at the venue shall assume responsibility for ensuring no uniform colour clashes occur.

In the event of a team clash, the second named team, as listed in the official championship programme, is to wear their alternate strip or as instructed by the Tournament Director or Tournament Manager.Goalkeepers must wear a different colour smock to that of their team, the opposing team uniforms.

All Players must have a unique number on their uniform including goalkeepers. Shirt numbers may not be changed at any time for the duration of the State Championship (except for blood shirts).

The captain of each team must wear a clearly visible arm or leg band or ribbon on their playing top for identification purposes.

It is compulsory for all participating players in the State Championships to wear mouth guards. Insurance cover will not be provided if this is not adhered to. Shin guards are also recommended.

Players must not wear anything which is dangerous to any player. Any item, which in the opinion of the Tournament Director or a Technical Officer may cause danger, must either be removed or taped over if so directed and receive approval of the protection by the TD or Tournament Manager before that player can take the field.

Players will not be admitted to the field of play unless attired in the registered uniform of their team and wearing the required protective gear.

Stick and equipment checks may be made at the discretion of the Tournament Director and may occur at any time during the tournament.

Accommodation & Travel

It is the responsibility of each team to book their own accommodation, local transport and travel.

Pre-Game Team List

At least 30 minutes before the start of each game the Team Manager shall provide a list of the players intending to take part in that game to the appropriate control point at the venue. This will usually be in the form of a match card. Note: at the U13 Championship this will be to the umpire.

At 2021 Country Championships this will be submitted online using the Altius management system and is required one hour prior and submitted online.

Forfeits A match will be forfeited if a team is unable to field seven (7) to play within five (5) minutes of the starting time as indicated by the official timekeeper of the match.

A team forfeiting will be recorded as losing the match with a score of five (5) goals to nil.

Match Balls

Each competing team must provide an approved match ball at each game. Hockey SA will provide match balls for Grand Finals at the State Hockey Centre.

Tech Bench Personnel

The first named team in the match program for the State Country and Zone Championships must supply one volunteer to assist the Technical Officer on the technical bench during that match. Duties may include timekeeping and scorekeeping. It is at the discretion of the Tournament Director to release teams from this obligation or to change the obligation. This direction may be updated or changed for specific tournaments and would be found in the Event Plan for that specific tournament.

Championship Rules

It is imperative that each Team Manager is conversant with the Competition Rules. During the course of the State Championship, any queries should be directed to the Tournament Director, Assistant Tournament Director or in their absence, the duty Technical Officer at the venue.

Umpiring

UNDER 13

Each team participating in the U13 State Championships will be required to provide at least one umpire to be rostered by Hockey SA across the weekend for the duration of the event. Hockey SA will supply umpire for all finals (Semi & Grand Final).

ZONE

Each zone MUST provide one non-panel umpire per team, who will be rostered to a venue for the weekend. This is a valuable development opportunity for any umpire who wishes to develop their skills further, they will receive feedback and coaching from Hockey SA umpire coaches.

COUNTRY CHAMPIONSHIPS

Each team competing in the State Country Championship will be required to provide two umpires for the Championships Umpiring Panel to be rostered by Hockey SA across the weekend for the duration of the event. This is a valuable development opportunity for any umpire who wishes to develop their skills further, they will receive feedback and coaching from Hockey SA umpire coaches.

Any team failing to supply umpires for an allocated match will forfeit one (1) premiership point per umpire not provided and be fined by Hockey SA for the cost of providing an umpire per game.

Where teams are required to provide umpires, details and match allocations will be available in the match programme or as advised by the Tournament Director.

PLAYER INFORMATION Participant Eligibility

All participating players in a State Championship must be an ‘active’ member with a financial Hockey SA Individual Registration Fee via their club/association. Unless they are a participating member of an invitational team as directed by Hockey SA.

The HSA High Performance Manager (HPM), (references to HPM represents HPM or delegate) shall rule on the eligibility of players to represent clubs/associations/zones at HSA State Championships.

Should a situation related to player eligibility arise that is not covered by these Rules, the High Performance Manager shall determine the outcome in best interest of the athletes and championships.

The HSA High Performance Manager will certify as to the eligibility of all players before they participate in any match in the State Championships.

The penalty for non-compliance with the player eligibility rules shall be the awarding of the match to the opposing team, with a score of 5-0 or the actual score, whichever is the greatest.

Eligibility for a Team

Players shall be eligible to play in a HSA State Championship as per specification in the relevant championship appendices at the back of this document.

Athletes or team contacts are required to contact the High Performance Manager to seek clarification and approval.

Participant Registrations

When instructed by Hockey SA, all players/coaches and team managers are required to register their intent to participate in a Hockey SA endorsed championships via the online registration link on the Hockey SA website. Each zone/association/club is responsible for keeping a list of their own registered participants for the Championships.

Registration processes can be found in the relevant Championship Appendices.

Players Nominating for SA Junior and SA Country State Squad Selection

The Country, Zone and Under 13 State Championships are an integral part of our state selection processes.

Applications for exemption on the grounds of: medical reason/injury; non selection due to team strength; or personal extenuating circumstances must be submitted to the High Performance Manager prior to the date specified on the Hockey SA website. The High Performance Manager will provide a response as soon as practicable after an exemption request is lodged.

Applications for exemption should include a detailed reason as to why the player is not available for the State Championships including relevant documentation, such as Doctor’s Certificate and if the player has completed the online nomination.

UNDER 13 STATE CHAMPIONSHIPS

In 2019, the Under 13 State Championships are used as a talent identifier for the final trial which will be conducted post championships.

ZONE CHAMPIONSHIPS

In 2019, Under 15 and Under 18 Zone participants will not be required to register online. However, team lists must be submitted to the High Performance Manager one week prior to the championships

STATE COUNTRY CHAMPIONSHIPS

All players participating in the Country Championships must register via the registration link found on the HSA website (regardless if they participate in the Championships or not) and select if they wish to be considered for SA Country Team selection.

Underage Championships

Players shall only be eligible for underage Championships if they have not attained the specified age before the 31st of December of the previous year of the Championship commencement.

Example: a Player who turns 18 on or before the 31 December of the year prior to the Championship is ineligible for an Under 18 Championship, whilst Players who turn 18 from 1 January onwards during the year of the Championship shall be eligible.

Code of Behaviour Acknowledgement

All participants are required have read and agreed to the specific Player Code of Behaviour terms prior to the beginning of the Championships. Participants are required to at the best of their ability, abide by the Code of Behaviour during all Hockey SA endorsed events. In the case of online players’ and team officials’ registration via the Rev Sport portal, acceptance of the codes of behaviour is required as part of online registration.

Suspended Players & Officials

Any player or team official who has been suspended by a Hockey SA tribunal will not be permitted to participate in a State Championships in any capacity if the term of their suspension coincides with the State Championships.

COMPETITION RULES AND FORMAT General Format

HSA will determine the format of any State Championships depending on:

• The number of days allocated to the Championship • The number of Team Nominations • The number of fields/host venues available

Rules

The current "Rules of Hockey" authorised by FIH and published by the Hockey Australia, together with any additions and modifications specifically authorised by Hockey Australia or Hockey SA for that year and Championship, shall be applied. Tournament specific changes should be detailed in the Event Plan for that Tournament.

Finals eligibility

A player may not play in a semi-final or final match without having taken part in at least two matches of the championship, prior to the finals, unless the Tournament Director grants permission. Any requests for such permission must be made 1 hour (at least) before the scheduled starting time of the match.

Eligible Team Bench Personnel

The only persons eligible to be on the team bench during a match are the player substitutes (a maximum of seven (7) players, the team coach, and team manager who are registered on the official team entry form plus one other team official (e.g. assistant coach, physio).

Points

Points for the qualifying games shall be awarded on the basis of three (3) points for a win, one (1) point for a draw, nil (0) points for a loss

Equality of Points

In the event that team’s points are tied after the end of the Round matches, the following methods (and if a tie still exist - in the following order), will be used to determine placings to head through to the finals:

1. The teams will be ranked according to their respective goal difference (which means ‘goals for’ less ‘goals against’). A positive goal difference always takes precedence over a negative one.

2. If there remains equality among two or more teams, then the teams will be ranked according to their respective number of matches won.

3. If there still remains equality among two or more teams, then these teams will be ranked according to their respective number of ‘goals for’.

4. Should there still remain equality among two teams, then the result of the matches played between those teams will determine the ranking of the tied teams.

5. Should there still remain equality among two teams, then the ranking will be determined by a shoot-out competition between those two teams (Appendix D)

6. If more than two teams are involved then each team will play a penalty shoot-out competition against the other teams in the same sequence of play as per the order of play in the tournament, in accordance with Appendix A. A ranking will then be established based upon the results of the round of penalty shoot-outs only, with the awarding of the following points at the end of each round of shoot-outs: 3 points for the team “winning” a penalty shoot-out, 1 point to each team having “drawn” shoot-out.

Points Demerit System

For the purposes of the Championships, the following demerit points system will be enforced:

Warning cards issued to Players by umpires shall be recorded as follows:

Green Card = 2 points; Yellow Card = 6 points; Red Card= 12 points.

Points are cumulative for the duration of the Championship including semi-finals but shall lapse at the end of the Championship. Any player accruing a total of twelve (12) demerit points shall be automatically suspended for the next match due to be played by his/her team in the Championship. The serving of the one match suspension will cancel exactly twelve (12) points only.

Players receiving a red card must immediately leave the field and must go straight to their team bench where they must remain for the duration of the match in order for their conduct to be observed by the Technical Bench and Umpires. Any further breach of the Code of Conduct may result in an additional penalty being imposed by the Tournament Director. If the umpires believe an incident is malicious enough to warrant further suspension beyond the tournament, they are to contact the Tournament Director within 30 minutes of the conclusion of the game. If, after speaking to all involved parties (this may include: umpires, players, coaches etc.), the Tournament Director deems further suspension may be necessary the matter will be referred to Hockey SA’s CEO, and the Hockey SA Tribunal will convene at a point after the conclusion of the Championships.

Players receiving a temporary suspension must leave the field immediately and sit quietly under the supervision of the Technical Officials at venues with a technical bench, or behind their own goal. Temporarily suspended players who do not comply with these requirements may have an additional time penalty imposed by the Technical Officials. All players under temporary suspension may be given a drink and warm clothing by their Team Manager but may not engage in conversation with other team officials or team members.

Player/Official Behaviour

No player, coach, official or associated person shall interfere with an umpire or technical officer in any way during a match including interrupting, refusing to accept decisions, verbal abuse or physical attack.

No player, coach, official or associated person shall comment (whether or not directly) in a derogatory manner towards or about any Official, incl. Tournament Director, Tournament Manager, Technical Official, Umpire, or any other at any time during the Championship.

No player, coach, official or associated person shall comment (whether or not directly) in a derogatory manner nor discriminate against any other person on the basis of race, colour, age, sex, language or any other point of differentiation of a person from the general group attending the State Championship.

The HSA Member Protection Policy including the penalties and sanctions specified in that policy will apply to all State Championship matches and to all players, coaches and associated persons behaviour during any State Championship.

No player, coach, official or associated person will act in an inappropriate manner (as determined by HSA in their sole discretion) or act in any manner that may affect the bringing of the game of hockey and/or the State Championship into disrepute.

Each player, coach and team official taking part in the Championships will be required to agree to and sign the Codes of Behaviour as stated on the online nomination form.

Each player, coach, official or associated person must register and agree to the Codes of Behaviour at time of online registration or via signature on the relevant consent forms.

It is the responsibility of the Zone Coordinator, Regional Association Coordinator and or Team Manager to ensure all members of each team (including coaches/team managers) participating at a Hockey SA State Championships have registered and acknowledged to the Codes of Behaviours prior to the Championships.

Penalties

The relevant Tournament Director (at any time during a tournament) may impose any one or more of the following penalties where a breach of the rules relating to player/official behaviour has occurred. It should be noted that repeated transgressions will result in the imposition of harsher penalties.

• Issue a warning to the relevant person to cease their offending behaviour • Send the transgressing player off if the offending behaviour occurs during a game • Suspend the player/team official for one or more matches • Disqualify the team from the game in which a transgression has occurred whether the

transgression has been affected by one or more than one player or by the coach or manager • Disqualify the player/official from the tournament • Disqualify the team from the tournament

In all circumstances the transgression, details of the penalty and the name of person and/or team penalised, should be forwarded to the HSA Athlete and Coach Development Manager and the zone/association/club with which the player or team are registered or to which the associated person belongs for the imposition of such further penalties and/or sanctions as that club or association may wish to impose (if any).

Protests & Disputes

Before, during or after each game, the Tournament Director or Tournament Manager may be faced with a protest, complaint or inquiry from the competing Teams or any of the Officials involved. Only matters brought forward by a Team Manager, appointed Umpire or Technical Official shall be dealt with and may be deferred until after the given game if, in the opinion of the Tournament Director, or Tournament Manager at the ground in the absence of the former, if resolving the issue would likely interfere with the conduct of the game. The Tournament Director or Tournament Manager at the ground should not entertain any subject brought before it by any other team member, coach, supporter, spectator or other persons.

Where a team wishes to lodge a protest over matters relating to a match the team manager must indicate intention to do so in writing under their signature on the Match Card.

Any protests, complaints or inquiries must be lodged in writing to the Tournament Director, via the Tournament Manager or Duty TO controlling the match, within ten (10) minutes of the completion of the relevant match or within thirty (30) minutes of the incident having taken place if the incident was not during a match. Failure to do so will indicate no protest is registered.

The Tournament Director will advise the outcome within two (2) hours of the match concluding or more urgently if required.

In dealing with a protest or complaint, the Tournament Director should refer to the wording or intent of the relevant rule. (Decisions made on the field by Umpires are not to be considered as a matter for Protest). Each Team/Official shall be given equal opportunity to present their case. The Tournament Director may choose to refer the matter to the Championship Jury.

There is no appeal on a decision made by the Tournament Director.

STOPPAGES AND INTERRUPTIONS TO PLAY Wet Weather

Where a Championship is affected by weather, including but not restricted to rain, hail, storms, lightning, floods, field conditions, failure of lighting or watering equipment etc., stoppages or cancellations of a game, games or the Championships, shall be at the discretion of the Tournament Director.

The Tournament Director shall take advice from the Umpires, Ground Staff and local personnel with knowledge of weather patterns, drying out times etc. The Tournament Director shall primarily exercise a Duty of Care to players, umpires and officials and shall also give due consideration to care and preservation of playing fields.

The Tournament Director may consider the following options:

(a) Wait and see if weather or conditions clear and the grounds become playable. It is recommended that no more than fifteen (15) minutes waiting times apply to any one game.

(b) Games stopped in the first half and unable to be continued, shall be restarted at a re-scheduled time and on a reallocated field, where possible, taking into consideration time restraints and other Championship schedules and considerations. On resumption, the score, interchange of players and penalty infringements, etc., shall be the same as those in place at the time of the stoppage. Where a game is unable to be restarted or rescheduled under this rule, then the game will be declared a draw irrespective of the score at the time of the stoppage. Each team will receive one (1) game point and the score will be recorded as three (3) goals to each team. No protest or appeal shall apply to this rule.

(c) Games stopped in the second half and unable to be continued (see (a) above) will be declared complete as at the time of the stoppages. Scores, interchange of players, penalty infringements etc., shall be confirmed as those in place at the time of the stoppage, and game points awarded accordingly. No protest or appeal shall apply to this rule.

(d) Scheduled games not played on a particular day because of earlier interruptions and stoppages on that day shall be dealt with under (b) above.

Where a Championship is so disrupted by weather, as described herein, that the Championship cannot continue in accordance with the published draw and schedule, the Tournament Director may;

(i) Adjust the game times for the balance of the tournament. It is recommended that games be not shortened to less than twenty (20) minutes per half, but where prevailing conditions as such that this is not possible than games may be shortened to a time and formulae that will allow the Championship to be concluded.

AND/OR

(ii) Adjust the Tournament Draw (where possible and convenient) to allow for earlier and later games. No game shall commence earlier than 7.00 am and no game shall commence later than 9:00 pm for juniors and 10.00 pm for seniors. The number of games each team has to play per day shall be at the discretion of the Tournament Director utilising the rule of equity.

AND/OR

(iii) Cancel the Finals Rounds and determine the Championship after the Round Robins and /or Crossovers.

Where it is clear on reports and projections that the Championships cannot be continued to a final and satisfactory conclusion, then the Championship shall be cancelled to allow teams and officials to disperse in a timely fashion.

Where stoppages and cancellations render the results of a Championship to be inconclusive, then there shall be no position awarded.

Communication and lines of communication are of paramount importance. Managers or appropriate team representatives must attend all Manager’s meetings held prior to and during the Championships so that alternatives can be discussed and future meetings scheduled.

In circumstances where there is a likelihood of stoppages and cancellations, each team shall maintain a representative at the venue to attend urgent unscheduled meetings and to obtain relevant information.

Teams shall provide accurate telephone numbers so that they may be reached with urgent and pertinent information.

Teams leaving the venue should arrange to telephone the Tournament Director at scheduled times to receive current and relevant information as to the status of the program.

No game shall be rescheduled unless all relevant parties are aware of the rescheduling.

Where teams are not contactable by the Tournament Director or do not contact the Tournament Director as per arrangement and the program is further disrupted, then forfeits and points penalties may apply to the defaulting team or teams.

Other Stoppages or Interruptions to Play

In the case of stoppages and interruptions to play from loss of lights, fog, dust storms or other natural phenomena the rules used for wet weather shall apply.

In the case of extreme weather, the Hockey SA Extreme Weather policy will be applied. This excerpt on how to manage stoppages for lightning is from the policy:

Use the 30/30 Lightning Rule.

• If the time between the lightning flash and the thunder sound is less than 30 seconds then play should be suspended, and not resumed until 30 minutes after the last thunder.

• 30 seconds means that the lightning is approximately 10 kilometres away. • Find safe shelter. Sturdy buildings are the safest place to be during lightning storms. • Avoid sheds, picnic shelters, metal coaching boxes and goals • Staying in a car with windows closed also offers some protection. • Note thunder is not usually heard 24-32 kilometres away

Note that at Pitch 2 at State Hockey Centre (Mate Stadium) the spectator shelters are not considered safe refuge in the event of a lightning storm and patrons should return to the main building and shelter inside.

ZONE CHAMPIONSHIPS - UNDER 18 AND UNDER 15 Player Pick-up Pool

A player who is NOT selected for their primary zone may apply to enter the Player Pick-up Pool. Players must nominate via the online registration link on the Hockey SA website under the ‘Player Pick Up Pool’ entry type.

Zone coaches will need to apply in writing (email accepted) to the High Performance Manager to select player(s) from the Player Pick-up Pool if their zone is unable to field a minimum team of sixteen (16). The player will henceforth be considered as a member of that zone for the remainder of the Championship.

Player Eligibility Exceptions

Hockey SA registered players who are legitimately Dual Registered with a Regional Association or have a strong hockey linkage to a Regional Association may apply to Hockey SA for a Championship Clearance to play for that Regional Association. This can be made by emailing Hockey SA’s High Performance Manager prior to the Championships.

Dual Registration is defined as being registered with two clubs or associations in order to play regularly in both and in accordance with the rules of the respective clubs and associations.

A Championship Clearance will only be approved if previous strong hockey linkages or proven regular match participation can be established.

The player will henceforth be considered as a member of that zone for the remainder of the Championship.

Zone of Origin Exemption

Those wishing to play for their zone of origin at the State Country Championships or Zone Championships may submit an application to the Hockey SA High Performance Manager at [email protected] a minimum of ten (10) working days prior to the tournament. The application form can be found on the relevant State Championship event page on the Hockey SA website.

Team Numbers

Teams shall comprise a maximum of eighteen (18) Players of which two (2) must be dressed goalkeepers at all times. If a team has only one (1) dressed goalkeeper, they are restricted to a maximum of sixteen (16) players including the one (1) dressed goalkeeper.

A Team may not begin its game with fewer than eight (8) players. The match start time will not be delayed to allow a team to field enough players.

Each team shall have a fully padded goalkeeper or 11 field players as per the Rules of Hockey. Players with goalkeeping privileges are no longer permitted.

Participant Registrations

In 2021 all players/coaches and team managers are required to register via the event link on Rev Sportl - please submit team nominations to [email protected], stating team name, age group, male/female by 5.00pm Wednesday 26 May 2021. Each zone/association/club is responsible for keeping a list of their own registered participants for the Championships. Team lists including coaches and managers should be submitted via the event registration link on Rev Sport by 5.00pm Wednesday 2 June 2021.

Umpires

Where Zones are required to provide umpires, details and match allocations will be emailed to Zone contacts, Venue host contacts and to each umpire or as advised by the Tournament Director.

Each zone MUST provide one non-panel umpire per team, who will be rostered to a venue for the weekend. This is a valuable development opportunity for any umpire who wishes to develop their skills further, they will receive feedback and coaching from Hockey SA umpire coaches.

Any team failing to supply umpires for an allocated match will forfeit one (1) premiership point per umpire not provided and be fined by Hockey SA for the cost of providing an umpire per game.

Timing - 25 minute halves (plus 5 minute warm up & 5 minute half time break)

Unless otherwise directed by The Tournament Director, each half of each game will be commenced and concluded by a central timekeeper.

Unless as otherwise directed by the Tournament Director, duration of play shall be 25 minutes each way with 5 minutes half time and 5 minutes warm up (Inc. pitch watering).

No extra time shall be allowed for injuries. (The Tournament Director may exercise discretion in finals only). Where a break in time is required to attend to an injured player, the clock will be left active. Due and responsible care must be exercised when removing injured players from the field of play. An injured player must be removed from the field of play by the shortest route as soon as possible having due regard to the type of injury. Where a game is so shortened by injury that no fair or reasonable result can be determined, the Tournament Director may exercise discretion to have the game re-played in part or in full if possible.

Where an injured player has been attended to on the field of play by a trainer or other bench personnel except the team coach, at the direction of the umpire that player must leave the field of play forthwith and may not return for a minimum period of two (2) minutes. The player may be substituted as per the Rules of Hockey.

Zone Championship Divisions and Draw

All divisions shall have no more than one team per zone competing.

Within each division of competition all teams will be programmed to play all other teams before the major round.

Qualifying rounds and finals shall be played in all divisions.

Semi Finals

Shall be as follows:

Semi-Final - 1st v 4th

2nd v 3rd

No classification matches will be played.

In the event of the scores being equal at the conclusion of the semi-final, then the higher placed team will go through to the Grand Final.

Grand Final

The Grand Final will be contested between the winners of the Semi-Finals.

Draw at the conclusion of the Grand Final

In the event of a draw after normal time in a Grand Final, then a penalty challenge competition will be played to determine the winner as outlined in Appendix E.

No extra time will be played first.

UNDER 13 STATE CHAMPIONSHIPS

A player may be considered eligible to play for an alternative team at the U13 State Championships if their Primary club/association does not enter a team in the Championships.

Players must apply in writing to the High Performance Manager to be considered for a club/association clearance for the Championships. Clearances will be determined on an individual case-by-case basis.

Umpires

Each team participating in the U13 State Championships will be required to provide at least one umpire to be rostered by Hockey SA across the weekend for the duration of the event. Hockey SA will supply umpire for all finals (Semi & Grand Final).

Timing - 20 minute halves (plus a 5 minute half time break).

Unless otherwise directed by The Tournament Director, each half of each game will be commenced and concluded by the umpires appointed to the match.

Match Programming

Hockey SA reserves the right to program all matches to best suit the number of team entries and time available. The following is offered as a guide only. The final fixture will be as distributed to coaches and team managers and placed on the Hockey SA website.

Pool Matches

Depending on the number of team entries the competition may be played as either one pool or split into two pools.

Within each pool of competition all teams will be programmed to play all other teams within that Pool, before the major round(s).

The winner of the Pool shall be the team with the most points at the conclusion of the last pool match. If two or more teams are equal on points refer to “Equality of Points” to determine the higher placed team.

Semi-Finals

Depending on the number of team entries and the time available to program matches Semi Finals may be played as follows:

Single pool competition:

1st v 4th 2nd v 3rd In the event of a draw at full-time in a semifinal the higher placed team shall advance to the Grand Final.

Two pool competition:

1st Pool 1 vs 2nd Pool 2 2nd Pool 1 vs 1st Pool 2 In the event of a draw at full-time whichever team finished at the top of its respective Pool shall advance to the Grand Final.

Grand Final

Following Semifinals programmed

If semi-finals have been programmed the Grand Final shall be between the respective winning teams of the semi-final matches.

No Semifinals programmed

If no semi-finals have been programmed, and the competition has been played in two pools, a Grand Final will be played between the top teams of the respective pools.

If no semi-finals have been programmed, and the competition has been played in one pool, a Grand Final may be played between the two top teams at the end of the pool matches or the championship will be awarded to the team that finished top of the pool matches.

Draw at the conclusion of the Grand Final

In the event of a draw after normal time in a Grand Final, then a penalty challenge competition will be played to determine the winner as outlined in Appendix E. No extra time will be played first.

STATE COUNTRY CHAMPIONSHIPS

Player Eligibility

To be eligible to compete in the State Country Championships an athlete must meet one or more of the following criteria:

1. A player must be a registered member in the country association where they reside in the current playing year.

2. Have been registered with a country association and qualified for finals in that association in the previous year.

3. A player who is registered in any division (below Premier League) in the metropolitan competition must seek written acceptance from the Hockey SA High Performance Manager and Regional Association President to participate in this championship. Athletes must provide evidence of strong linkage to that association/region (i.e. currently residing in the region, recent relocation, zone of origin).

4. Players participating in the metropolitan competitions must have dual registration with their regional association to participate in the State Country Championships.

Zone of Origin Exemption

Those wishing to play for their zone of origin at the State Country Championships or Zone Championships may submit an application to the Hockey SA High Performance Manager at [email protected] a minimum of ten (10) working days prior to the tournament. The application form can be found on the relevant State Championship event page on the Hockey SA website. Premier League Players

A team may nominate and name up to three (3) Premier League players who qualify for eligibility for this Championship. Premier League players must be dual registered with the regional association in the current playing year or have qualified for finals in that association in the year prior.

A Premier League Player is defined as an athlete whose primary competition is the metropolitan competition and has played three (3) or more consecutive Premier League matches by team submission.

A Championship Clearance will only be approved if previous strong hockey linkages (i.e. years of playing service, region of origin) or proven regular match participation can be established by written confirmation from the Club/Regional Association Secretary or Results Registrar.

Ineligible Athletes

Athletes who have competed in the Australian Hockey League in the previous competition year are ineligible for selection.

Player Pick-Up Pool

An eligible player who is NOT selected for their primary zone may nominate for the Player Pick-up Pool online by the time specified via the State Country Championships Event page on the Hockey SA website (www.hockeysa.com.au).

Country coaches must apply via email to [email protected] to select player(s) from the Player Pick-up Pool if their region is unable to field a minimum team of fourteen (14) athletes for the championship.

The player will henceforth be considered as a member of that zone for the remainder of the Championship.

State Country Team Eligibility

The State Country Championships will be used for selection of the Hockey SA State Country men’s and women’s teams to compete at the National Country Championships. Athletes must register their intent for selection when registering online prior to the championships and may be eligible for selection without

participation provided on the following grounds: The athlete trialled for their respective regional team and was not successful in selection. The athlete was entered into the player pick-up pool and not drafted into a team. The athlete applied for exemption and was approved by the Hockey SA High Performance Manager prior to the commencement of the championships.

Team Composition

A player may only be registered in one team. A player must play a minimum of three (3) matches (including semi-finals) to be eligible for the grand final match. The maximum number of players per team is 18 players with two padded goalkeepers or 16 with one padded goalkeeper. The minimum number of players per team is fourteen (14) for the championships unless dispensation has been granted from the Tournament Director. Teams may request players from the player pick up pool. Associations must submit a team list to the Hockey SA High Performance Manager. If applicable this team list must clearly identify the three starred (*) Premier League players by Monday May 9.

Umpires & Technical Officials

Where teams are required to provide umpires and timing judges, details and match allocations will be available in the match program or as advised by the Tournament Director.

Each team competing in the State Country Championship will be required to provide two umpires for the Championships Umpiring Panel to be rostered by Hockey SA across the weekend for the duration of the event. This is a valuable development opportunity for any umpire who wishes to develop their skills further, they will receive feedback and coaching from Hockey SA umpire coaches. Hockey SA will supply some Technical Officials during the tournament and each team will be required to supply a timing or scoring judge to be rostered by Hockey SA across the weekend to work with the Technical Officials – this is not onerous or difficult but is essential to the tournament management. Where a team member is operating as Timing judge without a supervising Technical Officer, they will be asked to record the match, including goals and cards, half time and full time scores and see signatures from both managers at conclusion of match. A checklist will be provided at each pitch.

Any team failing to supply umpires or a judge for an allocated match will forfeit one (1) premiership point per umpire or judge not provided and be fined by Hockey SA for the cost of providing a replacement.

Umpires and technical officials for all finals will be appointed by the Tournament Director and Umpires Manager in consultation with the Officials Committee at Hockey SA.

Participant Registrations - online

All players/coaches and team managers are required to register their intent to participate in the State Country Championships via the online registration link on the Hockey SA website. Each zone/association/club is responsible for keeping a list of their own registered participants for the Championships.

Code of Behaviour Acknowledgement

All participants are required have read and agreed to the specific Player/Athlete or Team Officials Code of Behaviour terms prior to the beginning of the Championships. Participants are required to at the best of their ability, abide by this Code of Behaviour during all Hockey SA endorsed events.

When registering online, the participant will be required to confirm to have read the Hockey SA Player/Athlete or Team Official Code of Behaviour, and accept the responsibilities and conditions disclosed.

Code of Behaviour information are available at time of registration and can be also found on the HSA website.

Timing - 20-minute halves (plus 5 minute warm up & 5 minute half time break)

Unless otherwise directed by The Tournament Director, each half of each game will be commenced and concluded by a central timekeeper.

Unless as otherwise directed by the Tournament Director, duration of play shall be 20 minutes each way with 5 minutes half time and 5 minutes warm up (Inc. pitch watering).

Unless otherwise directed by the Tournament Director, time will not be held for any reason. Matches will begin at the scheduled time.No extra time shall be allowed for injuries. (The Tournament Director may exercise discretion in finals only). Due and responsible care must be exercised when removing injured players from the field of play. An injured player must be removed from the field of play as soon as possible and having due regard to the type of injury. Where a game is so shortened by injury that no fair or reasonable result can be determined, the Tournament Director may exercise discretion to have the game re-played in part or in full if possible.

Where an injured Player has been attended to on the field of play by a trainer or other bench personnel at the direction of the umpire that Player shall leave the field of play forthwith and may not return for a minimum period of two (2) minutes. The Player may be substituted in the usual manner.

Semi Finals Shirt numbers must be registered and worn by each player. Uniform colours must be registered on the online team nomination form. All teams must have an alternative strip which is of contrasting colour to the opposition team. Where uniforms clash, the second named team shall wear the alternative strip.

Semi-Final Matches

Depending on the number of team entries and the time available to program matches Semi Finals may be played as follows: Single pool competition:

1st v 4th Depending on the number of teams entries and the time available to program matches, Semi Finals may be played as follows: Single pool competition: 1st vs 4th 2nd v 3rd In the event of a draw at full-time in a semifinal the higher placed team shall advance to the Grand Final.

Two pool competition:

1st Pool 1 vs 2nd Pool 2 2nd Pool 1 vs 1st Pool 2 In the event of a draw at full-time whichever team finished at the top of its respective Pool shall advance to the Grand Final.

Grand Final Matches

The Grand Final will be contested between the winners of the Semi-Finals. If no Semi-Finals are scheduled, the Grand Final will be contested between 1st and 2nd in a single pool competition, and 1st Pool 1 vs 1st Pool 2 in a two pool competition.

Draw at the conclusion of the Grand Final

In the event of a draw after normal time in a Grand Final, then a penalty challenge competition will be played to determine the winner as outlined in Appendix E.

No extra time will be played first.

APPENDIX E: PENALTY CHALLENGE COMPETITIONS Penalty Challenge Competition

At the completion of Full time each Team Manager will provide the Tournament Director with a list of five (5) eligible players and their shirt numbers to take part in the Penalty Challenge competition.

The list must be in order of play.

The nominated players from each team take a one-on-one penalty challenge alternately against the goalkeeper of the other team.

The players take the penalty challenge in the sequence nominated and communicated by the team managers to the Technical Officer on duty before the start of the penalty challenge competition.

The umpires, after consultation with the Technical Officer, choose the goal to be used.

A coin toss is conducted to decide the right for the winner to Attack or Defend.

Only the goalkeepers and nominated challenge takers may enter the field of play during a penalty shoot-out competition. All these persons will remain in the area outside the 23m area used for the challenge. The goalkeeper of the team taking a penalty challenge may stay on the goal-line outside the circle if so directed by the umpire. A player who is authorised by an umpire or technical official to take or defend a penalty challenge may enter the 23m area solely for that purpose.

A player who has been suspended by the Tournament Director or has been excluded permanently (red card) from the field of play during that same match cannot take part in a penalty challenge competition.

The penalty challenge competition is taken under the following conditions:

i. the defending goalkeeper starts behind their own goal line between the goal posts;

ii. the ball is placed on the nearest 23m line opposite the centre of the goal;

iii. an attacker starts behind the 23m line near the ball;

iv. the umpire blows the whistle to signal the start of the shoot-out; the attacker and the goalkeeper may then move in any direction;

v. the shoot-out is completed when one of the following occurs:

- 8 seconds has elapsed

- the attacker scores a goal

- the attacker commits an offence (no goal)

- the goalkeeper commits an offence in which case a penalty stroke is awarded

- the goalkeeper commits an intentional offence, in which case a penalty stroke is awarded

- the ball goes out of play over the back-line or side-line; this includes the goalkeeper intentionally playing the ball over the back-line.

If during a penalty challenge competition, a player (either an attacker or a goalkeeper) is suspended, that player takes no further part in that penalty challenge competition and cannot be replaced, unless a defending goalkeeper. If the defending goalkeeper is suspended, the replacement can only come from the players nominated to take part in the penalty challenge competition. The replacement goalkeeper is allowed reasonable time to put on protective equipment. If an attacker is suspended during the penalty challenge competition, any further penalty shoot-out the player was entitled to take counts as no goal.

If during a penalty challenge competition, a defending goalkeeper is incapacitated, that goalkeeper may be replaced by another player from within the players listed on the team entry form for that particular match, except as excluded above. That player is allowed reasonable time to put on protective equipment.

The team scoring or awarded the most goals after each nominated player from each team has taken their challenges is the winner and the competition ceases.

If an equal number of goals are scored or awarded, a second series of penalty challenge is taken with the same players.

The sequence in which the attackers take the penalty challenge does not need to be the same as in the first series; before each penalty challenge series the team manager chooses the order in which the nominated players take the particular penalty challenge. In this second series, all nominated players must take a penalty challenge before any of them are eligible to take a further penalty challenge.

The team whose player has taken the first penalty challenge of the first series must defend the first penalty challenge of the second (unlimited) series.

When one team has scored or been awarded one more goal than the opposing team after an equal number of challenges (no minimum, no maximum) have been taken by each team, that team shall be the winner.

APPENDIX F: PLAYER CODE OF BEHAVIOUR

As a player selected to represent Hockey Australia, State Associations or Affiliated Associations in an event that is conducted or sanctioned by Hockey Australia, State Associations or Affiliated Associations, you must meet the following requirements with regard to your behaviour.

1. Be a good sport. Behave in a sporting manner at all times to all players, officials and spectators.

2. Work equally hard for yourself and/or for your team.

3. Don’t make detrimental statements in respect of the performance of any match officials or umpires.

4. Play by the rules at all times and ensure that the game of hockey is not brought into disrepute by your actions.

5. Never argue with an official. If you disagree, have your captain, coach or manager approach the official during a break or after the competition.

6. Control your temper. Verbal abuse of officials, sledging other players or deliberately distracting or provoking an opponent are not acceptable or permitted behaviours in any sport.

7. Do not bully or take unfair advantage of another competitor.

8. Accept responsibility for all actions taken.

9. Cooperate with your coach, team-mates and opponents.

10. Exercise reasonable care to prevent injury by ensuring that you play within the rules. Reasonable care consists of showing due diligence in abiding by the rules and adhering to the officials’ decisions.

11. Adhere to the Anti-Doping Policy advocated by Hockey Australia.

12. Do not bet on the outcome or on any other aspect of a hockey match or competition.

13. Adhere to HA racial and sexual vilification policy.

14. Respect the rights, dignity and worth of every person regardless of their age, gender, sexual orientation, ability, race, culture or religion.

15. Don’t do anything which adversely affects or reflects on or discredits the game of hockey or Hockey SA.

16. Refrain from using obscene, offensive or insulting language and/or making obscene gestures which may insult other players, officials or spectators.

17. The Tournament Director and/or Competition Coordinator are responsible for ensuring that the Code of Behaviour is met at all times.
