BACKGROUND USA Waste of California, Inc. dba Carmel Marina Corporation (CMC) , also known as Waste Management, performs trash and recycling collection in the City of Carmel-by the-Sea through an exclusive franchise agreement. A scorecard has been developed to monitor compliance with provisions of the franchise agreement, which is presented As part of thi s q uarter's update , Waste Management wil l be providing a br ief demonstration of the Big Belly Solar Co mpactors , which have be en installed at Ocean Avenue. These compactors use real-time data to let Waste Management know when the units are ful l and need t o be emptied . Th e technology will become operational this quart er, allowing Waste Managemen t to measure the amount of trash and recycled materials currently generated , prior to the summer season. This assessment will be ongoing and help determine the frequency and timing of providing service at the beach. It will also serve as a pilot in determining i f this type o f compactor may be useful at other locations within the Ci ty. Waste Management is collabor ating with t he City to assess the current levels of trash generated at various City trash can locations. In Januar y, the Council authorized st aff to wor k with Waste Management to develop a community survey to assess current trash and recycli ng services and to help identify the need for other serv ices in the fut ure. This survey will provide data that will be used by the City to monitor Waste Management's compliance with current serv ice s as well as to develop the new franchise agreement. As the survey will be mailed to current Waste Management customers in mid-April, Council has the option to use the survey to gamer input on other City services and goals. Survey questions may be a dded, deleted or modified based upon Council direct ion, noting that the overall length of the surve y wil l affect the ease of administration and the response rate.

Receive an update on the Waste Management Franchise Agreement Scorecard and

provide direction regarding questions for a community survey.

BACKGROUND

USA Waste ofCalifornia, Inc. dba Carmel Marina Corporation (CMC), also known asWaste Management, performs trash and recycling collection in the City of Carmel-by

the-Sea through an exclusive franchise agreement. A scorecard has been developed to

monitor compliance with provisions of the franchise agreement, which is presented

quarterly to Council for review and discussion.

As part of this quarter's update, Waste Management will be providing a br ief

demonstration of the Big Belly Solar Compactors, which have been installed at OceanAvenue. These compactors use real-time data to let Waste Management know when the

units are full and need to be emptied. The technology will become operational this

quarter, allowing Waste Management to measure the amount of trash and recycled

materials currently generated, prior to the summer season. This assessment will be

ongoing and help determine the frequency and timing of providing service at the beach.

It will also serve as a pilot in determining if this type of compactor may be useful at other

locations within the City. Waste Management is collaborating with the City to assess thecurrent levels of trash generated at various City trash can locations.

FISCAL IMP ACT

There is no fiscal impact associated with receiving the updated scorecard.
