Networking : Warfighting Perspective

• The tactical network is a warfighting capability enabler• It does not just provide connectivity, it must provide

collaboration– col·lab·o·rate

1. To work together, especially in a joint intellectual effort. The American Heritage® Dictionary of the English Language, Fourth Edition

• It must assist the warfighter in effectively and efficiently generating knowledge out of dispersed data and information

• It must enable the warfighter to use this knowledge to effectively and efficiently deploy forces to achieve desired effects

Warfare is fundamentally capabilities-centric, requiring a convergence

of net-centric and platform-centric concepts

Vision to Reality

• NAE 2030 Vision Statement: – “…to deliver a Collaborative Warfare Environment (CWE) that

enhances warfighting capability by integrating multi-INT sensor fusion, Electronic Warfare, fire control, and netted weapons leading to Dynamic Mission Execution across platform and domain boundaries in any threat environment. “

• CWE enables the vision:– Advanced mission applications running across the right

platforms to dynamically execute multiple missions

– Requires dynamic network topology – driven by mission needs

– Addresses future ATDL requirements endorsed by Net Centric Future Capabilities Board

Takeaways• Networks and Data Links are two different concepts• The future network is a complex system of systems,

which must be driven by warfighting capability needs– Networking will increase force lethality across all missions

– Networking leverages significant investments in platforms and sensors

• Incremental investments are the risk averse and fiscally responsible path to fielding interim and long-term collaborative warfighting capabilities – Mitigates complexities of dissimilar platform architectures

• Migration from data links to a "transformational" network requires:– Focused DoD and industry investments

– A system of systems roadmap to align programs and resources

– Well-defined governance structure associated with program initiation
