UPDATE ON EE&C ACTIVITIES IN MALAYSIA
Singapore6th June 2007
9th MALAYSIA PLAN (9th MP) – ENERGY EFFICIENCY & CONSERVATION
1) Focus on EE initiatives in industrial and commercial sectors
Use more EE lightings & air-conditioning systems EE measures & improvements in plants, equipment &
processes Efficient Electrical Energy Management Regulation Amendment of UBBL to include MS:1525 Labelling of electrical appliances Encourage more use of High Efficient Motors
99thth MP – EE&C (cont’d) MP – EE&C (cont’d)
2) More awareness on EE to be initiated EE&RE courses in higher learning institutions Special courses for professionals and ESCOs in
energy-related management
3) Promote greater EE in government buildings Energy audits to further improve EE
4) Further improvement of financial and fiscal incentives
EE INITIATIVES
Preparation of Legislative Framework
Final Draft of Efficient Management of Electrical Energy Regulations
Inclusion of EE elements in Uniform Building By-Laws (UBBL)
Guidelines for EE Equipments drafted
Fiscal Incentives Given to Companies Dealing with EE since 2001
Pioneer Status, Investment Tax Allowance, Import Duty & Sales Tax Exemption
EE&C Guidelines for Malaysian Industries Background:
The government through its cooperation with Japan government under the GPP (Green Partnership Programme) has included energy benchmarking as one of its main programme agenda
PTM under the Malaysian Industrial Energy Efficiency Improvement Project (MIEEIP) took up the role to develop the Energy Efficiency and Conservation Guidelines as an enhancement to the existing Benchmarking programme.
The development of the guidelines was kicked off with assistance from JETRO and ECCJ, which dispatched experts to guide and review the guideline development.
Energy Commission is taking the role roles of steering the development and publishing the guidelines.
Japan Green Partnership Policy (GPP) Project 2005Overall Benchmarking Enhancement Programme – Internal Benchmarking
Electrical Energy- Use Equipment
Objectives: To provide guidance to the Malaysian Industries for
efficient utilization of electrical energy-use equipment in a generic way.
To promote EE and EC activities in Malaysian industries particularly on the energy benchmarking of commonly-used equipments
Encourage industries to use the guidelines as a reference document for EE and EC activities
Reduce the emissions of greenhouse gases (GHG) that have global warming potentials through efficient use of energy in equipment

Objectives
To support PM Commitment Catalyst to realize the target of 10%
reduction of energy consumption. To identify enabling factors - technical,
management and legal. To create awareness among the public
and government offices/ buildings on EE practices.
To promote a sustainable EE programme in the management of government buildings.
Output Expected From Project
Energy audit report energy performance of building measures to reduce energy consumption - technical,
management and legal. Trained staffs on energy management and implementation
of Energy Efficiencies and conservation activities. Data on Building Energy Index for government buildings in
Malaysia for various type and categories. Best practices and policy recommendation on energy
conservation in various types of buildings.
CETREE ActivitiesCETREE Activities
Center for Education and Training on RE and EE (CETREE)- to provide quality information and services to increase awareness amongst the public, private sector and government officials on the applications and benefits of Renewable Energy (RE) and Energy Efficiency (EE). Developed RE and EE in school curriculum. Trained school teachers on the RE and EE subjects. Conducted competition Demo school project
NEXT ACTION
Develop EE and EC Guidelines for Malaysia Industries
(Part 2: Thermal equipment) Execute pilot projects in
accordance with the guidelines Extend EE labelling equipment
(from refrigerator and motor) Encourage local manufacturers
to introduce and produce more EE equipment
Government intervention necessary Regulatory framework – EE Regulations,
UBBL
Building The Critical Mass More energy audits in Government
buildings
Human resource development Continue capacity building through regional
and international cooperation – DANIDA, UNDP, GEF, NEDO, GPP etc.
NEXT STEPS
CONCLUSION
Importance of strengthening the regulatory framework for sustainable energy development
Energy efficiency programme could give a lot of benefit such as:
1. Lower production cost to stay competitive2. Long term profit3. Cash flow for other priority e.g. promotion campaign4. Improvement in productivity
