Chairman’s UpdateWelcome to our Summer Update, we hope you are enjoying the summer and have had an opportunity to get out into our local countryside using the new footpaths map delivered to you with the Village Day programme.

New Councillors

We are enjoying being back up to a full complement of Councillors and looking forward to making full use of the knowledge and skills Councillor Saunders and Councillor Sharkey bring to the team. Councillor Sharkey will sit on our Planning application Committee and Councillor Saunders will take her place on the Policy and Resource Committee.

Buses

At the Annual Parish meeting several residents expressed their concerns at the new 242 Bus timetable which was leaving a long period in the morning with no service between Cuffley and Potters Bar. We promised to meet with our County Councillor Stephen Boulton after the meeting to see if there was anything that could be done to reverse this change. We met with Councillor Boulton and Metroline (the company that run the service), to discuss the changes and their impact on local people. Metroline explained that since deregulation of bus services many years ago, companies were expected to run the service so that the costs were covered by passenger fares. On this service, to be commercial, Metroline needed two buses to cover the route rather than in the past four buses. Having looked at usage of the route it was very low on the trip from Cuffley through to Potters Bar except during school starting and finishing times. The problem is compounded by our local usage of the bus being mainly by Concession pass users for which the company are paid about half the full fare. The County Council have in the past subsidised some bus routes particularly those with hospital routes. We reminded Councillor Boulton that this was an important method of transport to get to Potters Bar Community Hospital for some of our residents. The County Council however are no longer prioritising bus subsidies. Metroline explained to bring back the extra trips to and from Potters Bar they would need to add another bus to the service. Just with running costs and without the cost of the bus itself this would be around £30,000, this mainly being the cost of the driver. On average, a bus trip needs to have at least 10 passengers an hour paying full price to be commercial. At the present time the usage on this service is too low for them to be able to do this. Councillor Boulton said he would look at possibilities for other funding and come back to us. In the mean time we need to look at the other possible transport links. We will come back to you when we hear back from Councillor Boulton.

Playground

The new playground should be starting on the 9th July with a projected finish date two weeks later. It should therefore be fully open for the school holidays. Thank you to all the parents that have been part of the project and to the children who have been telling us what they want in their new playground. Look out for further details in the full article in this edition.

Neighbourhood Plan and Local Plan

There is little to report on the Local Plan at the time of going to press as it is still at the review stage but we continue to monitor.

Our Neighbourhood Plan is ready to be reviewed and updated before we take it to a referendum of all residents. We aim to have a workshop in the early Autumn and will be inviting representatives of the community to attend and add their views and comments.

Village Day

Thank you to all the participants helping make Northaw and Cuffley Villages Day a successful Community event. Local groups, charities and organisations, local businesses and entertainers, volunteers and parish council staff all came together to ensure this would be an enjoyable day. Photos and a full report will be available in the Autumn Edition.

Planning applications

Our planning committee continues to meet fortnightly to discuss and where appropriate comment on planning applications in our two villages. Although the applications are decided by the Borough Council we are having some successes in influencing decisions. These meetings are open to the public and residents are able to attend and put forward their reasons for thinking we should comment or not on a specific application. Dates for meetings are on the website or contact the Parish Council Office

Grants

This year we had seven applications for Grants for Not for Profit Organisations. Six of these were invited to present their application at the Grants panel meeting as they fulfilled the criteria for applying for a grant. All six were considered to be of value to the community in keeping younger and older people continuing to be physically active, independent and socially interacting, so shared the Grant total of £26,000. The applications were

St Andrews Church for a project to improve access to toilet facilities for people with a disability

Northaw Scouts for a project to improve their scout hut storage for large equipment such as tents for camping

Cuffley Scouts for large mess tents for camping Cuffley Hall for work to the Hall floor to enable sports players and dancers to move on

the floors smoothly and safely Cuffley Day Care Centre for funding towards a minibus that could take wheelchairs Cuffley Bowls Club for replacing unsafe footpaths.

We have now completed and passed our Data protection Policy which you can find on the website. If you have any concerns about what data we hold on you and how we store it please contact the Parish Council Office.

Roadside Verges – Where have all the flowers gone?

A verge with only grass!

When you are driving through country lanes, have you noticed that you don’t see as many wild flowers on the roadside verges as you used to see in years gone by? “Road Verges need better management in order to save the increasingly scarce wild flowers from disappearing.” This is what “Plantlife” say, and they have just launched their latest campaign to restore wild flowers to British roadside habitats. This campaign asks

Members of the public to write to their local councils to ask that they adopt Plantlife’s guidance for verge management. Much of the deterioration in verges has resulted from nitrogen deposits from increasing numbers of vehicles, and from the types of fertilizers used by farmers. It is therefore vital that all concerned play their part to ensure that flower rich verges survive.

Indeed, we do still have fields surrounding us and less crime than many places however we still have many complaints about behaviour that is upsetting to others. Much of the Community Police Officer’s time that we fund is used in dealing with thoughtless and sometimes criminal behaviour that causes distress to others. The main areas are

inconsiderate parking, particularly around Cuffley School where elderly residents at certain times of day cannot get out of their drives and outside Judges Restaurant in Northawaggressive driving with verbal abuse on our main streetVandalism particularly in our playing fields FlytippingUse of off road bikes on our playing fields and woods.

Please can we encourage all our residents to report any incidences to our PCSO and where you are not putting yourself in danger challenge the behaviour.

It is the actions of our residents that make the community work or not so all positive action improves things for everyone.

NORTHAW GREAT WOOD – A UNIQUE PLACE TO VISIT!

About the Wood

Prominently situated in two valleys dissecting the London Clay plateau of South Hertfordshire, the Great Wood and the adjacent Well Wood together comprise one of the county’s most extensive areas of ancient Hornbean dominated woodland.

Traditional woodland management practices of coppice (cutting trees to the base and allowing them to regenerate) with standards (tall isolated trees) and pollarding (cutting some way up the stem and allowing regeneration) are still pursued, to ensure the survival of the woodlands wildlife features. Tall Hornbeam coppice is found almost throughout in association with both Sessile and Pedunculate (English) Oak, though Silver Birch is a constant member of the tree canopy. Also present in more or less well-defined groves are Sweet Chestnut, Aspen, Beech and Ash, Rowan and Holly.

Rides, glades, streamsides and springs add considerably to the diversity of the woodland plants. Bracken and Bramble can be dominant with Honeysuckle and Bluebell abundant in some areas.

History of the Wood

Northaw Great Wood is a remnant of the extensive forest that covered much of the area before the Norman Conquest. During the 11th and 12th centuries, it was owned by Norman Barons. In the 16th century, it was recorded as a Woodland Common and would have resembled the New Forest rather than the woodland we see today. As such it would have been used for grazing and the pollarded Hornbeams would have provided commoners’ fuel and winter feed for their animals.

In 1806 the Common of Northaw was enclosed by Act of Parliament. From then until 1938 it was a private woodland used for timber production. In 1811, the original pollards were cut down and replanted with Oak and Scots Pine. Some of the older Hornbeams can, however, still be seen in the adjacent Cuffley Camp site. Coppicing of the planted Sweet Chestnut and Hornbeam took place in the 19th century. Most of the Pines were felled in the late 19th century and a final crop of Oak was removed in the 1920s. Since then, the remaining timber has re-established itself. In some areas where trees have been cleared, the original heather, which was grazed rather than grass, is returning.

In 1937, Hertfordshire County Council acquired 290 acres of this land and the site is now managed by Welwyn Hatfield Borough Council.

Status 0f the Wood

Because of its importance for nature conservation, the Great Wood has for over 50 years been designated as a Site of Special Scientific Interest (SSSI) and in 1999 was awarded the status of a Local Nature Reserve. The Wood also has the status of a Country Park, wherein lies the tension between the wood as a public amenity for which wide access and use is to be encouraged and its status as a Nature Reserve and SSSI where access may need to be restricted to protect the environment and its wildlife.

Visiting the WoodThe main gate to Northaw Great Wood opens every day (except Christmas Day) at 8am and closes at 6pm during the summer (1st April to 31st October) and 5pm during the winter (1st November to 31st March). The car park and toilets close promptly at these times, so please allow plenty of time to return to your vehicle to avoid being locked in for the night. If you fancy a stroll when the gate is shut then there is parking along The Ridgeway. However, please do not obstruct neighbours’ driveways or disturb their privacy. There are three waymarked trails of varying length.

Several residents have commented recently that they are not always able to get a mobile phone signal locally. The Parish Council are interested to know how widespread this problem is and if mobile phone coverage is acceptable for most residents in Northaw and Cuffley. If you have a problem getting a signal where you live, work, or visit, in the Parish, please let us know.

The next phase of the playground development is to provide some equipment for older children and young people on the playing fields. Some of you have already made suggestions such as a climbing tower, skatepark or cycle practice area and even an all-weather track around the field. All suggestions are very welcome.

Playground News Hopefully, by the time you receive this edition of Update our smart, new playground in KGV will already be in use. The final part of the jigsaw is to do some landscaping and planting in and around the playground to make it even more of a pleasant place to visit. A weekend in September would be the ideal time for planting and we would like to combine it with an official opening on Saturday 22nd September. It would be great to involve the community in this so if you and your children or grandchildren would like to come a long and help plant please let us know your availability on any weekend in September and leave your details so we can contact you.

inside there are the exceptional murals and stained glass windows to admire.

Keeping the fabric, furnishings and decoration in good repair is however a costly business. That’s where FOST comes

You can be a Friend for just £1 per month. Every little helps. As a Friend you will receive a periodic newsletter. It

will keep you up to speed with FOST’s activities and undertakings including the annual Friends Day.

Most importantly you will be doing your bit. Helping to preserve St Thomas’s for future generations.

If so, you may be able to help our small band of local volunteers who spend just two or three hours on Monday mornings helping to maintain our beautiful Home Wood. All necessary tools, protective clothing, and equipment is provided by the Parish Council.

We can also organise any training required, including First Aid, Lifting & Handling, and Health & Safety. There are a variety of things you can help with according to your abilities, and it may be a chance to learn new skills.

This could be just the activity you need to give you a chance to get out in the fresh air, keep active and keep fit. This is a very friendly social gathering, it doesn’t have to be hard work, and work is suspended or cancelled if the weather is not suitable for outdoor work.

BAG IT, BIN IT!

The majority of dog owners are very conscientious when it comes to clearing up after their pet but sadly some people still choose not to. We often get complaints about dog mess that has been left on footpaths, verges and other public areas, including our King George V playing field where many people choose to let their dogs ‘off lead’ and then have been spotted by other residents how they have chosen to ignore when their dog defecates, even though there are 3 dog refuse bins sited there. Not only is this anti-social, it is also dangerous as some dog mess can lead to Toxocariasis in humans which is a serious illness and can lead to blindness.

The above Company was formed by Miss Nancy Marriner, the Captain for many years, who lived at Kingswell, one of the large pre-First World War houses, to be built on the Cuffley Road (later The Ridgeway). These houses were occupied by the upper class of influential people in Cuffley.The first meeting was on the 25th March 1932 and meetings were originally held in the old corrugated iron school room, where is now situated St. Andrews Church. Subsequently the company moved to the ‘Cabin’, originally a barn of Brickwell Farm, near the railway station. Now the present company meets at the headquarters of the 1st Cuffley Scout Group, Church Close.Joan McRitchie (nee Upton) who passed away on the 8th December 2016, aged 92, was a Brownie in 1931 and joined the 1st Cuffley Guide Company on the 3rd June 1932, as is shown below. 1st Cuffley Guides have been going for nearly 86 years and boy have we seen a few changes, from uniforms to prime ministers, through the wars and conflicts and we still come out the other side fighting - this is what makes Girl Guides great.

In the past we have had sewing badges and hostess. These days we have chocolate tasting and Ocean awareness badges. We used to camp in farmers’, fields now we go to full Activity centres or venture internationally to one of our many oversea houses.

Times have changed but at the end of the day we are still here for one main reason and that’s the girls, it’s a lot harder to keep the girls in the movement, they have so many more after school activities than years ago.

1st Cuffley Guides now have a Ranger Unit attached to it, the Rangers run evenings for the guides, have their own programme or sit revising whilst eating crisps, down time is a good thing for the older girls, they have so much going on in their lives that the chance to have a space where they can just sit and chat and eat sweets is something that we are able to offer.

This year the Guides have lots of visitors, camps, activity days and badges organised.

We work closely with 1st Cuffley Brownies who feed us, the older girls, again the Guides run taster evenings for the Brownies to let them know what we get up to and to encourage them to come join us.

We are hoping to get our group to 100 years old but with everything that goes on in these girls lives it’s a battle to get them interested in the Movement and then to keep them coming.

Northaw Village Hall is situated between Potters Bar and Cuffley in the village of Northaw. The Hall can be found approximately mid-way between St Thomas a Becket Church and the junction of Church Lane with Northaw Road West. The Hall has its own car park.

Our Hall caters for a wide variety of clubs, institutes and classes, as well as being used for local polling during elections. Apart from the normal main hall entrance, Northaw Village Hall also has an additional front elevation entrance that has been specifically designed and installed to enable wheelchair access. There are also toilet facilities inside the Hall that are friendly for the elderly as well as those with physical disabilities.

We have the ability to comfortably seat 120 (100 if sat at tables). There are also a couple of anti-rooms leading off from the main hall and stage areas that can be used as a cloak-room or food/drink serving area. There is an ample sized kitchen for food preparation that also has a serving hatch.

Our new path After several years of fund raising we are really excited to have finally improved the entrance to Ash Field with a new path and hand rail. This will help more folk access the field throughout the year. The Community Orchard is a public green space in the heart of Northaw for all in the parish to enjoy. We aim to provide opportunities for education, conservation and healthy living.

2018 We started the year with our Wassail ceremony and had lots of fun singing, parading round the field making as much noise as possible and hanging toast dunked in cider in the trees! In February we carried out our Willow Harvest which will be used to continue our sculpture in Ash Field. And on a lovely sunny day in early June we held a Pruning Workshop with our guest expert Dave Smith. It certainly was a long, cold and decidedly wet winter, but the Orchard finally emerged from hibernation with a carpet of Cowslips, Bluebells and Fritillaries followed by swathes of Ragged Robin and Ox-eyed Daisies. Ash Field was particularly soggy resulting in a large pool which proved interesting when trying to cut the grass with the tractor. Thank goodness for 4-wheel drive!

Orchards East Project The University of East Anglia is documenting orchards in the six eastern counties. We are looking for volunteers to locate and map past and present orchards in the Parish. Is it true?

The common Daddy Longlegs Spider

It is been said by many people over the years that the Daddy Long Legs spider has the most venomous bite of any spider, which could instantly kill a human if bitten! It is also stated that humans are safe however as its jaws or mouth parts are too small to bite humans!

So – what is the true?

The term Daddy Long Legs is used to describe three totally different arthropods: Pholcidae or Long Legged Cellar door spiders (these are true spiders), the Crane Fly (which is an insect) and the Harvestmen (which like ticks, mites and scorpions, are arachnids, but are not spiders). The full name for the Daddy Longlegs spider is Pholcus phalangioides.

In 2004, the Discovery Channel programme Myth Busters set out to test the daddy long-legs story. After measuring the spider's fangs at approximately 0.25 mm (average human skin thickness varies from about 0.5mm to 4mm), the show's host was apparently bitten, although the bite produced little more than a mild fairly short-lived burning sensation. This appears to confirm the suspicion that pholcids can actually penetrate human skin, but also that their venom is not seriously harmful to humans.

DID YOU KNOW?

In terms of weight, our oceans will contain more plastic waste than fish by the 2050’s!

Over 330 million tonnes of plastic is produced every year – and 8 million tonnes of that production will enter the oceans of the world. The two main types are, firstly larger items like plastic bottles, straws and cups, and secondly, what are termed micro plastics, which, as the name suggests, can be really microscopic.

In terms of the larger items, just in the UK we throw away nearly 40 million plastic bottles (only about half are recycled currently); almost 7 million disposable coffee cups; and 22 million plastic straws – every day!

Microplastics are formed when the larger plastics are broken down, or when industry creates microbeads which are used in such common items as make-up, cleaning liquids, or toothpaste. Over the last half century the use of these microplastics has increased 20 fold, and is now expected to double in the next 20 years.

The larger plastics can be eaten by turtles, seabirds, and other animals, leading to death by choking or starvation. The ingestion of the microplastics can affect reproduction, growth rates, and other biological functions. There are also concerns regarding toxins which attach to microplastic particles and then enter the food chain when ingested. As far as I am aware, the risk to humans has not been quantified, but it has for example been estimated that every European Seafood consumer ingest an average of some 11,000 plastic particles each year! A recently reported examination of mussels bought from a variety of shops and supermarkets in the UK, found microplastic and other debris in every sample purchased. Tests on a variety of brands of bottled water found microplastics in every sample.

So, what can we do to? Clearly we need to produce far less plastic, especially the plastics which cannot be recycled. We need to reuse and recycle much more of the plastic we do produce, and we need to use alternative materials to plastic, which will bio-degrade if discarded in our Countryside or finding their way to the rivers and oceans. The charge on plastic bags has vastly reduced their use – by 85% in England it is claimed. Proposals for deposit schemes on plastic bottles and the banning of plastic straws could be very helpful, and why not a plastics tax? In the UK, Waitrose announced earlier this year that they will remove all disposable coffee cups from their stores by the autumn, and in 2015 in the USA, President Obama signed the Microbead-free Waters Act, banning microbeads in cosmetics and personal care products.

On Tuesday 5th June 2018, World Environment Day, Hertfordshire County Council took a stand against plastic with the theme “beat plastic pollution”. County Hall Staff pledged to reduce their plastic use in a variety of ways from buying reusable water bottles to making smoothies rather than buying them. The Council had already reduced access to single use plastics by for instance removing plastic cutlery from its restaurants.

“The reeling road, the rolling road, that rambles round the shire” - GK Chesterton Chesterton’s poem attributed the origin of the reeling, rolling, rambling English road to drunken, reeling pre-Roman Brits and when you look at our Public footpaths in Northaw and Cuffley, some of them could conceivably have been the work of our inebriated ancestors. They certainly reel, roll and ramble. During the 2017 Village Day some of you stopped by the Residents Association Stall and showed an interest in where our footpaths went, if they linked up and where you could get to by walking them. So - we thought why not drop an Ordnance Survey Map extract of local footpaths into every parishioner’s letterbox that you could, if you chose to, access these and our wonderful countryside. At the same time we wanted to introduce you all to the Parish’s woods and green spaces and the waymarked tracks in them: Homewood, at the end of Tolmers Road, Cuffley; Northaw Great Wood, off The Ridgeway; and the Herts & Middlesex Wildlife Trust’s Fir and Pond Woods, off Coopers Lane Road, Northaw. We hope that providing you with this map will encourage you to put your best foot forward and use these public footpaths and waymarked tracks to enjoy your countryside.

Our Contribution To The Hertfordshire 2018 Year Of Physical Activity We offer you the opportunity to participate in a couple of short parish footpath led walks this summer. One will be in Northaw, starting at The Two Brewers and going south, using the Hook Lane footpath to introduce you to some of the footpaths and waymarked tracks in Fir and Pond Woods; and another in Cuffley, starting at the King George V Playing Fields, then walking down to the Hertfordshire Way footpath proceeding north-west by the Pumping Station, then up the Dell to the Ridgeway and passing The Plough Pub on the way back. We look forward to seeing you all on the walks in July and / or August! Dates for the two walks: Northaw: Wednesday 25th July 2018 starting at 7pm from The Two Brewers Cuffley: Wednesday 15th August 2018 starting at 7pm from KGV playing field A Few Tips: • Wear walking shoes or boots with a decent sole as the footpaths, though generally good, may have some

rougher, eroded areas • If you mind stingers and the odd bramble wear long trousers, which should offer protection • Evening walks invariably attract midges, so if you are susceptible to bites please use an insect repellent

or wear long sleeves and long trousers • Bring some water to ensure you do not dehydrate, particularly if the weather is very warm • Although none of the footpaths we shall encounter are particularly difficult to walk, walking poles or

sticks can be useful, particularly if the weather has been poor and the footpaths are muddy If you would like to participate in either or both walks, it would be helpful to the organisers if you could let the Parish Office know of your interest, either by phone or email. Toddler Tales is the perfect step on from Baby Rhyme Time, with a mix of lively stories and rhymes for you and your child to join in with. The stories chosen are aimed at toddlers and pre-school children but babies are welcome too.

Sharing stories and rhymes with your child helps to develop their listening skills, language and imagination. Enjoy the stories together by sitting with your child during the session and then spend time browsing and borrowing from our extensive range of picture books.

This activity is free; however we do welcome a voluntary contribution of £1 per family.

After the summer break, Toddler Tales will start again at Cuffley Library on Wednesday 5 September 2018 from 14:15 to 14:45 and continue weekly at the same time on every Wednesday.

Then come and join the Friends of Northaw Great Wood

No experience required and all tools provided

Why not get involved with our conservation work? Our activities include coppicing, shrub clearance, path and glade management, wildlife surveys and arranging walks. Work parties are held every Friday and on the 1st Sunday of the month, from 9.30am to 12.30pm. Meet in the car park – wear old clothes and sturdy boots. Bring some refreshments & gardening gloves (but gloves can be provided).
